1 53 rd ASCE Environmental and Water Resources Conference March 26, 2015 Workshop: Streamflow 1-D and 2-D Modeling with HECRAS Version 5.0 March 27, 2015 Kirkwood Conference Center, Cedar Rapids, Iowa 2015 ASCE Series Conference Highlights Missouri River Energy Resources is constructing the Red Rock Hydroelectric Project (RRHP), licensed by the Federal Energy Regulatory Commission (FERC) and located at the existing U.S. Army Corps of Engineers (USACE) Red Rock Dam on the Des Moines River, in Marion County, Iowa. Learn more about the project currently under construction. Learn more about the planning and implementation of stormwater best management practices (BMPs) at the Prairie Trail development in located in Ankeny, Iowa. Lake Delhi Dam is located southwest of the city of Delhi, Iowa and forms an impoundment of the Maquoketa River. During the flood event of July 23-24, 2010 a portion of the southern embankment was breached and eroded by the flood and the concrete spillway s gates were damaged. Flood waters also infiltrated and seeped through a section of the northern embankment. The dam failure spearheaded an effort to coordinate proper dam failure investigations. The failure investigation consisted of a volunteer effort by the USACE, FERC and Bureau of Rec under the auspices of the National Dam Safety Review Board. The failure investigation process lead to the formation of an Association of State Dam Safety Officials committee on Dam Failure and Incidents. The committee used lessons learned from Lake Delhi as well as other recent failures to develop a dam failure investigation guidance document to be used by State officials and dam owners. The case history presentation provides an overview of the overtopping/failure event as well as summary of investigations, engineering, permitting, and construction tasks completed to date. Modern Woodmen Park was built in 1931, the oldest continuously used minor league baseball stadium, is home to the Quad Cities River Bandits. River floods of 1993 and 2001 interrupted play for months, with water in the stadium and outfield. The City performed a major $13 million renovation in , giving the stadium a major modernization. In the summer of 2010, the City authorized the preparation of design documents for floodwall construction during the winter of This is the story of a fast paced construction race against the river to play baseball in the spring. 2 About ASCE Founded in 1852, the American Society of Civil Engineers (ASCE) is committed to the advancement of the civil engineering profession and the individual engineer. ASCE acts as a forum for communication among individuals and groups involved in the practice of civil engineering. ASCE also offers a variety of professional development opportunities to members of the profession. The Iowa Section of ASCE, founded in 1920, exists so that Iowa civil engineers and associates may group together locally for their mutual benefit and professional advancement. Purpose and Scope The quality of life we enjoy in Iowa, both now and in the future is directly related to the quantity and quality of our water resources. Point and non-point sources of pollution continue to endanger the groundwater and surface water resources in Iowa. After the flooding in Iowa in 2008, 2010, and the historic flooding in 2011 on the Missouri River in western Iowa, major policy changes are under development for floodplain and watershed management across the state. The challenges of managing a rapid increase in suburban growth, aging stormwater system infrastructure in our older urban areas, in addition to other land use issues, creates increased opportunities for flooding problems. This conference and workshop will focus on examining the management and engineering challenges that lie ahead in addressing the important water resources issues in the years ahead. The health and welfare of the people of Iowa, and the continued development of the state economy, will depend on sound and timely engineering practice and management skills to ensure protection of our vital water resources. Who Should Attend Civil engineers, scientists, geologists, managers, stormwater managers, developers and urban planners, and administrators from both the private and public sectors. Participants will find the conference to be timely and relevant to the water resource challenges facing Iowan s in the new century. Individuals from public interest groups and the legislative arena will benefit from many of conference presentations. Post-conference Workshop A full-day seminar on Flood routing using the HEC River Analysis model, HECRAS Version 5.0 will be held the day after the conference on Friday, March 27th. HECRAS V5.0 includes the traditional 1-dimensional river hydraulics plus new capabilities for 2-Dimensional flow modeling along the river channel and adjacent floodplain topography. The capabilities and protocols for using the newly released Version 5.0 will be presented during the workshop. Participants will need to bring a laptop computer with 64-bit processor. The HECRAS software and user manual will be provided at the workshop. Workshop will be limited to 24 participants on a first come basis. Mr. Forest has over 33 years of experience in water resources engineering. He specializes in flood control planning and design, floodplain management, flood control and stormwater master planning, preparation of flood insurance studies, rainfall/runoff modeling, hydraulic modeling, dam breach analysis, modeling of alluvial fans, and PMF analyses. He has considerable experience in the use of several software packages developed for hydrologic and hydraulic analysis, including the Corps of Engineers hydrologic and hydraulic modeling programs HEC-1, HEC-2, HEC-RAS (steady and unsteady flow), HEC-RAS 2D (version 5.0), HEC-HMS, and many other programs such as SWMM, HEC-SSP, WSPRO, HY8 and GIS applications for hydrologic and hydraulic analysis using ArcGIS and HEC GEO-RAS. He also has considerable experience in both the public and private sectors performing technical review of hydrologic/hydraulic reports, drainage master plans, FEMA map revision requests for municipalities in Nevada and Arizona. He has served as an expert witness in several flood damage and drainage related accident cases in Nevada, California, Idaho and South Dakota. As the global Practice Leader for Floodplain Management and Modeling, he is responsible for development of technical best practices and training in these disciplines, oversight of practice groups and providing technical leadership and risk management on projects involving floodplain analysis or impacts and hydrologic and hydraulic modeling. WORKSHOP DESCRIPTION This workshop will provide an overview of the new HEC-RAS 2D model capabilities and solution processes through hands-on experience with the tool. The presentation covers the basic capabilities of the HEC-RAS 2D model, instructions on how to set-up a 2D model with HEC-RAS, how to review results, extract data and identify inconsistencies in the output that may warrant further model refinements. PRE-REQUISITES Participants should have a working knowledge of the following: Basic GIS fundamentals, Understanding of terrain data formats, Intermediate to advanced HEC-RAS experience. TARGET AUDIENCE Engineers who prepare or review hydraulic models OBJECTIVES 1. Familiarization with the new HEC-RAS 2D model capabilities and solution processes 2. Understanding of the basic steps to developing a terrain surface for an HEC-RAS 2D model 3. Understanding of the HEC-RAS 2D features and how to implement them. 4.
