3 Consider the request of David Bernzweig, Columbus Firefighters Union, to develop a standard to establish the minimum requirements for the effective contamination control of personal protective equipment (PPE), accessories, and equipment. A notice was published in NFPA News soliciting comments on the proposed project. A total of 147 comments were received. 139 comments supported development of the project, 8 comments did not support the development of the project and 16 of the commenters indicated an interest in participating if a Committee was developed. A webinar was conducted by NFPA Staff on the campaign for contamination control where nearly 900 people registered. The participants were polled on the need for standardized procedures for fire service contamination. Seventy percent (127 respondents) selected there is a need for a single, new, separate NFPA standard, Seventeen percent (32 respondents) selected there is need to expand NFPA 1582 to address this topic. See Attachment Consider the request of Bassem Khalil, Abu Dhabi Civil Defense, to develop a standard to establish protocols and practices for the use of remote video inspections of existing buildings, buildings under construction, and building systems for code compliance. Four comments were received. Three comments supported development of the project, one comment did not support the development of the project. One of the commenters indicated an interest in participating if a Committee was developed. See Attachment Consider the request of Axel Bogdan, 3M Science, to develop a standard on low pressure dispensing containers. This new project request was approved at the April 2016 Standards Council meeting. The Council directed that a call for members interested in serving on the new Technical Committee on Low Pressure Dispensing Containers (LPDC) be published. The NFPA Staff reported back to the Council that due to the lack of applying participants, interest for a new committee and stand-alone project appeared limited. After review of all the material before them, the Council instructed the NFPA Staff to return to the Council with a plan on how it is intended to incorporate this material into other NFPA Documents and if those documents scopes need to be changed to accommodate this new material. In November 2017 the Technical Committee on Aerosol Products was balloted to secure committee member approval for the new project. The ballot passed - 26 voting members/19 affirmative/4 negative/0 abstained/3 ballots not returned. The Committee is requesting the Council dissolve the LPDC TC and move the document to the Technical Committee on Aerosol Products and work to staff the technical committee with individuals with the expertise to write the document. The scope of the Technical Committee on Aerosol Products will need to be revised to include LPDC work. See Attachment At the April 2017 Standards Council meeting, the Council approved the request of Chief Otto Drozd, of the Orange County Fire Rescue Department, to develop a standard for preparedness and response to active shooter scenarios and incidents (See Standards Council minute item and related item c). The Council approved the title of the standard, Standard for Preparedness and Response to Active Shooter and/or Hostile Events, appointed members as the initial roster for the technical committee charged with standards development, and established the Committee s scope. At the December 2017 Standards Council meeting the Council issued a decision March 14, 2018 Standards Council Agenda: April 10-11, 2018 Page 3 of 470

4 to expedite the standards development process to develop a Provisional Standard (PS), NFPA 3000 (PS), Standard for Preparedness and Response to Active Shooter and/or Hostile Events (Standards Council Decision D#17-11, Minute Item ). The Council requested that the NFPA Board of Directors adopt by reference Annex B of the 2017 ANSI Essential Requirements, entitled Procedures for the Development of a Provisional American National Standard (ANS) or a Provisional Amendment to an ANS for the purpose of authorizing both the processing of NFPA 3000 as a Provisional Standard and the Council to issue a provisional standard on preparedness and response to active shooter and/or hostile events. The Board voted to approve this request on December 22, In accordance with Annex B of the 2017 edition of the ANSI Essential Requirements, NFPA submitted a public notice of the development of the provisional standard. The Technical Committee on Cross Functional Emergency Preparedness and Response was balloted on the release of the Preliminary Draft of NFPA 3000, and is now accepting Public Input. The Committee will hold their First Draft meeting March 19-23, See Attachment Update on NFPA 277, Standard Methods of Tests for Evaluating Fire and Ignition Resistance of Upholstered Furniture Using a Flaming Ignition Source. Add a new definition to to read as follows: Pier. A structure extending over the water and supported on a fixed foundation, or on flotation, that provides access to the water. 2. Revise to read as follows: Ground-Fault Circuit-Interrupter (GFCI) Protection. Ground-fault protection shall be provided in accordance with (A) and (B). (A) Receptacles. Fifteen- and 20-ampere single-phase, 125-volt through 250-volt receptacles installed outdoors and in or on floating buildings or structures within the electrical datum plane area shall be provided with GFCI protection for personnel. The GFCI protection device shall be located not less than 300 mm (12 in.) above the established electrical datum plane. (B) Feeder and Branch Circuit Conductors. Feeder and branch circuit conductors that are installed on piers shall be provided with ground-fault protection set to open at currents exceeding 30 ma. Coordination with downstream ground-fault protection shall be permitted at the feeder overcurrent protective device. Exception: Transformer secondary conductors of a separately derived system that do not exceed 3 m (10 ft) and are installed in a raceway shall be permitted to be installed without ground-fault protection. This exception shall also apply to the supply terminals of the equipment supplied by the transformer secondary conductors. Substantiation: The addition of the definition for pier is necessary to appropriately apply and enforce the safety provisions established for such a structure covered by Article 682 that is not currently defined in the NEC. Without this definition, the enforcement of electrical safety will not be uniformly applied to such a structure. Piers located on other bodies of water currently are not required to have the 30mA ground fault protection that has been in place in NEC for docking facilities for over 6 years where similar hazards exist and documented deaths exist to support the immediate addition of protection. Item (B) is new language added to provide a maximum of 30mA ground fault protection for the branch circuit and feeder conductors for piers and is intended to parallel the requirements for docking facilities in NEC The new language is included to ensure that protection be provided for the branch circuit and feeder conductors. The language permits levels of ground fault less than 30mA and also permits time delay where 30mA is provided on a branch circuit and a feeder to support coordination of the circuits, leaving the electrical design to the engineer or designer. It also permits GFCI protection for branch circuits as well. March 14, 2018 Standards Council Agenda: April 10-11, 2018 Page 149 of 470

8 Attachment a Page 2 of 2 Where a transformer resides on the pier, it would be difficult to provide protection on the conductors from the transformer to the first panel, so an exception has been added for not protecting the transformer secondary conductors with a conductor length restriction of 10ft. Emergency Nature: The proposed TIA intends to offer to the public a benefit that would lessen a recognized (known) hazard or ameliorate a continuing dangerous condition or situation. The 2017 NEC focuses on protecting from electric shock drowning in the water around docking facilities. Electric Shock Drowning is not limited to water around docking facilities but extends to piers that provide access to water. Deaths have been documented at residential piers that are not used to dock a boat. Therefore, it is prudent to address electrical safety on piers where access to water is similar to a docking facility to prevent further electric shock drowning events. The addition of this definition will ensure the appropriate application of the requirements. The electrical industry introduced enhancements in safety in the 2017 NEC for Marinas. Preliminary information from the Fire Protection Research Foundation activities, working to understand Electric Shock Drowning, supported the code panel action to establish an enhanced ground fault protection solution. The Fire Protection Research Foundation has published a report detailing the issues around electric shock drowning and the need to address protecting the public. State and Federal agencies are working to adopt and enforce the 2017 NEC requirements established in Article 555, however the hazard extends beyond docking facilities as shown by the unfortunate deaths in Alabama in the spring of 2017 near a pier that had no provisions for a boat which falls under the requirements of this article. The 2017 NEC 682 language needs to align with the electrical safety provisions found in NEC for docking facilities where similar hazards can exist. Immediate revisions to the 2017 NEC are necessary to enable state and federal agencies to invest confidently in appropriate protection provision and enforce safety provision that will enable the electrical system to operate in a safe manner. The purpose of this standard is to provide a standardized fire test procedure for evaluating the suitability of exterior non-load-bearing wall assemblies and panels used as components of curtain wall assemblies that are constructed using combustible materials or that incorporate combustible components for installation on buildings where the exterior walls are required to be noncombustible. 3. Revise annex material A to read as follows: A The fire test method described is intended to evaluate the inclusion of combustible components within wall assemblies/panels of buildings that are required to have exterior walls of noncombustible construction. The test apparatus described in this standard is commonly referred to as the intermediate-scale multistory test apparatus (ISMA). Substantiation: In both NFPA 5000 and the IBC, NFPA 285 is being used to assess vertical and lateral flame propagation for exterior walls containing combustible components. The NFPA 285 test standard was originally developed for the evaluation of combustible materials installed on non-combustible buildings (Types I and II construction). The NFPA 285 test standard is now being used to assess the fire performance of combustible materials which can be installed in all types of buildings, irrespective of the Type of construction, including buildings constructed using combustible components (FRTW Wood framing). As the building codes are being actively revised to reflect current construction practices, such as podium construction, the use of FRTW wood in Type III Buildings, and the use of heavy timber/tall wooden building construction, a conflict between the scope of the standard and the common practice now exists. This conflict is preventing the use of the NFPA 285 test standard for the evaluation of combustible materials in these new construction arenas. For example, NFPA includes testing to NFPA 285 for exterior non-bearing walls of any type in , for exterior non-bearing walls of Type III construction without limitation in , for exterior non-bearing walls of Type IV construction without limitation in , for exterior walls of Types I, II, III and IV construction containing MCM materials in , for exterior walls of Type I, Type II, Type III, and Type IV buildings of any height containing foam plastics in Similarly, the International Building Code (IBC-2015) also contains multiple requirements for use of NFPA 285 without any requirement that the wall (or the building) be of combustible construction. 107 Attachment a Page 2 of 3 second revision also added NFPA 285 testing to section for exterior non-bearing walls. The fire test standard itself should not differentiate between the type of wall construction materials. This precedent has been taken in many other fire performance test standards, including NFPA 252, NFPA 257, NFPA 268, NFPA 286, ASTM E119, and ASTM E814. At the first revision stage, during the development of what was expected to be the 2018 edition of NFPA 285, the NFPA Fire Tests committee decided to make a change in the scope to clarify that NFPA 285 is applicable to any type of construction. That first revision received no public comments. However, during the second revision meeting it was argued that, if exceptions to the noncombustible requirement need to be made, they should be made within the building codes and not within the test method. The technical committee accepted that argument and reinstated the original scope. Unfortunately, after the second revision was issued it was brought to the attention of the technical committee that the wording in the scope was being used (without adequate technical justification) by an ICC Ad-Hoc committee for the IBC (ICC Ad Hoc Committee for Tall Wood Buildings) for excluding NFPA 285 from use for new tall buildings composed of combustible exterior construction. The IBC committee was created by the ICC Board of directors to explore the building science of tall wood buildings with the scope being to investigate the feasibility of and take action on developing code changes for tall wood buildings. This is a multi-year effort with the objective of the submission of code changes for the 2018 Group A Cycle (IBC) in January/2018. So, in fact, the Fire Tests Committee was incorrect in their conclusion during the second revision meeting. This error needs to be corrected. NFPA 285 is a multi-story test of an exterior wall construction that contains a window and is unique in being able to assess the upwards flame spread, the potential for window penetration from exterior fires and the flame spread (vertical and horizontal) within the combustibles contained in the assembly. No other fire test that is in use today contains that unique feature. However, if the scope is not changed the ICC committee will encounter serious difficulties for proposing the use of NFPA 285 to assess upwards flame spread and flame penetration for buildings of combustible construction and other, less appropriate, tests will be used. In fact, it is an almost certainty that NFPA 285 would not be able to be used for the next edition of the IBC, with proposals due January 2018, since the next NFPA 285 edition, following the traditional development process, would not issue until too late in the development process of the code. This time line became even more critical with the return of the proposed 2018 edition of NFPA 285 to committee by standards council. Similarly, the same arguments would prevent NFPA 285 from being able to be used in similar applications in the next edition of NFPA As an example of the need to avoid placing restrictions on the use of the appropriate fire tests, I want to quote from Jim Pauley s recent alert to the fire safety community following the Grenfell fire, in the United Kingdom (and other high-profile fires). He stated (among other comments) the following: These tragic fires reflect a larger global problem warranting action. Looked at in their entirety, they are a collective example of how, either intentionally or accidentally, the fire prevention and protection system has been broken. A system that the public believes exists and counts on for their safety - through complacency, bad policy and placing economics of construction over safety - has let them down. He addressed the vital roles that government; policy makers; codes and standards users; professionals involved in design, installation, enforcement and maintenance; and community jurisdictions play in ensuring the public s safety. He stated: When any of those groups becomes complicit or lax in properly executing their roles and responsibilities, the consequences can be and have been catastrophic. 108 Attachment a Page 3 of 3 - Ignoring referenced standards within a code - Lack of education around the application of the codes and standards - Reduced enforcement - A public unaware of the dangers of fire This TIA proposes the same changes in the text of NFPA 285 as was proposed by TIA 1264 on this document. The results of the voting on TIA 1264 was 19 in favor and 5 opposed with 2 abstentions (on technical merit) and 18 in favor and 7 opposed with 1 abstention (on emergency nature). TIA 1264 was on the proposed 2018 edition of NFPA 285, which was returned to committee and Standards Council had no choice but to nullify the TIA because the proposed 2018 edition of NFPA 285 does not exist. The attached decision of Standards Council on the issuance of the TIA (following my appeal) includes the following statement: Additionally, the appellant or any other interested party may choose to initiate a TIA on the existing (2012) edition of NFPA 285. Should such a proposed TIA come before the Council for processing, the Council will consider it promptly and in accordance with the Regs. Therefore, this TIA is being proposed on the 2012 edition of NFPA 285, which contains the same language and concerns Emergency Nature: The standard contains an error or an omission that was overlooked during the regular revision process. The proposed TIA intends to correct a previously unknown existing hazard. The proposed TIA intends to offer to the public a benefit that would lessen a recognized (known) hazard or ameliorate a continuing dangerous condition or situation. The proposed TIA intends to accomplish a recognition of an advance in the art of safeguarding property or life where an alternative method is not in current use or is unavailable to the public. The proposed TIA intends to correct a circumstance in which the revised NFPA Standard has resulted in an adverse impact on a product or method that was inadvertently overlooked in the total revision process or was without adequate technical (safety) justification of the action. The timing of this TIA is such that changes to the 2012 edition of NFPA 285 can be made in order for NFPA 285 to be able to be used in this new application for tall wood buildings in the next edition of the International Building Code (and in the next edition of NFPA 5000). Following the traditional revision process for NFPA 285 will make it impossible for this to apply in the ICC for Tall Wood Buildings, particularly since the proposed 2018 edition has been returned to committee. In turn, this could even jeopardize the entire effort of including these buildings in the code.
