A generl consensus mong Clgrins reveled tht Olympic Plz, s well s the Culturl Hert s whole, could be more vibrnt, comfortble, nd nimted spce for citizens nd visitors like. The Culturl Hert of the Civic District nd of the city is the plce to embrce the everydy ctivities of citizens nd fcilitte events tht ct s the lndmrks in our collective history. Being legible, trnsformble, nd nimted re its hllmrks; ingredients tht will brethe life into the spce for decdes to come. As the Culturl Hert, the plz will connect to public spces nd culturl institutions round it. One mjor improvement citizens nd stkeholders identified ws the need for n enhnced public spce centered on Olympic nd Municipl Plzs tht could provide memorble, beutiful focl point in the City. More ctivities, events, nd menities were identified s wys to ttrct people s well s ccommodte greter diversity of gtherings. 5 CIVIC DISTRICT PUBLIC REALM STRATEGY Centre City Prks & Public Relm Enhncements Pln, 2010 The Prks nd Public Relm Enhncements Pln identified Olympic Plz s distinct plce in our collective memory tht is stge to the world. The document recognizes Olympic Plz s unique emblem of Clgry, nd the opportunity for it to be destintion hosting lrge scle events nd festivls while lso providing venue for the everydy ctivities of citizens. Centre City Pln, 2007 Referred to s the Olympic Plz Culturl District (OPCD), the Civic District is identified in this document s Clgry s flgship culturl re, housing mny of the mjor culturl institutions, s well s mny eting nd drinking estblishments nd retil stores. Olympic Plz nd its surrounding spces re recognized s specil re which contributes to the civic nd culturl vitlity of the Centre City through its progrmmtic nd rtistic opportunities. As such, Olympic Plz is lbelled s key priority for the rejuvention of the Civic District. The Centre City Pln emphsizes the highest qulity of design in this re s well s the ctive integrtion of its surrounding lnd uses. Olympic Plz Culturl District Mnifesto, 2007 In 2007, the Culturl District Mnifesto set midrnge gols for the re in nd round Olympic Plz. The gols stted tht: > We will crete plce where people not only hve wonderful experience, they expect it. > We declre this neighbourhood n Experimentl Zone for urbn vitlity. > We re committed to creting plce of exemplry qulity in ll respects. The center of Director Prk provides for n intensity of occuption, while llowing progrmming nd people to spill out onto the streets beyond. Union Squre, New York City, US Union Squre covers three blocks in Mnhttn, nd is best known for hosting regulr mrket dys throughout the week. Greenery nd sunny seting spces mke it welcoming, comfortble destintion tht embrces the everydy ctions of its users. Mrkets nd menities ttrct not only tourists, but encourges locls to nimte the squre dy nd night. PRINCIPLE 3 A destintion with vrying scle nd density of public spce. PRINCIPLE 4 A legible spce defined by ctive edges nd diversity of progrm. Federtion Squre, Melbourne, AU A sense of identity nd plce were the key drivers in envisioning Federtion Squre s civic nd culturl hub. Federtion Squre is built on top of working rilwys nd the surrounding buildings produce vriety of scle nd density through cscding nd interlocking spces. The spce is successfully progrmmed with over 2000 events yer nd the surrounding buildings contin 86% recretionl/culturl use nd 14% commercil use. Rittenhouse Squre, Phildelphi, US Rittenhouse Squre is populr destintion in Phildelphi surrounded by busy shopping res, streets, nd residentil use. The edges of the prk re well defined with ctive, multi-use building frontges. The prk is nimted with greenery, comfortble sitting spce, nd unique sculptures, in ddition to hving good connectivity to populr streets such s Wlnut Street which mke it n ccessible destintion for ll. The tem should lso be responsible for the mintennce of fcilities, sfety, nd clenliness of the re. 2.2 Support progrmming strtegy to dvertise nd fcilitte diversity of festivls, events, temporry mrkets, food truck stnds, nd exhibitions which ctivte Olympic Plz, the Municipl Plz, nd the Municipl Building during ll four sesons, t dy nd t night. Identify with citizen input, recretionl, culturl, nd civic progrmming needs list for the Culturl Hert. 2.3 Investigte funding options, including prtnering with the privte sector. 3 Undertke lighting strtegy for the Civic District s first step towrds Centre City Lighting Pln. Medium-Term Actions 4 Refine, phse, nd implement comprehensive Mster Pln for the Olympic Plz, Municipl Plz, nd surrounding buildings to include the following: 4.1 Undertke culturl lndscpe evlution for Olympic Plz nd the Municipl Plz. 4.2 Engge Citizens, Community Groups, Businesses, Institutions, nd City of Clgry Business Units. The redesign of the plzs should be community driven, collbortive effort of plcemking tht dvoctes citizen ownership nd public prticiption. 4.3 Perform lnd use study tht identifies the mjor requirements for new or renovted development djcent to the spce. As prt of the development permit pplictions bordering plzs, review pplictions to ensure ctive edges which contribute to the overll vision of the consolidted plz. 4.4 Study the cpcity of the consolidted plz to ccommodte lrge stnding event nd stge with integrted event service. Infrstructure should fcilitte wide rnge of plug nd ply events, including temporry seting, covered res, equipment, nd service ccessibility. Additionl exhibition services include integrted ccess to power, wter, nd gs. [See Appendix C: Digrm C.1, Digrm C.2] 4.5 Crete strtegy to fcilitte everydy uses nd progrmmed events tht foster cretivity nd ttrct everydy interest by incorporting public rt, buskers, vendors, wter fetures, nd greenery into the improved plz. 4.6 Define how the role of Olympic Plz differs from other public spces in the Centre City including Eu Clire Plz, Prince s Islnd Prk, nd St. Ptrick s Islnd. Develop cohesive nd integrted lighting pln for the plz nd its surrounding buildings. The lighting pln should ctivte the edges of the consolidted plz, nd crete n nimted, welcoming, nd comfortble spce t night. Host design competition to reinterpret the Culturl Hert, nd select design tem to develop phsed Mster Pln for the plzs nd surrounding buildings. 4.7 Follow sustinble design prctices with LEED certifiction in ll new developments nd renovtions in order to chieve City of Clgry sustinbility trgets. This includes sustinble stormwter mngement, the reduction of GHG emissions through lterntive energy sources, wste mngement strtegy, nd the promotion of helthy, diverse ecosystems. 4.8 Explore the opportunity to crete consistent ground plne tht promotes views, gthering spces, nd interconnected public spces. The grding should reinforce pedestrin connectivity nd ccessibility within the plz nd provide new opportunities for public progrmming. [See Appendix C: Digrm C.1] 4.9 Locte food kiosks, menities, pedestrin infrstructure, nd public porch spce in res of high sun exposure. Amenities my include skte rentls, gmes rentls, wshrooms, chnge rooms, sitting spce, kiosks, nd bicycle infrstructure.
