1 S I D N E Y D E P A R T M E N T O F F I R E & E M E R G E N C Y S E R V I C E S 2016 Annual Report Department has historic year! The Sidney Department of Fire & Emergency Services experienced a large increase in activity in 2016 along with a few personnel changes. During the past year, the department responded to 4,083 calls for service which is the largest number of calls in the department s history. There were 3,152 EMS calls and 931 fire calls. Those fires resulted in 3 civilian injuries, 2 deaths, and accounted for fire losses totaling $637,095 which is a decrease from $843,650 total lost last year. This report will attempt to encapsulate the activities and operations of all divisions within the department over the past 12 months. The Department of Fire & Emergency Services is a full-service, full-time career department that delivers a wide range of professional fire protection services. The Department consists of three divisions: Administration, Operations, and Prevention. The Administration Division is responsible for management of all fiscal, human, and physical resources as well as the overall operation of the 24/7 organization. The Operations Division is responsible for the day-to-day delivery of emergency services including fire suppression, emergency medical service calls, hazardous materials mitigation, technical rescue including auto extrication, trench, high angle rope, confined space, and swift water. The Operations Division also maintains the department fleet and conducts preemergency planning inspections of target buildings throughout the community. The Prevention Division is responsible for all facets of the City s Fire Prevention program. This program includes an aggressive inspection program, fire safety education, fire investigations, juvenile fire setters program, and plans review. Also in 2016, City Council approved the purchase of 12.5 acres of land on Wapakoneta Avenue for a future third fire station. The need for a third fire station, located in the northern portion of Sidney, was identified more than two decades ago, Sidney Mayor Mike Barhorst stated. City Manager Mark Cundiff added, Council realizes that the desired property is available now and may not be in the future. This purchase was definitely a step in the right direction for the citizens of Sidney! 2 2016 Highlights January 2016 brought the retirement of Lieutenant Bill Frey. Lt. Frey retired from the Department after 25 years of service. We thank Bill for his time and service to the citizens of Sidney and Shelby County. Firefighters Tony McLain and Jason Truesdale were promoted to Prevention Division Lieutenants in January as well. In May, the Sidney Department of Fire & Emergency Services welcomed Adam Schulze, Derek Stitzel, Caleb Dersch, and Andy Zumberger. Kyle Meyer and Collin Habel became the newest members of the Operations Division in June. Mark has been with the department for 17 years. During his career, Mark has received numerous Record of Exceptional Performance recognition. We thank him and congratulate him on this peer-nominated award! The Department helped sponsor the 35th Midwestern Ohio Fire Investigators Seminar in April; celebrated EMS month in May, and celebrated National Fire Prevention Month in October brought on some construction projects at the two stations as well. The Nancy Adams Training Center was remodeled and now has up to date technology and amenities that can be utilized for training by not only the Fire Department, but the County Departments as well. The kitchen at Station 1 also started construction that finished up in early Both stations received all new LED lighting and light fixtures. 3 Operations Division Mission Statement The mission of the Sidney Department of Fire & Emergency Services is to serve and protect the community by preventing loss of life and property through education and the utilization of a highly-trained and equipped work force. Vision Statement The vision of the Sidney Department of Fire & Emergency Services is to be a leader in our industry. We strive to serve the citizens by anticipating and responding to the changing needs of the community. The department will incorporate new technologies and techniques, focusing on training and education to provide the highest level of customer service and satisfaction in a professional and compassionate manner. Adopted by the members of the Sidney Department of Fire & Emergency Services Total Calls for Service The department responded to a total of 4,083 calls in 2016 which is a 6% increase from the 2015 total of 3,855. Calls for service include emergency medical service calls (ambulance), fire calls, rescue calls, and other miscellaneous calls. Since 2006, we have increased by 933 calls for service over all. Page 3
4 Fire Calls The number of fire calls in the city increased 6% during There were 813 fire calls in the city compared to 801 the previous year. There were 97 actual calls for fire, 96 calls for hazardous conditions, 315 service calls, and 168 good intent calls. More than 30% or 245 of the total responses were false alarms. In the contracted township areas, there were 89 fire responses compared to 55 in There were 29 mutual aid runs which brings the total fire responses for 2016 to 931. Fire Loss The 2016 total fire loss for the year ($843,650) was down from last year. City-wide fire loss to structures and contents was $787,150. Several significant loss fires also occurred during the year: The table below shows a ten-year profile of city fire loss. You will note that fire loss statistics have a tendency to be unstable due to the fact that one large loss fire in a calendar year may spike the amount of loss, which was the case in 2007, 2009, 2013, and January N. 5 EMS Calls The department provides advanced life support and transport services in our emergency medical service system. In 2016, the department responded to 3,152 calls which is a 6% increase from the previous year. Of the 3,152 calls, 2,736 were in the city, 3 were in the contracted township area (a 3% decrease from last year), and 33 mutual aid calls. In 2016, EMS calls accounted for almost 77% of the department s total emergency responses. Township Coverage In addition to providing services to the incorporated areas of the City, the Department provides contractual services to the following unincorporated areas: fire protection to the southern half of Franklin Township, fire and EMS response to the northern half of Orange Township, and fire and EMS to all areas of Clinton Township. Also included is fire and EMS service to I-75 from Sidney to the Miami County line, which includes Clinton, Orange, and Washington Townships; and fire service in Franklin Township north to Sharp Road. In 2016, Township EMS responses increased 20% from the 2015 total of 316 to 380. Apparatus and Responses The department maintains the following fleet of apparatus and equipment: 2 Engines (pumpers) front line; Aerial Ladder Platform (102 ); Rescue Engine-used for heavy rescue; 1 Quint (77 ladder); 4 Ambulances equipped as Advanced Life Support Units; 2 Utility pick-ups w/4- wheel drive; 5 staff cars (Chief, Deputy Chief, Fire Prevention, and Training); utility car; 4 boats and motors with a trailer and a Mobile Fire Safety Education Center. 6 Fire Prevention The Fire Prevention Division was very busy in 2016 with inspections and educational programs. The Prevention Division is also responsible for fire investigations either as an individual unit or through the Sidney-Shelby County Fire Investigation Unit. This unit is made up of trained fire personnel and officers from the Sidney Police Department and Shelby County Sheriff s Office. The unit conducted 15 formal investigations during the year. Nine investigations were conducted in the city and six were conducted in the county. Of the 14 investigations in the city, 6 were accidental, 3 were determined to be arson, 3 were incendiary, 4 were undetermined and 2 are still open for investigation. Of the ten investigations in the county, 3 were arson, 5 were accidental, 3 were incendiary, and 2 were undetermined. In examining the ignition factors of all fire incidents, accidental/ unintentional accounted for 47% of all fires. Equipment failure was the second leading factor followed by intentional. One of the major initiatives of the Fire Prevention Division is an aggressive inspection program. The program consists of a complete inspection of mercantile, manufacturing, public assembly, and other occupancies within the city. The on-site inspection is designed to uncover fire code violations and unsafe practices in the workplace that can lead to a fire or other type of incident that may cause injury or damage to property. The Division conducted over 521 inspections and 127 re-inspections. The goal of Division personnel continues to be enforcement through education. After inspections, a list of violations are issued, most with subsequent compliance. Considering the large number of initial inspections conducted, we feel that we are achieving our goal of enforcement through education. Another program within the Prevention Division is the Juvenile Firesetters Program. This 2016 had the highest call volume in department history. program is operated with specific guidelines for admission into the program. Children who have been involved in starting fires or display abnormal fascination with fire are referred to the program. This is a nationally-recognized counseling program that includes the parents and is conducted by our specially-trained personnel. The program uses positive reinforcement and does not include any type of scare tactics. During 2016, 0 juveniles, aged 8-14, were counseled through our program. The Division has also been very busy in the area of education. One of the primary goals in fire safety education is to provide a comprehensive program for people of all ages, with a special emphasis on young children. Over 80 special educational programs were presented to children in grades K-5 in the public and private school systems in the city. The Fire Safety Trailer was utilized as part of the program to teach children how to react in case of a fire using real life hands on training and simulation applications. Over 4,260 youth and adults were served with instructional programs. In addition to the many programs presented city wide, the Division also provided an informational booth at the Shelby County Fair. In October during National Fire Prevention Week, newspaper articles were used to convey fire safety messages to the community. The Prevention Division was also kept busy providing fire safety education to local employers and civic organizations. Eighty four safety programs were given at various businesses and groups throughout the community, including in-service training at schools, factories, and businesses. Other safety topics included fire drill training, use of material safety data sheets, and kitchen safety. Page A NNUAL R E PORT

There were also four firefighter injuries during the year. Facilities The Department serves the community from two sites. Station #1 is located at 222 West Poplar Street and houses all administrative offices. The other site is Station #2, located at 411 South Vandemark Road which was opened in In 1997, the City completed and adopted an updated Comprehensive Plan. That plan recommends a third station in the north end during the next 5 years. In 2016, City Council approved the purchase of 12.5 acres of land on Wapakoneta Avenue for a future third fire station. 8 Training The Training Division is responsible for the training of all personnel to maintain proficiency of skills and professionalism in the performance of the skills. Training is categorized into four major areas: Emergency Medical Services (EMS), Fire, Technical Rescue, and Professional development. In order to achieve all necessary training, the department conducts weekly in-service training. The department consists of 32 paramedics and 5 EMT s. All personnel are firefighters. In EMS, training is conducted in close coordination with Wilson Memorial Hospital and Greater Miami Valley EMS Council (GMVEMSC). Wilson provides instructors and educational classes in technical areas and quality assurance audits that track and improve the quality and consistency of EMS delivered to the Patients. The GMVEMSC provides the department with a standard protocol. The standard protocol assists in maintaining consistent and quality EMS care. The GMVEMSC also provides skill and knowledge testing for all personnel. With over 6,100 total man-hours, fire personnel continued in-service training with classes: Cardiac, Geriatric and Pediatric Protocol, Trauma, 12-Lead EKG, SCBA, Pediatric advanced life support (PALS), and other EMS courses. Fire training included: pump operations, general hose, technical rescue areas including ice rescue, river rescue, trench rescue, rope rescue, vehicle/ machinery rescue, hazmat operations, grain bin extrication and confined space. Personnel attended classes outside the department for Working with the Media, Hazmat IQ, Fire Officer I and Fire Officer II and Fire Instructor and Fire Inspector. Personnel continue their professional development with continuing education classes on fire service instructor, fire safety inspector, fire investigator, incident command, and Fire Officer I and II. The fire investigation unit attended the Midwestern Ohio Arson Seminar. The Hazmat Team continues to conduct monthly in-service training. The training includes hands-on drills, computer knowledge and use, and foam application training. The department continues to provide CPR, AED, and First Aid training to other city departments and businesses. In 2016, a total of 6,110 man-hours were spent on training in various subject areas of emergency service. Summary It has been a pleasure for our department to serve the community. We take pride in preparing for and delivering professional services.
