Interested Fire Consulting Firms / Individual Fire Safety Auditors may download the application documents from our website under portal procurement, from 25 July 17 to 16 August 17. It is also requested to get Digital Signature well in time so as to submit tenders through e-reverse tendering only. The last date and time for receiving duly filled in application is 16 August 17 up to 3.00PM. Application received after the given date and time will not be entertained. The Bank reserves the right to accept and / or reject any or all applications without assigning any reason whatsoever. The total no of branches & offices under Bhubaneswar Circle is approximately 500. Most of the Branches and Offices are located in interior rural areas and also Maoist affected areas. 3 ELIGIBILITY CRITERIA FOR FIRE SAFETY AUDITORS / CONSULTING FIRMS 1. Qualification for Fire Safety Auditors i) Should have passed Station Fire Officers Course and above from National Fire Service College (NFSC), Nagpur or any equivalent organisation and having minimum five years related experience in fire safety in the preceding years. OR A retired Fire Officer or Security Officer from SBI Group provided they are not barred from re-employment in the Bank. OR A retired Fire Officer from any PSB or PSU Govt. of India, who has dealt with building fire safety. ii) Should be less than 70 years age as on and medically fit to undertake the task (medical fitness certificate to be enclosed) 2. Qualification for Fire Safety Consulting Firms: i) Should have an average annual turnover of not less than Rs. 30 lacs during the past 3 years, ending on 31st March 2017 for fire safety related consultancy and advisory services and not from sale of firefighting equipment, verifiable from audited balance sheet, if otherwise, CA certificate to this effect may be submitted with the balance sheet. ii) Fire safety auditors detailed by the firm for fire safety audit in SBI should have qualification as mentioned at para (a) above. The firm should give a certificate to this effect to the auditors detailed by them, on their letter pad, duly countersigned by the Asst. General Manager (Premises & Estate). 3. The Fire safety auditors should have their own laptop and data card for online audit reporting purpose. 2

4 GENERAL TERMS & CONDITIONS OF CONTRACT 1. Preference will be given to those who have track report/ record of timely completion of works of similar nature, taken up by them during the last 3 years. 2. The applicants must enclose their Professional qualification certificates (self attested). 3. Sealed tenders in the prescribed form, in sealed envelopes with necessary certificate and documents should be addressed to the Asst. General Manager, Premises & Estate,State Bank of India, Local Head Office, Bhubaneswar and super scribed on the Outer Cover PREQUALIFICATION OF FIRE AUDITORS FOR VARIOUS OFFICES/BRANCHES OF SBI IN ODISHA on or before PM on 16 August Bank is not responsible for the late receipt due to postal delay, strikes or any other reasons. The incomplete application is liable to be rejected summarily and Bank reserves the right to accept or reject any or all applications without assigning any reasons. 5. The validity of the list of Empanelled external Fire Safety auditors / Consulting Firms is for a period of three years. Price bids will be called from the pre-qualified panel of auditors/ firms as and when required by Bank for conducting the fire safety audit and must complete the fire safety audit as per the L1 rate within the stipulated period advised by the Bank. All payments of bills are subjected to recovery of TDS at source. 6. The Auditor requires to furnish their PAN No, Pension Order Copy (In case of Consulting firms), Registration details of firm with PIN No, TIN No, GST No etc. 7. The price bid of the eligible fire safety auditors will be called for arriving the L1 rates by the bank as and when it is required. 8. The number of branches mentioned is tentative. 9. Successful applicants should be prepared to execute the audit at the agreed rates to the Bank as and when orders are placed by LHO/Zonal Offices during the validity period of the Empanelment. 10. Your offer shall be valid for a period of 6 months from the date of opening of the Price bids. After opening of the price bid & arriving at L1 rates by the Bank, the rate is valid for a period of three (03) years. 11. All pages of the tender document shall be signed by authorized signatory/ applicant with seal. 3

5 12. All corrections/ amendments/ omissions shall be duly signed with seal. Applications received after the above date/time will not be considered. 13. The Bank reserves the right to accept and / or reject any or all applications without assigning any reason whatsoever. Bank reserves the right to distribute and execute the work at the L1 rate through L2, L3 & L4 upon their willingness. The ratio of work distribution among L1, L2, L3, L4 are in the ratio of 40:30:20:10 respectively. 14. Bank reserves the right to allocate any regions/ modules/ zones or branches as per the requirement of the bank to the Empanelled Auditors at the L1 rate only. 15. Bank reserves the right to de panel the Fire Safety Auditor at any stage in the event of Poor/Non response and Non completion of the assigned task as per terms and conditions of the Bank. 16. Conditional tenders are not acceptable. 17. All the rates quoted must include Conveyance, lodging & boarding expenses, men and material for conducting audit etc. in any. No further enhancement in the quoted rate is permissible at a later stage. 18. Adequate care should be taken by the auditor during the verification, measuring and recording of the data. 19. Any damage to the Bank's property, equipment under testing and measurement during the fire safety audit will be charged to the firm/ individual. 20. Bank is not responsible for accidental injury of any of the operating personnel involving in the audit procedure. Personnel should be well trained and should have adequate knowledge in fire safety aspects and handling of fire safety equipment & systems. 21. The fire safety auditor must submit the audit report (daily sign by the Br. Manager) in four copies with one copy to the Branch, Administrative office, Assistant General Manager (Premises & Estate), Regional Manager. The fire Auditor must submit the soft copy of the report to Fire Officer at Local Head Office. The Fire auditor should submit excel based audit reports to the Fire Officer at LHO and also to the branch and the Zonal Security Officer as per the format given by the Bank. 22. The details of Auditors (contact number, ID card and authorization letter of the auditing person(s)) must be intimated to LHO and branch well in advance for necessary coordination. 23. Payment will be made at respective regions after successful completion and submission of Fire safety audit reports in 4 copies duly acknowledged by the branch officials in complete form along with the proof such as photographs of the audited premises during course of the work. No advance is payable. 24. In case of non-successful submission of report in required format in four copies, bank is at liberty to deny payment of bill(s). 4

6 25. Overwriting should be avoided and all corrections should be duly signed with seal. 26. No inconvenience should be caused to staff/customer during working hours- during course of audit. 27. If the bank observes that the Auditor has not completed the task upto its satisfaction, Bank reserves the right to ask for re auditing the premises without any additional payment. 28. Time allowed for completion after the allotment of Branches is 4 months from the day of issue of Work order. Time is the essence of the Contract. Delay in completion of Audit & submission of report will attract suitable penal provisions % of the bill amount per week of delay. The firm should give a certificate to this effect to the auditors detailed by them, on their letter pad, duly countersigned by the Asst General Manager (Premises & Estate) d) No of fire auditors employed by the firm at present and their qualification and age profile e) Details of the client list to whom fire auditing service has been offered by the firm during the past five years Certified that the above particulars furnished are true & to the best of my/ our knowledge. I /We understand that in the event of any of the inputs found to be incorrect / false my / our application is liable to be rejected and empanelment will be cancelled apart from inviting other legal actions.
