2 Purpose of the Project Utilities Kingston has initiated a Class Environmental Assessment (EA) study to develop a Sewer Infrastructure Master Plan for the City of Kingston Urban Area. A cohesive Master Plan is required to guide the Utilities' efforts to: Advance the goal of Why Virtual elimination? Due to variations in rainfall, it is nearly impossible to design for complete elimination. containment/virtual elimination of combined sewer overflows (CSOs) Maximize the effectiveness of the existing sewer system Provide adequate system capacity to meet growthbased demand to the year 2026 as per the City s Official Plan Prioritize large scale capital improvements to the sewer system Provide information to stakeholders on issues and challenges associated with Kingston s unique sewer system The study will provide a strategic plan and financing strategy, allowing for the long term growth and sustainability of the sewer system.

3 Class Environmental Assessment Master Plan Process Master Plans are long range plans which examine the current and future requirements of a given infrastructure system using environmental assessment planning principles. Master Plans, at a minimum, must address Phases 1 and 2 of the Class Environmental Assessment (EA) process.

4 Typical Sewer Systems Typical modern sewer systems consist of 2 distinct and usually parallel sewers for the collection and conveyance of sanitary sewage and storm runoff. However, in the past, combined sewers were often used. As a historic city, Kingston has a number of remaining areas that are serviced by combined sewers. What is a Combined Sewer? Combined sewers are designed to collect rainwater, domestic sewage, and industrial wastewater in the same pipe. Most of the time, combined sewer systems transport all of their wastewater to a sewage treatment plant where it is treated and then discharged to a water body. What is a Combined Sewer Overflow (CSO)? During periods of heavy rainfall or snowmelt, the capacity of the combined sewer system can be exceeded and excess wastewater overflows from the system to nearby water bodies.

5 Like other Canadian Municipalities, the City of Kingston has sewers dating back to the late 1800s and early 1900s. Much of the original city area was serviced by a combined sewer system, although much of the originally combined area has now been separated. Generally, the combined sewer area is located in the central area and downtown, bordered by Sir John A. Macdonald Boulevard to the west, Third Avenue to the North and Lake Ontario to the south and Great Cataraqui River to the east. Within the combined sewer area, the City of Kingston collects the storm water runoff and sanitary wastewater and transfers it to the Ravensview Water Pollution Control Plant for treatment. In areas with separated sewers, sanitary sewage is collected and conveyed to a treatment plant, while stormwater is collected and either treated in separate facilities (in newer construction) or conveyed directly to creeks / rivers or Lake Ontario. Due to current physical constraints on the combined sanitary sewer system, during periods of heavy rainfall and snowmelt, varying quantities of combined sewage are bypassed to the Great Cataraqui River and Lake Ontario. These bypasses are required in order to avoid sewer backups into homes and businesses. Kingston has been working actively over the past 15 years to reduce CSOs through sewer separation projects, construction of storage tanks, sewer sealing, and upgrades to pumping stations.

7 Process and Features Selection This Master Plan Study builds on the recommendations of various previous studies: 1992 Pollution Control Plan (1992) - A multi-year public works implementation plan that addressed the issues of pollution control and servicing for community growth 2000 Pollution Control Plan Update (2000) - Reviewed the City s implementation of the Pollution Control Plan (1992) to confirm that future works would adequately address water pollution issues cost-effectively 2004 City of Kingston Urban Growth Strategy (2004) - Provided an integrated approach to coordinated growth management of the City to the year Examined various growth alternatives and assessed the sewer infrastructure needs to adequately accommodate new contributions to the system 2006 Kingston Combined Sewer Critical Evaluation (2006) - Developed a guiding policy for the replacement of combined sewer serviced areas with separated sewers and provided a preferred strategy for road reconstruction works in those areas 2008 City of Kingston Draft Official Plan (2008) - Delineated future areas of development within the City of Kingston that will require service connections to the existing sewer network Water and Wastewater Facility Condition and Capacity Assessment (2008) - Provided a more definitive asset management plan based on full-assessment of condition and capacity of sewage pumping 2009 stations Sewer Infrastructure Master Plan for City of Kingston Urban Area CURRENT PROJECT

8 City of Kingston Sewage Infrastructure The City of Kingston sewage infrastructure includes areas served by combined sewers as well as pumping stations, CSO storage facilities, wastewater treatment plants and the sewer network.
