The clarifications sought by the bidders and SJVN s comments for the same is as per Annexure-A enclosed. The system of sending the BULK messages to the people near to river areas can also be incorporated by taking by mobile service providers in the concerned area. The provision of the same should be in the system. Solas comment: Our system shall only have provision for the same for future enhancement. However the system of mass messaging is not to be consider in the bid. 8. We also would like to do a site survey of all the 11 locations where the Sirens will be installed. This will enable us to make the proper cost estimation and logistic difficulties. 9. Coordinates: Longitude n Latitude of 11 siren location / installation points to enable site survey, facilitating in knowing requirement of logistics, estimation of cost and preparation of bid / quotation; 10. Requested to extend the due date of submission & opening of tender for two weeks. Only Interface is required so that VSAT / RF can be integrated in future if required. There should be provision of Bulk Message. Yes you can go for site visit, but further extension of due date is not possible. The detail of locations is already given in Detailed Technical specifications. It is not possible to provide exact detail of co-ordinates at this time as final location of Hooters can vary slightly as per site requirement/availability of site. 3 11. Whether the estimated cost given in the tender can be enhanced. Further the estimated cost of the project mentioned in the tender documents is 1.17 Crore which is less and need to be reconsidered and as per the project detail, it is estimated that for a rugged /reliable and internationally approved certified equipments (Like FEMA-Federal Emergency Management Agency & NEMA standard etc.) budget should be approximately 3.5 to 4 crore. 12. Whether we can submit our quotation with Joint venture with our principal who has 40 years experience in manufacturing and installation of Emergency Management and mass notification Systems, worldwide 13. The qualifying criteria for the participant (bidder) is to be relaxed so that Indian bidder with their overseas OEM/principal can also participate in the tender. The relaxation can be given by considering their technical and commercial capabilities jointly and clubbed together. 14. The time of completion of the project mentioned in your tender is 3 months. Please reconsider the completion period as the project includes geodetic survey, sound mapping, import of the goods, tower designing, civil work, erection of tower / mast, setting up the network and system testing etc. It is estimated that the projects need 6-7 months for making the system fully operation. 15. The Level sensors mentioned in tender can be changed with GSM/GPRS capability based as the water level directly can be read at control station and action can be initiated accordingly 16. In India, there is hardly any manufacturer for Electric Siren & Automatic Remote Control stations, therefore any local integration for such a sophisticated equipments will not be a good choice to procure on L1 bases. Moreover the warning cum alert system is being set up for the safety of inhabitants of concern area. This is also to provide them with alerts, relief & rehabilitation in case of disaster. Such equipment should be very reliable 17. We request you to consider our request to extend the validity of the tender submission and considering the above points raised. 18. We are the first company in India who have executed this kind of siren system for HPPCL and installed the sirens at Sainj HEP, Distt. Kullu, HP. We have recently executed the project and commissioned part of the project. The siren was installed and commissioned successfully only a month back so we do not have the completion certificate of one year. For qualification criteria Existing provision will prevails. Not possible. Existing time schedule will prevail. GSM/GPRS capability based water level sensors are also acceptable. Technical specifications and Qualification criteria is same for all bidders and hence only those bidder who meets the criteria as per Tender requirement will qualify for price bid part. SJVN will buy on L1 basis according to the terms and conditions of the tender. For qualification criteria Existing provision will prevails.

4 The final commissioning of the project will be done in coming 5-7 days which got delayed due to the weather conditions in Kullu and also due to the breaking of the roads at several places which lead to the location of the other siren. We request you to kindly relax the PQR so that we can bid for this prestigious tender and offer you the world class siren system meeting all the technical specifications and all the functional requirements as mentioned in the tender. 19. CLARIFICATIOM TO TECHNICAL SPECIFICATION HAVING FINANCIAL IMPACT ON THE PROJECT: 1 I II III IV Particulars Design Features/ Functional features/specifications of Siren System: If any confusion arises between technical and functional specifications then the supplier should design system based on functional specifications. The supplier/contractor has to supply each and every item/equipment required for satisfactory operation of complete system as per functional specifications. The technical specifications mentioned below should act as a reference for designing the complete system. Contractor/supplier/designer can offer his own technical specifications/higher/standard available TS of equipments or equipments required for meeting the functional specifications. For NJHPS SIRENS system each with acoustic power 115 db at 30 m (when all sirens/horns are in one direction). The system audio output must be sufficiently high quality audible at least 1 Km in both directions from siren/hooter point (radius of 1 kms) i.e. 2 km in single direction, with line of sight condition of plains. In hill conditions, it must cover 600 m to 800 m (depending on topography of area) in either directions or 1 to 1.5 Km in single direction. Considering 60 db ambient noise, system audio output must be at least 3 db above the ambient noise conditions at 1.5 kms. Clarifications: Requested to design the system as per functional specifications Clarifications: 115 db sound requirement is not Omni direction, we are concerned with only one direction (115 db at 30 m when all sirens/horns are in one direction). 5 VI XX XXI The Siren system must have dual options of audio coverage - option of 360 deg Omni-direction audio coverage as well as the option to cover larger distance in single direction - depending on site requirements Capable of connecting through multiple wireless technologies like GSM/ GPRS (Cellular Mobile), Radio Frequency, Satellite (VSAT), etc. Option of using two communication channels Primary and Secondary. e.g., Primary could be cellular GSM/ GPRS and Secondary VHF/HF/VSAT NJHPS desires to implement dual GPRS communication channels using SIM cards from two telecom mobile operators. At later stage, NJHPS may replace one GPRS by HF Radio or VSAT. System must support both these options Clarifications: - Based on the sites conditions the Siren Horns can be directed to any direction and hence there should be option of 360 degree Omni direction coverage Clarifications: Present requirement if of GPRS/VSAT/RF interface only i.e. system should have capability to be used on multiple wireless technologies i.e one mode of communication as primary mode and other as secondary mode Clarifications: Present requirement is only of GPRS Modem having dual SIM option Shakti Sadan, SJVN Complex,
