3 What is? Community Sensitive Design: (Context Sensitive Design) The process by which urban design, land-use planning and aesthetic enhancements are applied to a project to make it an integral part of the community.

4 History in Wisconsin Begins 10 years ago with Lake Parkway project in Milwaukee and St. Francis. WisDOT begins evaluations of projects in Duluth and St. Paul, Minn. Lake Parkway is WisDOT s first implemented project. Sculpting the bones.

6 Marquette Interchange Constructed between 1965 and Contains approximately 8 miles of roadway. Current ADT in excess of 300,000.

7 Marquette Interchange Portions of roadway affected by the reconstruction project include the North Leg of I-43, the core of the interchange, I-94 and I-794.

10 Why? Addresses neighborhood access issues. Enhances aesthetics when traveling through corridor. Integrates aesthetics into neighborhoods. Defines individuality of the community to facility. Mitigates impacts of facility.

12 Players Technical Advisory Committee Top issues: Maintenance, constructability and safety.

13 Players Central Advisory Committee Top issues: Examine elements that can help unify -- rather than divide -- neighborhoods on either side of interchange. Address the scary, dirty, dark and isolated pockets under the interchange that give impression the area is unsafe.

14 Players Central Advisory Committee Top issues: Examine use of natural landscaping for underutilized and inaccessible spaces. Address how the view and vistas toward, away from and underneath the freeway should be considered. Examine how visual clutter on the freeway can make it intimidating for drivers to navigate.

15 Players Central Neighborhood Committee Top issues: Community connectivity north/south Landscape/streetscape/gateways Bridge elements (architectural character) Roadway/pedestrian lighting Parking: development and maintenance Pedestrian/bike/traffic calming Noise

16 Players North Leg Neighborhood Committee Top issues: Utilize the gateway concept, incorporating streetscape elements and art from the schools, and acknowledging the area s identity and history. Make Walnut Street Bridge more pedestrianfriendly with traffic-calming techniques and lighting that announces path to neighboring park. Promote I-43 at Fond du Lac Avenue as major gateway that will serve as the cultural, artistic, and entertainment hub for the community. Establish connectivity to the downtown area and utilize elements that blend the area s African-American heritage with the rest of the city.
