4 LOCATION AND CONTEXT Bulwer Park is a unique piece of green landscape set in high density surroundings and the mixed use suburb of Glenwood The Site is at the context of a dynamic urban environment and located between residential and mixuse environment which impact on the Urban Design Framework for the Park

6 LOCATION AND CONTEXT Bulwer Park forms a natural cultural crossroads at the intersection of vital neighbourhoods. The Park directly serves residents as well as transients. It is a movement space as well as a destination. Edges of the parkneed careful consideration Important ecological and heritage dimensions exist. There are opportunities to forge new relationshipswith surrounding properties, most notably the KZNSA Gallery; the KZN Institute for Architecture, the Glenwood Primary School, Stella Sports Club, allowing for synergies in physical and management opportunities to be accommodated.

Facilities need to cater for and be accessible for various users. The park can t be wholly leased out to any groups or private organizations. Children's play areascan be fenced-off for safety, but not in favour of full perimeter fence. Events in park can occur with permissionfrom Parks Recreation and Culture Unit. Community can t be excluded from facilitiesor components in the park. Not in favour of regular flea marketsin Bulwer Park. Users may use the park for activities as prescribed by the by-laws Portions of the park can be leased for activities as described in the Town Planning Scheme.

Keep the majority of the park landscape relatively simpleand improve its basic ingredients. Be physically and emotionally comfortable, especially for children, the infirm, and the physically challenged. To achieve attractive and vibrant social spacethat enables users to participate in the space by creating activities of their own;an important local social arena.
