2 TECHNICAL SPECIFICATIONS I SCOPE OF WORK PREVENTIVE MAINTENANCE & REPAIR SERVICES FOR BUS FIRE SUPPRESSION AND GAS DETECTION SYSTEMS CP B28049 A-1 TS1 Scope This specification and all related Contract Documents cover the service requirements for the complete maintenance and repair of the Authority's Amerex Fire Suppression and Gas Detection Systems. The Authority currently operates approximately 375 CNG (Compressed Natural Gas) buses with both systems on the buses, and approximately 160 diesel buses with only the Amerex Fire Suppression System. Each bus will require preventive maintenance services every six months for each of the systems. TS2 General Requirements TS 2.1 Preventive maintenance of the Amerex Fire Suppression and Gas Detection Systems shall be performed on the Authority's bus fleet in intervals of six (6) months. The Authority shall issue work orders for scheduled preventive maintenance and for unscheduled maintenance repairs by through the Authority's Garage Management program. The Contractor's personnel shall notify the Garage General Superintendent or their designee of their arrival on to the Authority's property. The Contractor shall perform the required work on the issued work orders and sign the work orders upon completion. TS 2.2 The table in Exhibit "0", MARTA Fire Suppression and Gas Detection System Service Dates, shows the service dates for the fire suppression system cylinders and gas detection systems currently installed in MARTA buses. MARTA has an inventory of approximately 50 agent cylinders that are used to exchange with expired or about to expire installed cylinders. Thus, the list provided in Exhibit "0" will not be current at the time of contract award. The list is provided for information purposes only. The New Flyer and Orion buses have different cylinders. The New Flyer buses have a Horizontal Cylinder and the Orion buses have a Vertical Cylinder. Within fourteen (14) calendar days following the issuance of the Notice to Proceed, the Authority will the Contractor a list of the Authority's bus fleet with the applicable fire suppression and gas detection systems and the most recent dates of inspection. The up-to-date list of installed cylinders will include the information provided in Exhibit "0", in addition to the bus numbers that each cylinder is installed in. The Authority will also provide the Contractor with a list of cylinders currently in inventory and their respective stamp/tag/hydrostatic dates. It is the Authority's intent for the Contractor to make an initial assessment and identify all fire suppression and gas detection systems with preventive maintenance exceeding the six-month preventive maintenance period at the onset of the contract period. Within five (5) business days following the receipt of the list, the Contractor shall identify all Page 1 of 6

The Garage General Superintendent will, in turn, issue a work order for the identified systems. From the date the work order is issued, the Contractor shall have seven (7) days to contact the Garage's General Superintendent to schedule and perform the preventive maintenance on the identified systems. TS 2.3 Preventive maintenance of the Amerex Fire Suppression and Gas Detection Systems shall be performed on the Authority's bus fleet in intervals of six (6) months. The Authority will issue work orders to the Contractor when preventive maintenance is due to be performed. From the date the work order is issued, the Contractor shall have seven (7) days to contact the Garage's General Superintendent to schedule and perform the preventive maintenance. The Garage's General Superintendent, at his discretion, will determine the hours and dates when such service can be scheduled within this seven (7) day time frame. The Contractor shall make every necessary effort to ensure preventive maintenance shall not interfere with the buses' availability to be placed inservice. Although work orders for scheduled preventive maintenance will be issued by the Authority, the Contractor is also responsible for tracking the preventive maintenance schedule of each Fire Suppression and Gas Detection System. The Contractor shall identify all systems with preventive maintenance exceeding the six (6) month preventive maintenance period for which a work order has not been issued by the Authority and forward a report in Microsoft Excel Format, to the Garage General Superintendent and Quality Assurance Specialist. The Contractor shall issue the report no more than seven (7) calendar days after the missed preventive maintenance due date. The Garage General Superintendent will in turn issue a work order for the identified system. From the date the work order is issued, the Contractor shall have seven (7) days to contact the Garage's General Superintendent to schedule and perform the preventive maintenance on the identified systems. TS 2.4 The Authority will issue work orders to the Contractor when maintenance repairs are due to be performed. From the date the work order is issued, the Contractor shall have seven (7) days to contact the Garage's General Superintendent to schedule and perform the maintenance repairs. The Garage's General Superintendent, at his discretion, will determine the hours and dates when such service can be scheduled within this seven (7) day time frame. The Contractor shall make every necessary effort to ensure unscheduled maintenance repairs shall not interfere with the buses' availability to be placed in-service. Page 2 of 6
4 TECHNICAL SPECIFICATIONS I SCOPE OF WORK PREVENTIVE MAINTENANCE & REPAIR SERVICES FOR BUS FIRE SUPPRESSION AND GAS DETECTION SYSTEMS CP B28049 A-1 TS 2.5 The Contractor shall be responsible to assign a sufficient number of personnel to ensure all maintenance and repair work will be completed according to the Contract Documents. The Contractor shall have a minimum of two (2) service technicians who possess the applicable State of Georgia and Amerex certifications assigned in the performance of this Contract throughout the term of he Contract. TS 2.6 The Contractor's personnel shall have all the necessary tools, equipment, and parts to perform the necessary maintenance and repairs for the Fire Suppression and Gas Detection Systems. TS 2.7 The Contractor's personnel shall be certified to have successfully completed Amerex training courses on the bus fire suppression and gas detection systems. The Contractor's personnel shall maintain Amerex certification status throughout the term of the Contract. TS 2.8 The Fire Suppression and Gas Detection Systems, on buses so equipped, shall have the inspection and the required scheduled maintenance performed concurrently on the affected buses. Only extraordinary circumstances will allow for the performance of scheduled maintenance of the Fire Suppression and Gas Detection Systems, on buses so equipped, on different times or dates. TS 2.9 The Contractor shall use documents approved by the Authority as outlined in Exhibit A (MARTA Vehicle Semi-Annual Maintenance Procedure) and checklist approved by the Authority as outlined in Exhibit B. (MARTA Vehicle Semi-Annual Maintenance Inspection Report). All portions of said forms shall be completed for each inspection or maintenance. The completed inspection forms shall then be submitted to the Garage General Superintendent or their designee upon completion of the scheduled maintenance. TS 2.10 The Contractor shall be responsible for maintaining the fire suppression and gas detection systems in accordance with the manufacturer's most current requirements. The Contractor shall be responsible for ensuring that maintenance procedures and checklists reflect up to date manufacturer requirements throughout the term of the Contract. The Contractor shall be responsible for informing the Authority of any manufacturer action bulletins, safety recalls, and maintenance manual revisions. Page 3 of 6
5 TECHNICAL SPECIFICATIONS / SCOPE OF WORK PREVENTIVE MAINTENANCE & REPAIR SERVICES FOR BUS FIRE SUPPRESSION AND GAS DETECTION SYSTEMS CP B28049 A-1 TS 2.11 The Contractor shall be responsible for keeping and having available, at the request of the Authority, a list of all services or repairs performed, including but not limited to: the date of service, bus number, service technicians' name, parts used, and serial numbers. The Contractor shall retain records for a period of three years after the Contract expires. TS 2.12 The Contractor is responsible for disassembly, cleaning, and inspection of subassemblies and parts. The Contractor is to use manufacturer's guidelines to determine whether to re-use parts and/or install new and upgraded parts to repair the systems. TS 2.13 The Contractor shall certify all portable fire extinguishers on the Authority's buses once each year. The Contractor shall review the maintenance sticker of the bus portable fire extinguisher during the scheduled preventive maintenance of the bus fire suppression system. Any portable fire extinguisher found with an expired maintenance sticker, or with a date such that the maintenance sticker will expire prior to the next semiannual preventive maintenance inspection of the fire suppression system, shall be inspected and certified and a new maintenance sticker installed. The inspection and certification shall be performed in accordance with NFPA 10, Standard for Portable Fire Extinguishers, 2007 edition, and the State of Georgia Safety Fire Commissioner's Rules and Regulations, Chapter , Rules and Regulations For Installation; Inspection; Recharging, Repairing, Servicing and Testing of Portable Fire Extinguishers or Fire Suppressions Systems or whichever version is in effect at the time the service is performed. TS3 Parts and Inventory Requirements TS 3.1 Within ten (10) business of the issuance of the Notice to Proceed, the Authority will supply the Contractor with an inventory record of the cylinders that shows: type, date of manufacture, date of six-year re-charge, date of twelve (12) year test and which bus currently installed. The Contractor is responsible for keeping this inventory record current and up to date throughout the term of the Contract. Contractor shall provide an up to date copy of the inventory record to the Authority monthly. At the end of the Contract term the Contractor is responsible for providing an up-to-date inventory record to the Authority and returning all cylinders to the Authority's Browns Mill Facility. 6 TECHNICAL SPECIFICATIONS I SCOPE OF WORK PREVENTIVE MAINTENANCE & REPAIR SERVICES FOR BUS FIRE SUPPRESSION AND GAS DETECTION SYSTEMS CP B28049 A 1 TS 3.2 The Contractor shall furnish all parts and supplies necessary to perform preventive maintenance and repair of the fire suppression, and gas detection system. Parts and supplies shall be Amerex OEM only. Parts used must be listed on the invoice. The Contractor is to invoice the Authority for parts used as per SC6, Compensation, of the Supplementary Conditions. Parts replaced during a PM inspection or repair, unless required as core units for rebuild, are to be tagged with the work order number and bus number and returned to the Garage General Superintendent or their designee. TS 3.3 The Contractor shall manage the Authority's inventory of vehicle fire suppression agent cylinders. The cylinders shall remain the property of the Authority but shall be stored at the Contractor's location until the end of the Contract term when the cylinders shall be returned to the Garage General Superintendent or their designee. Cylinders shall be stored and transported in accordance with Amerex requirements. TS 3.4 All Amerex Fire Suppression System and Gas Detection System components shall be stored in a cool, dry, climate-controlled facility, not subject to mechanical or environmental conditions which could render the equipment inoperable, and stored in accordance with manufacturer's recommendations. The Authority reserves the option, at any time during the Contractor's normal business hours, without any prior announcement, to perform onsite inspections of storage facilities. TS 3.5 The Contractor or the Contractor's agent shall be responsible for inspecting, rebuilding, re-charging, and hydrostatic testing of the cylinders. Cylinders shall be tested, re-built, and re-charged in accordance with Amerex requirements and use Amerex OEM parts and fire suppression chemical agent. Should a cylinder be rendered non-usable, the Contractor shall furnish a new cylinder including new discharge valve assembly. Non-usable cylinders shall be returned to the MARTA Quality Assurance Specialist with a report of the factors that influenced the determination that the cylinder is non-usable. The Contractor shall not, without prior approval from the Authority, purchase additional cylinders to increase the size of the inventory. Page 5 of 6

All buses have either a fire suppression and gas detection system or a fire suppression system only. The table in Exhibit lie", MARTA Fleet Summary, shows a summary of the quantities of each model year of bus, whether they have both a fire suppression and a gas detection system or fire suppression system only and where the suppression agent cylinder is located on the bus.
