4 4 INTRODUCTION In 2013, the Pssic Vlley Sewerge Commission (PVSC) begn new inititive to ssist the 48 municiplities within its jurisdiction to mnge flooding nd eliminte combined sewer overflows. With municiplities spred cross five counties, PVSC is dedicted to leding efforts throughout the PVSC Sewerge District by using green infrstructure to intercept stormwter runoff, reduce combined sewer overflows (CSOs), mnge existing wter infrstructure, nd minimize frequent flooding events. To help with this effort, PVSC hs entered into prtnership with the Rutgers Coopertive Extension (RCE) Wter Resources Progrm. North Bergen is community with combined sewer system which crries both wstewter nd stormwter in the sme pipes. During hevy rin or snow melt, combined sewer systems often cnnot mnge ll of the wter nd overflow, cusing combined sewer overflow (CSO) event. When overflows or CSO events occur, stormwter tht hs been mixed with untreted wstewter is dischrged into locl wterwys, crrying with it mny contminnts. By using cost-effective green infrstructure prctices, North Bergen cn begin to reduce the negtive impcts of stormwter runoff nd pressure on the locl infrstructure, while lso incresing resiliency to CSO events nd protecting the helth of our wterwys. This fesibility study is intended to be used s guide for the community of North Bergen to begin implementing green infrstructure prctices while demonstrting to residents nd locl leders the benefits of nd opportunities for better mnging stormwter runoff. 5 NORTH BERGEN Locted in Hudson County, the Township of North Bergen is situted on the Hudson Plisdes between the Hudson River nd the Hckensck Medowlnds. The township covers n re totling bout 5.5 squre miles nd hs popultion of 60,773 ccording to the 2010 U.S. Census. As lndlocked town in densely populted re, North Bergen shres its border with mny other communities. North Bergen shres its northern border with the Bergen County communities of Ridgefield, Firview, Cliffside Prk, nd Edgewter. To the est is Guttenberg, West New York, nd Union City. Secucus is locted to the west, nd Jersey City is to the south. 5 The town hs combined sewer system with totl of seven combined sewer overflow (CSO) points. This mens tht in the event of hevy storm, much of the town s runoff nd wstewter trvels into nerby wter bodies untreted. By evluting the fesibility of green infrstructure, North Bergen cn identify cost-effective wys to help mitigte wter qulity nd locl flooding issues.

6 6 WHAT IS STORMWATER? When rinfll hits the ground, it cn sok into the ground or flow cross the surfce. When rinfll flows cross surfce, it is clled stormwter runoff. Pervious surfces llow stormwter to redily sok into the soil nd rechrge groundwter. An impervious surfce cn be ny mteril tht hs been plced over soil tht prevents wter from soking into the ground. Impervious surfces include pved rodwys, prking lots, sidewlks, nd rooftops. As impervious res increse, so does the mount of stormwter runoff. New Jersey hs mny problems due to stormwter runoff from impervious surfces, including: POLLUTION: According to the 2010 New Jersey Wter Qulity Assessment Report, 90% of the ssessed wters in New Jersey re impired. Urbn-relted stormwter runoff is listed s the most probble source of impirment (USEPA, 2013). As stormwter flows over the ground, it picks up pollutnts, including niml wste, excess fertilizers, pesticides nd other toxic substnces. These pollutnts re crried to wterwys. FLOODING: Over the pst decde, the stte hs seen n increse in flooding. Communities round the stte hve been ffected by these floods. The mount of dmge cused lso hs incresed gretly with this trend, costing billions of dollrs over this time spn. EROSION: Incresed stormwter runoff cuses n increse in strem velocity. The incresed velocity fter storm events erodes strem bnks nd shorelines, degrding wter qulity. This erosion cn dmge locl rods nd bridges nd cuse hrm to wildlife. Impervious surfces need to be disconnected with green infrstructure to prevent stormwter runoff from flowing directly into New Jersey s wterwys. Green infrstructure is n pproch to stormwter mngement tht is cost-effective, sustinble, nd environmentlly friendly. Green infrstructure projects cpture, filter, bsorb, nd reuse stormwter to mintin or mimic nturl systems nd to tret runoff s resource. As generl principle, green infrstructure prctices use soil nd vegettion to recycle stormwter runoff through infiltrtion nd evpotrnspirtion. When used s components of stormwter mngement system, green infrstructure prctices such s bioretention, green roofs, porous pvement, rin grdens, nd vegetted swles cn produce vriety of environmentl benefits. In ddition to effectively retining nd infiltrting rinfll, these technologies cn simultneously help filter ir pollutnts, reduce energy demnds, mitigte urbn het islnds, nd sequester crbon while lso providing communities with esthetic nd nturl resource benefits (USEPA, 2013). 7

14 VEGETATED SYSTEMS Vegettive systems primrily focus on reducing wter qulity impcts nd less on reducing flooding. These systems re typiclly locted close to the sources of runoff nd cn mnge the smller storms of severl inches. The min tretment mechnisms re infiltrtion, filtrtion, nd evpotrnspirtion. These systems do n excellent job t removing totl suspended solids, nutrients, nd pthogens. Construction costs for vegetted systems re typiclly low to moderte when compred to other green infrstructure prctices. Since these systems often cn be incorported into existing lndscpes nd enhnce esthetics, the community cceptnce of vegettive systems is high. BUFFER The buffer surrounds rin grden, slows down the flow of wter into the rin grden, filters sediment, & bsorbs pollutnts from runoff. 14 PLANTING SOIL LAYER This lyer is usully ntive soil. It is best to conduct soil test of the re checking the nutrient levels nd ph to ensure dequte plnt growth. INLET The inlet is the loction where stormwter enters the rin grden. Stones re often used to slow down the wter flow nd prevent erosion. DEPRESSION The depression is the re of the rin grden tht slopes down into the ponding re. It serves s holding re nd stores runoff witing tretment & infiltrtion. ORGANIC MATTER Below the ponding re is the orgnic mtter. It cts s filter nd provides home to microorgnisms tht brekdown pollutnts. PONDING AREA The ponding re is the lowest, deepest visible re of the grden. It should drin within 24 hours. SAND BED If dringe is problem, snd bed my be necessry to improve dringe. Adding lyer of corse snd will increse ir spce nd promote infiltrtion. BERM The berm is constructed mound tht cts s brrier to control, slowdown, & contin the stormwter in the rin grden. It cn be vegetted nd/or mulched. 18 RAINWATER HARVESTING SYSTEMS Rinwter hrvesting systems focus on the conservtion, cpture, storge, nd reuse of rinwter. These systems re locted close to residentil nd commercil buildings. Construction costs re low to moderte, depending on the size of the system, compred to other green infrstructure prctices. Since these systems cn be esily incorported into the built lndscpe, the community cceptnce of rinwter hrvesting systems is moderte to high. 19 RAINWATER HARVESTING SYSTEMS SUITABILITY Typicl rinwter hrvesting systems cn store up to 5,000 gllons of wter. Hrvesting during the riny months of spring nd summer provides source of wter during hot nd dry periods between rin storms. Insted of using potble wter, residents cn sve money using the rinwter stored in rin brrel or cistern. This lso reduces the demnd on drinking wter supplies nd relted infrstructure Rin brrels nd cisterns re n effective rinwter hrvesting tool nd cn be n importnt element in community-wide green infrstructure progrm. For every inch of rin tht flls on n eight hundred squre foot roof (20' x 40'), nerly 500 gllons of wter cn be collected. Over n entire yer, wter drining from this rooftop will totl over 20,000 gllons. This sustinble prctice reduces the impct building hs on the environment by hrvesting stormwter runoff from rooftops nd decresing flow to sewer systems. Workshop prticipnts work with trined experts to convert 55 gllon plstic food-grde drums into rin brrels. They re quickly ble to tke n ctive role in recycling rinwter by instlling rin brrel t their house! Hrvesting rinwter hs mny benefits including sving wter, sving money, nd preventing bsement flooding. By collecting rinwter, homeowners re helping to reduce flooding nd pollution in locl wterwys. When rinwter flows cross hrd surfces like rooftops, drivewys, rodwys, prking lots, nd compcted lwns, it crries pollution to our locl wterwys. Hrvesting the rinwter in rin brrel is just one of the wys homeowners cn reduce the mount of rinwter drining from their property nd help reduce neighborhood flooding problems.

29 STORMWATER MANAGEMENT IN YOUR SCHOOLYARD The Stormwter Mngement in Your Schoolyrd progrm provides eductionl lectures, hnds-on ctivities, nd community-level outrech for students on the topics of wter qulity issues nd stormwter mngement prctices such s rin grdens nd rin brrels. Progrm objectives include the explortion of vrious spects of the nturl environment on school grounds, the detiled documenttion of findings relted to these explortions, nd the communiction of these findings to the school community. As prt of this progrm, severl New Jersey Stte Core Curriculum Content Stndrds for science (5.1, 5.3, nd 5.4), twenty-first century life nd creers (9.1, 9.3, nd 9.4), nd socil studies (6.3) re ddressed. Every school is unique in its need for stormwter mngement, so ech school s Stormwter Mngement in Your Schoolyrd progrm cn be delivered in vriety of wys. A cistern could be used to hrvest rooftop runoff from the downspouts on greenhouse structure locted on the rer grounds of the school. 41 This site is public elementry school with grounds contining bsketbll court nd plyground. The court is grded to drin over the sidewlk nd into ctch bsins on djcent streets. Stormwter runoff cn be intercepted in pervious strips long the pvement edges, prllel to the court fence. Although the condition of the pvement is good t this time, pervious pvement should be considered when repving. A portion of the building hs downspouts tht re directly connected to the sewer. These cn be diverted into rinwter hrvesting systems like rin brrels nd cisterns or into rised stormwter plnters.
