Dear Sir, 1. Deen Dayal Antoyodaya Yojana, National Rural Livelihoods Mission (DAY-NRLM) is an ambitious mission mode programme launched by Ministry of Rural Development, Government of India for eradication of rural poverty. Maharashtra State Rural Livelihoods Mission is established to implement DAY-NRLM. DAY-NRLM is funded jointly by Government of India & Government of Maharashtra. DAY-NRLM aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihood enhancements and improved access to financial and public services. Maharashtra State Rural Livelihoods Mission intends to apply a portion of the proceeds to make payments under the contract for the following goods. 2. You are invited to submit your most competitive quotation for AMC of following Equipment s shown in Annex A 3. Scope of work:- The contract would be Non Comprehensive i.e. excluding replacement of parts. The Vendor should be responsible to keep 100% Availability and Healthiness of various systems under this AMC at office premises. Upkeep and maintenance of the hardware installed. The works including labour, cartage, loading unloading, technical services for attending to complaints of break down/ problems in the various systems under this AMC within 4 hours of complaint and periodic servicing for ensuring proper maintenance of the Fire Alarm system at premises of MSRLM as directed. For each type of equipment a separate register shall be maintained with separate page allotted for particular number. MSRLM will provide consumables material (if required) A) Fire Alarm System 1) Maintenance operation of the automatic fire alarm at MSRLM office premises. 2) After each maintenance/testing, the test details or maintenance work shall be recorded on same date, with type of test/maintenance and result achieved.

2 3) Fortnightly alarm test & check supply from at least one smoke detector point for operation each block. 4) Monthly visual check, working test of detectors 5) Cleaning of smoke/heat detectors in every 3 months (removal of dirt if any). 6) Monthly actuation of smoke detector by turn at least one detector in each section to be subjected to test. Monthly actuation of test of heat detector. 7) Circuit Test/Panel Test (Controller unit) for fault and fire condition every month for fault test and every quarter for fire condition. 8) Monthly test of Manual call box. 9) Manual (actual) test of automatic fire alarm Every 3 Month. 10) Visual/working check with cleaning of local control panel every month. 11) Check any fault if indicated on any of the panels and rectify the same immediately. 12) Maintain the wet riser system, the contractor shall carry out the following operations in the presence of departmental officials. a. Whether signals of fire and fault gets transmitted from zonal panel to main panel. b. The firm shall maintain all cables from main control panel to local control panel and to detectors for each zone. B) EPABX System : 1) Visiting Engineer must be at least a diploma Holder in ITI with Computer knowledge or equivalent from a recognized institute and well versed with operating system. 2) Preventive maintenance service is to be carried out every three months for all systems and peripherals detailed in the Annexure A. Preventive maintenance means quarterly servicing of the equipment irrespective of whether the equipment has suffered a breakdown or not, and it also would, include: Checking of EPABX System and maintenance. Checking of voltage adopter. Checking of keys and Buzzers of the instruments Checking of telephone instruments. Checking of IO (information out late) and maintenance. Checking of telephone cable connectivity & maintenance. EPABX System programming & phone extension generation as per the requirement. In case of intermittent failure and repetitive problems due to improper diagnosis or repair the system will be treated as continuously down. C) Local Area Network 1) The firm has to ensure uninterrupted connectivity of LAN in all Divisions till end users. It includes installation of Ethernet card drivers, monitoring of the UTP Segment from time to time to check proper connectivity, crimping of connectors, IO punching. 2) The firm will, undertake cable laying activities as and when required by different departments or offices to extend network connectivity at our request.

3 3) The firm will ensure that all users are directly connected to the MSRLM network and are able to send and receive mails, browse the internet, share files through network. 4) To identify and resolve LAN faults and to keep ready disaster management plans to upkeep the network. 4. The list of equipment attached as Annexure-A. However, new equipment s purchased from time to time, will also have to be serviced / maintained at the same terms and conditions, and the AMC has also to be done at the same term and conditions for these new equipment s. MSRLM reserves the rights to add/remove any item from AMC during the contract period. 5. The above are general check lists and test requirements etc. The contractors shall be bound for undertaking any other check test which is considered necessary for efficient functioning of equipment/system, whether included in above schedule. 6. The safely operation of the Fire Alarm system shall be responsibility of the AMC contractor. 7. Vendor should submit monthly/ quarterly reports of conducted tests. 8. Preventive maintenance of above listed installations to be carried out in a well-planned manner with periodicity as detailed in general, as directed. 9. The bidders are advised to visit and inspect the site before submitting the offer. 10. The Operation, Maintenance and services shall be carried out as per the direction given by the Desk Officer of MSRLM. 11. The Contractor shall arrange to execute operation and maintenance services only through qualified engineer who are permitted to work on above mention services. 12. The Contractor and his service provider / work force shall strictly follow the security instructions and safety instructions as imposed by the MSRLM. 13. The MSRLM will supply all the spares and consumables required for operation, maintenance & services at free of cost. 14. Periodical cleaning, testing & routine maintenance of Fire Alarm, EPABX and LAN System is to be done as recommended by manufacturers, and as directed by Desk Officer of MSRLM. 15. It shall be the responsibility of the Contractor for the safety of service providers / work force and maintain cleanliness of the installation/equipment's particularly which are under his sole possession/use as required. 16. It shall be the responsibility of contractor to maintain and hand over back the installation covered under the scope of service after completion of operation maintenance services in good working condition as required. 17. The contractor shall be responsible for the equipment, materials handed over to him, and in case of any mishandling or missing the same shall be replaced or repaired at his own risk and cost. 18. All dismantled/unused materials shall remain the property of MSRLM and shall be the responsibility of the contractor to return back the same to MSRLM Admin MSRLM periodically as required failing which recovery shall be made at double the market rates from the Contractor.

Any damage done to the existing installation, equipment or to the building particularly due to negligence shall be entire responsibility of Contractor to repair, rectify or replace the same free of cost. 20. The installation equipment covered under this operation and maintenance contract are briefly as mentioned in the scope. The same shall be signed by the Contractor in token of having taken over Operation & maintenance services in hand and shall be liable to hand over back the installation/equipment as incorporated therein after due completion of the operational maintenance service. 21. The Contractor shall provide proper uniform, shoes and other safety gadgets like hand gloves, etc., for the service provider engaged by him during Operation and maintenance services at site. 22. The contractor shall make own arrangements for transport and other logistics to service providers / work force. 23. The service providers deployed at site of services to be carried out shall be trained and qualified and should be able to behave properly with the Staff of MSRLM and Visitors. In case of complaint about any misbehaviour & or for improper working of any of service providers of Contractor is received or noticed the concerned service provider shall be removed and to be suitably replaced by the Contractor immediately failing which it shall be presumed that no such service provider and accordingly the corresponding charges will be deducted from the bill. 24. In case of any accident occurs due to any reasons during duty hours within office premises, MSRLM will not be responsible in any way for the same. No extra payments shall be made to the Contractor and No claim what so ever nature will be given or paid on this account and Contractor is fully responsible for such eventualities and he should indemnify the MSRLM from such happening. 25. Unauthorized person belonging to the Contractor will not be allowed to enter Office Premises. 26. The Contractor shall be responsible for the entire criminal, civil, liabilities arising during the contract period and he should indemnify the MSRLM from such implication /eventualities / happenings. 27. The Contractor or his bonafied representative shall regularly visit the site and meet Desk Officer of MSRLM to take instructions, monitor operations and review the complaint register/site order book, thereby attending the site requirements efficiently & effectively, failing which In charge shall be free to take suitable action as per relevant terms & conditions of agreement at his discretion as required. 28. Tenure of the Contract is for 01 (One) year from issue of work order/ contract. If the work is found satisfactory during first year, the contract may be extended for further one year without changing the rates. 29. No Advance & escalation will be permissible during any stage of contract.

5 30. Service tax as per prevailing rates will be reimbursed upon claim and TDS as applicable from time to time shall be deducted from due payment. If TDS deducted by MSRLM then MSRLM will issue TDS certificate. 31. Contractor shall keep all machineries and equipment in working condition all the time during contract period. The equipment of MSRLM shall not be affected at any time due to any negligence or careless operation by the contractor or his service providers. In such case liquidated per day for the down time will be charged. 32. Other Terms and conditions of AMC shall be as follows: a. The replacement of any part of the peripherals, whenever required, company / firm must provide generic specification (if possible) for the procurement. If the equipment needed the genuine part of OEM and warranty then same should be informed in writing. b. The firm shall maintain the equipment as per manufacturer's guidelines and shall refer use of standard OEM components for replacement. Until and unless written order of MSRLM are conveyed, the original specification / characteristics / features shall not be changed. c. The vendor will have to provide qualified engineers/ diploma holders for different assignment (LAN/EPBX/Fire alarm) with experience of at least three years, to MSRLM for proactive maintenance and on call basis for attending and redress of complaints. d. If required on emergencies the engineer shall also be available on holidays as per requirement of the MSRLM. Engineer shall be equipped with mobile phones to ensure his/her availability. An amount of Rs.1000/- per day will be deduced if any engineer remains absent/leave without providing substitute. e. A preventive Maintenance Report from the user would be submitted to Admin Section failing which an amount of Rs.200/- as a penalty would be imposed. f. Immediately on award of the contract, the contractor would give a report taking over all equipment (giving their configuration in working condition also). It shall be the responsibility of the firm/company to make all the peripherals work satisfactorily throughout the contract period and also to hand over the systems to the MSRLM in working conditions on the expiry of the contract. In case any damage on the systems of the MSRLM is found, compensation which would be determined by the Competent Authority will have to be paid by the firm. g. It may also be noted that in case of contractor backing out in mid-term without any explicit consent of MSRLM, the above act of backing out would automatically debar the firm from any further dealing with this MSRLM 33. Quotation Price:- a) The contract shall be for the full quantity as described in Annexure below. Corrections, if any, shall be made by crossing out initially, dating & rewriting. b) All duties, taxes and other levies payable on the raw materials and components shall be included in the total price.

6 c) GST in connection with the service shall be shown separately. d) The rates quoted by the bidder shall be fixed for the duration of contract and in case of award for supply and installation shall not be subject to adjustment on any account. e) The price shall be quoted in Indian Rupees Only. f) The quote should include installation, testing charges and all other charges related to complete commissioning in all respects. 34. Qualification of a firm a. Registration under shop & Establishment/ Registration with the other competent authority bidder should above documents along with quotations b. The firm/company should be in existence for over 3 years from the date of registration. c. The firm/company must have expertise in on-site maintenance and repair of Fire Alarm, EPABX and Local Area Network System equipment peripherals and other hardware parts and accessories. At least one supply/work order/amc contract must be accompany the bid. d. Firm should be GST registration 35. Submission: - Each bidder shall submit only one quotation. Bidder shall not contract other Bidder in matter relating to this Quotation and each page of the quotation is to be signed by the bidder. 36. Validity of quotation: - Shall remain valid for the period not less than 45 days after the deadline date specified for submission. 37. Evaluation of Quotations: - MSRLM will evaluate and compare the quotations determined to be substantially responsive, i.e. which are properly signed, and confirmed to the terms and conditions and specifications. Service tax in connection with sale of goods shall not be taken into account in evaluation. 38. Payment: - MSRLM will pay 95% of quarterly raised invoice against satisfactory services and against the certification by Desk Officer. Balance 5% will be kept as performance security till the contract period after the end of contract this amount will be released on certification by Desk Officer. 39. Place of Services - Maharashtra State Rural Livelihoods Mission (MSRLM), 5 th floor, south wing, Cidco Bhavan, Sector 11, CBD Belapur, Navi Mumbai Insurance: Bidder shall take appropriate Insurance Policy for his proposed employee and this has to embed to the quote. 41. Award of the contract: - The service provider will award the contract to the bidder whose quotation has been determined to be substantially responsive and who has offered the lowest evaluated quotation price. a) Notwithstanding the above, the service provider reserves the right to accept or reject any quotations and to cancel the bidding process and reject all quotations at any time prior to the award of contract. b) The bidder whose bid is accepted will be notified of the award of contract by the service provider prior to expiration of the quotation validity period. The terms of the accepted offer shall be incorporated in the work order.

7 42. Bidders are requested to visit MSRLM office for better understanding of MSRLM requirements and electrical items details. 43. Deadline for submission: We request you to please submit us the sealed quotations clearly superscripted as Quotation for Annual Maintenance Contract (AMC) of Fire Alarm System, EPBX etc. latest by on or before 10/ 12/2018 up to 2.30 p.m. in the prescribed format given with all required documents. 44. Public opening of quotation: Quotation will be open in presence of bidders or their authorized representatives who choose to attend at State Mission Management Unit MSRLM on 10/ 3.00 p.m. Please note attendance to public opening is not mandatory but MSRLM encourage participation for transparency in the process.
