The 47th meeting of TC 155 was held on the 20th May 2015 with 18 countries represented. The UK delegation comprised: Julia Trew (BPF Pipes Group) and Steve Beech (Convenor TC 155 WG12). The Plenary was divided into: General matters, Pressure, Nonpressure, liaison reports and matters relating to harmonisation. Of key importance to the Pipes Group members were: Working Groups with members listed who are not active: all documents are available through mirror groups, so reps asked to join CEN WG only if they wish to actively participate in work. No response yet from EC on harmonised standards / CE marking. Revision of ENs to proceed with reference to ISO test methods in absence of further guidance. Task Groups preparing hens to be converted to Working Groups and merged: TG1/2 and TG 3/4 with Michel Divanach and Urs Armacher convening. 1

2 WG8 Systems for water supply and pressure drainage and sewerage: PVC-U (solid wall) Convenor: Urs Amacher (Switzerland) EN ISO (PVC-U socket joints with elastomeric seals: Test method for leak tightness under negative pressure). Published Feb EN ISO (PVC-U socket joints with elastomeric seals: Test method for leak tightness under internal pressure and angular deflection). Published Feb Note: TEPPFA meeting June 2015 to clarify proposal for adoption of NWIP ISO (PVC-O pipes) as EN ISO or development of new EN. Next meeting - none planned. WG12 Pressure systems of polyolefin material for gas supply, water supply and drainage and sewerage WG16 Systems for hot and cold water applications Under Vienna Agreement, work on this subject is undertaken by CEN TC 155/WG16. Convenor: Jerker Skarelius (Sweden), retired at this meeting. Horst Stimmelmayr approved as new convenor. Draft revisions of Part 7 (assessment of conformity) for the individual material standards (PP, PE-X, PB, CPVC) - ballots in CEN and ISO to formally activate work items now complete. Comments to be addressed. Part 7 for multilayer pipe (ISO/TS ) - ballot to be launched in CEN and ISO for new work item (CEN lead). Revision of EN ISO Parts 2, 3 and 5 (PB pipes and fittings for hot water) enquiry to commence June Revision of Parts 2, 3 and 5 (PP pipes and fittings for hot water) to increase size range ongoing. Convenor: Steve Beech (UK) pren (PE pipes - Test method for the resistance to internal pressure after application of squeeze-off) - handed to ISO TC 138 / SC5 to develop ISO to replace EN if agreed. Alternative hydraulic tests for large diameter pipes a study to review a range of tests is ongoing, none currently recommended. The test in ISO is being trialled with thick walled pipes in Austria and results look promising. Request made that plastics piping systems should not be subject to site test pressures in excess of 1.1 x PN. Test is to check that the installation has been carried out correctly and not to assess material properties. Agreed at meeting and TC 155 to write to CEN TC 164 to request inclusion in next revision of EN 805. WG 23 Thermoplastics systems for industrial applications Convenor: Andreas Neubert (Switzerland) Under Vienna Agreement, work on this subject is undertaken by ISO/ TC 138/SC3. EN ISO (PB, PE, PE-X, PE-RT and PP pipes for industrial applications) problems raised with annex ZA which is drafted under the Pressure Equipment Directive, redrafted and approved at final vote. EN ISO (ABS, PVC-U and PVC-C pipes for industrial applications) - new work item approved to amend. EN ISO 10931: 2005 / pra1 (PVDF pipes for industrial applications) - amendment approved for publication. 2

3 WG1 Installation outside building structures of flexible piping systems Convenor: Peter Verlaan (NL) CEN / TS (Validated design parameters design of buried thermoplastics piping systems). Issued for public comment May 2015, for discussion at meeting in September Request made to change the name and scope of WG1 to include installation of rainwater infiltration and storage/attenuation systems approved by TC 155. (Note: WG26 are supportive of this approach). Request made for NWI on guidance for installation of infiltration systems for storm water management. Proposal to be rewritten and circulated for committee internal ballot. Experts are sought for WG1 on this subject. Next meeting 15th September WG13 Systems with structured wall pipes for nonpressure drainage and sewerage PE, PP, PVC-U Convenor: Peter Verlaan (NL) EN (Structured-wall piping systems of PVC-U, PP and PE). Parts 1 (General requirements and performance characteristics), 2 (Type A) and 3 (Type B) delayed pending CEN-BT advice on using ISO or CEN test methods. New work items to be raised to extend timescale and it was agreed that the documents should proceed making reference to ISO test methods. Revision of CEN/TS (assessment of conformity) proposal to be made at Nov 2015 plenary meeting. 3 WG6 PVC piping systems for non-pressure soil and waste and solid wall piping systems for underground drainage Convenor: Michel Divanach (F) EN (soil and waste, low and high temperature in buildings, structured wall). Enquiry complete, comments being addressed, limit of 45 MPa for the uniaxial tensile test deleted. Formal vote Feb DD ENV (soil and waste, low and high temperature in buildings, structured wall, assessment of conformity). Revision started. EN (underground drainage). Revision to start after current workload completed. EN 1055 / ISO (Resistance to elevated temperature cycling) - tests ongoing to improve method, specific meeting Jan 2016 to discuss results. Request made for NWI to revise EN in line with EN Proposal to be rewritten and circulated for committee internal ballot. Request made for preliminary work item to revise CEN/TS line with EN approved. Next meeting 22nd / 23rd September WG 10 Systems of polyolefin material for soil and waste discharge and non-pressure drainage and sewerage Convenor: Jens Martin Storheil (Norway) CEN/TS (underground drainage, PP. Assessment of conformity) to be issued for TC approval. pren (soil and waste, low and high temperature in buildings, PP) to be issued for enquiry. Request for NWI to revise CEN/TS to new template. Proposal to be rewritten and circulated for committee internal ballot. Next meeting 23rd / 24th June 2015.

4 WG 15 Pipes and fittings for piping systems for rainwater discharge Convenor: Alastair Walmsley (UK) EN (Rainwater piping systems. PVC-U). Issued for CEN enquiry, positive with few comments, being updated for final vote in June 2015 subject to way forward on use of EN or ISO test methods. TC 155 approved continuation of revision and issue for final vote. EN 607 PVC-U Eaves Gutters and EN 1462 Gutter brackets may be revised by TC 128, providing an opportunity to update these in line with EN WG20 Ancillaries for soil and waste discharge and gravity buried drainage and sewerage systems Convenor: Alastair Walmsley (UK) EN (Specifications for manholes and inspection chambers in traffic areas and deep underground installations. PVC-U, PP and PE). Issued for CEN enquiry until end May TC 1555 agreed for revision to proceed with reference to ISO test methods. EN (Specifications for ancillary fittings including shallow inspection chambers. PVC-U, PP and PE). Draft prepared as basis of request to TC 155 for NWI. TC 155 requested a new draft to be prepared taking into account comments and proposal for NWI be circulated for committee internal ballot. The need for additional expertise to support this work was questioned. WG 26 Systems for storm water handling Convenor: Hielke Hoekstra (NL) National Standards Bodies are asked to remove reps who are not active in CEN WG. Appoint to mirror committee if interested only in reviewing papers. WI (Test method for determination of short term compression strength of boxes). Document ready for 2nd committee ballot. WI (Test method for determination of long term structural compression strength of boxes). A new approach is being prepared by UK delegation for discussion. WI (Specification for boxes used for infiltration, attenuation and storage systems made of PVC-U and PP). Discussion on materials clauses ongoing concerns over relation between materials properties and long term behaviour. Further delays in process anticipated due to changes to documents and intense discussions in the product and long term test standards. TC 155 discussed whether liaison with TC 250 (Eurocodes) is needed for this work. It was agreed to review the TC 165 approach (document TC 165 N2575) and how to evaluate the WG26 methods to ensure compliance. See also WG1 report on adoption of new work item for installation of rainwater / attenuation systems. Next meeting 2nd / 3rd July Decision on harmonized standards under mandate M/118 pending TC 155 discussions on M/131. Next meeting 9th/10th June

5 WG17 Rehabilitation of pipeline systems Convenor: Wim Elzink (NL). The scope of WG17 is aligned with ISO TC 138/SC8 (chaired by John Gumbel, UK). Further discussion at plenary meeting on need to retain WG17 agreed that it is important is this area represents high usage of plastic pipes. WG25 Recycling of PVC-U, PE and PP materials Convenor: Tinus De Lange (NL). Nothing to report. AHG 37 Drinking water issues and M/136 Convenor: Michel Divanach (F) CEN/TR 852 (Migration assessment - Guidance on interpretation of laboratory derived migration values) - revision to commence Summer WG 27 Environmental aspects Convenor: Sándor Aranyi (Hungary), to be reviewed at next meeting due to funding arrangements. Drafts for Environmental Product Declarations - Product Category Rules for (i) buried pipes and (ii) pipes in buildings to start CEN enquiry in June WG28 Lifetime expectancy of non-pressure piping systems (formerly AHG 45) Convenor: Henk Meerman (NL). Working on tests for determining the life expectancy of materials of non-pressure pipes to increase options for use of recycled materials. Two tests considered: Fatigue and Cracked Round Bar method based on ISO/ DIS Comparative testing between tests on PP and PVC, virgin and non-virgin ongoing to establish method and equipment. Next meeting 9th July CEN TC 69 Valves - TC 155 liaison officer retiring. CEN TC 107 Prefabricated district heating piping systems Discussions on technical aspects including alternative thermal stability testing and addition of PP and PE-RT. TC 155 liaison officer encouraging requirements to be based on hot & cold piping system standards. CEN TC 127 Fire safety in buildings revision of EN to commence (reaction to attack by single burning item). No issues for plastic piping systems. CEN TC 133 / WG 8 Copper fittings working on EN 1254, some for plastic pipes. TC 155 secretary to write to WG8 expressing interest in work. Copper fittings will be CE marked. May need appointment in UK mirror committee to monitor work. CEN TC 164 Water Supply Next meeting 27/28 May. CEN TC 165 Wastewater systems Revision of EN 752 (drains and sewers) ready for CEN Enquiry; pren (gullies) and pren being prepared for UAP; pren and pren being developed; request to extend implementation date for EN 124 (gully and manhole tops) rejected by TC 165. CEN TC 208 Sealing rings revision of EN proposed, first meeting June Sealing rings will be CE marked. Important to participate, check UK mirror committee. CEN / CLC TC 213 Underground plastics conduits for protection of cables drafts for conduits for cable installed by (i) pulling and (ii) other being prepared. CEN TC 249/WG16 Thermoplastics welding agreed to circulate written report to TC 155 for future meetings. Work via UK PRI/80, report available. CEN TC 350 Sustainability - C Topalli reported. 5

6 CEN TC 155 PLENARY MEETINGS Autumn 2015: Delft, Netherlands Spring 2016: Helsinki, Finland Mandate M/131 (harmonised standards on pipes, tanks and ancillaries not in contact with water intended for human consumption) Four application-based harmonised standards (hens) are being revised following enquiry period. The four task groups have been converted into two working groups. This allows documents to be added to Livelink and minimises number of individual meetings to attend. Working Group 1 to cover pren (non-pressure soil and waste in buildings) and pren (non-pressure drainage and sewerage buried in ground). Working Group 2 to cover pren (buried and above ground piping under pressure) and pren (hot and cold water). CEN TC 155 has sent a letter to the European Commission to explain how existing products standards meet CPR objective and therefore remove barriers to trade. A response is expected from EC on technical aspects of this proposal in June It is anticipated that there will be further questions for TC 155. A specific response will be made to CEN CLC 213. Other mandates under Construction Products Regulations Mandate M/136 Harmonised standards for construction products in contact with water intended for human consumption the EC will, after consulting the Committee on Standards, withdraw the standardisation request M/136 Revision 2 of 2010 and it shall be considered as expired. (Letter from EC DG-Growth 22 April 2015) Mandate M/366 Dangerous substances nothing to report. Mandate M/118 Harmonised standards for waste water engineering products work on manholes and shafts pending clarification of direction of M/131. 6
