REPRESENTATIVE TRAFFIC STUDY PROJECTS: LINTHICUM EAST; CLARKSBURG, MD Prepared Local Area Transportation Review report for 309 single family detached and attached dwelling units prepared under Montgomery County s Development Approval Payment (DAP) provisions. LINTHICUM WEST; CLARKSBURG, MD Prepared Local Area Transportation Review report for 253 single family detached dwelling units. The project is located west of I-270 and in order to address negative staging ceiling issues was required to participate in the infrastructure improvement package identified with the Cabin Branch development, located north of the site. Project included rezoning a portion of the site from industrial to mixed use as envisioned in the master plan. Phasing analyses was prepared to allow extended APFO approval. GROSVENOR METRO/STRATHMORE HALL; NORTH BETHESDA, MD Prepared Transportation Operations Plan (TOP) for a new County-operated parking structure for Metro and Strathmore Hall patrons. The TOP reviewed shared parking demands for Metro and Strathmore Hall users and events, critical lane volume analyses of area intersections, pedestrian access and connections, and an evaluation of garage operations. Presentations included community meetings and WMATA Board. 11 NORTH WASHINGTON STREET; ROCKVILLE, MD Prepared Transportation Analyses and evaluated internal garage circulation for 101,600 square feet office space building within Rockville Town Center.
2 BETHESDA GIANT/ARLINGTON WEST; BETHESDA, MD Prepared traffic forecasts and analysis for these two redevelopment projects for Federal Realty Investment Trust s. Transportation design services, for infrastructure improvements determine through the planning phase, were also completed. NORTHEAST LEESBURG THOROUGHFARE PLAN - Prepared an update to the traffic analyses completed in 1995 and 2005 including evaluation of traffic conditions during construction of street improvement in the Lowenbach neighborhood. The construction project includes five streets that provide sidewalk, drainage, and traffic calming improvements for one of the original Town residential communities. With the improvements the three remaining barricades will be removed. At the Town s request Wells & Associates evaluated the potential removal of barricades given that the Catoctin Circle street segment improvements have been completed. TOWER OAKS; ROCKVILLE, MD - Provided transportation-related testimony to City of Rockville Council in support of a special exception application. QUINCE ORCHARD PARK/MEDIMUNE; GAITHERSBURG, MD Provided forecasts and operational analyses for the Medimune building application to address staff concerns regarding density increases within the planned Quince Orchard Park. Prepared presentation and testimony in support of the application to City Planning Commission and City Council. SHADY GROVE VILLAGE; MONTGOMERY COUNTY, MD Prepared Local Area Transportation Review report for this multi-family and single family attached special exception project. The report evaluated traffic conditions with and without a planned master plan roadway and evaluated transit connections to the Shady Grove Metro Station WILSON BLVD; ARLINGTON COUNTY, VA Prepared Transportation Impact Studies and Transportation Management Plans for each of these urban scale projects, which included a mix of uses including residential, office and supportive retail space. Projects typically include several Site Plan Review Committee, Transportation Commission, Planning Board, and County Council hearings. Participation in Site Plan review meetings and Transportation Commission hearings have been completed for each of these projects. BRENTWOOD SHOPPING CENTER; WASHINGTON, D.C. Prepared Transportation Impact Study for 270,000 square feet of retail space located in northeast section of City. Pedestrian and vehicle connections were provided to the adjacent Rhode Island Metro Station to provide transit serviceability. Provided presentation at Advisory Neighbor Committee meeting. NAVY FEDERAL CREDIT UNION; TOWN OF VIENNA, VA - Provided technical analysis testimony in support of the Credit Union s office building application.
3 NATIONAL HARBOR; PRINCE GEORGES COUNTY, MD Prepared Preliminary Plan of Subdivision Transportation Study for this large scale, mixed-use, entertainment and office space project located near the Wilson Bridge Reconstruction project. Traffic plans were also prepared for the waterfront traffic signal system to include five new locations, a signal interconnect network, and two Closed Circuit Television (CCTV) stations which were integrated into the county s Smart Trip Center. BRAMBLETON PHASE I AND II TRANSPORTATION STUDIES; LOUDOUN COUNTY, VA Prepared Phase I and II proffered Transportation Studies for this 6,200 residential unit and 2.5 million square feet commercial community. The studies verified and programed the infrastructure required for build-out of the project. BRAMBLETON ADDITIONS; LOUDOUN COUNTY, VA Prepared a Transportation Study for four tracts of land integrated with and contiguous to the Brambleton mixed-use community. The parcels were rezoned to include approximately 250 residential units, 160,000 square feet of complementary and supportive retail, office, and recreational space, and 1,500 active adult housing units. BRAMBLETON PLUS; LOUDOUN COUNTY, VA - Prepared transportation studies in support of an additional 830 residential units within the Town Center and Landbays 1, 3 and 5. The study also includes planning for two Business Campuses where a community college is considering another Loudoun Campus along future Loudoun County Parkway and the other 1.7 million square foot campus will be situated between Shreveport Drive and Evergreen Mills Road off of Belmont Ridge Road. POTOMAC YARD; ALEXANDRIA AND ARLINGTON, VA Provided traffic forecasts, analyses, and studies for this large scale, mixed-use, 320-acre project located in Alexandria and Arlington County. The traffic analysis included the review of the Route 1 and Potomac Avenue corridors; forecasted patronage at a potential new Metro station; prepared Transportation Management Plans in Alexandria and Arlington; and preparation of traffic signal, pavement marking, and maintenance of traffic plans. These plans included temporary reverse flow lane signal plans for use during construction of the new Monroe Avenue Bridge. LOVETTSVILLE PARK; LOUDOUN COUNTY, VA Provided traffic forecasts and analyses for a 91 acre site in Loudoun County and partially within the Town of Lovettsville. The traffic study evaluated master planned elements of the park including a nature study area, community gardens, equestrian center, amphitheater, and eight (8) lighted soccer and baseball fields. Analysis included co-use of access with nearby elementary school. NORTHERN VIRGINIA COMMUNITY COLLEGE (NVCC) PARKING DEMAND STUDIES Prepared parking demand studies for NVCC Annandale, Loudoun and Woodbridge campus s to determine when parking structures will be needed based on steady growth in student population at each campus. The parking demands were developed based on existing parking data collected and
4 analysis of projected student populations provided by the college. Garage layouts were then prepared to fit master plan campus improvements. NORTHERN VIRGINIA COMMUNITY COLLEGE (NVCC) MASTER PLAN TRAFFIC STUDIES - Prepared master plan parking demand and traffic studies for NVCC Annandale, Loudoun, Manassas and Alexandria campuses. The studies were prepared to determine when parking structures would be needed and impacts of campus circulation given changes to roadway and pedestrian networks with steady growth in student population. OTHER REPRESENTATIVE PROJECTS / ASSIGNMENTS: PALLADIUM AT BIRMINGHAM; BIRMINGHAM, MI Participated in the preparation of a Transportation Impact Analysis completed for this residential mid-rise development with high-end retail located on the ground level. Provided the findings of the analysis to the City of Birmingham Transportation Commission in support of the project. COLORADO MILLS; LAKEWOOD, CO & ST. LOUIS MILLS; HAZELWOOD, MO. Prepared Transportation Impact Studies for these large-scale shopping center and entertainment centers. These studies identified the roadway infrastructure requirements for the projects, including roundabout analyses and simulation. 5 UNIVERSITY MALL - BRADDOCK ROAD AND ROANOKE DRIVE TRAFFIC DESIGN Provided traffic design services for intersection improvements as part of an expansion of University Mall. Improvements included extension of the westbound left turn lane and pedestrian improvements associated with the northbound approach. Coordinated intersection improvements with George Mason University engineers to provide complete ADA compliant pedestrian facilities and associated easements needed for VDOT maintenance. Coordination included meetings with GMU team, VDOT and University Mall representatives. MD 124 AND TWIN LAKES TRAFFIC SIGNAL MODIFICATION; Prepared plans, specifications, and estimates to provide a westbound left turn movement onto Twin Lakes Drive from Quince Orchard Drive (MD 124) in the City of Gaithersburg. The traffic signal modification plans were prepared in accordance with Maryland State Highway Administration (MDSHA) requirements including Design Request (DR) forms. TWINBROOK PARKWAY AND ARDENNES AVENUE TRAFFIC SIGNAL MODIFICATION; Prepared plans, specifications and estimates to upgrade the existing span-wire signal system with a mast-arm mounted signal system in Montgomery County, Maryland. The signal plan was prepared in accordance with Montgomery County Department of Transportation (MDOT) standards and included enhanced pedestrian facilities, new controller assembly, power service and reconnection of vital signal communications. SOUTH KING STREET TRAIL, PHASE 1 Prepared a traffic signal modification plan to upgrade the pedestrian crossing of the Clubhouse Drive intersection as a result of trail improvements along the west side of South King Street from Governors Drive and Davis Avenue. Trail alignment and access ramp layout suggestions were provided to minimize relocation of traffic signal equipment. Pedestrian push button and countdown pedestrian heads were some of the modifications completed to the traffic signal. RED LIGHT RUNNING (PHOTO ENFORCEMENT) ENGINEERING SAFETY ANALYSIS - Prepared a Red Light Running Camera (Photo Enforcement) Engineering Safety Analysis for the intersection of Leesburg Bypass (Route 15) at Edwards Ferry Road. The project involved the collection of detailed traffic information including 48 hour approach volumes, peak hour turning movement counts, approach speeds, and determination of the number of red light violations during the peak hours. The data was assembled and analyzed using the criteria and guidelines developed by the Virginia Department of Transportation (VDOT). COLUMBIA PIKE (ROUTE 244)/GREENBRIER STREET; ARLINGTON COUNTY, VA Provided traffic design services for a multi-family residential project that included a traffic signal modification, signing and striping, and maintenance of traffic plan preparations. Construction of the project included extensive utility relocations and storm sewer improvements extending into Columbia Pike. A three (3) phase MOT plan was developed
6 that detoured eastbound Columbia Pike traffic over a 25 month period. The plan made provisions for pedestrians through the work zone and at the traffic signal which was modified with the project to provide a new master plan roadway connection. FAIRFAX BOULEVARD/BLVD MARKET PLACE & MAIN STREET (ROUTE 236)/CHESTNUT STREET TRAFFIC SIGNAL DESIGN SERVICES; CITY OF FAIRFAX, VA Provided traffic design services for a shopping center and mixed use office redevelopment project in the City of Fairfax. Working closely with City staff, the Main Street/Chestnut Street signal modification accommodated both project conditions as well as a future widening project on Main Street. LOUDOUN COUNTY ON-CALL TRAFFIC SIGNAL SERVICES, LOUDOUN COUNTY, VA Wells + Associates currently hold an on-call Traffic Signal Design Services contract (QQ ) with Loudoun County, Virginia. Services include traffic studies, signal warrant studies, intersection improvements, and traffic signal design services. The team collaborates with Loudoun County, Virginia Department of Transportation, and adjacent property owners as required for traffic signal and pedestrian improvements. Projects completed include: Atlantic Boulevard/Warp Drive signal warrant study, speed study, signal and sidewalk improvements; Sycolin Road/Loudoun Place signal warrant study, signal and access ramp improvements; Tall Cedars/Poland Road signal and intersection improvements; Northstar Boulevard/Ryan Road signal warrant study; and Gum Springs Boulevard/Greenstone Drive signal warrant study. ATLANTIC BOULEVARD SPEED STUDY; LOUDOUN COUNTY, VA W+A prepared an engineering speed study for Atlantic Boulevard located in the Sterling Area of Loudoun County, Virginia. The speed study was completed to allow VDOT acceptance of the roadway segment into the Secondary Street System. W+A assembled the required data to establish the appropriate speed limit on Atlantic Boulevard from Severn Way to Magnolia Road. ATLANTIC BOULEVARD/WARP DRIVE TRAFFIC SIGNAL DESIGN; LOUDOUN COUNTY, VA Provided traffic signal design services for Atlantic Boulevard and Warp Drive located east of Route 28 in Loudoun County, Virginia. In coordination with christopher consultants ltd (ccl), civil and traffic engineering design services were completed in conformance with Loudoun County and Virginia Department of Transportation (VDOT) standards. Additional design services for the traffic signal and related improvements are being completed to allow roadway acceptance of this section of Atlantic Boulevard into VDOT s secondary roadway system.
7 GUM SPRING ROAD/GREENSTONE DRIVE TRAFFIC SIGNAL WARRANT STUDY; LOUDOUN COUNTY, VA Prepared a traffic signal warrant study for the Gum Springs Road (Route 659) and Greenstone Drive intersection located south of Route 50 in Loudoun County, Virginia. The warrant study was based on existing field counts in accordance with the current Manual on Uniform Traffic Control Devices (MUTCD) guidelines, Chapter 4C. The study also evaluated VDOT access management criteria for nearby intersections. CALIFORNIA REPRESENTATIVE PROJECTS: CITY OF CHINO; CITY TRAFFIC CONSULTANT Provided City traffic engineering support services to include traffic investigation, accident analyses, traffic plan checking, and grant application preparation. Other duties included coordination and implementation of a new zone using Econolite s Zone Monitor Central Traffic Signal System. Other responsibilities include review of the installation and testing of fiber optic cable, microwave transmission stations, and use of video detection. The assignment included a review of each of the 39 signalized intersection timings. Including the collection of existing timing and phasing through site visits and/or down loading signal timing through the City s Traffic Operation Center. Prior to an evaluation of intersection signal timing parameters, guidelines for basic signal timing setting were developed which included minimum greens, yellow, and red clearances, advance detection timings, etc. Many of the signal timing adjustments were completed as remedial measures to collision patterns determined through periodic reviews of collision data from SWITRS. The one to two day a week assignment consisted of operating as City staff under direction from the Transportation manager and included participation in the City s Traffic Advisory Committee. DEPUTY TRANSPORTATION ENGINEER; ROSEMEAD, CA Provided contract Traffic Engineer services for the City of Rosemead to include traffic investigations, accident analyses, plan and study review, traffic calming evaluations/studies, design, signal timing preparation and implementation. Prepared staff reports and provided presentations/recommendations at monthly Transportation Commission hearings. CITY OF LAKE FOREST; LAKE FOREST DRIVE TIMING STUDY AND INTERCONNECT DESIGN Provided project management and performed traffic signal timing/operational analyses for Lake Forest Drive a several mile roadway segment in Southern California. The project included 16 intersections and coordination with the County of Orange, Caltrans, City of Laguna Hills, and Irvine. In addition to developing signal timing coordination plans, the project included determination of controller and software upgrades to operate the system effectively along with field implementation. CITY OF DANA POINT; TRAFFIC SIGNAL UPGRADE Provided design and management of the upgrade of five traffic signal locations along Dana Point Boulevard to include upgrades for controllers, vehicle heads, loop detectors, and striping improvements.
8 Upgrades were conducted as part of the City s traffic signal and safety program. The project included signal timing and coordination installations. CITY GLENDALE, CITYWIDE TRAFFIC SIGNAL PROJECT Provided design and management of 67 new and modified traffic signal locations to incorporate protective/permissive left turn phasing improvements. Signal interconnect design was also completed for incorporation into the City s VMS Central Control System. Funding included Federal Aid Urban (FAU) Funds. VARIOUS LOCATIONS - Provided on-call traffic signal timing services for the Cities of Bell Gardens, Paramount, Rosemead, Rolling Hills Estates, Hayward, and Rancho Palos Verdes. Services include responding to citizen requests, coordination, trouble-shooting operation deficiencies, preparation, and implementation of traffic signal timing. TRANSPORTATION ENGINEER; TEMPLE CITY, CA Provided traffic study review services for a large development located in a bordering City. Independent analyses were completed to evaluate and determine mitigation measures to offset the project s impacts and to address citizen concerns of traffic intrusion into Temple City neighborhoods. Participation in public meetings and presentation of the City s review and traffic analyses were completed at City Council hearings. CITY TRAFFIC ENGINEERING SERVICES; SOUTHERN CALIFORNIA, CA City Traffic Engineer services were provided on a on-call basis for the following Cities: - Agoura Hills - Lake Forest - Thousand Oaks - Bell Gardens - Paramount - Westlake Village - Bell Flower - Rosemead - Hawaiian Gardens - Dana Point - Rolling Hills Estates - Temple City - Hayward (Northern Ca) REPRESENTATIVE PROJECTS: IN THE STATE OF MISSOURI ST. LOUIS MILLS; HAZELWOOD, MO Prepared Transportation Studies for this largescale shopping center and entertainment center. These studies identified the roadway infrastructure requirements for the project including traffic analyses to allow interchange modifications for full access at what is now known to be St. Louis Mills Boulevard. The new access to Highway 370 required MoDOT review and approval. HIGHWAY 370 CORRIDOR STUDY; BRIDGETON, MO Prepared a corridor analysis for Highway 370 between St. Louis Mills Blvd and Earth City Expressway to evaluate the need for a new break in access. The traffic analysis evaluated future traffic conditions with and
9 without addition access to Highway 370 using a frontage road (collector- distributer) system. TAUSSIG AVENUE ROADWAY STUDY; BRIDGETON, MO Prepared traffic analyses for Taussig Avenue between Highway 370 and St. Charles Rock Road. The traffic analysis was completed to evaluate existing and future traffic demands (20-year forecasts) on the roadway and to identify roadway/intersection improvements. FIRST PARK; MARYLAND HEIGHTS, MO Prepared an updated traffic impact study for a 132 acre Planned Development Manufacturing (PD-M) site located along Maryland Heights Expressway. The traffic study reviewed future traffic conditions at the site s entrances and roadway connections to identify infrastructure requirements. MARYLAND PARK; MARYLAND HEIGHTS, MO Prepared traffic studies for a large master planned mixed use development. Studies evaluated future traffic conditions at various development levels and phased roadway networks in the Howard Bend planning area north of Route 364 (Page Avenue). Traffic analysis evaluated access locations of planned roadways, existing, and future traffic signal locations along Maryland Heights Expressway. STUDIES AND DESIGN PROJECTS: POTOMAC YARD; ALEXANDRIA AND ARLINGTON, VA Provided traffic forecasts, analyses, and traffic design for this large scale, mixed-use, 320-acre project located in the City of Alexandria and Arlington County. Traffic design services were provided for infrastructure roads including Potomac Avenue, a new four-lane connector roadway parallel to Route 1. The projects included the modification of five (5) signals and three (3) new signals along Route 1. The designs also included seven (7) new signals along Potomac Avenue. Disruption to existing traffic along Route 1 was minimized with maintenance of traffic plans prepared depicting two primary phases of construction. These plans also included temporary reverse flow lane signal plans used during construction for the new Monroe Avenue Bridge. Traffic plans were prepared in collaboration with christopher consultants with a primary goal of maintaining traffic and pedestrian access for this design build project. WASHINGTON HEADQUARTERS SERVICES (WHS); DEPARTMENT OF DEFENSE, ALEXANDRIA, VA Provided traffic analysis and traffic design services for a 1.7 million square foot building for the relocation of Sixty-four-hundred (6,400) employees from various Northern Virginia locations to Mark Center as part of the federally-mandated Base Realignment and Closure (BRAC) process. Planning for the WHS transportation infrastructure included a new transit/visitor center, enhanced bus transit services, a remote inspection facility (RIF), widening of Seminary Road and North Beauregard Street, traffic
10 signal system improvements, and 3,900 structured parking spaces. Working with the design build team, traffic signal plans for four (4) locations, pavement marking and signing, maintenance of traffic, and security signal system designs were prepared. The security signal system intergraded pop up barriers, gate arms, vehicle heads and overhead lane control equipment through traffic controllers interconnected to the buildings Security Operation Center. SOUTH KING STREET (US ROUTE 15) WIDENING PROJECT - Provided traffic forecasts, analysis and design for the widening of South King Street from Virts Corner (i.e. Mason Lane/Gleedsville Road) to Evergreen Mills Road. The 1.5 mile, regionally significant project widens South King Street from two to four lanes. Traffic analyses included the last segment of Battlefield Boulevard connecting South King Street to the Greenway. Traffic design included the prepared of two new and two modified traffic signals. STATION PLACE, WASHINGTON DC. Prepared Transportation Impact Study for 1.5 million square feet of office space west of Union Station. Participated at several Advisory Neighbor Committee (ANC) meetings and Board of Zoning Appeals hearing. Transportation design services for infrastructure improvements determined through the planning phase were also provided. Currently evaluating the Transportation Management Plan (TMP) and providing guidance to meet the goals of the project. MARKET CENTER DESIGN SERVICES; HAYMARKET, VA Provided traffic design services for the widening of John Marshall Highway (VA Route 55) from James Madison Highway (US Route 15) along the frontage of Market Center located in Prince William County. Prepared a signal modification at the Route 15/Route 55 intersection including railroad preemption for a nearby at-grade rail line crossing of Route 15. Two new traffic signal designs were completed for site intersections located at Route 55/ Stone Point Lane and Route 55/Trading Street. The designs included a separate emergency preemption system controlled by Prince William County Fire Department. In addition, traffic signal and coordination timing plans were developed for the three intersections. POTOMAC YARD TOWN CENTER (LANDBAY G) - THE EXCHANGE TRAFFIC AND PARKING STUDY; ALEXANDRIA, VA Provided traffic and shared parking analyses for the Exchange at Potomac Yard, a Town Center project with approximately 700,000 square feet to office, 105,000 square feet of retail (including a grocery store), 624 residential units, and 170 hotel rooms. In addition to reviewing future traffic impacts, a shared parking analysis was completed to ensure just enough parking was provided for the project. The study reviewed case studies for lowering the code required residential and grocery store parking. In addition, the parking analysis reviewed the parking required for a large office user (IDA) given the implementation of an aggressive transportation demand management (TDM) program where the total numbers of spaces were reduced from that required by code.
11 INSTITUTE FOR DEFENSE ANALYSES (IDA) MARK CENTER; ALEXANDRIA, VA Provided a traffic analysis for the approved and proposed master plan for Mark Center related to IDA s campus. The evaluation included traffic analysis of the internal roadway network and parking demands for existing and proposed conditions. Parking demands included parking accumulation counts for the existing 270,000 square foot office building to determine parking demands. BEAUREGARD SMALL AREA PLAN AND REZONING - WESTSIDE ALEXANDRIA; VA Participated in land use and transportation planning for a stakeholder based Small Area Plan (SAP) along the Beauregard Corridor. The SAP includes over 9.0 million square feet of office, retail, hotel and residential uses. As part of the plan, a network of streets for seven newly created urban neighborhoods was developed with early alternative network analyses leading to the creation of an Ellipse as an improvement to the heavily traveled Seminary Road and Beauregard Street intersection. The plan also reviewed transit alignments and future stations between Van Dorn Metro and Shirlington and/or Columbia Pike. MARKET CENTER DESIGN SERVICES; HAYMARKET, VA W+A provided traffic design services for the widening of John Marshall Highway (VA Route 55) from James Madison Highway (US Route 15) along the frontage of Market Center located in Prince William County. Services included a signal modification at the Route 15/Route 55 intersection including railroad preemption for a nearby atgrade rail line crossing. Signal warrant studies and traffic signal design services were completed for Route 55/ Stone Point Lane and Route 55/Trading Street.
