CALL TO ORDER/WELCOME Don Moeller called the meeting to order at He welcomed the committee to Bath, Maine and thanked Tom Norton for his work organising the meeting. 2. SELF INTRODUCTION OF MEMBERS AND GUESTS The committee completed self-introductions. 3. APPROVAL OF MEETING MINUTES OF APRIL 23-24, 2013 IN VICTORIA, BRITISH COLUMBIA The minutes were approved as presented. 4. CHAIR S REPORT Ron Bertone has been appointed as alternate to Fred Leber representing Robson Forensic. As there are vacancies on the committee, Debbie Freeland suggested that the hold list should be revisited to ensure that those who have previously applied to join the committee may have the opportunity to be considered. 9 5. REVIEW SCHEDULE FOR FUTURE COMMITTEE MEETINGS 1 Spring 2014 (NFPA 914 Second Draft Meeting). April 24-25, 2014, Waikoloa, Hawaii. Fred Leber confirmed these dates have been agreed with the Waikoloa Hilton resort. 2 Fall 2014 (NFPA 909 Pre-First Draft Meeting). September 30- October 01, Todd Neitzel confirmed he can secure a venue at Yellowstone National Park. 3 Spring 2015 (NFPA 909 First Draft Meeting). April 20-22, Ray Allshouse will investigate hosting the meeting at the Henry B. Plant Museum, Tampa, Florida. 4 Fall 2015 (NFPA 909 Pre-Second Draft Meeting) September 21-23, Danny McDaniel offered to host the meeting at Colonial Williamsburg, Virginia. 6. NFPA 914 FIRST DRAFT REPORT Greg advised that the first draft report of NFPA 914 is currently available at: The closing date for public comments is 15 November The committee suggested that the new process for checking public comments was lengthy due to the fact that there is no link to the text when reviewing each public comment. 7. NFPA 909 EXTRACTS IN NFPA 13 The NFPA 909 requirements for pitching of sprinkler pipe are referenced in section of the 2013 edition of NFPA 13. The requirements are misapplied in that the NFPA 13 language calls for all pipe in museums to be pitched, which is different than the NFPA 909 language, which requires pitching only in dry systems. The committee requested Staff liaison to pursue this with staff liaison for NFPA 13 and through the Standards Council. This appears to be an editorial issue, as it is a direct reference to the 909 language. 8. PORTABLE FIRE EXTINGUISHER AGENT TASK GROUP REPORT Cindy Greczek confirmed that the Colonial Williamsburg Foundation was awarded a grant by the Institute for Museum and Library Services (IMLS) to progress this project. The IMLS were particularly impressed with the partnership approach to the project. The project panel for this three year project is currently being finalised and it is anticipated that the panel will have their first meeting before the end of November. The committee thanked Cindy for the work she has completed in making the application and congratulated her on achieving the grant to take this research forward. Page 9 of 164

10 9. OTHER BUSINESS Fred Leber discussed the security content of NFPA 914. Whilst most of the fire safety requirements are legislative based, security is quite often a performance based requirement. As a result, Fred has made a public comment to move most of Section 6 into a new chapter 12 Security. This would enable the security chapter to parallel the existing Fire Prevention chapter. Greg will format Fred s comments into a word document to forward to the committee. Sheila Palmer advised that the 914 task group will meet via telephone conferences following the close of public comments and prior to the committee s spring meeting. Don advised that anyone who is not on the 914 task group that would wish to participate should contact him. Jack Watts stated that threats to archaeological sites are not addressed within our codes. As archaeological artefacts are cultural resources, he questioned whether these should be included within our codes. There is a short section within NFPA 909 that deals with wildfire and it was suggested this might be an appropriate place to consider this threat. Alternatively, a new section on archaeological sites/ collections may be considered. Don suggested that this should go on the agenda for the 909 task group. Jack Watts advised that he has been working on a project to develop training materials that can be used by someone with a fire background to work with owners/operators of small buildings. This will be a Federal Government resource that will be available to end users free of charge. Committee members who wish to review the content and assist in the development of the project should contact Jack. Don Moeller asked if vacant buildings should be something this committee should be including in our codes. There are examples of best practise that committee members are aware of. It was considered that there could be limited code language with additional best practise information provided as annex material. Committee members toured the Bath Maritime Museum and were provided with a guided tour of the Bath Iron Works. 10.
