1 Fairfield and Gonzales Neighbourhood Plans Parks, Open Space, Recreation & Trees Engagement Summary Saturday October am 1 pm Fairfield Gonzales Community Association # of Attendees: From Fairfield 11 From Gonzales 21 Home owners 2 Renters 1 of business owners Executive Summary The purpose of this forum was to confirm goals and key issues related to future parks, open space, outdoor recreation, trails and trees in Fairfield and Gonzales, and to identify some key big moves that would help address these goals and issues. The goals can be improved by adding stronger wording for increasing the tree canopy, addressing climate change and encouraging park programming. First Nations history should be recognized in the City s parks, and they want parks designed to meet the needs of different activities. Participants discussed three topics over the course of the forum: Neighbourhood Parks; Natural Areas, Trees and Trails; and Waterfront. For Neighbourhood Parks, there was lots of support for maintaining the existing network and making it even better through upgrades such as washrooms, updated playgrounds, better pathways, water features, more seating and picnic facilities. Some neighbourhood parks are not as well used as they could be and a study should examine this issue. A new public space in Cook Street Village was frequently mentioned by participants, particularly one that could be softened by trees and landscaping. For Natural Areas, Trees and Trails, there is a strong desire for more pathways and trails similar to those in Oak Bay and parts of Gonzales, where different parts of the neighbourhood are connected. People love the trees in the neighbourhood and want the canopy protected and increased on public and private land. They would like the habitat value of parks recognized, and the neighbourhood parks network to be planned as corridors for wildlife and other species. For waterfront areas, there was a desire for Clover Point to become a world-class destination, through upgrades such as toilets, picnic shelter, large public art installation, programming, signage and looking at

2 different parking strategies to create more greenspace. For Gonzales Beach, better access, updated washrooms, a public BBQ, playground and picnic shelter would improve this important neighbourhood destination. Along Dallas Road and other parts of the waterfront, there was interest in interpretive signs for habitat and First Nations history. There was also support for better planning for habitat values such as the Pacific migratory bird flyway and support for cycling facilities along the roadway. Neighbourhood Parks Make some facility upgrades like better washrooms, better pathways, outdoor water taps, riskier (more challenging) play equipment for older kids. 2. Natural Areas + Trees Install interpretive signage and maps that tells stories about the urban forest, streams, and wildlife. 3. Waterfront Improve access and viewing, gathering places with seating, picnicking, and waterfront programmed areas such as spray parks Neighbourhood Parks Add a bench or a mini park element at the end of Brighton cul-de-sac if this is city land. It could become a people place Beacon Hill Playground on Cook St. would be a good location for new spray park add another bike rack with more hops at Pemberton Park Allow small bonfires in a designated fire pit at Gonzales Beach, with a fire permit, for families to gather and have picnics Add a skate park at Brooke Street Green or Bushby Park Hollywood Park needs a new baseball surface Hollywood Park needs a better basketball court Hollywood Park would be a good spot for a skate park and a BMX bike park Keep little league at Hollywood Park Brooke St. Green is a good place for free play baseball, soccer, and boomerangs

5 Pemberton Park needs warm water and soap in the washrooms Pemberton Park needs play equipment for tweens - for older kids. And more daring, riskier. Pemberton Park should have facilities for football, not just soccer. Pemberton Park would be good if it had programs for all ages like Tai Chi or Yoga Add no camping signs to our parks and natural areas in our neighbourhoods Is Olive Street Commons an official city park? I like play equipment and swings that feel a little dangerous like a rope swing from a tree. Natural Areas and Trees Love the city leaf pick up program Protect our urban forest canopy especially on private land Love Moss Rocks Park for views, nature and climbing could there be a better connection from May Street? Love Government House gardens - could the city propose a neighbourhood connection from Fairfield Rd? Can we have more interpretive signage about local wildlife, shoreline species, and birds Foul Bay Rd. and Mount Joy - protect this Garry Oak canopy. It s old and huge. Protect all the tree canopy along Foul Bay Road Where are the local streams located? (above and below ground) Is there a map? Have a program where the city helps residents daylight historic underground streams and creeks in the neighbourhoods Could the city look at decreasing the horticultural display gardens and change them to permanent plantings (more sustainable) I like walking in Gonzales Hill Park Mallard ducks nest right on Chapman Street boulevards! Wildlife spotted are: Eagles, Owls, River Otters at Ross Bay, Cougar in the cemetery, Deer, Elephant Seals molting Make sure the Urban Forest Masterplan is integrated into the Neighbourhood Plan What are the ecosystem restoration plans for the Dallas Road bluffs? How do I find out about planting my boulevard? (Boulevard Garden Guidelines on city website) Waterfront Parks Clover Point would be a good place for a spray/water park I use Clover Point for dog walking Add a BBQ/covered picnic shelter at Clover Point Add a BBQ shelter at Gonzales Beach Park (like parks in New Zealand) Improve access to Gonzales Beach for strollers and mobility issue people. The path is slippery on the ramp down to the beach. Does the intersection at the beach high tide and park trail get washed away each year? This is the problem area and difficult to navigate. Add more seating along the waterfront i.e. Ross Bay on the ocean side of the road Gonzales Beach Park could use a water washing/rinsing station for kids feet and kayak gear Update washroom at Ross Bay Cemetery. It needs to feel friendlier Would like year round access for dogs on Gonzales Beach, with an early morning restriction in summer hours. I go to Beacon Hill Park for the wilderness and birds Trails and Transportation Comments

6 I like neighbourhood walkways like Brighton Lane and Lotbiniere Lane I wish there were better crosswalks at Dallas and Cook into BHP Pemberton Park needs safer connections a crosswalk across Foul Bay Rd. from Runnymede Add a crosswalk at Cowichan and Runnymede Ross Bay Cemetery should have 30km signage along Fairfield Rd. because it is a park Crescent Road needs speed bumps + traffic calming Chandler Walkway to Margaret Jenkins School is highly used and should be kept Table 3 Changes to Goals Gonzales 1. Maintain, replace and Increase the urban forest on public and private land 5. Protect and restore Fairfield s shoreline and native ecosystems 6. Enhance the neighbourhood trail connections 7. Encourage stewardship of native ecosystems on public and private land 8. Enable more programming in parks for different ages, by both the City and partners 9. Identify and Mitigate climate change impacts in parks Neighbourhood Parks/ Natural Areas and Trails What Would You Like to Do in Parks In the Future? Throughout Neighbourhood: o Plan parks as a network, to link habitat, encourage cross-pollination, make it beautiful for people o Add bocce fields to small parks o Small public toilets, like on Galiano Island, where they are small, tastefully designed. Spread around neighbourhood. o More benches in groups for gathering, talking o Pick up garbage in parks daily o Did you know signs that describe First Nations history, trail, ecological facts etc o Encourage local stewardship over community parks e.g. Friends of Clover Point? o Add seating on boulevards

7 o City maintenance of boulevards keep grass mowed o Wildlife corridors to reduce human/wild animal conflict o Interpretive signs about wildlife/nature/natural history o The new provincial curriculum for schools has been changed to emphasize outdoor education/first Nations/nature study. SD61 and City should collaborate on using parks/public spaces as teaching locations chip trails, interpretive signage etc Margaret Jenkins School: o Use school grounds for more trees and gathering. Outdoor classroom. Hollywood Park: o add picnic tables Gonzales Park: o add picnic tables ** Brooke St park: o permanent checkers/chess tables; Bocce court in small park Porter Park: o Playground seems underused is there a better use? o Add a wild playground Bushby Park o Playground seems neglected is there a better use? Cook St Village: o More varied playing apparatus for all ages o Safe cycling access o Bike lock up o Recycling and garbage disposal o Commercial opportunity to bring people? o Music, food trucks o Allow commercial amenities o Community parklets. Add focal points. o Keep nature visible in Cook Street Village. Balance between built environment and natural environment. Urban village and natural environment. Beacon Hill Park o Lose off-leash area o City-wide use/ attractions/events are too constrained o Love the adventure playground Dallas Road: o two fences to separate dogs/pedestrians/bikes along Dallas Northwest corner of Fairfield o Add small parks and parklets designed for all ages, from small children to elderly, interspersed throughout neighbourhood. Easy walking distance for children and the elderly. Trails: o Add end of street connections like in Oak Bay. Waterfront Improve access and use of Ross Bay as a community amenity Enhance and protect buffer of vegetation, shoreline ecosystem between house lots and shoreline. Stop new construction from damaging ecosystem. Deer management for Ross Bay Cemetery Signage about waterways and habitat for birds (e.g. Selkirk waterway)

8 Planning for Pacific Flyway how do we link with other regions? Designate waterfront as a wetland and protected under wetlands legislation. Would allow construction of boardwalks for limited educational purposes only. Signage about herons Careful re-establishment of native plans associated with Garry Oak meadows (bulbs, Oregon grape) Maintain logs on the beach as part of ecosystem Support for Dallas Road cycle track, as long as it is part of roadway (not on top of cliffs). Upgrade bathrooms all along waterfront. Add new one at Clover Point. Clover Point o Make it world-class, more than just an ugly parking lot o Signage to identify that you are in a park along waterfront (e.g. Clover Point) o Solar light public art installation (see Zadar in Croatia) o Seasonal food carts o Ideal location for a big concrete circle/disc for public display/water jets/ performance spaces as land is already degraded o Keep as a wide open green space o Look at closing Dallas Road to traffic between Moss and Joseph, to reclaim green space.
