1 F.No-2-2/ /NIE(W)/R&M/ NIE-Workshop February 23, 2011 Subject: Submission of sealed quotation for the repair/servicing of cooling equipments (WTACs, Split ACs, Water Coolers, Refrigerators, Deep Freezers, Bottle Coolers), Water Dispensers and Voltage Stablizers for awarding the Contract for one year on job basis National Council of Educational Research & Training (NCERT), Sri Aurobindo Marg, New Delhi intends to invite the rates for the repair / servicing of unit job items of Cooling equipments (WTACs, Split ACs, Water Coolers, Refrigerators, Deep Freezers and Bottle Coolers) and Voltage Stabilizers installed in its offices for awarding the Contract for one year on job order basis. You are requested to submit your quotation for the repair/servicing of cooling equipments (WTACs, Split ACs, Water Coolers, Refrigerators, Deep Freezers and Bottle Coolers and Voltage stabilizers). Your firm name and address must be mentioned on the outer cover. The quotation must reach this office latest by 3.00 PM on 4 th March, You are requested to use the enclosed proforma or its photocopy for quoting the unit rate of each job items. Quotation will be rejected if any other proforma is used. You are also requested to enclose the copies of service tax registration certificate, TAN/PAN/VAT along with the quotation. The following terms and conditions must be noted before submitting the quotation: 1. The successful bidder will have to submit security money of Rs.10,000/-. The security money must be in the form of DD in favour of Secretary, NCERT, New Delhi-16 payable at New Delhi. 2. The security money will be refunded without any interest, 06 months after the successful completion of the one year contract period i.e. after 18 months from the start of the contract period. 3. The repair jobs carried out by the firm are to be given 06 months guarantee/warranty. If the equipment becomes defective during the guarantee/warranty period, the same will be repaired by the firm free of cost at the firm s own expenses. Failing to do so, the amount as deemed fit be adjusted /recovered from the security money deposited by the firm. 4. The machines must be installed in a systematic/ professional manner. Poor installation will not be accepted. 5. In order to prevent breeding of mosquitoes, the firm has to take necessary precautions like ducting of water escape, keeping the machines functional and dry, and spray of mosquito repelling solution etc. The cost of installation and water ducting will be born by the firm. 6. Proper and sufficient number of trained manpower has to be deputed by the firm to tackle the problem of breakdown of machines. This manpower will always be available in this office including holidays (if necessary). The man power deputed by the firm will issued with temporary passes by security section of NCERT in order to vacillate their entry in NIE campus. 7. All the machines are always to be kept in functional and presentable conditions to the entire satisfaction of the users. Minor s complaints, if any, are to be attended within a period of 06 hours. Beyond a period of 06 hours, it will be assumed that the machine did not work for full day and subsequent days till made functional, and an amount of Rs. 100/ per day per machine will be deducted from the bill/ \security money. 8. The work has to be done in this office s premises, in exceptional cases and in case of major repairs, the machine may be allowed for the repair in firm s workshop for a maximum period of 04 days. Beyond this period, this office is free to deduct an amount of Rs. 100/- per day per machine will be deducted from the bill/ \security money. P.T.O.

2 : 2 : 9. In case of frequent breakdown of machines and unsatisfactory maintenance of machines by the firm, the NCERT will have the right to employ a mechanic. The charges incurred together with the cost of materials will be recovered from the firm. 10. The maintenance of machines will have to be done in professional manner and spare parts used for the replacement must be of reputed company bearing proper specifications and ISI grading. 11. The space to carry out repair and maintenance activities will be provided by this office free of cost. However, the safe custody of equipments will be responsibility of the contractor. 12. Electricity and water for the repair and maintenance of the machine will be provided free of cost. 13. Any loss to the machine or to the user of the machine due to firm s poor workmanship will have to be compensated by the firm or will be recovered from the bill / security money. 14. The old parts that have been replaced must be returned to this office and a separate list of old replaced parts on the firm s printed letter head is to be attached along with the bill. 15. Subletting of contract in any form will not be allowed. 16. The functioning of contract / replacement of parts etc., will be continuously monitored by a team of officials of NCERT. The recommendations of the team which may include recovery of any amount due to performance of contractor, will be binding on the contractor. The continuance of contract will also be based on their report. 17. No advance payment will be made by this office under any circumstance. The party may raise the running bill (s) for the payment when the work of the value approximately Rs /- has been completed by the contractor. The bill (s) must be pre-receipted, revenue stamped and triplicate: and must accompanied performance certificates issued by the users of responsible capacity of the departments/ sections/ cells of NCERT, along with a list of old parts on the printed letter head. The bill must also be in accordance with the approved rates. The bill must also indicate this offices job order number against which the bill has been raised by the firm. The bill(s) must be proper and must indicate bill book no., serial no. and PAN / TIN / TAN no. etc. 18. The valid period of this contract will be for one year only from the date of issue of our Appointment/ Contract Letter. The agreed rates will be valid for full contract period. In case of extension of contract, same rates and terms-conditions will be applicable for the extended period. 19. The payment will be sent by the accounts branch of NCERT through cheque after the security of the bill (s) and the verification by a team of officials about satisfactory work. 20. NCERT will have the right, under its sole description, to terminate the contract either whole or part, by giving a 10 days notice in writing to the contractor by registered mail or by hand, and award the same contract to any other firm at the cost of your firm, within prejudice to any other right available under the terms-conditions or under law. 21. The contractor must not, under any circumstances, offer or give or agree to give, to any person in NCERT, any gift or consideration of any kind, and any inducement for reward for doing or forbearing to do or for having been done or forborne to do, any act in relation to obtaining or execution of this or any other contract or for showing or forbearing to show any favour for disfavour to any person in relation to this or any other contract. Any breach of this conditions by the contractor or by any person employed by the contractor or any person acting in his / her behalf whether with or without his/ her knowledge, shall entitle NCERT to discontinue/ terminate the contract forthwith, forfeit the contractor s security money deposit and /or deduct from the contractor s bill, the amount of any loss or damage resulting from the cancellation of the contract thereof, without prejudice to any other rights available under the termsconditions of the contract or under law. You are requested to submit your quotation on the enclosed proforma or on its photocopy along with covering letter on your printed letter head in a sealed cover duly written on the top quotation for the rates of job items for the repair / service of desert/room coolers and pedestals / wall mounted fans electrical / remote control bell, electrical kettles, extension boards to award annual contract on job order basis. There is no provision for making any advance payment. The payments will be sent by the Accounts Branch of NCERT through cheque after the scrutiny of the bills and the verification by a team of officials about satisfactory repair/service jobs done by your firm. After the completion of job, a job completion certificate has to be obtained from the user of the item and submitted in the office. 6. The repair / service jobs done by your firm have to be supported by six months warranty / guarantee. Should the machine become defective again within the period of six months, the same will have to be again repaired / serviced by your firm at your own cost. 7. The work has to be done within the office premises. In exceptional cases, the machine can be allowed for repair in your workshop on the proper gate pass. 8. Any loss to the items or its user (s) due to your poor workmanship will have to be compensated by your firm 9. Only those jobs which are given in the job order is /are to be attended by you. However, other job (s) noticed by you can also be attended with the prior written permission of this office. 10. Along with bill(s), you have to submit on your printed letter head, a separate list of old parts being returned by you after the completion of job(s). 11.
