1 DIVISION 13 - SPECIAL CONSTRUCTION I. GENERAL A. This division contains the following elements: 1. Relocatable Buildings. 2. Telephone and Data Systems. 3. Intercom and Clock/Bell System. 4. Wiring and Conduit. 5. Technology Centers. 6. Media Retrieval. 7. Instructional TV (ITV). 8. Sound Systems. 9. Facility Management Systems. a. Security System. b. Energy Management System. B. Low voltage systems of communication, data, security, and energy management are in this division due to the special expertise required for proper installation. C. Coordinate electrical and communication connections with architectural and other elements to eliminate omissions and field conflicts. D. Security and fire alarm wiring tapped ahead of the main in facilities without an emergency generator. E. Electrical design shall comply with the following: 1. National Electrical Code (NEC) (NFPA 70). 2. Florida Building Code (FBC). 3. Florida Department of Education, Office of Educational Facilities - State Requirements for Educational Facilities (SREF). 4. Other applicable codes and standards. F. Consult M-DCPS Information Technology Services (ITS) - Network Expansion Services to verify status and coordinate the "Retrofit for Technology Projects," currently active at various school sites. G. Any equipment, device, system component, or part provided or installed by contractor containing or using date processing shall be Year 2000 (Y2K) compliant. Specify the contractor to provide, before substantial completion, a manufacturer s statement of Year 2000 compliance with a manufacturer s and contractor s warranty against date-related failures. H. Not all code requirements are listed within M-DCPS Design Criteria. Selected items are included for clarification or emphasis. Research and design according to applicable codes. March 03 Division

2 I. Training of M-DCPS personnel for operation and maintenance of security and energy management systems shall be included in project specifications and coordinated with the M-DCPS project manager to occur at the project site at least 2 weeks before project acceptance. J. Include estimated costs for temporary provisions to continue use of existing communication, data, security, and energy management systems during construction at existing facilities. II. RELOCATABLE BUILDINGS A. Relocatable buildings (portable classrooms) are prefabricated units delivered to the site. B. Site plans of new schools shall designate locations of future portable classrooms. C. School designs shall provide for a future number of portable classrooms as directed by M-DCPS Desegregation, the M-DCPS project manager, or to the following minimums: 1. 8 at elementary schools at K-8s at middle schools at high schools. D. Extend stubouts beyond sidewalks and other permanent construction toward the area designated to accommodate portable classrooms. Provide the following minimum requirements for the appropriate new or existing school type unless otherwise directed by M-DCPS. PROVISIONS ELEMENTARY MIDDLE HIGH 1. Sanitary: 4" 4" 4" Minimum diameter of cast iron pipe or PVC with 1/8" per foot minimum slope.* 2. Domestic Water: 2" 2" 2-1/2" Minimum diameter of type "L" or "K" copper or PVC. * / ** 3. Electrical Load: Minimum number of portable single classrooms, with 120/208 V. single phase, 6 KW demand each. March 03 Division

3 PROVISIONS ELEMENTARY MIDDLE HIGH 4. Switchboard: Number of blank spaces for future 400 amp breaker labeled "FUTURE RELOCATABLES" 5. Fire Alarm: Panel with number of spare zone modules. *** 6. Intercom: Console rated for number of additional classrooms and with space for equal number of future clocks, speakers, and call buttons. 7. ITV: 250' 400' 400' Terminal able to be tapped and transmit the signal through number of feet. 8. Telephone/Data: Telephone frame/data cabinet with capacity for number of classrooms. 9. Intrusion Detection: Panel with minimum number of spare zones, half for doors and half for motion detectors. 10. Energy Management: Panel with number of spare control points. 11. Empty Conduits: Number of conduits from each related board or equipment in school to future portable classroom site. March 03 Division

4 PROVISIONS ELEMENTARY MIDDLE HIGH a. Power: Number of 2-1/2" conduits from main switchboard to underground junction box. b. Audiovisual: Number of 2" conduit for clocks, speakers, call buttons, and ITV and security from the intercom console connected also to ITV terminal rack. **** c. Telephone/Data: Number of 2-1/2" conduits from main telephone room. d. Fire Alarm: 1-1/2" 1-1/2" 2" Diameter of 1 conduit from fire alarm panel. * PVC is allowed only at exterior buried locations not designated for future expansion and shall have provisions for locating after burial. ** Maintain 30 psi minimum while flushing at the most remote portable classroom location. PVC is allowed only at exterior buried locations not designated for future expansion and shall have provisions for locating after burial. *** At non-addressable systems. **** This conduit shall also contain security wiring if panels of both systems, usually in the office, are near the intercom console. E. Provisions for plumbing, electrical, fire protection, security, and other listed requirements shall be extended to a finish grade landscaped area at least 5 feet beyond an appropriate exterior building location in the area designated by M-DCPS for future portables. Do not locate in circulation paths or in areas receiving future construction. Show and note provisions in construction documents. F. Empty conduits shall terminate in pull boxes sized per NEC, be readily accessible, covered, and identified. March 03 Division

5 1. Provide at least one pull box for each of the following: a. Power. b. Fire alarm. c. Low voltage systems of ITV, telephone/data, speakers, and call buttons. d. Low voltage systems of security, clocks, and energy management. G. Dimension locations to empty raceways and include information concerning type, size, number, use, intermediate pull boxes, routing locations, and other related provisions on a contract document site plan labeled "Provisions for Future Portable Classroom Installation". III. TELEPHONE AND DATA SYSTEMS (13742) A. Telephone and data systems will be installed by M-DCPS Information Technology Services (ITS) - Network Expansion Services. 1. The sizes and runs of conduit with pull strings and cable trays, outlet boxes, pull boxes, device boxes/enclosures, dedicated equipment spaces for the above systems, and power for these systems shall be indicated on drawings and furnished and installed by the Contractor. 2. Systems shall comply with SREF and be UL listed. B. Consult with ITS, (305) , regarding telephone and data systems for scope of work. ITS will assign a coordinator for each project. C. Existing telephone and data systems at addition, renovation, or remodeling projects shall be evaluated by the A/E through consultation with the location staff and ITS to determine if the system is usable, expandable, and complies with SREF and M- DCPS Design Criteria requirements. If the existing system needs to be modified or replaced, ITS will review and approve scope of work. D. Submittal Phasing Requirements. 1. Phase 2 drawings shall comply with SREF Phase 2 Documents and include the following in addition to Phase 1 requirements: a. Revised drawings and written response to each Phase I review comment. b. Conduit layout at 1/8" scale floor plans with conduit sizes noted. c. Telecommunications room and satellite wiring closets located at 1/8" scale floor plans. d. Intercom racks located at 1/8" scale floor plans. e. Conduit layout at overall site plan showing each existing and future building, telephone service to site, conduits between the main telecommunications room and satellite wiring closets, and conduits between the intercom equipment racks and satellite closets. 6 f. Electrical legends for speakers, clocks, bells, call buttons, telephone outlets, and data outlets. g. Electrical power legends for electrical outlets in the telecommunications room and satellite wiring closets and near data outlets. 2. Phase 3 drawings shall comply with SREF Phase 3 Documents - Final and include the following in addition to Phase 1 and Phase 2 requirements: a. Revised drawings and written response to each Phase 1 and 2 review comment. b. Complete electrical specifications. c. Complete, detailed, and itemized construction cost estimate according to contact requirements. d. Completed electrical drawings coordinated with plans and specifications of structural, architectural, electrical, civil, laboratory equipment supplier, kitchen equipment supplier, and not-in-contract equipment to eliminate errors, conflicts, and omissions. e. Complete riser diagram showing the location of every outlet and conduit sizes from the various wiring closets to the outlets. This shall include the conduits between the wiring closets and the main telecommunications room. f. Electrical drawings and riser diagrams locating and indicating sizes of pull boxes and junction boxes used in the conduit systems. E. ITS will provide and install the following: 1. Telephone equipment and wiring. 2. ITS data network equipment and wiring. F. Telephone and Data Systems. 1. ITS will provide and install each facility with fully operational telephone and data systems as listed above. Telephone rooms and conduit system shall be designed and specified for construction and installation by the general contractor. 2. During Phase 1, coordinate the locations and methods of connecting equipment rooms and raceway systems with ITS and the M-DCPS project manager. 3. Phases 1, 2, 3, and electrical shop drawings shall be submitted, through the M- DCPS project manager, to ITS for review, coordination, comments, and acceptance. March 03 Division

7 4. Provide a minimum of two 3 inch underground conduits for the Bell South service entrance from the property line to the main telephone/ communications room. Coordinate location and requirements with the utility company, electrical design engineer, and ITS. 5. Bell South will provide a surge protected, 100 pair minimum cable service entrance terminating on the main telephone/communications room punch block. 6. Each office and instructional space shall receive a minimum of one telephone outlet or more according to program requirements, with appropriate conduit. 7. Each computer or printer shall have conduit terminating at a junction box. See program requirements for quantities at each space. 8. Provide an empty conduit system with pull strings for the ITS wiring installation at the following according to program requirements: a. Telephone and Data Locations: 1) Instructional spaces. 2) Staffed administrative areas. 3) Computer labs. 4) Auditorium stage, cafetorium stage, and gymnastics/ dance. 5) Self-contained administrative offices. 6) Administrative/student support services areas. 7) Media center: a) Media center office computers and server. b) Electronic catalog carrels (all connected to server). c) Circulation desk. d) Production resource room. 8) Computer modem locations. 9) Teacher workrooms. 10) Physical education offices. 11) Cafeteria manager's office (with modem line for cash register). 12) Zone mechanic. 13) Custodian. 14) Concession booths. 15) Student services area. 16) Exterior food court alcoves. 17) Exterior covered dining areas. b. Telephone outlet locations. 1) Elevator equipment room. 2) Teacher lounges. March 03 Division

8 3) Gymnastics/dance control room. 4) Pay phone locations according to manufacturer s instructions. 5) Energy management system panel. 6) Alarm panels for intrusion and fire. 7) Panel for card access control headend. 8) Electric utility meter room. c. Data system outlet locations. 1) Two outlets at the food service manager s office connected to two outlets at the main telephone/communications room. 2) Each point of sale cash register connected to an equal number of outlets at food service manager s office. See program requirements for number of registers. 3) Each concession booth to an equal number of outlets at food service manager's office. 9. Mount telephone and data outlets according to the following: a. Office or clerical location: 18 inches above finish floor or in appropriate floor outlets. b. Administrative offices and student support services: 18 inches above finish floor or in appropriate floor outlets. c. Instructional spaces: 18 inches above finish floor or in appropriate floor outlets. d. Concession booths: 18 inches above finish floor or in appropriate floor outlets. e. Computer labs: In addition to instructional area requirements, provide each computer lab with the following: 1) A 2-piece, 2-compartment raceway using combination duplex receptacle and telephone outlet covers. a) Extend appropriately sized conduit from the raceway to a satellite closet, if not more than 100 feet from the computer lab. 2) A communications cabinet, 24 inches high, 28 inches wide, and 18 inches deep when the distance from a lab to the satellite closet exceeds 100 feet. a) Locate the communications cabinet at the end of the raceway in the lab and next to the data outlet. 9 f. Cafeteria manager's office: Provide a 1/2" conduit from the telephone outlet to a junction box outside the office in the kitchen for a M-DCPS provided strobe light/bell unit. 1) Locate the kitchen junction box centerline 7'6" above finished floor in an unobstructed visible location. g. Provide 1/2" minimum conduit from the cafeteria manager s office to the underside of each cabinet base with a point-of-sale (POS) register. See program requirements for locations. h. Telephone/data outlets installed in floors shall have a mounting frame for a duplex receptacle, a brass cover with brass screws, and two hinged lids to allow the use of either or both outlets. i. Connect not more than 2 floor outlet boxes together. Provide one 3/4" conduit from the satellite wiring closet to feed a pair of floor outlets. 10. Main Telephone/Communications Room and Satellite Wiring Closets. a. Provide a main telephone/communications room and satellite wiring closets as required for wiring and installation of terminal cabinets, terminal blocks, and systems distribution. Equipment components of telephone, intercom, clock/bell, and data communications will also be installed in these rooms. b. Locate away from generators, compressors, electrical switchboards, load centers, and any other potential sources of radiated or conducted electrical interference. c. Water, sewer, air-conditioning chilled water, or other similar piping shall not enter, pass over, or pass through the main telephone/communications room or satellite wiring closets. Columns or beams shall not interrupt the spaces. d. Cover all walls in the main telephone/communications room and satellite wiring closets from floor to ceiling with 3/4" thick plywood painted with fire retardant gray paint. e. Provide a minimum of 3 conduits between the main telephone/communications room and each satellite wiring closet for copper and fiber cables, one 2" for fiber cable, one 2" for future use, and the remaining conduits for copper cable sized for the total number of telephone and ITS data outlets being served. 10 f. See Design Criteria Appendix for main telephone/communications room and satellite wiring closet layouts. g. Floor finish shall prevent concrete dusting. Carpeting shall not be used. h. Electrical panels, transformers, switches, or any other similar electrical equipment shall not be located in satellite wiring closets. i. Floor live load shall be designed for 150 pounds minimum per square foot. j. Provide conduits for media center network hub to appropriate main telephone/communications room or satellite wiring closet. 11. Main Telephone/Communications Room. a. Minimum room dimensions shall be 12 feet deep, 16 feet wide, 8 feet high, and with a 3 feet by 7 feet high metal door, with "TELEPHONE ROOM" signage. b. At new construction, the main telephone/communications room shall be in a separate room from the intercom control main console area. Connect the two areas with three 2 inch conduits or cable trays. 1) Locate the main telephone/communications room in the media center, if the administration area is in the same building. 2) Locate the main telephone/communications room in the administration area if the media center is not in the same building. c. Telephone equipment and the intercom control main console may share a room at existing facilities with space limitations. d. Locate the main telephone/communications room at least 1 foot above flood criteria, next to the administration area, and in the same building. A second floor location may be used if above the administration area. e. Provide 2 separate isolated grounds, one of which shall be dedicated for the telephone system. f. The central chilled water plant shall maintain specific temperature and relative humidity requirements at the main telephone/communications room. Provide a supplemental HVAC system for regulating temperature and relative humidity requirements for off-hour use. 1) Room conditions shall not exceed 75 degrees F. and be maintained at 60 percent relative humidity at all times. 2) The design heat load will be approximately 10,000 BTU/hr. 12. Satellite Wiring Closets. a. Minimum room size shall be 3 feet deep, 7 feet wide, and 8 feet high. March 03 Division

11 1) Provide access from an enclosed interior corridor at the 7 foot wide wall with a pair of 3'0" wide by 7'0" high louvered hollow metal doors, with "TELEPHONE ROOM" signage, head and foot bolts, and storeroom function locks. Exterior access requires M-DCPS approval on a per condition basis and shall receive non-louvered doors. b. Satellite Wiring Closet Locations. 1) Locate in a separate room next to electrical rooms. 2) Do not exceed a 300-foot maximum wire run between satellite wiring closets and the main telephone/ communications room. 3) Locate to not exceed a maximum wire run of 250 feet to a telephone or data outlet. 4) In multistory buildings, stack satellite wiring closets vertically wherever possible and connect with a minimum of three 4 inch sleeves through the slab. c. Do not locate transformers or other heat generating equipment in satellite wiring closets. 13. Electrical requirements for the main telephone/communications room and satellite wiring closets shall include the following: a. Provide one 1/2" by 1 inch minimum size ground bar 10 inches above finish floor at the center of each wall of the main telephone room and at the back wall of each satellite wiring closet. The ground bar shall have at least 12 branch terminals and be connected by #6 AWG copper to one of the following building grounds: 1) The metal frame of the building if effectively grounded. 2) A buried metal water pipe system not less than 10 feet long. 3) An electrode with at least 2 inch concrete encasement located within and near the bottom of a concrete foundation in direct contact with earth. The foundation shall have at least 20 feet of either bare solid copper wire not less than #4 AWG or one or more steel bars of not less than 1/2" diameter. 4) A ground ring of at least 20 feet of not less than #2 AWG bare copper conductor in direct contact with earth and buried at least 2-1/2 feet encircling the building or structure and with a #6 AWG wire attached to the permanent power ground. 12 b. Solid neutral assemblies used in panel boards to tap branch neutral wires may be installed as grounding bars. The ground in the main telephone switch room shall be connected by a #6 copper wire to the building's main electrical power ground at the main switchboard room. c. Quad receptacles at the room perimeter shall be 115 volt 60 Hz, 20 amp service. 1) Receptacles shall be dedicated and not be under switch control. 2) Provide one quad receptacle inside each terminal cabinet and one quad receptacle outside the cabinets in each satellite closet. 3) A quad receptacle shall be installed at every 4 feet of the perimeter in the main telephone/communications room and satellite wiring closets. d. In the main telephone/communications room, power outlets used by the telephone system and other systems needed during emergencies shall be wired to be operational on the emergency generator. e. Terminate data conduit at 4' x 8' minimum backboards at wiring rooms. f. A minimum of 50 foot candles, measured at 3'0" above finished floor level, shall be available at all times. Use RFI suppressed fluorescent lighting. 14. Provide a flexible cost-effective system for distributing the interconnecting wiring between the various devices in this section. a. In retrofits of existing building structures, evaluate the use of the existing telephone equipment locations to avoid the rewiring of the entire facility. b. An existing telephone or data system, with prior acceptance from ITS, shall be extended to provide the same capabilities as the existing facility's system and comply with M-DCPS Design Criteria. 1) Each added instructional area shall have adequate raceways and conduit for ITS telephone and data wiring to allow connection to the main telephone/ communication room or a satellite wiring closet. 2) Install additional underground conduits, pull boxes, or cable trays as needed. Empty conduits shall have pull strings. 3) Existing telephone, data, and intercom modifications shall comply with ITS new installation requirements. IV. INTERCOM AND CLOCK/BELL SYSTEM (13745, 13805) A. Intercom System. 1. An intercom system, with clock/bell and wiring furnished and installed by the Contractor, shall connect the administration area and student support services with all student occupied areas. 13 2. Determine, with M-DCPS Facilities Operations, the scope of work at existing intercom systems for replacement or modifications to achieve compatibility with new intercom systems. 3. The intercom system shall be UL listed. 4. The intercom system shall consist of remote speakers connected via conduit to an intercom control main console with two-way voice communication capability. a. Provide conduit and enclosure boxes as required. b. Speaker design or layout shall prevent adjacent rooms from being inoperative during speaker component failure. 5. Call buttons, a clock, and speakers shall be at the following: a. Instructional spaces. b. Staffed administration areas. c. Auditorium stage, cafetorium stage, and gymnastics/dance. 6. Speakers shall be at the following: a. Group toilet rooms. b. Hallways. c. Other areas determined by A/E and M-DCPS Facilities Operations. 7. Call buttons and speakers shall be at the following: a. Self-contained administrative offices. b. Areas for emergency rescue assistance. 8. Use the intercom system to replace pull stations that are allowed to be relocated to the inside of student occupied spaces. a. Provide a two-way communicating system between all normally occupied spaces and a manned location where a general alarm can be sounded. b. Omit the manual pull stations, except at the manned location and in spaces with a capacity of one hundred (100) or more or in other spaces as required by the authority having jurisdiction, provided the following conditions are met: 1) The communication system shall be a two-way system with the capability of originating calls from any station. 2) Stations shall be located in all student-occupied areas. 3) The communication system shall be connected to emergency power. 14 9. The sizes and runs of conduit and cable trays, outlet boxes, pull boxes, intercom speaker/clock back boxes device box/enclosures, dedicated equipment spaces for the above systems, and power for these systems shall be indicated on drawings and provided and installed within the general construction contract. 10. Connect the intercom system and the clock/bell system to operational on emergency power as required by SREF. a. Provide an uninterruptible power supply system (UPS) as a secondary backup source of emergency power with sufficient capacity to operate the complete intercom system, including two-way communication, under idle load for 24 hours plus all speakers at full load for a continuous period of 5 minutes. Provide battery load calculations to M-DCPS. b. Provide connection to notify M-DCPS District Communication Management (DCOM) when the system is on emergency power. 11. Locate the intercom control main console and backup components at the media center, near the television distribution center, at new facilities unless otherwise directed by M-DCPS. a. Intercom functions shall also be controlled by at least 3 administration telephones by the intercom manufacturer. Locate one at the media center, one in administration area, and others according to M-DCPS Facilities Operations. 1) The designated administration telephones shall be located where the responsible personnel must leave their regular station and answer the emergency call. 2) The designated administration telephones shall be used for normal and emergency intercom announcements. b. A highly visible emergency call display and a fire alarm pull station shall be installed next to the designated administration telephones. c. Provide conduit for the designated administration area intercom telephone and a highly visible wall mounted emergency call display next to the fire alarm control panel. See Division 16 - Fire Alarms. 12. The incoming and outgoing main console conduits require a sufficiently deep recessed cabinet, with doors, containing punch blocks with surge protection for the intercom system, behind the intercom system rack. a. The intercom system rack and main telecommunications room shall be interconnected by a cable tray or three 2 to 4 inch conduits. March 03 Division

15 b. If a satellite wiring closet is located in the media center, the required conduits shall go to the satellite wiring closet and not the main telecommunications room. c. Intercom system wiring are based on home runs. Provide dedicated conduit or cable trays from audio outlets to the main telephone/communications room or satellite wiring closets. d. Provide a minimum of two 2 inch conduits between the intercom main equipment racks to each satellite wiring closet. 13. The two-way voice communications from instructional spaces will be accessed through normal/emergency call button outlet boxes 42 inches above finish floor at the technology center panel: a. Normal call - neutral color button. b. Emergency call - red button. 14. The intercom speakers shall be wall mounted in a standard clock/speaker assembly. See Clock/Bell System for mounting locations. 15. Toilet rooms, hallways and normally unoccupied spaces other than storage rooms shall have ceiling speaker enclosure boxes installed for intercom purposes. 16. Do not install intercom components at PE shelters or other exterior spaces. 17. The cafeteria, kitchen area, gymnastics/dance, auditorium, gymnasium, and meeting rooms shall have additional speakers and enclosure boxes. a. Determine speaker quantity based on speaker type, room size, configuration, and acoustical characteristics. 18. Television production studio will have a clock without an intercom speaker. Other instructional spaces and teacher areas within this department shall have the standard clock/speaker assembly. 19. Provide conduit for separate intercom volume controls and privacy switches for office areas. 20. Locate speakers and exterior horns as required to comply with sound level requirements for interior and exterior spaces. B. Clock/Bell System. 1. Locate a wireless or 24-volt master clock with digital display units at the technical processing center in the media center and analog wireless or 24 volt DC impulse secondary clocks, as noted, in any other occupied spaces. Provide an integrated bell system as part of the master clock system. March 03 Division

16 2. Provide flush-mounted clock/speaker enclosure boxes 7'6" above finish floor to clock centerline on a wall providing glare-free and unobstructed viewing in instructional spaces, administration offices, student support services, custodian and cafeteria offices, and any other occupied spaces. Coordinate locations with projection screen locations. Refer to Type 1 Configuration. 3. Clock/speaker assemblies may be surface mounted in retrofit applications. 4. Bell wiring conduit shall be according to manufacturer s requirements. 5. Clock wiring shall be in a separate conduit from all other wiring. Conduit branching to each clock carrying three #12 AWG wires shall be in at least 1/2" conduit. V. WIRING AND CONDUIT (13740, 13742) A. Provide at least one pull box for every 100 feet of conduit run. 1. Install additional pull/junction boxes in runs exceeding 100 feet. 2. Conduit runs shall not have more than two 90 degree bends or equivalent. Provide additional pull boxes regardless of length to meet this requirement. 3. Each conduit run from the main telephone/communications room or satellite wiring closets to stations for telephones or administrative/instructional data lines shall not be longer than 250 feet. B. Use cable tray systems when appropriate and cost effective with routings following corridors to the main telephone/communications room and satellite wiring closets for telephone, data, and intercom wiring distribution. 1. Wiring from cable trays to equipment, devices, or outlets shall be in 3/4" minimum metallic conduits, except use two separate 1/2" conduits to clock/bell speaker enclosures. Conduits from cable trays shall feed instructional spaces, computer labs, teacher workrooms and any other staffed administrative location. 2. Clock wiring shall be in a separate clock conduit system, even from other wiring in cable trays. a. Provide a junction box at each point in the clock conduit system for connecting the clock wiring buss in the conduit to each clock by tapping a branch wiring run from the buss to the clock. b. Use the clock section of the backbox as the junction box and wiring the clock buss, with some slack in each box, from the clock to clock in a daisey chain fashion. 3. 17 4. Cable trays shall not obstruct light fixtures, access panels, damper controls, piping valves, or any other equipment requiring access. 5. Maintain fire ratings when conduits or cable trays penetrate fire rated assemblies. 6. Cable trays shall not be at exterior covered walkways. 7. Size cable trays for 140 percent of required capacity and specify to position hangers with adequate clearance to allow an installation of a future second tray. C. Telephone/data and intercom system wiring are based on home runs and shall not share conduits from the wall outlet to the main telephone/ communications room or satellite wiring closets. 1. Share conduits with wiring of different low voltage systems, except as follows: a. Telephone/ data, and intercom wiring cannot be in one conduit or cable tray. b. Clock wiring shall be in dedicated conduit. c. Bell wiring conduit shall be according to manufacturer s requirements. 2. Provide 3 separate conduits between wiring closets for telephone, data, and future wiring. 3. At additions or renovations, comply with conduit arrangements as noted in this division, where possible. The three #12 AWG wires used for clocks shall not share conduit with other wiring. 4. Underground wiring between buildings and portables shall be aquaseal type with no splices. D. The number and size of conduit for various systems shall be determined by the requirements of each system and be reviewed by ITS. For general information purposes, use the following for wiring: 1. Telephone: 4 pair twisted unshielded #24 2. Intercom: a. Intercom speaker 1 pair shielded #22 b. Normal call-in 1 pair unshielded #22 c. Emergency call-in 1 pair unshielded #22 3. Data cable between one 48 strand 62.5/125 satellite and main multimode fiber telephone room Note: Data twisted pairs shall be capable of transmitting at a 100 Mbps data rate over a minimum of 100 meter distance (Category 5 UTP). 4. Clock: 3 conductor #12 E. ITS will install: 1. Fiber optic cable for data distribution in underground conduit. 2. Jelly-filled multiconductor copper cable (black cable) for telephone distribution in underground conduit. 3. A 12-strand minimum 62.5/125 micron multi-mode fiber cable between new and existing closets. 4. Each administrative and instructional computer jack. F. Electrical outlets for 120 volts AC power related to data, telephone, and intercom shall be wired by the general contractor. G. Outlet box to outlet box wiring (daisy chaining) is not allowed. Provide 3/4" minimum conduit and accessible junction/pull boxes between a final outlet box not further than 250 feet from main telephone/communication room or satellite wiring closet. H. Provide a minimum of three 2 inch conduits between the main telephone/ communication room and each satellite wiring closet as follows: 1. One 2 inch conduit for fiber optic cables. 2. At least 1 appropriately conduit sized for copper cables for telephone and data based on the number of work locations, and not less than two 2 inches each. 3. One 2-inch conduit for future use. I. Conduit sizes, distribution, and paths of fiber and copper will be determined when the system outlet layout is finalized. J. Provide wall space and access at the main telephone/ communications room and satellite wiring closets for the following: 1. Protection assemblies for black cable as determined by the wiring and telephone vendors, approximately 9 inches wide, 20 inches high, and 5 inches deep and at both ends of installed underground copper cable. 2. Splice cases required for black cable, approximately 9 inches wide, 33 inches high, and 7 inches deep. March 03 Division

19 3. Required data hub and patch panel cabinet, approximately 28 inches wide, 18 inches deep, and 2, 4, or 6 feet high. 4. Jack panels for black and bundle cables as determined by the wiring and intercom vendors, approximately 11 inches wide, 4 inches high, and 3.5 inches deep. 5. Lightguide interface unit for fiber optic cable, approximately 8 inches wide, 12 inches high, and 4 inches deep. 6. Wall mounted telephone switch for elementary schools, approximately 22 inches wide, 21.5 inches high, and 12 inches deep. 7. Sixty-six block for intercom system as determined by the wiring and intercom vendors, approximately 4 inches wide, 20 inches high and 3 inches deep. K. Each work location requires 6 pairs of 24 AWG wire. Provide 20 percent spare capacity. L. Each computer lab outlet box requires one 4-pair cable. Any other outlet served requires four 4-pair cables to be pulled from a wiring room or closet. The technology center organizes the electronic access functions to a centralized location. B. Locate the technology center within easy access, control, and use by the instructor or staff at the front of the classroom with 1 outlet box for 2 computer drops. 1. Locate away from egress doors and egress paths. 2. Locate instructional space technology centers below televisions and at a not-incontract computer table according to instructional TV locations in program requirements and Division 5 - Metals for TV brackets. C. Different rooms require different technology center configurations. See Design Criteria Appendix - Low Voltage Technology Center Configurations and as follows. 1. Instructional Spaces: March 03 Division

20 a. Normal call button and an emergency call button mounted at 42 inches above finish floor. b. Telephone jack, data jacks, and associated electrical receptacles at 18 inches above finish floor directly below call buttons. Refer to Type 1 Configuration. c. Also, provide data jacks and duplex electrical receptacles for the number of student computer workstations according to program requirements at instructional spaces. d. For additional required computers, locate 2 outlet boxes for 5 computers at the rear of the classroom. See program requirements for electrical outlets. 2. Administrative offices, teacher planning offices, and student support services: a. Data jacks, telephone jack, and electrical receptacles at 18 inches above finish floor. Refer to Type 2 and 3 Configurations. 1) Each workstation and office will be accessed by 1 telephone, 1 data, and 2 LAN data jacks. 2) Provide a speaker, a normal call button, and an emergency call button at each office. a) Include 1 emergency call button and 1 clock/speaker within an administration area. 3. LAN server locations, and other locations determined by ITS: a. Data jacks, telephone outlet, and electrical receptacles at 18 inches above finish floor or recessed in floor. Refer to Type 4 Configuration. 1) Each microcomputer lab student workstation: Data systems jacks and electrical receptacles at 18 inches above finish floor or recessed in floor. Refer to Type 5 Configuration. 2) All other occupied areas designated according to program requirements shall have data jacks, telephone outlet, and electrical receptacles at 18 inches above finish floor or recessed in floor. Refer to Type 6 Configuration. 3) The cafeteria, kitchen area, gymnastics/dance, auditorium, gymnasium, and meeting rooms shall have additional speaker locations installed for intercom purposes. 4) D. Locate normal call buttons, emergency buttons, telephone jacks, and data jacks in outlet boxes according to Design Criteria Appendix - Low Voltage Technology Center Configurations. March 03 Division

21 VII. MEDIA RETRIEVAL A. If program required, instructional spaces at new or existing facilities will have the ability of media retrieval from the media center through the telephone system. VIII. INSTRUCTIONAL TV (13780) A. Provide an instructional TV system to distribute TV signals to each instructional space in the facility and other locations according to program requirements. Provide control racks and equipment in the media center for TV distribution. B. TV distribution, to instructional spaces and other locations, from the media center shall be independent from the intercom, security, and alarm systems. C. The TV system shall have Instructional Television Fixed Service (ITFS) and FM antenna systems, Ch 17 to Ch 5 processors and modulators, and the following: 1. At schools with CATV service available: a. Processors for educational and commercial channels. b. One 2-inch conduit from CATV service entrance to TV distribution center with entrance location coordinated with CATV service provider. 2. At schools without CATV service: a. VHF low band antenna system. b. UHF antenna system. c. Provide one 2-inch conduit from the TV distribution center to the nearest appropriate telephone pole. D. Provide required antennas, accessories, and appurtenances with wind loading design complying with American Society of Civil Engineers (ASCE) Provide calculations, signed and sealed by a Florida registered professional engineer, establishing wind velocity pressure values for the specific project according to ASCE 7-98 using a wind speed of 146 mph. 2. Use ASCE 7-98 Exposure Category "C" for wind design at M-DCPS additions and new construction. 3. According to ASCE 7-98 occupancy types, educational facilities are classified as Category 3 and shall have a wind load importance factor of SREF recommendations to use map wind speed plus 40 mph and a wind importance factor of 1.0 are not to be used. E. Antenna shall be of sufficient height to provide line of sight signals from the M- DCPS transmitter at the Miami-Dade Government Center at 111 NW St. Street. March 03 Division

22 1. Antenna, height requirements, location, and design will be reviewed for acceptance by M-DCPS Media Programming. See Design Criteria Appendix for a concrete TV antenna pole detail. Maximum exposed height shall be 125 feet above grade. 2. Locate the tower based a 300 foot maximum wiring run from the antennas to the TV distribution center. 3. Provide two 2 inch conduits from the tower to TV distribution center. F. Broadband amplifiers may be allowed for future expansion of the TV system only when accepted by M-DCPS Media Programming. G. Instructional space televisions shall be bracket mounted. See Division 5 - Metals for installation and location requirements. H. Televisions at administrative spaces or other non-instructional spaces according to program requirements will not be bracket mounted. Provide a TV distribution outlet at 18 inches above finish floor with an adjacent duplex receptacle within 4 feet of designated TV locations. I. Show TV locations, bracket locations, and related outlets on plans. IX. SOUND SYSTEMS (13770) A. Provide sound reinforcement systems in the auditorium, cafeteria, gymnasium, theater lab, gymnastics dance, and other program required locations with the following operational capabilities: 1. Sound reinforcement for live presentations. 2. Recording of live performances and reproduction of prerecorded cassettes and compact disks. 3. Stage monitor system for future portable speakers suitable for audio monitoring and sound effects. 4. Provide for external recordings, radio, television, and other media feed outputs. 5. Properly matched projector input. 6. Cue headset systems with inputs noted. X. FACILITY MANAGEMENT SYSTEM A. The systems components of the Facility Management System (FMS) include: 1. Fire Alarm (FA). See Division Security, including intrusion detection, card access controls, and closed circuit TV (CCTV) surveillance. 3. Energy Management System (EMS). B. FMS components shall be provided with electric transient protection. March 03 Division

23 C. Renovation or additions to existing facilities shall be reviewed by M-DCPS Energy/Communications ( ), for extent and coordination of energy management. D. The FA, security, and EMS shall be compatible with the M-DCPS Facility Information Network (FIN). E. The FA, security, and EMS shall be connected to M-DCPS District Communication Management (DCOM) in the School Board Administration Building (SBAB) via telephone line to transmit alarms, system status, and programming. F. The security and EMS systems wiring shall run in cable trays, whenever feasible, with connections from the cable tray to any device or equipment in metallic conduit. 1. The security wiring shall be: a. Power: 1 pair (stranded size varies with load and distance) b. Signal: 1 pair (#22 AWG stranded loop system) 2. Security, EMS, and fire alarm wiring shall be in separate conduit. G. Provide an security system to include the following: 1. Intrusion Detection System (13845). a. A UL mercantile control panel with keypads, extended zone modules, and supervised remote power supplies as required. Component locations shall be shown on construction documents. In addition to standard functions, include the capability to bypass any zone or use time delay operation. The system shall be hardwired in its entirety. b. The intrusion alarm system shall be zoned to annunciate the location within the complex initiating the signal. c. Any activated device during non-student hours shall alert the administration area and the M-DCPS District Communication Management (DCOM). d. Specify the programming and interface to DCOM shall be by the Contractor. e. Door Contacts. 1) Provide door contacts and related devices at exterior doors, roof scuttles, and interior doors to high security spaces including, but not limited to, spaces containing student records, audiovisual equipment, instructional TV equipment, computer equipment, chemical storage, facility operation and management equipment, and other similar valuable goods. 2) Rooms with both interior corridor access and motion detectors do not require door contacts. March 03 Division

24 f. Motion Detectors. 1) At the ground floor and other spaces at floors with potential access from adjacent roofs, covered walkways, or overhangs, provide motion detectors in each area or space with windows, fixed glass, or glass block to the exterior and any room with vision panels. 2) Provide motion detectors at enclosed stair towers at the floors above the ground floor to protect the egress doors to the stairs. 3) Provide motion detectors at exterior accessed storage rooms. 4) Provide individual zones for each motion detector. 5) Motion detectors shall be dual technology (PIR/ microwave). g. The system shall provide for the separate partitioning of cafeterias, cafetoriums, auditoriums, food service areas, gymnasiums/locker rooms, media centers, administration areas, music rooms, little theaters, and any other areas according to program requirements. A building may have multiple partitions but one partition should not include multiple buildings. h. A maximum of 4 associated door switches may be grouped in a zone. Provide independent wiring to each switch from a junction box located next to the expansion zone module (EZM) before converting to a zone. i. Next to each card reader of a card access control system and inside the partitioned location, provide an intrusion detection keypad within 5 feet of the entrance door. 2. Card Access Control System (13851). a. Provide a microprocessor card access control system in new construction and designated renovation projects to monitor and control access to specific areas requiring frequent after-hours access. M-DCPS Police will review and approve card reader locations in Phase I submittal. b. Card access control systems shall be separate from the intrusion detection system and the fire alarm. c. Card Access Control System shall include: 1) A proximity card reader installed on the exterior of an entrance for the identification of authorized personnel. Verify an intrusion detection keypad is within 5 feet of the entrance door and also within the partitioned location. 2) Magnetic strikes as specified in finish hardware specifications. Mag locks shall be frame mounted. Provide signal switch in exit device and a motion sensor to release mag lock. Door strikes shall be normally closed type. 3) A modem according to manufacturer's requirements and compatible with DCOM. March 03 Division

25 d. Card access locations include, but not limited to the following: 1) Elementary schools: Administration area, media center, cafeteria/ kitchen, and skills development computer labs. 2) Middle schools: Administration area, media center, cafeteria/kitchen, skills development computer labs, band room, and physical education offices. 3) High schools: Administration area, media center, cafeteria/kitchen, skills development computer labs, band room, chorus room, physical education offices and locker rooms. e. Locate proximity card readers at entrances determined by convenient access to parking areas. f. The design shall include necessary components, wiring, for power and control to sensors, card access controls, locks, and other door hardware items or devices. g. Provide an uninterruptible power supply system (UPS) for the card access control system. h. Refer to door hardware section in Division 8 for additional information on card access control systems. 3. Closed Circuit TV (CCTV) Surveillance System. a. Provide a raceway system with pull strings for a not-in-contract CCTV surveillance system for: 1) 48 cameras at high schools. 2) 32 cameras at middle schools. 3) 16 cameras at elementary schools. b. Camera locations will be reviewed for acceptance by M-DCPS School Police, region administration, site administrator, and M-DCPS Maintenance and Operations - Office of Special Projects. 1) System layout requires review by M-DCPS at Phase 1. 2) Other facilities will be evaluated on a per project basis by M-DCPS to decide if a CCTV system is required. c. Power Supply: 1) Headend Equipment shall be powered from the closest 120 volt power panel. March 03 Division

26 a) Install transient voltage surge suppression (TVSS) and lightning protection at the power source. b) Circuits shall originate from the same phase. c) Phase conductors and equipment ground shall be sized according to the following branch circuit voltage drop formula: D x 2 x I x Ze = VD (12 AWG minimum) ) Provide one 20 amp circuit for each 16 camera multiplexer. 3) Provide a dedicated 3/4" raceway with pullstrings for conductors. 4) Provide ground wire in raceways for single point grounding. 5) Common neutrals are not allowed. 6) Multiplexers, monitors, recorders, and other related viewing and recording equipment shall be on emergency power, or if not feasible on one uninterruptible power supply (UPS) rated for 30 minutes of operation for each multiplexer. d. Additions and remodelings shall include necessary conduits to interconnect new and existing buildings. e. At retrofit sites, provide a conduit system to accommodate no more than 32 cameras at middle and high schools and no more than 16 at elementary schools. Actual number of cameras and locations will be determined by M- DCPS. Other facilities will be evaluated on a per project basis by M-DCPS for system requirements. f. Provide for a complete operational open architecture color CCTV system with multiplexers capable of interfacing with alarms and transmitting digital video signals over the M-DCPS WAN. Equipment, warranties and training shall be as specified by M-DCPS. g. Cameras will be installed for daytime surveillance, identification of personnel, and nighttime security to monitor the building perimeter to determine cause of alarm. h. Locate cameras to monitor: 1) Major points of congregation. 2) Building perimeter including building entrances and exits. 3) Receiving areas. 4) Storage locations containing electronic equipment. 5) Parking lots. i. Pole-mounted Cameras: 1) Coordinate landscaping to provide viewing areas unobstructed by trees and shrubs. March 03 Division
