2 WHY ARE WE HERE? A Land Development Application has been submitted by Stantec on behalf of Ice District Joint Venture. City Planning is reviewing the application according to City plans, policies, guidelines, for technical feasibility, and for impact to the community. Today we are requesting your feedback on the proposal. The application proposes to: Amend the Arena & Entertainment District Zone, which applies to land generally bounded by 103 Avenue and 105 Avenue NW, and 101 Street to 104 Street NW. The proposal would allow for large digital signs on top of the Stantec Tower.

4 WHY IS THIS OPEN HOUSE HOSTED BY THE CITY? WHAT IS ZONING? Each piece of land has a zone attached to it. Zoning places rules of what can be built and the types of uses on the property (eg: type of building, how high, use of building, etc.). Rezoning is the process of changing those rules. Municipal Development Plan) Policies and Guidelines provide further direction on how to achieve objectives (ex. Winter City Guidelines) Plans for mature neighbourhoods, commercial corridors or Light Rail Transit Stations Guide how an area will redevelop over time, including changes to land use and densities, infrastructure capacity, and public amenities Zoning establishes development rights including uses, building heights, landscaping and parking Road Closure facilitates expansion of the development site Subdivision divides land into smaller parcels Servicing Agreements identify municipal improvements to be built by the developer (sewers, water, roads, etc.) Allows for the construction and operation of new homes, buildings, parks and facilities based on the Edmonton Zoning Bylaw and the Alberta Building Code.

8 REZONING SITE OVERVIEW Existing The Ice District area which is controlled by the AED Zone includes Stantec Tower, the J.W. Marriott/Legends tower, Rogers Place, the third tower under development, and the former Bacarrat Casino site. Major Digital Signs are currently permitted as part of the pedestrian-oriented signage around this area and facing the plaza (which is under construction). Proposed This proposed zoning would permit Major Digital Signs at the top of Stantec Tower.

DEVELOPMENT REGULATIONS FOR PERMITTED AND DISCRETIONARY USES g. Signage Delete g.i. At each Development Permit Stage, a Comprehensive Sign Design Plan and Schedule for the subject development permit stage shall be submitted in support of the land use concept and design that are integral in establishing the special character and ambiance associated with major destination sports, retail and entertainment Uses for approval of the Development Officer. The sign plans shall be designed to contribute to a lively, colourful and exciting pedestrian environment. The sign plans shall incorporate all previous development permit stages, resulting in an overall sign plan at the final development permit stage. And replace with the following: g.i. At each Development Permit Stage, a Comprehensive Sign Design Plan and Schedule for the subject development permit stage shall be submitted in support of the land use concept and design that are integral in establishing the special character and ambiance associated with major destination sports, retail and entertainment districts for approval of the Development Officer. The sign plans shall be designed to contribute to a lively, colourful and exciting environment. The sign plans shall incorporate all previous development permit stages, resulting in an overall sign plan at the final development permit stage. Add the following regulation after g.v. g.vi. One Tower, abutting the north side of 103 Avenue NW between 102 Street NW and 103 Street NW, shall be permitted to have east and west facing Major Digital On-premises Signs as well as Major Digital Off-premises Signs limited to tenants, activities, and events within the AED Zone, and public service advertisements and events throughout the City, located in accordance with Appendix A hereto, approximately 230 m above, erected upon, against or, on top of or above the parapet of said tower. The lighting scheme, signage and digital copy may change based on seasons, events, celebrations, advertisements, etc. All non-public service advertisements are restricted to promoting events and tenants within the AED Zone. The primary role of the signage is to establish the character of the AED Zone as a unique place, promote and support activities fostering a sense of arrival and excitement, and serve a wayfinding function by containing, amongst other things, the name of the building, Site, premises or tenants, or the activities carried on in the building, Site or premises or the activities carried on by the tenants in the AED Zone, or any off-premises public service advertisements and events. 5. URBAN DESIGN j. Exterior Lighting Delete j.i. Enhanced lighting at Grade shall be provided to improve the pedestrian environment and address the long night associated with a winter city. Detailed lighting plans shall be submitted with each Development Permit Stage. And replace with the following: j.i. Enhanced lighting at Grade shall be provided to improve the pedestrian environment. Enhanced lighting may also be incorporated above Grade for towers to address the long nights associated with a winter city as well as add to the vibrancy and excitement of an Arena and Entertainment District. Detailed lighting plans shall be submitted with each Development Permit Stage. RATIONALE The amendment to the AED Zone will help to facilitate the development of an overall signage and lighting scheme for ICE District. The area is intended to create a lively atmosphere through animation of the area with lighting, public art, signage, gathering spaces, and an improved public realm. The proposed lighting/signage will help to create excitement in an entertainment district, with capabilities to animate the site and buildings for special events such as Canada Day, PRIDE, New Years Eve; to celebrate our local sports teams such as the Oilers; or to help provide colour, lighting and ambiance fitting for ICE District, especially in our long dark winters. Colour schemes can be lined up with other areas of the City such as the high level bridge celebrating themes, special days/events or people. ICE District is an entertainment district which is intended to be lively, animated, lit and exciting. The signage and the lighting help to create a sense of arrival to ICE District. This is similar to arriving in areas such as Times Square, LA Live, etc. These are all unique areas in a city that are defined by lighting and signage which play a large part in activating the area and generating excitement for Edmontonians and visitors to the City.

11 MAJOR DIGITAL SIGNS & ZONING BYLAW Major Digital Signs are signs that: Can have their content updated remotely Can display advertising for any purpose, whether commercial or non-commercial, and whether the subject is located on the site or not Display content which may be static, animated, videos, or other visual effects Major Digital Signs are regulated in the Zoning Bylaw: They are not to project onto residential areas or face residential areas Automatic light monitors and controls are required to adjust light levels at night and under cloudy conditions to mitigate light pollution When facing Natural Areas or public parks, they must be de-energized between 12:00 AM and 5:00 AM at Development Permit, the Development Office will consider: the architectural theme of the area; any historic designations; the requirements of any Statutory Plan; any streetscape improvements; proximity to residential development; driver decision points; and traffic conflict points. The Development Officer may require application revisions to mitigate the impact of a proposed Sign, and may refuse a permit that adversely impacts the built environment Major Digital Signs may not be Roof Signs

15 SIGNAGE POLICY DEVELOPMENT AND THE CITY-WIDE SIGN REGULATIONS REVIEW Work has been on-going to develop new regulations and city-wide policy for signage, including Digital Signs. The Stantec Tower rezoning is not included in this work- however, aspects of the application may intersect with work that is planned to develop new policy and regulations. Sign rules in the Zoning Bylaw manage the type, size, location, and other features of signs for specific land use zones. The City is now working to develop policy for signage. The purpose of signage policy will be to: For more information: Contact: Michaela Cochran, Planner Set a new direction for how signs in Edmonton contribute to the City s strategic goals; Ensure signs support businesses, add to urban design in the city, and do not negatively impact pedestrians, cyclists, motorists and wildlife; and Provide guidance to more comprehensively rewrite sign rules so that they are easy to understand and implement Some work was completed in 2018, but the project will continue through 2019 and include consultation with Edmontonians and key stakeholders.
