1 THE CITY OF SAN DIEGO PARK AND RECREATION DEPARTMENT OPEN SPACE DIVISION CARMEL VALLEY MAINTENANCE ASSESSMENT DISTRICT NOVEMBER 2016 STAFF REPORT Ornamental Landscaping Please let George or Greg know if you have suggestions on ways to improve maintenance activities within the district. Landscape Enhancement Project: Smart Controllers o Staff would like to begin discussing the plant palette/design for the Turf Conversion Median Projects for the Carmel Valley MAD. The medians will also possess brown mulch along with strategically placed landscape boulders. The proposed drought tolerant plant palette is as follows: Platanus racemosa California Sycamore Trees (currently in medians) Brachychiton acerifolius Illawarra Flame Trees (currently in ROW s) Euphorbia Milli Jerry s Choice Lippia nodiflora Kurapia Hesperaloe X Pink Parade Yucca Filamentosa Color Guard Dudleyas brittonii Giant Chalk Dudleya Gazanias (Yellow) Dietes Bicolor o At the September meeting, the Committee members requested that staff create (2) two more landscape renderings to show different plant palettes and comparable options. Staff has completed the creation of new renderings which show different evergreen tree species; one being an Arbutus Strawberry Tree and the other a Metrosideros New Zealand Christmas Tree. (Please review the attached landscape designs for the turf conversion median projects which was initially presented in June 2016). o The committee approved the installation of smart controllers for all non- General Fund locations at the October 2014 meeting. Staff is working with LUSA and has submitted rebate applications through the SoCal Water Rebate Program. And have received some rebate checks. At the

2 April 2015 meeting, the committee approved the purchase of ET Water Smart Controllers to become more efficient and conservative now (Smart Controllers Continued) versus waiting on all of the rebate checks to be received. LUSA has installed all of the ET Water Smart Controllers in the CVMAD (Area II) and the systems are working efficiently. Update: Greg has followed up and has been responsive to inquiries from SoCal to complete the reimbursements as we continue to receive rebate checks. George received quotes for Smart Controllers for Area 1. (No change from last month). Capital Improvement Project L Phase I & II Tree Trimming o CIP L was created to address un-landscaped (Baldwin) areas within public rights-of-ways throughout the MAD which did not have water service. The City of San Diego Water Department installed all water meters associated with Phase I of the CIP and the landscapes were completed in June 2016 by Landscapes USA. At the September 2016 meeting, Committee members stated that they would like to see the funding from CIP Phase II be allocated to other desirable projects in the Carmel Valley MAD that may be in need of a renovation. West Coast Arborist continues to provide tree maintenance services throughout the Carmel Valley MAD and delivering mulch to designated areas making distribution/mulching easier and quicker for Landscapes USA. Landscape Contract and Budget Landscapes USA (LUSA) continues to provide services within budget. Attachments: 1. Carmel Valley FY18 Budget 2.
