New Business. Pump-Overs (R. Riegel). The Canadian B139 Technical Committee (equivalent to this Technical Committee) recently reapproved allowing pump overs (i.e., transfer of oil from an old tank to a new one) per the language below (old 09 ed & new 15 ed). It has caused significant conflicts between the installation code, tank standards and industry guidelines, which may migrate to the US.

3 Water and sludge shall not be transferred if oil is pumped from a replaced tank to a new tank. Note: Tanks, especially those of metal construction, can corrode prematurely if oil is contaminated with water and sludge. Since NFPA 31 is silent on this subject, members may be interested in discussing this issue to determine if a position on pump overs should be added in Chapter 7. The NORA Technicians Service Guide, training, and other industry documents consistently prohibit pump overs, but others may want to do this for cost savings to prevent gas conversions. The discussion would include the risks of pump overs to the tank and downstream components, and also if there are effective ways to eliminate water, sludge, microbes, etc. from being transferred, such as filtration and/or biocides. The committee can then decide what should be done, or a Task Group could be assigned if additional work is needed to develop a position and a proposal. ASTM D396 (R. Riegel). The Air-Conditioning, Heating & Refrigeration Institute) recently sent a letter to UL STP Chairs associated with oil burning equipment products to inform them of a potential increase in the biodiesel blend level in heating oil and the compatibility problems it may cause. This is apparently coming from the ASTM D02 Fuels Committee, where the current levels in D396 at maximum B5 was balloted at maximum B20. This may be a compatibility problem with some oil burning system equipment or components, dependent upon the manufacturer s biodiesel rating, so I would like the Committee to discuss this issue to see what, if any, actions should be taken. The PDEs for oil containment & burning equipment can call in to provide an assessment of B20 impact on UL Standards & Certifications, and other industry representatives can provide a similar assessment during this discussion. Sweat Couplings (R. Riegel). I recently received a question about Subsection 8.3.2, asking can oil lines be connected with a sweat coupling?. This is not specifically prohibited, but since solder can melt at low temperature, should it be? I d like the Committee to debate this to see if any revisions should be proposed for the next edition. 7 II. Minutes 1. The Meeting was called to order at 9:00 AM on October 29, Attendees introduced themselves and the Technical Committee roster was updated as needed. Updated rosters will be posted to the Technical Committee s web page. 3. The Minutes of the last meeting (October 29, 2013, NFPA Headquarters, Quincy MA) were unanimously approved with the following two corrections: In Item No. 10, Ultra-Low Sulfur Heating Oils should be a separate bullet point. Also, the word biofuels should be replaced with Ultra-Low Sulfur Heating Oils. 4. Technical Committee Chair Roland Riegel reported on the need for correlation between NFPA 31 and NFPA 211. This issue will be pursued via and inter-committee Task Group effort. 5. The Staff Liaison reported on the following items: Details and procedures of the new standards development process. Technical Committee Scope. No action is needed. Technical Committee Membership. - Need to solicit STICO for a replacement for Brian Donovan - Bob Boltz agreed to approach Federated Mutual Insurance Co. for an insurance industry representative. John Levey also agreed to solicit an insurance representative - Bernie Smith has announced his intent to go to Emeritus status after the completion of the current revision cycle. Schedule for the Fall 2015 Document Revision Cycle. 6. The Technical Committee heard a report from John Batey on the work of the Combustion and Ventilation Task Group. The Technical Committee discussed the report and made appropriate First Revisions to NFPA 31. Eric Bourassa agreed to provide the Staff Liaison with a contact at the Canadian Standards Association, so that permission can be obtained to reproduce portions of CSA F300-13, Residential Depressurization. 6A. Validation of Venting Tables in Annex E of NFPA 31. John Pilger reported that he had discussed this with Tom Butcher at the National Oil Heat Research Alliance (NORA) and learned that no funds were available to do this. The Hydronics Institute also has no interest. The Technical Committee determined that this would have to be deferred to the next revision cycle for NFPA 31. The objective is to move Annex E to the body of NFPA 31. This can only be done if the data in Annex E is validated by test and a test program will be expensive. NORA might be in a better position after January Chimney and vent manufacturers might be possibilities. The Technical Committee also decided to ask the Fire Protection Research Foundation to manage the project and fund raising. A Task Group consisting of the Chair, the Staff Liaison, and Messrs. Batey and Pilger was assigned to prepare a proposal to the Foundation. 7. There were no other Task Group reports for the Technical Committee s consideration. 8. The Technical Committee reviewed and acted on all outstanding Public Inputs to NFPA 31. The Technical Committee also reconsidered Public Inputs Nos. 1 and 2 and made appropriate changes via First Revisions. 9. There was no correspondence requiring the Technical Committee s attention. 10. Under Other Old Business : Proposed New Subsection : Storage of materials shall be separated from oil burning appliances and their flues by a minimum distance of 5 ft (1.5 m). This parallels but exceeds the 3-foot clearance required by NFPA 1. The Technical Committee agreed to a First Revision to add this new provision to NFPA 31, retaining the 5-foot separation.

8 The reason for so doing is that the 5-foot separation is the same as is required between an appliance and a fuel oil tank. The Technical Committee determined that a correlating change needs to be made to NFPA 1. A Technical Committee-generated Public Input will be submitted at the appropriate time. Correlation of Definitions Between NFPA 31 and NFPA 211 This will be directed to an inter-committee Task Group. e Staff Liaison was directed to review definitions common to NFPA 31 and NFPA 211 to identify any inconsistencies. Installation of Roth-type Oil Tanks Outdoors Proposed Tentative Interim Amendments The Technical Committee determined that this was no longer necessary. Recommended Practice for Anchoring of Oil Tanks A Technical Committee-generated First Revision addresses this issue. Plastic & Copper Vent Piping The Technical Committee determined that neither plastic nor copper should be allowed for tank vent lines. Plastic is too brittle and will collapse under fire exposure. Copper is a theft issue. Neither is considered strong enough for the service. Renewable & Recycled Fuel Oils The Technical Committee determined that there were no issues with these fuels. Amendments to Subsections & The Technical Committee determined that this should be referred to an inter-committee Task Group. Accordingly a Committee Input was created to solicit response from interested persons. Clarification of Subsection The Technical Committee agreed to delete the two exceptions to and revise the text for clarity. A Technical Committee-generated First Revision effected the changes. Reinstatement of Subsection from NFPA The Technical Committee decided not to reincorporate this text as it will cause confusion with installation of cross-connected tanks. Need to revise Section 10.5 for clarity and need for duplicate safety switch in The Technical Committee created a Committee Input to solicit opinion on this. Need for a secondary combustion air safety switch This issue was handled via the above Committee Input. Replacement of reference to UL 795 with reference to UL 295 in Paragraph A Technical Committee-generated First Revision effected this change. 11. Under New Business : Subsection (J. Levey) Since this is already required in NFPA 70, there is no need to duplicate the requirement in NFPA 31. Paragraph (R. Riegel) The Technical Committee agreed to recognize UL 142A in NFPA 31 and created a First Revision to effect the addition. Subsection (J. Levey) This issue has been addressed by an existing First Revision. Subsection (J. Levey) The Technical Committee agreed to these changes and First Revisions were prepared accordingly. Also, all diagrams are to be shown in isometric view.

9 Section 7.8 (J. Levey) A Technical Committee-generated First Revision to add the new provision, since Chapters 21 and 22 of NFPA 30 do not apply to these tanks. Paragraph (J. Levey) (from Agenda Addendum) A Technical Committee-generated First Revision was created to revise of NFPA 31 to also apply to copper fuel lines in direct contact with concrete. Subsection (New) (R. Riegel) The Technical Committee agreed to require that gauges be listed in accordance with UL 180. A Technical Committee-genrated First Revision was created to effect the change. Paragraph (J. Levey) This proposal was withdrawn by the proponent, as it could present problems. Subsection (J. Levey) A Technical Committee-genertaed proposal was created to effect an appropriate change to the text. Figures /.2 /.3 (J. Levey) Shutoffs should be removed. The Technical Committee agreed that the diagrams should be changed to remove the shutoffs. Subsection (J. Levey) This issue will be referred to the inter-committee Task Group. 11A The following Task Groups were formed: Inter-committee Task Group (NFPA 31 / NFPA 54 / NFPA 211) Messrs. 10 TECHNICAL COMMITTEE ON LIQUID FUEL BURNING EQUIPMENT SCOPE STATEMENT This Committee shall have primary responsibility for documents on the safeguarding against the fire, explosion, and life safety hazards associated with the installation and use of stationary and portable liquid fuel-burning equipment, including: (1) related fuel storage tanks and associated piping, venting systems, pumps, and controls; (2) the combustion air supply and flue gas venting systems for the liquid fuel burning equipment; and (3) combustion and safety controls. This Committee does not have responsibility for: (1) boiler-furnaces with fuel input ratings of 3660 kw (12,500,000 BTU per hr. or 10,000 lbs. steam per hr.) or more; (2) process ovens; (3) process furnaces; or (4) internal combustion engines. 13 National Fire Protection Association Report Page 2 of 3 3/10/2015 Committee Input No. 36-NFPA [ Section No ] 10.5 Operating Controls * Oil burners, other than oil stoves with integral tanks, shall be provided with some means for manually stopping the flow of oil to the burner Such device or devices shall be placed in a readily accessible location at a safe distance from the burner For electrically powered appliances, the requirement of shall be accomplished by an identified switch in the burner supply circuit, placed outside of and adjacent to the entrance to the room where the appliance is located For appliances that are not electrically powered, an identifiable valve in the oil supply line, operable from a location that can be reached without passing near the burner, shall be used An electrical service disconnect switch, arranged to stop and start the oil burner, shall be installed at the appliance and shall be located so that it is within easy reach of the service technician for control of the oil burner while observing the flame * Oil burners shall be equipped with a listed primary safety control of a type appropriate for the burner * Each oil-burning appliance shall be provided with automatic limit controls that will prevent unsafe pressure or low water in a steam boiler, low water or overtemperature in a water boiler, or over-temperature in a furnace or heater * Limiting controls and low-water shutoffs intended to prevent unsafe operation of heating equipment by opening an electrical circuit to the burner or oil shutoff device shall be so arranged as to effect the direct opening of that circuit, whether the switching mechanism is integral with the sensing element or remote from same. Exception: A limit control that interrupts the pilot circuit of a magnetic-type motor controller, which, in turn, directly opens the safety circuit when it is necessary to interrupt a single-phase circuit carrying a load greater than the capacity of available limit controls or to interrupt a multiphase circuit, is acceptable A water heater shall be provided with water pressure, temperature, and vacuumrelief devices Means shall be provided to prevent siphoning in any boiler or tank with a circulating water heater attached Electric motor driven oil burners with integral oil pumps and electric motor driven pump sets for use with burners not equipped with integral pumps shall be provided with a motor controller that incorporates no-voltage protection and is wired into the power supply to the motor
