For all typologies an overall new population of 5,950 has been assumed - please refer to ES Chapter 12 for further details. 2 PLANIT-IE STONE PARK: DESIGN AND ACCESS STATEMENT PLAY PROVISION STRATEGY Guidance indicates that in addition to formal playing field pitches, a total of 4.17ha of play provision for children and young people should be provided for this size of new settlement. The diagrams below show how the Illustrative erplan could provide this range of new play facilities. Parklands immediately around the edge of the settlement - ensuring that all homes are within 400m walking circle. In accordance with the Fields in Trust Guidance for Outdoor Sport and Play: eyond the Six Acre ndard, the Illustrative erplan proposes a hierarchy of new play facilities distributed across the site that are incorporated into the main park and street spaces. 27no. LAP (Local Area For Play) located within and around the houses providing facilities adjacent to new homes and located within Pocket Parks, Parkland edges and green spaces within the street scene. All locations shown include an allowance for the required buffer areas around each facility to protect the amenity of the surrounding employment areas and homes. Given the unique airfield setting for much of these new play areas, we envisage that where possible, new facilities will utilise the existing hardstanding areas for taxi ways, plane parking areas and runways, and by doing so, give them a distinctive character that reinforces the memory of the site for future generations. This will include: 3no. NEAP (Neighbourhood Area Equipped for Play) facilities located within the Runway, Delta Park and Woodland Edge Park areas. This arrangement would ensure all homes and 50% of employment areas are within a 1000m walking circle. 3 STONE PARK: DESIGN AND ACCESS STATEMENT PLANIT-IE SPORT STRATEGY The Illustrative erplan includes a range of new sports and play facilities that provide the required facilities for the new development and support the objectives and priorities of the Thanet Sport and Active Recreation Strategy and its vision: Our vision is to build active, healthy, safe and successful communities in Thanet through increased participation in sport and active recreation New sports provision within the Hill Park site will provide high quality, publicly accessible facilities that will help to promote the Strategies key priorities: Raising the profile of sport and active recreation Increasing opportunities for sport Developing and promoting healthier lifestyles Enhancing sports facility provision FORMAL PLAYING FIELD PROVISION Formal Pitch provision is indicated within the Illustrative erplan at two points around the Site, with the main hub for activity within the eastern Sports Village. This ensures that all homes and businesses within the site are within walking distance of playing fields, as well as significant areas of amenity green space. All sites are located adjacent to new homes or employment areas to ensure that pitches have good levels of overlooking and indirect supervision. SPORTS VILLAGE Focused around the new 50m swimming pool building, this will include grassed areas capable of accommodating up-to three new full sized football pitches, run-offs, seasonal shift areas and warm up spaces. The main building will provide the necessary changing, storage and parking requirements, as well opportunity for further indoor facilities such as gyms and classroom space. In addition to the main pitches the Illustrative erplan also indicates areas for multi games courts, training areas and smaller grass pitches. Re-use of the existing runway surfacing within this space will also allow for a range of informal sports/ play facilities to be accommodated such as skate parks, cycle skills areas and training grids/ running tracks. This extensive area of hard surfacing could also be utilised as temporary event parking when required. A second pitch area is shown to the western side of the site connected to the main Runway and Delta parkland areas. This is capable of accommodating up-to two full sized football pitches or a series of smaller pitches, training areas and runoff. ACCESSILE FACILITIES All workers and residents within Hill Park will be within a 5 minute walk from a significant green open space and no more than a 10min walk from an area of formal grass pitch provision. New sports facilities located within the Park will also dramatically improve access to sports for the many local residents of the surrounding villages - bringing many within walking distance of such facilities. EXPANDING THE SPORTS OFFER Clearly, on a site with over 100ha of interconnected public open space, there is considerable opportunity for a range of complementary informal sports facilities to be incorporated. These should fit within wider recreational routes (as outlined on P55), and include elements such as fitness trails and outdoor gyms. As the main green spaces are located within and around the new homes and employment space, these routes and facilities will be accessible, obvious and safe thanks to overlooking and passive surveillance. Moving beyond the local area, the Illustrative erplan also indicates an area for a potential inland surf lagoon - or Wavegarden as it is often referred to. This new technology brings surfing to the masses, allowing all to experience this sport, either as a spectator or participant. These facilities offer consistency and ease of access to surfing, are complementary to existing surf facilities in the area, and within this location could draw visitors from both the UK and Europe. Surf Snowdonia in the Wales is the first of this type of facility within the UK and demonstrates how this element on its own can contribute to positive regeneration and put a relatively isolated village at the forefront of a global sports agenda. 4 PLANIT-IE STONE PARK: DESIGN AND ACCESS STATEMENT LANDSCAPE CHARACTER A series of public parks promote the use of publicly accessible sports, play, pathways and planting to be enjoyed by cyclists, pedestrians, dog walks, and people of all ages. 6 PLANIT-IE STONE PARK: DESIGN AND ACCESS STATEMENT LANDSCAPE CHARACTER THE RUN PARK The runway provides a significant area of public open space, with hard surface multi functional areas. It is characterised by its open aspect and views south towards Pegwell ay. As well as the main runway there are a series of edge parks, providing the opportunity for more sheltered areas of outdoor play and recreation all overlooked from the adjacent new homes. A2 59 NEW ENTRANCE RUN WAVEG AR WA YP ARK EVENT DEN SPACE Large parts of the park will be covered by informal grassland meadow which, along with the southern suds system, provide a rich ecological and habitat value. The park also presents opportunities for interpretation of the archaeological value of the site with a focus on Telegraph Hill and its prominent viewpoint at the top of the site. The runway can also be home to occasional cultural and sporting events, either permanent or meanwhile uses. With over 20ha of retained main runway, the site has the capacity to accommodate a diverse range of events: from time trials; heritage bike races; smaller concerts; park runs and closed cycle events. 8 PLANIT-IE STONE PARK: DESIGN AND ACCESS STATEMENT LANDSCAPE CHARACTER MEADOW EDGE PARK N.T.S THE DELTA PARK Located on the retained Delta Taxi Way - this park creates a new green avenue between the residential and employment areas. Following a formal alignment of the retained Taxi Way, the park will include informal grass parkland with new tree planting to create a sense of enclosure and containment, in contrast to the adjacent Runway Park. At its southern end, the park will open out to accommodate new allotments areas that provide opportunities for local food production and a series of grass recreational fields will be located within the wider meadow - providing a resource for residents and workers. Linear pathways criss cross the park to create links between the neighbourhoods and the smaller recreation spaces within it. The retention of the aircraft Y shaped parking bays provide unique opportunities for local sports and play - all overlooked by the adjacent new homes and work units. At its northern extent the park will blend into the meadow edge - although a central linear pathway will continue over to the Heritage Hub.
