The minutes were approved as corrected. ii) The minutes of the July 9, 2010 teleconference meeting were approved as submitted. 4. Chair s report R. Farr. i) The chair welcomed and thanked the committee members present for attending, and indicated the purpose of the meeting was to prepare the Report on Comments (ROC) for the 2012 edition of NFPA 1, Fire Code, which is in the A2011 document revision cycle. 8 ii) Reported the plan for the meeting was to initially break into task groups and report back to the committee with recommended actions on the public comments at 1:00 PM. 5. Staff liaison s report G. Harrington. i) Staff added NFPA s welcome and thanked the committee for attending. ii) Provided a brief update on NFPA s re-engineered codes and standards development process. The new process will significantly alter the way committees handle proposals and comments, and is intended to make the process much more efficient. The Standards Council and Board of Directors recently approved the new Regulations Governing Committee Projects which will go into effect for the Fall 2013 revision cycle. Since NFPA 1 will next be in the Annual 2014 cycle, it will be subject to the new process. Details will be provided to the committee as they become available. Training on the new process will likely be incorporated into a Pre-ROP meeting for the next cycle. iii) Made a brief PowerPoint presentation on the NFPA codes and standards development process and the permitted actions to be taken at an ROC meeting. 6. Task group breakout sessions. The committee broke into task groups to develop recommended actions on the public comments received as follows: Task Group 1 (Part II) T. Apfelbeck (Chair), J. Navarra, R. Thornberry, P. Willse 7. NFPA 1 comments. i) The committee reviewed and acted on the public comments on NFPA 1, and developed several committee comments. See the A2011 Report on Proposals for the committee actions. ii) As part of its action on Comment 1-62, which was held for the next revision cycle, a motion passed directing staff to submit a request to the Standards Council for permission to develop requirements addressing the use of consumer fireworks to be incorporated into NFPA 1 because such use is not addressed by any other NFPA standard. With the approval of the Standards Council, the chair will appoint a task group to work on the issue. iii) As part of its action on Comment 1-70, a task group was appointed to review the hydrant requirements of Annex I for possible inclusion in the body of the Code. The task group members are: T. Apfelbeck (Chair), J. Nisja, S. Orlowski, J. Sharry, C. Stashak. Page 8 of 14

9 8. NFPA 1124 Consumer Fireworks Retail Sales update Staff. Staff gave a brief update on the ongoing approval committee process for CFRS provisions in NFPA The NFPA 1 committee has acted on all three of the items for which it was identified as an approval committee by the Standards Council. The item pertaining to sprinkler system threshold values was revised by the NFPA 1 committee and sent back to the TC on Pyrotechnics (PYR) for further review. The PYR committee has reportedly affirmed this committee s action and is in the process of balloting. Once balloting is complete, it will again be sent to this committee for approval. Assuming the PYR action matches that taken by this committee, it will again be balloted for approval by the NFPA 1 committee. No meeting should be necessary since this committee already took a position on the item. The ballot should go out early Other NFPA 1 issues Staff. An advisory service question was submitted to NFPA regarding , which requires flammable and combustible liquids to be stored in cabinets, cutoff rooms, or in detached buildings, regardless of quantity or occupancy classification. This appears to conflict with Chapters 60 and 66. The Chapter 34 criteria likely originated in NFPA 230, intended to be applied to storage occupancies. There was general agreement that there is a disconnect between and the other hazardous materials requirements, and probably should be deleted next cycle. It was also suggested that the hazardous materials provisions are more specific, therefore they override the general requirements of Chapter 34. Staff will flag this for the next cycle. 10. Other business - photovoltaic systems. NFPA intends to establish an inter-committee task group to coordinate requirements for photovoltaic systems on buildings. Representatives will likely be solicited from this committee (NFPA 1), the TC on Building Systems (NFPA 5000), the TC on Structures, Construction and Materials (NFPA 5000), the TC on the National Electrical Code (NFPA 70), and the TC on Fire Service Occupational Safety and Health (NFPA 1500). The following members volunteered to participate: R. Davidson, J. Navarro, R. James. Additional information will be forthcoming. 11. Schedule next meeting. The next meeting will likely be a Pre-ROP meeting for the 2015 edition of NFPA 1 which will be in the Annual 2014 cycle. The time-frame for a Pre-ROP meeting would likely be late 2011 or early Details will be provided when plans are confirmed. 12. Adjournment. 10 NFPA Chapter 9 Safeguarding Roofing Operations 9.1 General. All roofing operations involving heat sources and hot processes shall be conducted by a qualified agency. 9.2 Asphalt and Tar Kettles * Asphalt and tar kettles and associated LP-Gas cylinders shall be located in a safe place outside of the building at a point that avoids the danger of ignition of combustible material Asphalt and tar kettles shall not be located on roofs A lid that can be closed by means of gravity shall be provided on all roofing kettles The tops and covers of all kettles shall be close-fitting and constructed of steel having a thickness of not less than No. 14 manufacturer s standard gauge [2 mm (0.075 in.)] * Used roofing mops and rags shall be cleaned of excessive asphalt and stored away from the building and combustible materials Discarded roofing mops and rags shall not be in contact with combustibles Kettles shall be constantly attended when in operation by a minimum of one employee knowledgeable of the operations and hazards. The employee shall be within 7600 mm (300 in.) of the kettle and have the kettle within sight Roofing kettles shall not block exits, means of egress, gates, roadways, or entrances. In no case shall kettles be closer than 3000 mm (120 in.) from exits or means of egress. 9.3* Single-Ply and Torch-Applied Roofing Systems * General Single-ply and torch-applied roofing systems shall be installed using extreme caution. 11 Torches or hot-air guns used to secure roofing membranes shall be used in accordance with the manufacturer s recommendations In order to prevent smoking or ignition of roofing membranes, they shall not be overheated * Openings, Penetrations, and Flashings Caution shall be used where working near roof openings, penetrations, or flashings The flame of the torch shall not come in direct contact with wood nailers, cant strips, or metal flashing Small torches shall be used to heat the underside of the membrane at a distance from these areas before securement Hot trowels shall be used to feather seams at laps and flashings The torch shall not be used in areas where the flame impingement cannot be fully viewed Open flames shall not be left unattended Flame Contact Protection The torch flame shall not be applied to a combustible substrate for the membrane Base ply shall be used to cover wooden decks, combustible insulation (such as foam plastic, kraft-faced glass fiber, or wood fiber), small crevices, cant strips, plastic fastener plates, or any other combustible surface Base ply shall be permitted to consist of either glass fiber felts or minimum 18 kg (40 lb) organic felts Torch flames shall not come in contact with exposed plastic roofing cement Installation. Page 11 of 14

12 The installation of torch-applied roofing and, in some cases, singleply roofing systems is hot work and shall comply with Section 5.1, except where otherwise noted * Torch-applied roofing shall be exempt from the requirement in NFPA 51B, Standard for Fire Prevention During Welding, Cutting, and Other Hot Work, that combustibles shall be kept 11 m (35 ft) from hot work, commonly referred to as the 35 Foot Rule * Personal Protection. Protective clothing and personal protective equipment shall be worn by installers Equipment Proper equipment shall be used to heat roofing membranes Torches shall be equipped with a pilot adjustment, a flame height adjustment, a minimum of 7600 mm (300 in.) to a maximum of 15 m (50 ft) of listed hose, a pressure gauge, and a regulator A spark igniter shall be used Torch trolleys and multiple torch head machines shall be equipped with listed safety valves * Equipment Inspection. Equipment shall be inspected thoroughly and repaired or replaced as needed prior to use * Fuel Gas Cylinders Fuel gas cylinders shall not be hoisted by their valves Straps placed around the cylinders shall be utilized Carts used to transport fuel gas cylinders shall be stable Safety caps shall be attached to all fuel gas cylinders and installed on the valves whenever cylinders are not in use The fuel gas cylinder shall be sized for the torch used Frost Buildup. 13 If frost buildup occurs on fuel gas cylinders and the rate of vapor withdrawal is no longer adequate for operating conditions, the cylinder shall not be placed on its side or heated with the torch flame The hose shall be disconnected and a cylinder with greater propane volume shall be used * FireWatch. Afire watch shall be conducted for at least 2 hours after torches have been extinguished. 9.4 Fire Extinguishers for Roofing Operations * There shall be at least one portable fire extinguisher having a rating of not less than 20-B no closer than 1500 mm (60 in.) and no more than 7600 mm (300 in.) of horizontal travel distance from every kettle at all times while such kettle is in operation Fire extinguishers shall be located in an accessible, visible, or identified location * There shall be at least one multipurpose 2-A:20-B:C portable fire extinguisher on the roof being covered or repaired, or other fire protection shall be provided as determined by the authority having jurisdiction There shall be at least one multipurpose 2-A:20-B:C portable fire extinguisher within 6100 mm (240 in.) of horizontal travel distance from torch-applied roofing equipment All kettle operators and torch-applied roof installers shall be trained in the use of fire extinguishers. 9.5 Fuel for Roofing Operations Fuel containers, burners, and related appurtenances of roofing equipment in which liquefied petroleum gas is used for heating shall comply with all the applicable requirements of NFPA 58, Liquefied Petroleum Gas Code Fuel containers having capacities greater than 0.45 kg (1 lb) shall be located at least 3000 mm (120 in.) from the burner flame or at least 600 mm (24 in.) therefrom where properly insulated from heat or flame Solid fuel or Class I liquids shall not be used as fuel for roofing kettles.
