5 General Requirements: MTA NEW YORK CITY TRANSIT DEPARTMENT OF BUSES TECHNICAL SERVICES SPECIFICAnON Subject: Recharging of the Fire Retardant Agent Cylinder for the Fire Suppression System Code: S Rev. F Date: Page: 6/09/16 3 of 10 I. OEM or NYCT-DOB/ MTA Bus approved parts, materials and procedures shall be used in the servicing/recharging operation. Contractor shall be an authorized Amerex and/or Kidde Dual Spectrum rebuilder, and will provide authorization documentation from Amerex and/or Kidde Dual Spectrum. Fire Retardant Agent Cylinders shall comply with all applicable Federal, State, Local and OSHA laws/regulations. 2. Random samples of serviced/recharged cylinders will be inspected and tested to determine conformity with requirements set forth in the Contract Documents including this specification. Discrepancies in anyone (I) sample may result in rejection of the entire lot. 3. Each serviced/recharged cylinder must have the date of servicing/recharging, Contractor's identification code and the NYCTA symbol number permanently marked on a non-critical, external surface of the cylinder in large, bold figures. 4. All serviced/recharged cylinders shall be returned factory clean, individually packaged, with the NYCTA symbol number clearly visible, and ready for installation and service. Each delivered cylinder shall include quality control records and a certificate of conformance to this specification. 5. Individual components that are not serviceable/rechargeable shall be returned to the Salvage Department, Central Maintenance Facility, NYCT -DOB. Any component that is rejected must be replaced with an OEM component or a NYCT-DOB/MTA Bus approved equivalent. 6. NYCT shall have the option to request the apparent low bidder to furnish, at no cost to NYCT, three (3) finished samples to demonstrate the bidders' ability to successfully perform the Work. 7. Use the latest OEM Parts/Service Manuals and revisionslbulletins regarding replacement service parts, specifications, clearances, tolerances, dimensions, adjustments, settings and work standards during the process. All recharged cylinders mustmeet the specifications ofthe latest OEM Parts/Service Manuals/Service Information Letters. 8. F Date: Page: 6/09/16 4 of Fire retardant agent cylinders will be picked up from designated NYCT-DOB/MTA Bus locations. 2. Remove anti-recoil plate and connect valve outlet to a "Closed" dry chemical recovery system. Discharge extinguisher into recovery system. Bleed agent cylinder of all residual pressure and fire suppression agent. 3. Remove the discharge valve assembly from the cylinder. Disassemble and repair the valve assembly, using new seals and o-rings. Reassemble and test the discharge valve assembly. If discharge valve assembly is found defective and not repairable, replace the discharge valve assembly with new valve. 4. Visually inspect the pressure gauge. Replace pressure gauge, if found bent, damaged, improper gauge or not having proper zero read ing. 5. Remove and dispose of any chemical remaining in the cylinder. Clean and check the condition of the cylinder to ensure serviceability. 6. During visual inspections, inspect the cylinders for corrosion, abrasion, dents, weld damage, weld cracks or holes. All cylinders exhibiting structural damage during a visual inspection shall be returned to the Salvage Department, Central Maintenance Facility, NYCT-DOB. When cylinder is found defective, the contractor shall stamp a series of 'X's over the DOT specification number and marked service pressure or stamp "CONDEMNED" on the shoulder, top head or neck using steel stamp. Tag the defective unit with brief description of defect. Return defective unit separately from good units. 7. Service the agent cylinder as required in accordance with the most recent National Fire Protection Association standard 17 (NFPA 17: Standard for Dry Chemical Extinguishing Systems). Clean the cylinder to factory standards. 8. Inspect the serviced and cleaned agent cylinders in accordance with the Compressed Gas Association (CGA, C-6) Visual Inspection Standard. 9. Replace the retardant agent as required by the most recent NFPA 17 standard with bicarbonate or phosphate based agents as specified in the manufacturer's specification. 10. Clean the agent cylinder collar O-ring seating surfaces and threads. Install the discharge valve assembly. 11. Pressurize the agent cylinder as per OEM specifications and check it for leaks at all valve components, including valve core and valve seat at cylinder using leak detector or OEM approved method. 12. All exterior surface areas ofthe cylinders shall be free of corrosion, and if required, corrosion resistant paint shall be applied per manufacturer specification. F Subject: Date: Recharging of the Fire Retardant Agent Cylinder 6/09/16 for the Fire Suppression System Page: 5 of Cylinders that have reached 12 years since date ofmanufacture shall be hydro-statically tested at pressure values shown in table # 2 for 30 seconds in accordance with the Compressed Gas Association (CGA) standard C-l "Methods for Hydrostatic Testing of Compressed Gas Cylinders" and follow guide line mentioned in CFR Kidde Cylinders are made under specifications DOT-3AL and Amerex cylinders are made under specifications 4BW. Table # 2 OEM Cylinder Size Hydrostatic Pressure Test (PSI) Amerex 13 Ibs 700 Amerex 25 Ibs 700 Kidde 221bs Each cylinder passing hydrostatic pressure test must be marked on exterior surface with legible retester's identification number (RIN) set in square pattern between month and year ofthe retest date as shown in figure I. The marking would be marked plainly and permanently into the metal ofthe cylinder with the location requirements ofthe cylinder manufacturing specification ill: on a metal plate permanently secured to the cylinder ill: OEM approved equivalent. F Date: Page: 6/09/16 6 of If the unit failed during hydrostatic test, it shall be returned to the Salvage Department, Central Maintenance Facility, NYCT-DOB. When cylinder is found defective, the contractor shall stamp a series of 'X's over the DOT specification number and marked service pressure or stamp "CONDEMNED" on the shoulder, top head or neck using steel stamp. Tag the defective unit with brief description of defect. Return defective unit separately from good units. 16. Install a shipping plate to the top of the valve and anti-recoil plate to the valve outlet. 17. All serviced/recharged cylinders are to be completely assembled with new gaskets, seals, and O-rings. 18. Weigh the full extinguisher to 0.1 pound accuracy. Record empty weight, date and operator initials on the service tag and on the fill log sheet. 19. Apply anti-tamper paint to the fill valve cap, fill valve to body, dry chemical fill plug, gauge to body, squib to body, plug to body( If equipped) and valve to bottle joints see Figure 2.
