4 1.0 INTRODUCTION The following Construction Impact Mitigation Plan has been prepared on behalf of Gate Developments Inc.for the redevelopment of the former Gate Golf Course ( the subject lands ), in the Town of Aurora (see Appendix A Area Plan). The Construction Impact Mitigation Plan is a dynamic document that will assist the project team to effectively manage potential impacts during the proposed construction program before they arise, and address any unforeseen issues. 1.1 Project Description The subject lands lie between Bathurst Street and Yonge Street and is intersected by Murray Drive midpoint between Bathurst and Yonge. Additional streets within the development areaa where proposed streets will intersectt include Gate, Timberline Trail, Cranberry Lane, Marsh Harbour, Court, George Street and Brookland Avenue. The re-developme ent of the subject lands consists of 184 single family units and approximately 1444 condominium apartment units. The area of lands to be redeveloped is a total of approximately 41 ha. The subject lands have been divided into seven areas all of which are adjacent to existing homes (See Appendix A Area Plan). Area 1 (Streett H & Street G) Includes the development area in the northeastern portion of the site. Street H is adjacent to the rear of existing homes on Dodie Street and intersects with George Street. Twenty one lots are proposed on the south side of Streett H with the rear property lines adjacent to existing homes on Golf Links Drive. An on-street trail is proposed along the south side of the proposed road which will continue west to Court and east too connect to Golf Links Drive. Street G extends from the south end of Court. A cul-de-sac is proposed at the end of the existing Court with 7 lots. One lot is proposed to front onto Murray Drive. The proposed trail noted above will continue (off-street)) on the north side of the proposed cul-de-sac extension and will extend to the west across Murray Drive. Area 2 (Streett A & Street B) Area 2 includes the development area in thee northwestern portion of the subject lands. Street A is adjacent to the rear of existing homes on Timberline Trail and intersects with Timberline Trail to the west and of thee existing homes. Thirty four lots are proposed on the north side of Street A with the rear property line adjacent to existing homes on Corner Ridgee Road. Page 1

5 Ten lots are proposed off a cul-de-sac Street. at thee western end of Street A, some of which will back onto Bathurst An off-street trail extends from Murray Drive to Street A at which point it becomes an on-street trail. An additional two lots will front on Timberline Trail directly north of Gate and will back ontoo Bathurst Street. A sound barrier is proposed along the rear of the lots adjacent to Bathurst Street. Area 3 Area 3 includes the area bounded by Timberline Trail to the north and west, Cranberry Lane to the south and west, and Trillium Drive to the east. There are three proposed lots at the west end of Area 3; all three will front on to Timberline Trail. The remaining lands within Area 3 include natural environmental features and parkland. The trail system continues off-street throughh Area 3. Area 4 (Streett C, Street D, Street E & Street F) Area 4 includes lands in the southwestern portion of the subject lands. There are ten proposed lots which front onto Cranberry Lane. The proposed lots either back onto Bathurst Street, an existingg home on Bathurst Street, or Street C. Eleven lots are proposed on Street C which intersects Cranberry Lane. The rear lots on Street C mostly back onto open space orr other proposed lots. Six lots are proposed which front onto Marsh Harbour. The rear lots are adjacent to proposed lots on Street C. Street D also interests Cranberry Lane with h nineteen lots backing onto the existing residences on Marsh Harbour, Simmons Crescent, or Petch Crescent, or onto the proposed open space. Street D is mostly adjacent to the rear yard of residents on Simmons Crescent. Street E intersects Street D with an additional eleven lots. The proposed lots back onto existing homes on Simmons Crescent as well as the proposed open space. Street E is adjacent to the rear yards of homes on Cranberry Lane. Nineteen lots are proposed on Street F which intersects Murray Drive. Street F is adjacent to the rearr yards of homes frontingg onto Trillium Drive and Cranberry Lane. The rear yards of the proposed lots back onto the existing homes on Devlin Place and the proposed open space. The trail continues both on and off-streets through Area 4. Page 2

6 Area 5 (Streett I & Street J) Area 5 includes lands in the southeastern portion of the site. Two proposed double cul-de-sacs, Street I and Street J, are proposed along the rear of homes on Fairway Drive. Street I intersects with an unnamed road allowance to the west and Street J intersects Brookland Avenuee to the east. Proposed lots will back onto existing homess on Golf Links Drive with one lot fronting on Murray Drive. Sixteen lots are proposed on Street I, and thirteen lots are proposed on Streett J. The trail system is not proposed in Area 5. Area 6 (High Density Block) Area 6 includes lands in the southeastern portion of the site and is the current location of the Gate Golf Clubhouse. Access to the site is proposed via two entrances off of Golf Links Drive. The site includes with a small surface parking lot and drive aisle leading to an underground parking garage. Approximately 1444 condominium apartment units are proposed on this site adjacent to the Sunrise Retirement Home and will bee the subject of a separatee Site Plan Application. Area 7 (Parking Lot) Area 7 includes the development area in thee northeastern portion of the site. Access to the parking lot is provided via Golf Links Drive. 7 1.3 Project Schedule Construction Start Date: TBD Phasing: TBD Construction Completion Date: TBD 1.4 Stakeholders The stakeholders for development of the subject lands within the Construction Impact Mitigation Plan include: Owner; Consultant Team; Local Residents; General Contractor; Town of Aurora; Region of York; Lake Simcoe Region Conservation Authority; School Board; Public Utilities; Canada Post; Emergency Services (Fire, Police, Ambulance, etc.) ); and Transit and Public School Bus Services. 1.5 Objectives The purpose of this Construction Impact Mitigation Plan is to outline the planned communication process and construction protocols to safely redevelop the subject lands. Objectives include: Issuing drawings demonstrating: o the proposed construction access locations; o temporary partial or full road closure locations; o temporary lane restriction locations; o general erosion and sediment control and dust mitigation measures; and o working hours. Providing guidelines for construction mitigation measures including: o working hours; o streett cleaning protocol; and o signage. Page 4

8 Developing a formal document to aid inn communications and public relations support; Raising public awareness; Appointing a liaison to answer any questions or concerns raised by those affected by the project, such as residents and commercial parties; and, Distributing notices regarding the proposed project. 9 2.0 CONSTRUCTION IMPACT MITIGATI ION PLAN 2.1 Existing Transportation and Traffic Access Proposed access points to the individual development areas have been identified off main roads to limit traffic within existing residential neighbourhoods, where possible. Construction traffic will be limited to the hours providedd for under the Town of Aurora Bylaw. Signage and flagmen will be used to ensure access to the public street is available to local traffic without barrier. Pedestrian walkways on municipal streetss will be maintained, where possible. If construction does impact existing pedestrian walkways, alternate access will be provided on the opposite side of the road. Temporary pedestrian crossing signage will be in place. If a temporary full road closure is required, access to existing driveways will be maintained. Proposed accesss locations are provided on Figure C Temporary Road Closures A temporary full road closure is anticipatedd in order to complete a portion of the proposed work within the existing right-of-way of Timberline Trail and Murray Drive. Directional signage willl be posted too indicate the detour route. All residential driveways will be accessible throughout thee constructionn period. The proposed location of the temporary closure is shown on Figure C Fencing Temporary fencing will be used to delineatee the construction boundary as well as provide sediment control protection for existing lots. The temporary fencing is to be monitored by both the contractors and the consulting engineer. 2.4 Vibration Monitoring The project requires earthworks, servicing and underground parking constructionn (Area 6 only) that may generatee vibrations during the construction. A vibration monitoring program will be established during these activities to monitor the vibration level to adjacent buildings. 2.5 Service Disruptions Any utility disruption will be minimized and notice willl be providedd in advance. 10 2.6 Dust Control Dust control will be supplied by the generall contract by way of the following: A. Pre-grading planning Topsoil stripping and earthworks will be timed to end as servicing of the project begins. This will reduce the overall amount of time that area is left susceptible to wind that creates blowing dust; Consultant will work with the Developer and the contractor to ensure thatt they will apply vegetation ground cover to pre-graded or topsoil stripped areas, where construction servicing willl be delayed more than thirty (30) days after grading or topsoil stripping operations end; Confine load in/load out procedures too leeward (downwind) side of the material and where possible away from existing residential areas. Apply water to haul roads and stockpile by way of water truck; and Topsoil piles will be shaped and vegetated per Town of Aurora standards. B. Watering Within areas where earthworks andd or underground municipal servicing is ongoing water is to be utilized at sufficient frequency and quantity to control dust and mud tracking from extending more than thirty (30) meters from the point of origin. C. Wind Fencing Install 1.0 metre to 1.5 metre high barriers with 50% porosity located adjacent to roadways or urban areas to reduce the amount of windblown material leaving the site. D. Reduce Vehicle Speed An on-site speed limit for construction vehicles will be twenty-fivee (25) km/hr maximum. This may need to be used in conjunctionn with watering to prevent visible dust. E. Minimize Disrupted Surface Areas Disturb only those areas absolutelyy required. Vegetation left in place during site work reduces the area subject too wind erosion. Page 7

11 F. Restrict Activities During High Windd Periods Proximity and population impactedd should be taken into consideration when scheduling dust-producing work, particularly during high wind periods. G. Road Cleaning Spillage, erosion or materials tracked out on a road will be cleaned using mechanical street sweepers or flusher truck by the end of the work day as a minimum. If this spillage, erosion or materials extends more than fifteen (15) metres along a paved public roadway it must be cleaned up immediately; and Importing and exporting of materials on and offf site will be shut down during and after inclement weather. 12 3.0 IMPLEMENTATIONN 3.1 General Contractor The General Contractor will assume the responsibility of ordering and placing all signage and pavement markings as requiredd for traffic control and traffic notification in accordance with requirements of the Ontario Traffic Manual Book 7. The General Contractor will keep the Consultant apprised of any changes to the construction schedule as it relates to the Construction Impact Mitigation Plan. 3.2 Consultant SCS Consulting Group Ltd. will be the point of contact for the Town of Aurora and the public. The Consultant will oversee thee implementation of this plan by the General Contractor. 3.3 School Board and School Bus Services There are two elementary schools located on Murray Drive, south of the subject lands. During temporary road closures within Murray Drive the school board will receive informationn on the temporary road closures including the expected duration to allow for required busing to be re-routed around the construction area. 3.4 Canada Post Currently there is one Canada Post community mailbox located on Murray Drive at the north limits of the subject lands as well as one community mailbox located on Timberline Trail east of proposed Street B. The Consultant and General Contractor will ensure that both mailboxes will remainn accessible throughout any lane restrictions or temporary road closures. 3.5 Public Utilities Public utilities such as gas, hydro, cable andd phone will be notified of anticipated lane restriction or road closures due to construction of proposed services. Various utilities will be required on-site during constructionn to monitor their specific utilities. General Contractor and Consultant will notify utilities regardingg pending construction as necessary. 3.6 Transit York Region Transit currently operates a transit route (#32- Aurora South) south along Bathurst Street, east along Kennedy St. W, south and east along Murray Drive to Yonge Street. During temporary road closures within Murray Drive, transit will Page 9

13 need to be re-directed. York Region Transit will be advised as to the date of the proposed lane restriction or temporary roadd closure to allow for any required changes to transit schedules. 3.7 Emergency Services (Fire, Police, Ambulance, etc.) Consultant to contact emergency services too notify of any lane restriction or road closures to allow for appropriate detours to occur. 14 4.0 COMMUNICATION 4.1 Methods Public Notices Listed below are examples of Public Notices which can also be found in Appendix A. a) b) NT-1 Advance Notification of Project will be distributed prior to construction. NT-2 Notice of Road Closure will be distributedd prior to construction. Newspaper Advertising The Developer is responsible to post an advertisement in the local newspaper prior to the start of construction and each week during the proposed road closure, to inform the public regarding the temporary road closures. Project Construction Signs Prior to the commencement of the temporary road closures, the General Contractor will install appropriate traffic control (detour) signs, construction signs and barricades as per the Ontario Traffic Manual Book 7 inn the vicinity of the development site. The General Contractorr will notify SCS Consulting Group Ltd. and the Town of Aurora of any changes to the schedule and plan of construction,, if required. All such signs are subject to change during the duration off constructionn as necessary. Pre-Construction Meeting A pre-constructionconstruction. Part of the purpose of the meeting will be to confirm the Construction Impact Mitigation Plan details and any further community notification that is meeting will be requiredd prior to the commencement of the required, as well as to review the appropriate measures to help minimize the effects of the constructionn on the public. 4.2 Field Contact and Emergency Contact Information SCS Consulting Group Ltd. will provide staff contact information in order to maintain communication that is available during construction hours (7:00am to 7:00pm). 19 SAMPLE HIGHLAND GATE GOLF COURSE RE DEVELOPMENT IMPORTANT NOTICE TO AREA RESIDENTS AND BUSINESSES NOTICE OF PROJECT (NT-1) Dear Resident / Business Operator: We wish to advise that the servicing and roadworks of the Gate Golf Course redevelopment will be commencing on [Date]. Every effort will be made to minimize any construction related disruptions. SCS Consulting Group Ltd. is the Consulting Engineer on this project and will provide the supervision and inspection of the owner s contractor on the site. We are also available to address any concerns you may have with respect to the construction. Potential lane restrictions or temporary road closures within Cranberry Lane, Timberline Trail, Marsh Harbour, Murray Drive and George Street are anticipated to allow for the installation of new underground services and the connection to existing watermain and sewers. You will be advised of any lane restrictions or temporary road closure in a separate notice.

21 SAMPLE TIMBERLINE TRAIL ROAD WORKS AND SERVICING IMPORTANT NOTICE TO AREA RESIDENTS AND BUSINESSES NOTIFICATION OF ROAD CLOSURE (NT-2) Dear Homeowner: This letter serves as notice of the pending road closure of Timberline Trail between Gate and proposed Street B for approximately two (2) weeks starting on [Date]. This temporary closure is to facilitate water and sewer connections on Timberline Trail from Street B to Gate, as well as a proposed storm outlet. Please note that only the sidewalk on the north side of Timberline Trail, east of proposed Street B, will remain open during this time. Attached is a map showing the location of the temporary road closure.
