Discussion of the pros and cons of Live Meeting. Decision was made that when voting, if the room is in agreement, then don t need to poll telephone attendees since not enough votes to override. 5. Minutes from Pre-First Darft Meeting in Dallas, TX, in March 2012: Minutes were approved. 6. Update on Dusts Correlating (CMD-AAC) from Kevin Kreitman. a. Scope submitted to Standards Council Meeting in August. b. Correlating to meet before the end of the year, before publishing of 1 st draft of 484
10 7. Update on Fundamentals (CMD-FUN) from Derek Duval. a. Scope has been developed and will refer reader to correct dust standards. b. Preliminary Draft to be submitted to Standards Council Meeting in October. c. Metals will need to follow 652 (Fundamentals) & Task groups update: most provided public input. If no public input was submitted, must wait on next cycle for revisions. Voting notes: CMD-AAC must have ¾ affirmative for approval. needs simple majority at meeting and 2/3 affirmative on Ballot. 9. New Business Tom Christman presented on several metal fabrications including an Ornell fabricated artificial finger, titanium ball. The resolved 104 Public Input, created 138 First Revision based on Public Input and work done by the, and created 9 Inputs to solicit comments. The following were key discussion points from the motions carried out during the meeting. Discussion of best location for Housekeeping chapter: In Fundamentals, Metals, or both? At this time, the committee moved to create a new chapter in metals for the general housekeeping requirements, which will pull out all the similarities in each of the specific metals chapters. Moving forward with the Fundamentals (CMD-FUN) and the correlating committee, the location for housekeeping could change in the future. Discussion of addition of three new chapters to Table of Contents: Motion approved for the following order of chapters: 6 = Fire Prevention 7= Housekeeping (New) 8 = Electrical (New) 9= Dust Collection (New) 10 = Performance-Based-Design option renamed proposed Electrical chapter to Control of Ignition Sources and to include other ignition sources such as hot work, smoking, portable electrical appliances. Task Group - Electrical (Control of Ignition Sources) Chapter. established a task group to review the ignition sources of each chapter and determine which belong in the new chapter on control of ignition sources. Task group members: Sam Rogers (Chair) Erdem Ural, Dehong Kong, Tom Christman, Peter Downing, Greg Creswell, and David Oberholtzer.
11 Discussion of mis-numbering of several sections from last cycle: developed several first revisions to correct the number. Discussion: Addressing lower hazard metals. Task Group Lower Hazard Metals. The committee established a task group to develop requirements for lower hazard metals. Task group members: Erdem Ural (chair), Kevin Kreitman, Sam Rogers, Pete Levitt, Bob Zalsoh, Doug Gunson, Matt Brown, Trevor Burns, Greg Grondin, Tim Myers. Discussion on creating chapter and document flow chart: New chapter flow diagrams that help navigates the user through the document and the different chapters. Discussion on addressing foreign material or objects: discussed addressing foreign materials or objects before startup to avoid creating sparks. developed a first revision to cover this issue. Discussion on Dust collection requirements: The committee discussed the concernes of dust collection. Indoor dust collection the major concern is fire. recognized that there are some conflicting requirements for allowing indoor dust collectors. Task Group Dust collection: The committee established a task group to review and develop the dust collection requirements. Task group members: Tim Myers, Erdem Ural, David Oberholtzer, Rick Seidel, Peter Downing, Peter Levitt, Kevin Kreitman, Kevin Laporte, Bob Zalosh, Dehong Kong. Discussion on rewrite of Chapter on Combustible Metals Recycling Facilities: Task Group Recycling and Waste Management: The committee established a task group to further develop the rewrite of the chapter on recycling and waste management chapter. Task group members: Elizabeth Buc, Peter Downing, Brad Burridge, Kevin Laporte. Discussion on Housekeeping requirements: Task Group Housekeeping: The committee established a task group to further edit Housekeeping chapter. Task group members: Tom Christman, Dave Oberholtzer, Erdem Ural, David Young, Sam Rodgers, Brad Burridge, Dehong Kong, Donna Bruce. Discussion about Mixtures and application of NFPA 484 to mixtures: The committee discussed how to address mixtures of metal dusts within NFPA 484. Task Group Mixtures: The committee established a task group to review and further edit mixture requirements. Task group members: Elizabeth Buc, David Oberholtzer, Erdem Ural, Dehong Kong, Sam Rodgers, Tim Myers, Peter Downing.
12 Task Group Annex Material Numbering: The committee established a task group to double-check the annex references to ensure that they reference the correct material from the standard. Task group members: Mark Drake, Donna Bruce, Rick Seidel, David Young Steve Evans- Zirconium, Dave Oberholtzer- Aluminum, Kevin Kreitmen Chapter 15 Discussion on PPE. The committee discussed the PPE requirements. Task Group PPE Requirements: The committee established a task group to develop requirements on PPE for plant personnel. Task group members: Bob Zalosh, Kevin Kreitman and Tom Christman. Discussion on Chapter 4 testing requirements. The committee discussed the need for additional tests of combustible metal dusts. From the discussion, the committee developed reserved sections on flash fire testing and a committee input on vertical testing. Task Group Chapter 4 Review: The committee established a task group to develop flash fire testing requirements as well as vertical testing procedures. Task group members: Elizabeth Buc, Dave Oberholtzer. 10. Adjournment. The meeting adjourned at 4:30 p.m. on July 26 th The next meeting will be either the 2 3 rd week of January in preparation for the Second Draft meeting. The CC asks the TC to review these equipment systems and protection measures and consider how to incorporate requirements going forward within the standard.

As amended by this annex item and as currently found in the mandatory text for the various metals chapters "fugitive dust shall not be allowed to accumulate" is not enforceable or feasible in all situations.
