Each UL building has been given a risk rating, and this dictates how often fire safety reviews take place, as well as how often departmental staff and fire evacuation marshals should receive full fire safety training. UL epartments must ensure that: all new staff provided with adequate induction training; this training is refreshed periodically (depending on the fire risk rating below); fire evacuation marshals (FEM) appointed for each floor of the building; fire evacuation marshals suitably trained, including refresher trained periodically (depending on the fire risk rating); departmental as and the risks contained tin managed safely; appropriate arrangements in place to ensure the safe evacuation of disabled people; Safety Reviews - UL Safety Team will periodically carry out fire risk assessments and fire safety reviews. 2 Premises Safety Handbook ldg Name: (162) 2.0. General uilding escription The (IoE) which merged with UL in ecember 2014 occupies the centre of the listed edford Way development. The building was designed in the late 1960s and completed in 1977 for University of London. uilt as a further education development running north / south along edford Way, between Tavistock Squ and Russell Squ that included SOS as part of the original development. The building is a Grade 2* listed building designed by Sir enys Lasdun and Partners and built with a further extension in also designed by the partnership. The building is owned by the University of London, who occupy the southern end housing the Institute of dvanced Legal Studies (IoLS), with rest of the building occupied by UL. The building is an imposing in situ reinforced concrete structure with bronze anodised aluminium curtain walling system designed along Lasdun s continuing theme of verticals and strata. Large concrete structures projecting from the front (east) façade house lecture theatres and teaching spaces, with extended stair, lift and plant towers dominating the roofline. is formed around three of the five cores of the site, two of which (Stairs and ) extend the entire height of the building, with Stair running from Level 2 to the tower at the head of this core. The cores house banks of lifts, a protected staircase, and, at the top of each core, plant towers housing air handling plant, water tanks and lift motors. T is a stepped rear wing section, which partially descended over an external service road serving rear as of the entire block, with a large external staircase serving upper floors (Stair ); T commercial catering facilities provided on Levels 6, 4 and 1; T is a ULU bar/nightclub facility on Level 3 with dedicated escape routes from the space, as well as beer cellar and stores located in Level 2; T large places of assembly in the form of conferencing facilities, with the largest lecture theatre (Logan Hall) offering 933 seats; T is a large dedicated Library covering three floors, which was purposebuilt in the 1990s; T science laboratory as on Level 9 and an art department on Level 8, both of which contain various hazardous materials and activities; General arrangement plans attached including the ssembly Point location 3.0. IMPORTNT - Horizontal Unassisted Escape for isabled People is vailable: On Levels 8 to 3 on the north end of the building, horizontal escape is available into 26 edford Way via the double doors separating the buildings. Mobility impaired persons on upper floors can evacuate in most cases via either 26 edford Way or ILS, by following the corridors to the end of the building and entering the other building. Escape into 26 edford Way is not available at Level 9, although wheelchair users can still evacuate by ILS. Users of facilities on Levels 3 and 1 can use ore lifts to evacuate subject to adequate PEEP arrangements. Mobile Users should call the UL Security ontrol Room (available 24/7) who can arrange help and assistance on: (Ext: 33333) lternative Number (24/7) ; UL Security Ops (24/7) (Ext: 32108). Provided at ore only - t is no need for use of lifts by occupants on Levels 9 4 or Level 2, as horizontal level escape is available from these as. Use of Emergency Evacuation Lift at ore (Security & Trained Staff) Procedure for Site Security On activation of the fire alarm, one security guard to attend the ore lift control point at Level 4; Turn key to take control of each lift in turn, and use communication equipment to communicate with the speaker points on Levels 1 and 3 and establish numbers of persons requiring evacuation assistance; ommunicate with those waiting at Level 1 or 3 and tell them that help is on the way; wait arrival of esignated FEM from either IoE department or onference Office, who will act as the lift rider. On their arrival, send them down to those awaiting assistance at the determined locations. Maintain communication by operating the communication control panel; ontinue to manage the evacuation until all persons have reached safety. On activation of the fire alarm, immediately make your way to the Level 4 ore control point; Relevant Information ore Lift Procedure for esignated FEMs Liaise with the site security guard, and prep to ride in the lift car to assist with the evacuation of persons in dedicated spaces. They will tell you from w people require evacuation assistance; Using this information, enter the lift car, and hold down the button for the floor that people awaiting assistance; On arrival at the floor, hold the OOR OPEN button, and continue to hold for the duration that the doors require to be open (i.e. until the persons fully within the lift car); Once everyone is in the lift that can fit, release the OOR OPEN button and select Level 2 button. Hold this button down until you reach Level 2; On arrival at Level 2, again press the OOR OPEN button and continue to hold until all persons have evacuated. Procedure for those who require assistance If you require assistance to evacuate from Level 1 (sub-basement) as, Level 3 or Level 9, please inform your line manager / course tutor in advance of attending, in order that a PEEP can be prepd to provide you with that assistance in conjunction with relevant local staff. ate Last mended: Oct 17 EP: 9 of 15. 10 Premises Safety Handbook ldg Name: (162) 6.2. Emergency Evacuation Lift at ore (Trained Staff Procedures) (a). Evacuation Lift Procedures (ore ) - FEM to exit right on the service road and take the evacuee to the Woburn Squ evacuation point w they will notify the IOE Security / Reception member of staff that the level they evacuated from is clear. (b). Function & Purpose - the primary function of the fire evacuation lifts is to evacuate those who mobility & visually impaired and situated below level 4 (Levels 3, 2, 1), as our fire evacuation strategy for those above level 4 is to evacuate through the adjoining buildings (26 edford Way & ILS). However, the fire evacuation lifts not limited to evacuating those on levels 3, 2 and 1 and can theoretically be used to evacuate on any level within the building. (c). Operators & trained personnel - the fire evacuation lifts require a minimum of four trained persons to carry out an evacuation. (d). Master Panel Operator - this role will be carried out by IOE security/reception. The master panel operator will be the person that obtains the evacuee's location, communicates with the evacuees and then instructs the FEMs of the level to carry out the evacuation. (e). Lift ar Operators - each lift car requires a trained FEM (Including fire lift training). The FEMs will carry out the evacuation once instructed by the master panel operator of the evacuee s location. Each evacuee should be accompanied by a buddy to assist in his or her evacuation, with this person(s) identified in the evacuee s Personal Emergency Evacuation Plan (PEEP) wver possible. (f). Operating the Evacuation Lifts - upon hearing the fire alarm, one member of the IOE Security/Reception team will take the fire evacuation key to the Level 4 ore lifts. Once the master panel operator has ascertained which lift is available, they will insert the fire evacuation key into the corresponding key slot (Lift 1, 2 or 3) and turn the key clockwise to place the lift into evacuation mode. (2). Once all lifts available, the operator should set all lifts to evacuation mode in case t multiple evacuees. (3). The master panel operator will now wait until one of the level buttons begins to flash to notify them that a person needs evacuating from that level. (4). To communicate with the evacuee, the master panel operator must press the flashing lift level button to answer the call and then press and hold the Hold to speak button. This will enable them to notify the evacuee that their call has been answered and also allow them to reassure the evacuee that a fire evacuation marshal is on their way in a lift car to evacuate them. (5). If multiple calls coming through the master panel, (Other lift lobbies with evacuees calling to be rescued) the operator will press the lift level button to cancel the current call and press one of the other flashing level buttons to then communicate with the evacuees. (6). Once instructed by the master control panel operator the FEM will enter the lift car. (7). To operate the lift, the FEM carrying out the evacuation must hold down the desired floor button for the lift to operate. (8). Once the lift car has reached its destination the lift will stop, but the doors will not open, this is due to the peek-a-boo system built into the fire evacuation lifts safety which prevents excessive smoke from entering the car. ate Last mended: Oct 17 EP: 11 of 15. Peek-a-oo - to see if the lift lobby a is safe and free from fire, the FEM SHOUL NOT hold down the Open doors button but instead tap the button while looking through the opening to see if the a is safe to proceed with the evacuation. If safe the Open door button must be held down until the doors fully open. (10). The FEM will now assist, if needed, the evacuee into the lift car and notify the master panel operator, via the lift lobby sub-panel that the evacuee is safely in the lift. The master control panel operator will then switch communication from the lift lobby to the lift car by pressing the lift level button and then pressing the lift (Lift 1, 2 or 3) button. (11). The FEM will take the evacuee to level two to evacuate via the service road.
