11 May 18, Emergency Service Boundaries (ESB) Overview Streets, Address Points, Emergency Service Boundaries, and PSAP Boundaries are required for NG9-1-1 Pilot Project working with Albany County to create ESB for their shared CAD project Uncovering issues, creating tools and procedures to create NENA standard ESB for use in E911 and NG911 Goal to create a statewide, consistent and standardized layer of ESB for NYS from existing and new data

14 May 18, Emergency Service Boundaries (ESB) Pilot Project Issues Multi-county CAD: Albany, Rensselaer, Saratoga Multiple cities and towns within the counties All have been building their GIS in a silo Now their GIS data may not line up over county boundaries Municipal GIS data may not match county data Requires work to build and maintain multi county GIS data for CAD

15 May 18, Emergency Service Boundaries (ESB) Pilot Project Survey Now that we know the level of effort required to map ESBs in one county, we need to know how many counties need ESBs Will send out a Survey in the near future 5 or 6 questions Please complete so we know the level of effort that will be required to create a statewide layer of ESBs for NG9-1-1

16 May 18, Emergency Service Boundaries (ESB) Next Steps Prioritize counties based on survey results Estimate level of work and staff required Work with counties to create new ESB layers, or to incorporate their existing layers Create one NENA standard layer of ESB for the State suitable for NG9-1-1 Get CAD vendors to accept NENA standard data so each county does not have to modify the data

22 May 18, NG9-1-1 NOW Coalition Accelerated Implementation of NG911 Formed by NENA, NASNA, and icert Stated Goal: By the end of the year 2020, all 911 systems and centers in all 56 states and territories will have sufficiently funded, standards-based, end-to-end, IP-based 911 capabilities, and will have retired legacy 911 systems, without any degradation in service to the public. GIS data preparedness implications: Every PSAP must minimally have PSAP Boundaries, Emergency Service Boundaries and Road Centerline GIS data layers, with an Address Point layer strongly recommended Every ALI address must map to an Address Point (or minimally to a Street Centerline) Every MSAG range must be within a Street Centerline range(s) PSAP and ESB boundary layers must not have gaps or overlaps NSGIC Supports NG9-1-1 NOW Coalition Web site:

23 May 18, Federal Communications Commission Task Force on Optimal PSAP Architecture Report Federal advisory committee to FCC Recommended actions PSAPs can take to optimize their security, operations, and funding as they implement NG911 Section Operational Considerations, assumes PSAPs/9-1-1 Authorities: Have GIS data to a level of granularity that approximates the tabular MSAG Have performed preliminary reconciliation between their GIS data and their MSAGs If PSAPs/9-1-1 Authorities have not yet done this work: Preparatory work to transition to NG9-1-1 will be substantially elongated Reconciliation work between their GIS and USPS address data should be undertaken ASAP as this is one of the first steps in NG9-1-1 data transition
