The present gas detectors are pellistor type (3-wire) Crowcon make model no. 96 HD/FL, Element Part no. VQ21. The system should be compatible with both pellistor type and infrared type. The bidder is required to provide confirmation for the same along with supporting documents. 2. Compatible software running on OS Windows 7 or latest is required for taking backup of the events from time to time and also configuration of the system. Installation & Commissioning 10 Installation & Commissioning 1 AU Standard Notes: Note : (i) Performance Security: Successful bidder will be required to furnish a Performance of the order value. The Performance Security must be valid for a period of for a period of 12 months from the date of successful commissioning or 18 months from the date of supply, whichever is earlier. The bidder should confirm submission of the requisite Performance security (in the event of order) in their offer itself, failing which the offer will be rejected. Bidders are advised to take note of Performance Security Clause of ANNEXURE - MM/TENDER/LP/01/06 while preparing & submitting their offer. (ii) The bidder should commission the LEL Gas Detection Panel at OIL's plant at Dandewala (DND-GPC) which is approx 155 KMs. from Jaisalmer, Rajasthan. Bidders are advised to quote for Installation & Commissioning Charges in line with tender requirement separately. (iii) Bid evaluation will be made on total material value of LEL Gas Detection Panel, Packing/Forwarding Charges (if any), Taxes & Duties as applicable, Transportation charges etc. upto OIL's Thaiyat-Hamira Stores which is 25 KM (approx.) from Jaisalmer Town (Rajasthan) plus/adding Installation & Commissioning Charges at OIL's plant at Dandewala (DND-GPC),Service Tax etc. on Installation & Commissioning Charges and lowest evaluated bid will be considered for Order Placement. 1.0 Items shall be brand new, unused & of prime quality. Bidders shall warrant (in the event of order) that the items will be free from all defects & fault in material, workmanship and manufacture and shall be in full conformity with the ordered specification.the defective items, if any, rejected by OIL shall be replaced by the supplier on F.O.R. destination basis at their own expenses including payment of all taxes and duties. Bidders must confirm the same in their quotation. 2.0 Validity of the offer should be 75 days from the date of bid opening. Bid with lesser validity will be rejected. 3.0 Quotation should be submitted in duplicate. 4.0In the event you authorize your dealer/stockist/channel partner to quote on your behalf, the dealer/stockist/channel partner while submitting bid should mention on the body of the

3 Page : 3 / 5 envelope that they are submitting bid on your behalf and a copy of Authorisation letter issued by you is also to be submitted alongwith the bid. In the authorisation letter, it is to be clearly mentioned that you are authorising your dealer/stockist/channel partner to quote on your behalf against the tender (Tender no should be clearly mentioned) In the event the dealer/stockist/channel partner do not mention the name of their OEM/principal on the body of the envelope and fail to submit Authorisation Letter, the offer shall be treated as unsolicited offer and will not be considered for opening. The dealer/stockist/channel partner should take note of their OEM/principal. Further, the authorised dealer should submit a copy of OEM. above while submitting bid on behalf of valid dealership certificate from their 5.0 Bidders are to quote for Unit Material value as per tender requirement, Packing/Forwarding Charges (if any), Taxes & Duties as applicable, Transportation charges etc. upto OIL's Thaiyat-Hamira Stores which is 25 KM (approx.) from Jaisalmer, Installation & Commissioning Charges at OIL's plant at Dandewala (DND-GPC) which is 155 KMs.(approx.) from Jaisalmer, (Rajasthan), Service Tax etc. on Installation & Commissioning Charges, Payment Terms, Delivery Period, Net Weight, Gross Weight & Volume in their offer. Comparison of offers will be done on Total F.O.R Distination Value as above. 6.0 To evaluate the inter-se-ranking of the offers, Rajasthan Entry Tax on purchase value will be loaded as per prevailing Govt. of Rajasthan guidelines as applicable on bid closing date. Bidders may check this with the appropriate authority while submitting their offer. However, payment of applicable Rajasthan Entry Tax on purchase value shall be to OIL's Account. 7.0 For order with F.O.R. Destination term, 100% payment against dispatch document will not be entertained. In this regards please refer payment terms in ANNEXURE - MM/TENDER/LP/01/06. Bidders are advised to take note of this while mentioning payment term. 8.0 Please consider bid closing/opening time as at 15:00 hrs (IST). You are advised to ignore the timing of 13:00 hrs (IST), appearing in the covering page of the tender document. 9.0 The prices offered will have to be firm through delivery and not subject to variation on any account. A bid submitted with an adjustable price will be treated as non-responsive and rejected Bids received after the bid closing date and time will be rejected. All items should be brand new, unused and of prime quality. 2. Offer shall be clear, un-ambiguous (with no alternatives) and complete with all data sheets, catalogues etc. 3. Offer from bidder other than OEM must provide valid documentary evidence / authorization certificate from OEM along with the bid. 4. The bidder must offer up to date products and declaration of the same has to be provided. Bidder other than OEM has to provide such declaration from OEM. Obsolete products will not be considered for evaluation. OEM also has to confirm that the spares for the items will be available in the market for the next minimum 10 years from the date of purchase. 5. For the items & accessories the bidder has to provide guarantee / warranty for a minimum period of 12 months from the date of successful commissioning or 18 months from the date of supply, whichever is earlier. The bidder has to confirm the same in writing during submission of bid. Warranty / Guarantee Certificates are to be provided along with the material supply. 6. Test / calibration certificate should be provided along with the material. The bidder has to confirm the same in writing during submission of bid. 7. The bidder should state the address of their service centre along with the bid. Bids from

5 Page : 5 / 5 bidders having their authorized service centre in India will only be considered for evaluation. 8. If any manufacturing defects / transit damages observed after receipt of the materials or any malfunction observed in the items & accessories during the warranty/guarantee period; then the defective items or accessories must be replaced/repaired within a short period of time by the bidder at their own expenses without any extra cost to OIL. Warranty/ Guarantee period will not be counted during the equipment faulty period. 9. The bidder should commission the panel as per OIL requirement at OIL's plant at Dandewala (DND-GPC). However, OIL will carry out the necessary cable laying jobs. 10. OIL will provide transportation facilities (to-fro from camp site at Tanot to Plant site), Lodging & fooding of maximum two personnel of the bidder at OIL's camp site at Tanot during the commissioning period. Transportation of Bidder s personnel from Jaisalmer to OIL s base camp site at Tanot shall also be provided by OIL during commissioning period. OIL's base camp at Tanot is around 120 kms. from Jaisalmer & OIL's Plant DND-GPC is around 35 kms. from Tanot base camp. 11. Bidder should rectify any fault occur in the panel during the warranty period by visiting OIL site DND-GPC without any extra cost to OIL. However, OIL will provide accommodation only at Tanot base camp & transportation facilities as per sl. no. 10 above to maximum two personnel during such visit. Bidder should provide a detailed job report containing replaced parts details, if any to OIL after such rectification. 12. Packing must be adequate to avoid damages during transit.
