2 Royal Carriage Square This document prepared by Gillespies Landscape Architects is an addendum to the Royal Carriage Square Landscape Statement submitted in July This addendum proposes a new design for Royal Carriage Square that reduces the impact of vehicular and servicing movements within the Royal Arsenal Riverside (RAR) Heritage Buildings scheme. Artillery Square It is important to note that the new Royal Carriage Square is an addition to the network of Open Space currently existing in the Woolwich Town Centre to serve its transport hubs. As well as serving the new Crossrail Station, Royal Carriage Square will also provide access and delivery to commercial and retail units in that part of the Royal Arsenal. and the main points of transport. 3 Opportunities and Constraints The previously submitted scheme for Royal Carriage Square mixed pedestrian and vehicular movement in a predominantly hard paved space. The scheme relied on a vehicular drop off along Crossrail Station and a one-way servicing access that allowed vehicles to exit via Major Draper Street. The main pedestrian open space was located closer to Building 11 (B11). DIAL ARCH PUB CORNERSTONE CAFE BUILDING 11 THE ARMOURIES TESCO The new proposed scheme maintains a vehicular drop off along Crossrail Station albeit reduced in size. The servicing access is now two way allowing a vehicle to turn and reverse along the Armouries. That strategy removes the need for a vehicular access along Major Draper Street, allowing the pedestrian public realm to increase in that area of the Royal Arsenal. The main pedestrian open space in the Royal Carriage Square is now closer to Building 10 (B10). 4 Royal Carriage Square Landscape Masterplan The proposed design retains the characteristics and principles of the original submitted scheme but improves the balance of vehicular and pedestrian public realm. The space has to accommodate a number of requirements from Woolwich Crossrail Station as well as demands from the retail and commercial ground floors around the square. A service access is provided across the square in order to park a large vehicle along Building 11 to the North. A vehicular drop-off to the South along Woolwich Crossrail Station allows cars and taxis to drop and pick up visitors and passengers. All vehicles now enter and exit the Royal Carriage Square via Station Way. Major Draper Street is proposed to be a fully pedestrianised street with only emergency vehicles alllowed to use the access to and from the Square. 5 Vehicular and Pedestrian Public Realm By removing vehicular access from Major Draper Street the proposed scheme increase the Pedestrian Public Realm by more than 500 sqm. 6 Royal Carriage Square Vehicular Access and Circulation The service access through the square is controlled with a set or drop bollards from the drop-off area. Service vehicles are then able to move north to turn and park along the Armouries. All service vehicles will park along Building 11 to service all commercial and retail space within a radius of 50m. No vehicular access other than emergency is allowed through to Major Draper Street. For more detailed information refer to the Transport Assessment submitted along this Landscape Statement Addendum. 7 Vehicular Access and Circulation The servicing of Building 10 will be using the existing service access and bays of the OSD development across Station Way. 8 Crossrail Station Requirements The Woolwich Crossrail Station has a number of requirements for emergency and construction work access - refer to diagram. The Crossrail Deed requires a zone around the station with no obstruction for emergency access. Bollards that control the vehicular drop off will be removable to allow emergency access. A secondary emergency access is provided to the North through Royal Carriage Square in case Station Way is closed. 8 Landscape Statement Addendum
9 Servicing and Vehicular Tracking The following diagrams illustrate the expected tracking requirements for cars, taxis and service vehicles within the square. The space has been designed to accommodate all these movements. The design and layout of the surface will ensure that the turning movements of suitable service vehicles are accommodated within the space available, providing enough space for pedestrians to safely pass whilst manoeuvres are being carried out. A management strategy will be put in place for delivery access into the square.
