2 Why assess the potential of reusing brownfields for sustainable urban development? To give goals of sustainable urban development more weight in local decision making on reuse of brownfields and to demonstrate the contribution of reusing brownfields for sustainable urban development to local decision makers. Reuse of brownfields not automatically contributes to sustainable urban development Decisions on reuse of brownfields often ignore goals of sustainable urban development One reason: lack of appropriate tools for assessing the compliance with goals of sustainable urban development Objectives to develop tools for assessing the potential of brownfield-sites for sustainable urban development for assessing which kind of landuse is most compatible with goals of sustainable urban development that can be used by local decision makers and key actors politicians and administrators, experts, interested groups and institutions that are easy to handle and work with existing information and knowledge that support transparent assessment procedures and assessment results

7 Method of the assessment tool effects vary according to a specific combination of landuse and site characteristics Type V emitting industries and industries with a high volume of traffic has negative effects on sites with little soil sealing which are part of a wildlife corridor with precious trees or plants... has positive effects on sites with access to highways with high-capacity technical infrastructure Method of the assessment tool effects vary according to a specific combination of landuse and site characteristics Type VII complex monofunctional facilities with large parts of open space has negative effects on sites with emitting industries in the vicinity with higly contaminated soil with access roads that have little capacity reserves... has positive effects on sites with little soil sealing with landmark architecture

11 Assessment Results Potsdam-Krampnitz Strengths and Weaknesses of Types of Landuse The Assessment Tool provides no recipees for the development and use of a site, but... shows clearly, which types of landuse are incompatible with goals of sustainable urban development demonstrates strengths and weaknesses of types of landuse for dimensions of sustainable development and areas of local activity opens chances for shaping the conditions for a sustainable urban development

12 Summary Goal: To give goals of sustainable urban development more weight in local decisionmaking on reuse of brownfields and to demonstrate the contribution of reusing brownfields for sustainable urban development to local decision makers. Product: A tool for assessing the potential of brownfield-sites for sustainable urban development. The assessment yields information on which kinds of landuse are most compatible with goals of sustainable urban development. The tool is based on site characteristics and ecological, social and economic effects of landuse. The results of the assessment process specify requirements for a sustainable reuse of brownfields. Target audience: Local key actors politicians and administrators for land development, experts, interested groups and institutions. Development status of the tool: Matrix (Excel-based) with no additional help or explanatory functions. The tool has been tested in various contexts by the planning department of the city of Potsdam, with some success. For professional everyday use the handling of the tool would have to be refined. International transferability: Possible, if the necessary information is available.
