Community engagement is at the heart of the evolution of proposals by B M Arden. This represents the start of the dialogue which will continue throughout the planning and development process.

5 1. Introduction Newton on Trent 2014 Planning Process Informed by the community; for the community This Consultation Plan describes the various activities that will be undertaken to ensure that the local community of Newton on Trent are closely involved in the development of a range of new homes and community facilities which will respond to the needs of the village as it grows. This document details the process of a preapplication community involvement programme that will extend over a six month period from September 2014 to March From the outset, B M Arden (the site owner and developer) adopted an approach giving the highest importance in allowing residents, local interest groups, businesses, school, church and the Newton on Trent Parish Council to input their views at an early stage in the planning process to help to define a vision, set goals and identify priorities for the development proposal to enable it to fill the gaps that are missing in the village at the moment. Our consultations consider the wider village, as some priorities may not be accommodated on the site. Thus our consultation findings are being shared with the Parish Council to inform their Village Plan. Statement of Community Involvement B M Arden aims to achieve best practice in community involvement, responding to the requirements of the West Lindsey District Council (WLDC) Statement of Community Involvement (2006); the principles of the localism agenda which seeks to devolve greater power in place making to local neighbourhoods; and to the methods of involvement as directed by the local community themselves. BREEAM Communities B M Arden have commissioned Sherwood Sustainability & Environmental Associates to carry out the new BREEAM Communities sustainability framework. This has recently been developed by the Building Research Establishment as an Environmental Assessment Method (hence BREEAM) and is an independent, third party assessment and certification standard. It is a framework for considering sustainability issues and the opportunities at the earliest stages of large scale development projects. One of the most important aspects of BREEAM Communities relates to how it addresses community involvement decisions affecting the design, construction, operation and long term stewardship of a development. For more details of BREEAM Communities go to: > schemes > UK > BREEAM UK Communities BREEAM Communities: Consultation and engagement Sustainable communities are only possible through successful consultation and engagement. By its nature, consultation is a variable activity, and the methods used are dependent upon the scope and priorities of a project. The Consultation Plan is a fundamental document that sits at the heart of the BREEAM Communities methodology; guiding and providing timescales, methods of consultation, details of who will be consulted, and what they will be consulted about. BREEAM Communities method is carried out in three steps; all of which involve consultation and engagement: Step 1: Establishing the principle of development Step 2: Determining the layout of the development Step 3: Designing the details. This document describes the Consultation Plan for the Newton on Trent 2014 proposal. Post-consultation, a Statement of Community Involvement document will be submitted with the application for Newton on Trent describing the outcomes of the consultation process.

Principles Community Involvement Principles WLDC Statement of Community Involvement (SCI) principles The Newton on Trent 2014 proposal uses the community involvement principles in the WLDC Statement of Community Involvement (2006) document. This statement relates to both how the council will consult with people in the district when they produce planning policies, and how developers should consult with people as part of application proposals. The main principles as laid out by the WLDC SCI are: INVOLVE Provide communities with balanced and objective Involve Consult Inform information to assist in understanding the issues and options CONSULT To listen to, acknowledge concerns and provide feedback on how the public has influenced decisions INFORM To work with communities and ensure views are understood and contribute to the range of options considered Applying the principles (1) Encourage community involvement as early as possible in the process. (2) Public and other interested parties should be involved throughout the process to allow local people to influence at the early stage of a planning application. (3) Build community involvement into, and commitment to the consultation process from the start to ensure people feel involved in the planning processes. (4) Provide clear processes and rules on public engagement and set these out so people can understand when they can participate and the rules and times for doing so. (5) Encourage public to comment on the evidence used to draw up proposals and test whether this properly reflects local perspectives. (6) Use consultation methods that are fit for purpose, i.e. they should be appropriate, suitable and relevant. (7) Provide feedback on decisions and an opportunity for everyone to see how ideas have developed and issues addressed through the processes; and for this interest to be maintained.

7 Community Involvement Principles BREEAM Communities principles The main aim of producing a consultation plan within the BREEAM Communities structure is to ensure the needs, ideas and knowledge of the community are used to improve the quality and acceptability of the development throughout the design and construction process of a master plan proposal (BRE, 2013). From the outset, the consultation process is used for the community and stakeholders to influence key decisions at the pre-application stage of the planning system. Consultations will be undertaken that considers the following: Design quality Opportunities for shared use of facilities and infrastructure with the existing/adjacent community Management, maintenance or operational issues Impacts of the development on the surrounding community in construction and following completion Consultations will take place in a range of formats, all of which will ensure that the needs, ideas and knowledge of the community are used to improve the proposal. The consultations will ensure that the local community and stakeholders have been: Informed about the proposal Consulted for opinion on the development brief Involved in developing a range of options in a timely manner Asked to select their preferred option from a range of schemes Involved in the preparation of their preferred proposal (e.g. through workshops or participation) Applying the principles The following are issues that the BREEAM Communities methodology uses to focus the consultation: Needs and priorities of community and stakeholders Ecology Strategy Flood Risk Assessment Design Public realm Green infrastructure Landscape Local vernacular Delivery of services, facilities and amenities Community management of facilities Local parking Public transport facilities Cycling facilities Training and skills

8 3. Community and stakeholders Scope of Engagement Who will be involved and consulted? Community: The proposal will be of greatest interest to people living within Newton on Trent and these as well as businesses within the village will be the main focus of consultations. Stakeholders: An extensive stakeholder database is being established which includes: community groups, special interest and residents groups, the Village Shop and Post Office, local schools (Newton on Trent Church of England Primary School, and secondary schools selected on the basis of where children in the village attend), the church of St Peter and other faith establishments where appropriate, local councillors (including those in adjacent parishes), businesses, and public sector providers (including the closest/appropriate doctor s surgery, dentist, hospital, police station), and communication providers (e.g. BT) (see the list in the Appendix). Stakeholders also include statutory and non-governmental bodies such as (not an exhaustive list): West Lindsey District Council Newton on Trent Parish Council Natural England Environment Agency Internal Drainage Board English Heritage Lincolnshire Wildlife Trust How can people be involved? Ongoing community discussions and information sharing Ongoing discussions with the community of Newton on Trent are important to the development of the Masterplan proposal. Two key formats have been developed to provide two-way discussions and as a source of information sharing: Facebook: Newton-on-Trent 2014 Website: Constructive comments made to either format are replied to usually within the same day (where possible) from a dedicated community link person from within the Masterplan team. Postal comments are invited to: Sherwood Sustainability & Environmental Associates, Burrough Court, Burrough-on-the-Hill, Melton Mowbray LE14 2QS. Dedicated phone link: All comments are recorded and will be used to develop the scope of the Masterplan design. Community visioning event: The first stage is to hold a community visioning consultation event which aims to gather the ideas, needs and priorities of the people of Newton on Trent. This will be held at: Church of St. Peter, Newton on Trent 8 th November 2014: 10am to 4pm 12 th November 2014: 7pm to 9pm Shaping the scope and design Following the initial community visioning event, the responses will be collated and shared with the community (via Facebook and the website), Newton on Trent Parish Council (to enable them to use the comments to inform the Local Plan), and with WLDC. The consultation results will be used to shape the Masterplan proposal during the period November 2014 to March A list of key stakeholders will be consulted regarding specific aspects of the proposal (for example discussions will be held with the primary school in Newton on Trent, the one in Saxilby and with the wider Local Education Authority), businesses from the village, and those who may be involved in delivering aspects of the proposal (potentially doctors, sports clubs, village hall management, etc.). The Newton on Trent 2014 Masterplan team will research the ideas from the community visioning events and will develop concepts for the community and stakeholders to review to inform the preferred option for a planning application. Further consultations will be: January/February 2015: stakeholder meetings February/ March 2015: full public review of options meeting
