2 St. Peters Special District History Concept Plan First development plan Next steps

3 History Developed zoning regulations for the Special District in 1988 Purpose was to provide for planned, quality development of the area by:

4 1. Establishing the land use patterns to result in development that would form a core of office, institutional, light industrial and government uses flanked by prime existing retail and service commercial

5 2. Ensuring the construction of roads and major utilities for interconnection with existing roads and proposed road improvements.

6 3. Ensuring the quality of construction of buildings and site improvements by requiring better building materials, tighter control of signage, and an increased level of site and landscaping amenities.

7 City s initial commitment construction of City Hall and extensive park and recreation facilities TIF was later approved to further the infrastructure development and construct the Rec Plex.

8 Rec Plex was later expanded to add a second ice rink facility and HIT facility.

10 Current efforts: In conjunction with a development proposal for a specific site, City has worked with developer (Macy Gray/Propper Const.) and architect (Zwick and Gandt) to create a plan for the Special District Town Center.

11 Create Town Center Goals: Create Main Street with Slower traffic speed Pedestrian amenities On street parking (parallel or angled) Tie Main Street to arterial road system Include a variety of uses: Office Retail Residential Restaurant Services Create public outdoor spaces at key nodes Include pedestrian paths with and without vehicles Link new and existing public outdoor spaces with pedestrian paths Locate bike trails away from vehicles Locate large parking zones behind buildings
