38 SECTION 1: INTRODUCTION Current design requirements for server rooms have changed due to evolving technology information hosting, development and security protection. Replacement of damaged assets, data and content due to failure to protect is not acceptable for the City of North Miami Beach. Protection of these assets, data and content are important for creating immediate upgrades to server rooms. The City of North Miami Beach has one central server room in the City Hall which contains all of the City s data and one in the Police Department Building The server rooms are protected from intrusion through key pad control door hardware and overheating with air conditioning units. The rooms require fire protection to the equipment and furnishings. We will describe the following issues to the current server room s fire suppression protection: A. Research and verification of the existing conditions and the required upgrades necessary for a proper renovation. B. Indicate the upgrades for the server room as required by current code and suitable fire suppression systems. 39 SECTION 2: EXISTING DATA COLLECTION Existing Building Conditions The City of North Miami Beach, City Hall and Police Department are four (4) story structures. The buildings are classified as a Type I Construction Type, Business Class and is fully occupied. 1 The building is equipped with a wet fire suppression system throughout. All other issues were not observed for compliance. Current Field Conditions of City Hall Server Room Room #309 on the third floor is 14 wide x 20 long with 9 high ceilings at approximately 280 square feet or 2,520 cubic feet. The room was originally undersized and was expanded a few years ago to accommodate the growth of the equipment. The dropped slab below the access flooring and wall modification express the room s renovation. The existing concrete floor slab has been dropped to accommodate the networking cables at the original room 309. The access floor system is flush to the existing finished floor and is good condition. There are three minisplit air conditioning wall-hung units that provide positive pressure to the room. This system is independent to the building s mechanical H.V.A.C system. During our observation the room provided appropriate air cooling to the existing equipment. Within the room there is a fire alarm panel and electrical control panel exist feeding the room from the ceiling above. There is a temperature sensor at the center of the ceiling. The room existing fire suppression system facilitating the building is designed to bypass the server room. The building is fully sprinkler besides the server room. See appendix #2 for existing floor plan and appendix #1 for photographic record. 2 Current Assets of City Hall The City Hall, Server Room currently has two (2) 4 post enclosed server 42u s racks; two (2) 2 post exposed 42u s data/server racks; three (3) connected workstations and monitors and personal computer towers with accessories. 40 SECTION 3: CODE RESEARCH Code Requirement for City Hall and Police Department Server Room NFPA 2009 (Class A Fire Suppression) Florida Building Code 2009 Florida Fire Prevention Code Room Enclosure Room: The current room and surrounding is not code compliance due to the occupancy of the room. All server rooms required a fire suppression system. Currently, the building fire suppression is directed around the room not supplying the space. The dropped slab below the access flooring does not have a fire suppression system which is required. The room will required an inert gas fire suppression system for the equipment or add two additional sprinkler heads to the room from the building wet system. Surrounding partitions and doors: The existing server room partitions and doors may remain. The existing doors and partitions are to be air-tight as required by the current Fire Suppression Code requirements. It is recommended that signage be placed at the doors for non-accessibility. Suspended Ceiling Tile: The existing ceiling tile and grid shall be replaced with UL-approved one (1) hour fire rated ceiling tiles, track and suspension. The new tiles are to be clipped down, not allowing movement with suppression system deployment. During the observation no tiles were damaged. Flooring: The existing dropped slab and access panels shall to remain. The new fire suppression system will be required to feed the dropped slab. Electrical: The existing fire and electrical control panels and conduit located in the room are to be coordinated with the proposed fire alarm system for connectivity and coordination. The proposed suppression system will require a new connection and installation for a Releasing Control Panel, horn/strobe, bell, manual release pull station and photoelectric smoke detectors as required in the specifications (appendix). The new installations shall be connected to the existing building fire system for compliance of NFPA 72. The proposed fire suppression alarm annunciation system will be required to be connected to the existing building system. Mechanical: The HVAC equipment shall remain. The room is to be pressurized for positive air. Future growth would require additional equipment. The contractor shall provide mechanically operative censored fire dampers to the ducts within the room. A separate mechanical exhaust system shall be supplied to the server rooms for exhaust of fume contaminants permissible by the current NFPA code and manufacture s specifications. Plumbing/Fire Suppression: The City Hall server room is bypassed with the building s fire suppression system. A sensor is located at the ceiling and will detect smoke for the existing agent not currently operable. 3 See appendix 4. 41 SECTION 4: PROGRAMMING Individual Separate Supply City Hall Server Room Minimum Requirements The proposed fire suppression system shall be an inert gas Clean Agent Extinguishing System separate from the building suppression. The room will be supplied independently from the building, but will require communication connections to the existing electrical and fire systems. The equipment and assets of the room immediately indicate that a separate inert gas suppression system be installed. There are two types of containers for the inert gas storage (FM-200). Server Room 309 will require having a clear space in the corner to accommodate a new cylinder tank storage or a spherical tank in the ceiling. The size of the tank varies as per the cubic square feet of volume in the room. In our field measurements the space is approximately 2,520 cubic feet. The proposed tank for the City Hall server room will require a 130 pound storage tank or as required by manufacturer. The cylinder tank containing the suppression agent is approximately 10 in diameter and 3-0 tall or the sphere is 22 in diameter and 30 high 4. A fan air pressure test will require to be performed at the existing doors for the infiltration of the agent suppression. The existing acoustical ceiling tiles, grid and suspension system is to be removed and replace with a new one hour fire rating acoustical ceiling tile, suspension and hanger rods. The new ceiling will require being UL approved perimeter molding. A 2x4 fire rated hinged drop down access panel shall be installed at ceiling at all values, gauges and access to the existing system within the plenum. The new ceiling assembly will require to be installed to match the existing ceiling height. Finishes of the new ceiling is to be white. The finished in the room shall have be a new paint to match the existing adjacent finish with a Fire Spread rating of Type B. The contractor shall verify and provide the required supports and reinforcements to support the new suppression system as specified by the manufacture. All penetrations to and from the server room shall receive fire stopping. A contractor shall obtain a permit as required for the installation of the new suppression system and all installations. Contractor shall prepare plans and provide shop drawing for the suppressions system to the C3TS and the building department for review and approvals. A test and balance report is to be provided at the completion of the project for the proposed system to comply with the NFPA current standards. The awarded contractor shall supply an additional tank in storage required for immediate replacement of the installed deployed system when required. Refer to proposed plans for additional information. Five-year maintenance shall be provided by the contractor to monitor and maintain the installed system within the base bid with optional additional years. Additional years shall be provided for review. The contractor is to coordinate with CNMB personnel with the relocation or protection of the existing furniture and equipment. 42 Programming City Hall Programming for the fire suppression installation to the existing server room shall require but not limited to the following procedures and installation: Field Survey and prepare architectural/engineering plans for permitting review and approval by the Building Department. All intended consolidation or equipment growth is to be implemented for temporary renovation. Existing acoustical suspended ceiling is to be removed and all overhead conduits are to be indicated for installation of the new equipment shop drawing submittal. An area for the fire suppression agent storage tank (cylindrical or spherical) to be located at an area that can feed room at ceiling and dropped slab. A location at the wall is required to display the release control panels to the new system. All existing partitions and door enclosures shall remain. New weather stripping and sweep will be required at the doors to eliminate the agent to escape the server room. Existing dropped slab with access tile shall remain and will require a nozzle to be installed. All existing electrical panels within room shall be furnished with a NEMA 12 air tight enclosure. General Contractor is to coordinate with CNMB staff Patrick Rosiak for networking of existing Environmental Monitoring System within room. The proposed upgrade will be provided with four (4) weeks for full installation and testing. The spherical tank containing the suppression agent is approximately 22 in diameter and 30 high 5. 44 SECTION 5: INSTALLATION Fire Suppression The equipment necessary for the FENWAL 732 Fire- Alarm / Suppression Control Unit system is pre-engineered and is composed of performance components. Sensors The ceiling mounted sensors are to be of a conventional series of highly sensitive detectors for the FM-200 suppression and include Ionization, Photoelectric, and Thermal recommended for the City Hall. Release Control Panel A compact wall mounted control panel will be included with the room to monitor Server Room 309. This control panel will require to be connected to the building s fire system. Peripherals and Accessories The room will require the following items for proper deployment of the agent and control of suppression activation: Fire Door holder, communicator, local manual release, bells & chimes, strobes, horns, pull station, abort station, main electrical control switch, signage and as required for approvals by the building department. Agent Suppression A 130 pound floor mounted and bracket supported cylinder storage tank will be provided with in the room. There will be a requirement of two supply galvanized pipes with valves and distribution nozzles. One to accommodate the room located 6 below the ceiling and an additional supply below the access panel within the dropped slab. Providing this system is of the highest quality protection that can be provided. This suppression system is commonly used for server rooms and data centers with valuable information and expensive assets. The contractor shall is responsible for all required connects and construction to the building and room. All construction shall be performed during working-hours. Construction noise shall be limited during working hours. All debris must be confined and is not permitted to migrate. Any damage caused during construction is the responsibility of the contractor and shall be replaced with new.
