2 BROOKINGS FIRE DEPARTMENT A YEAR IN REVIEW Message from the Chief Darrell Hartmann Brookings Fire Chief FIRE PROTECTION CLASS 3/3Y I am pleased to present the Brookings Fire Department 2016 Annual Report, an overview of the challenges and successes we have experienced as a department over the past year. It serves as a tool in which to benchmark our progress as we plan for our future. Our ability to be flexible and adapt to the constant demands of a changing world is a testament to the tradition and sustainability that is the Brookings Fire Department and its volunteers. In 2016, the Brookings Fire Department responded to 231 calls for service. Our average in town response time was four minutes thirty-eight seconds. This is an outstanding response time for any fire department. Our overall average response time to all calls, including the Brookings County calls, is six minutes two seconds. Again, an outstanding overall average response time. We are continuing to strive towards an ISO 2 rating in an effort to lower insurance premiums even further for our community. In an effort to move that direction, our volunteer firefighters completed 4,890 hours of training and volunteered 10,474 hours of service to the City of Brookings. Our department has continued to move forward with apparatus, equipment and facility replacements with the vision and guidance of the City Council and City Manager. In 2016, the department was able to place in service Ladder 2 replacing a 1991 ladder. The department was able to update our mobile and handheld radios. We are excited to move forward with a new station to be completed in 2017 at the corner of South Main and 26 th Street South. This repositioning of the station will help with better coverage and response times to the community. Page 1

3 BROOKINGS FIRE DEPARTMENT Our department continues to provide public education, structural and wildland fire suppression, all forms of rescue coverage, and provides mutual aid to the other six fire departments in Brookings County and other communities in surrounding counties. Most of our members have obtained numerous certifications, including certified Firefighter I & II, Driver/Operator, Technical Rescue, Fire/Arson Investigation, Hazardous Materials Operations & Technician levels, and several National Wildland Coordination Group (NWCG) wildland qualifications. We no doubt have some of the most dedicated and talented firefighters in the area. I would like to express my gratitude to the City Council, the City Manager, and the citizens of Brookings. Their understanding and support of the Brookings Fire Department has made it another successful year in delivering the highest level of services to ensure the safety of all people that live, work, and visit Brookings. I would also like to congratulate the entire membership of the Brookings Fire Department for a job well done! Page 1

4 Fire Prevention The Brookings Fire Department continues to prioritize efforts to reduce fire injuries, deaths and property loss by changing how people think about fire and fire prevention through education and fire and life safety inspections. Utilizing national initiatives and programs, department educators provided life-saving information to 2,008 children and adults through public presentations, class room visits, station tours and the Interactive Learning Center marks the first year of a life safety collaboration between the Brookings Fire Department and the Red Cross by providing and installing smoke alarms throughout several areas of the community. 5 2016 Statistics Incidents by District Each year we look at where the previous fires have occurred by district. After compiling all of the runs, the breakouts show that we responded to 73.16% of our calls in the City of Brookings, 22.07% of our calls were in Brookings County, 4.32% was on SDSU property, and.43% were outside of our call area. 6 Statistics (Cont d) Total Calls per Property Use We look at the total calls per property use to establish where our calls are occurring for the past year in combination with the incident type information. With this information we are able to determine where we should focus upcoming training and fire prevention efforts. The trend over the last five years has been consistent with the majority of calls occurring at residential or outside properties. 7 Statistics (Cont d) Incident Type The Fire Department follows the incident type to assist in training and equipment needs. The department is usually higher in fire and hazardous materials responses and we train heavily for that. We also train heavily in rescue due to the very technical nature of the business and the high risks involved. The sooner we arrive on scene the quicker we can knock down the fire and have less property loss. This is why typically County dollar value for property loss is higher even though the run numbers are less, compared to the City of Brookings. 9 Statistics (Cont d) Incident Response Time Analysis The Brookings Fire Department uses the initial response time analysis as one of our primary indicators. This is a critical factor that indicates how fast we can arrive on scene and try to mitigate the situation for the residents of the City of Brookings. Any time under eight minutes is considered acceptable for a paid service. Our average response time for fires inside the city limits is currently under five minutes which is outstanding. We currently have an overall average response time of six minutes two seconds. This is an outstanding average for a combination department where all of the firefighters are volunteers. Typically we would expect that Friday through Sunday would be our peak areas because people are spending a higher percentage of time in their homes or apartments. We have seen our call volume leveling out across the week over the past years. 16 In The News Blaze destroys SD State research building Bathroom exhaust fan is suspected cause BROOKINGS A fire destroyed a building at a South Dakota State University research facility just north of town Saturday night, according to Pete Bolzer, deputy chief of the Brookings Fire Department. The fire was believed to be caused by a bathroom exhaust fan, said Assistant Sheriff Scott Sebring. About 7:08 p.m., a passerby observed a fire in a building located at the SDSU Wildlife and Fisheries Research facility located on Medary Avenue north, about a half mile north of the Highway 14 Bypass, Sebring said. I do not have an estimate, but the building and most of the contents were indeed lost in the fire, said Michael Kilber, deputy chief of the University Police Department. The call came in at 7:11 p.m. Saturday and firefighters were on the scene until 1 a.m. Sunday, Bolzer said. We contained it to one building, Bolzer said. The building was essentially a maintenance structure used primarily for storage, Kilber said. I believe the structure also had a restroom for staff use. Other than tools, some maintenance supplies and documentation of various experiments, the only other thing stored in the building was pressurized oxygen tanks. There were no animals in the building, Bolzer confirmed, adding there were no injuries. Bolzer added mutual aid was requested from the Volga Fire Department, and the ambulance, UPD and the Sheriff s Office were also on scene. Fire investigators from the Brookings County Sheriff s Office, DCI, and the State Fire Marshal s Office assisted in the investigation, Sebring said. 17 In The News House fire results in pot bust BROOKINGS A house fire turned into a marijuana bust Tuesday, according to the Brookings County Sheriff s Office. The call came in at 3:45 p.m. Tuesday in regard to a house fire at 3808 Main Ave. S. in rural Brookings, said Assistant Sheriff Scott Sebring. The cause of the fire is believed to be from a couch catching fire from a cigarette butt, Sebring said. No one was injured, and the amount of damage to the home is extensive, but a dollar amount is unknown at this time. While the fire department was containing the fire, several marijuana plants were discovered in one of the rooms. The fire is under investigation with the Brookings Fire Department and Brookings County Sheriff s Office, he said. The discovery of the marijuana plants is under investigation with the Brookings County Sheriff s Office and DCI. Charges will be pending against occupants of the residence, Sebring said. From staff reports The Brookings Register 3/16/16 Blaze destroys mobile home BROOKINGS A fire destroyed a mobile home late Sunday, according to the Brookings Fire Department. The home was a complete loss, said Pete Bolzer, deputy fire chief. The only occupant was out when we got there, he said, adding there were no injuries. The fire department was called out to lot No. 30 at Medary Village, located at 300 Medary Ave. S., at 11:14 p.m. Sunday and cleared the scene at 1:21 a.m. Monday, he said. The structure was about 50 percent involved when firefighters arrived, Bolzer said. The damage was confined to the structure of origin, he said, adding it was still under investigation, so he had no suspected cause of the blaze. Also responding were the Brookings Police Department and the Brookings Ambulance. The American Red Cross in Eastern South Dakota issued a press release that it is working on the case, too. The Red Cross provided assistance with food, clothing and lodging for one adult and one child affected, the press release said. From staff reports The Brookings Register 10/26/16 Page 15

18 In The News Fire stops traffic on I-29 BROOKINGS A fire on Interstate 29 had Brookings firefighters working through the wee hours Thursday, according to Fire Chief Darrell Hartmann. The fire department was called out approximately 3:20 a.m. to a trailer fire at Exit 133 on I-29, he said. When we arrived on scene, it was at the 132 exit, he said. A semi auto hauler with five trucks on it, four of the trucks were burning along with the trailer, Hartmann said. We believe it was tire malfunction or rear brakes on the trailer. They had gotten off onto the shoulder. The two drivers were hauling the vehicles from Canada to Phoenix, Ariz., Hartmann said. They had detached the tractor part from the trailer just to make sure they didn t lose that also. Two firefighters suffered minor falls while working the scene. South-bound traffic on the interstate was re-routed at Exit 133, then allowed back on at Exit 132, Hartmann said. The last firefighter left the scene at 6:30 a.m., he said. Hartmann didn t have an estimate on damage, but hazarded a guess. The vehicles were all pickups, 2012s and newer trucks, so I ve got a feeling it s gonna be a sizeable loss, he said. 19 In The News Firefighters go for a swim BY JODELLE GREINER The Brookings Register 7/14/16 BROOKINGS Firefighters are usually trying to control water as it shoots through a hose. This time, they were submerged in it. Around 25 members of the Brookings Fire Department took over the pool at Hillcrest Aquatic Center Tuesday evening and practiced techniques for locating victims underwater, according to Fire Chief Darrell Hartmann. Fifteen years we ve had a dive team together, he said. For some, it was a refresher course; for others, it was a first lesson. It was a chance to acclimate themselves to the equipment: the wetsuits, the air tanks, harnesses, face masks and even how much weight to add to their gear to help them stay underwater. It was also an opportunity to learn the fine points of search techniques because, unfortunately, the water they re asked to search is usually not as clear as the Hillcrest pool, Hartmann said. We ve been in most of the lakes around here. Most of the lakes around here are what we called greened-up; got a lot of algae in them, Hartmann said, adding the further into summer it gets, the worse it becomes. Sloughs are problematic because the more the diver moves, the more he or she will stir up and the darker the water will become. The more junk in the water, the less visibility you have, Hartmann said. The water around here is so black the divers can t see, so it s important the land-based people control the diver in their search, Hartmann said. One person stays on shore and runs out a rope to the divers. A system of tugs on the rope allows the people on shore to communicate to the divers and vice versa. We just used it here this last week a vehicle in the water by Arlington, Hartmann said. In that case, the driver was not with the vehicle and it was feared he had been thrown into the water. Found out later, he d wrecked the vehicle and left, but that fact was not known until divers had searched for a while. Divers are also used for evidence recovery and if we have loss of life, document where we found (the body), Hartmann said. If the water is fairly shallow, we ll put people in without masks and do a walk-search, grid searches, Hartmann said. Some of the firefighters practiced that technique on the cement around the pool, with a rope strung out down the line. They were taught to shuffle their feet to locate a victim by touch. We re just training to be ready, Hartmann said. Page 17
