RELAVENT EXPERIENCE Transmission/Substation & Generation Projects National Grid USA (formerly New England Power Company) Transmission Projects, MA, NH, NY, and VT. Over the last 18 years has conducted regulatory jurisdictional reviews, permitting, and construction monitoring for more than 100 National Grid USA transmission and substation projects in Vermont, Massachusetts, New Hampshire, and New York. At TRC he serves as the Senior Program Manager for Natural Grid projects tasked under an existing On-call environmental consulting services contract to provide
2 resource permitting and compliance support for a variety of National Grid refurbishment and capital transmission and substation construction projects. He has directed the complete project development cycle of environmental planning, alternatives review, permitting, construction compliance training, inspections and reporting. Mr. Damiano has also coordinated highway access permits and Traffic Management Plans for National Grid for construction and transmission work over state highways. The most recent transmission projects he has managed include several thermal upgrades, refurbishments, and comprehensive permitting for two new large 345 kv substation projects in Massachusetts. VELCO Irasburg to Mosher Tap Project. Managed a team of TRC Environmental Inspectors providing third-party environmental training, permit compliance oversight, and field construction monitorng for this rebuild transmission project between the existing VELCO Irasburg substation and Mosher Tap. Assisted Contractor in alternate access road development for wetland avoidance and impact minimization, and wetland mitigation procedures, provide inspection reports, consultation with ANR regarding the Soil Erosion Prevention and Control Plan for the project. VELCO 345 kv Northeast Reliability Project. Managed the TRC Environmental Inspector team for the NRP during the year-long construction of this project. We provided an environmental training program, environmental compliance guidance and tracking, consulted on wetland avoid, minimization, and mitigation, and provided field consulting and inspections of erosion and sedimentation control protection during construction. Niagara Mohawk Power Corporation d/b/a National Grid, Gardenville-Homer Hill 151/ kv Rebuild Project, New York. Project Manager responsible for the preparation and submittal of the Article VII Application for a Certificate of Environmental Compatibility and Public Need for the reconstruction of approximately 21 miles of 115 kv, double-circuit transmission line in the southeastern Metropolitan Buffalo area. TRC prepared exhibits and testimony addressing environmental effects on wetlands and water resources, potential visual impacts associated with taller structures, alternative structure design, and access road improvements to the existing right-of-way (i.e., culvert replacement, erosion control, and access road repairs). TRC prepared also prepared the detailed Environmental Management and Construction Plan required for the project, including ROW clearing specifications, detailed erosion and sedimentation control plans, and wetlands protection during construction. New England Power d/b/a National Grid W kv Line. Permitting manager for 41-mile 115 kv transmission refurbishment project from Bellows Falls Vt. Substation to the Wilder Hydroelectric Generating Station in Hartford, VT. Managed wetland delineation, threatened and endangered species consultations, and cultural resource consultations required for the wetland permit application process. Also conducted and managed the environmental inspections for this year-long construction project. Provided consultations in wetland protection, restoration, and post-construction monitoring. 3 New England Power Co. (NEP) Ward Hill and Wakefield Substations, Massachusetts. Project manager for a large 345 kv gas insulated system (GIS) substation expansion in Haverhill and the siting of a new 345 kv GIS substation in Wakefield associated with the increased New England Management Area (NEMA) load conditions north of Boston. These projects involved wetland protection permitting and mitigation, Riverfront area, storm water management, a NOI and SWPPP under the NPDES Storm Water General Permit for Construction, and review and written testimony under a Massachusetts Department of Telecommunications and Energy (DTE) petition (Ward Hill). Responsible for developing the wetland mitigation plans and environmental compliance inspections during construction. NEP Belchertown Tap Conversion (69 kv). The Belchertown Tap project involved the conversion of a 23kV tap to a 69kV tap with the siting of a new switch yard, transmission line re-alignment, and significant modifications to the Belchertown Substation. Managed and completed all required resource agency authorizations for the project facility siting including the DPU/EFSB Environmental Reports, and a detailed filing under the Watershed Protection Act and Wetland Protection Act applications. Negotiated specific mitigation plans with the MWRA to ensure compliance with water quality protection provisions of the Watershed Protection Act regulations. TRC staff provided testimony for all project environmental considerations including site selection alternatives and rating analysis, and public hearings with the Belchertown Conservation Commission. During construction, conducted construction inspections, including monitoring during breeding season for designated rare wetland species associated with wetlands in the ROW. Niagara Mohawk Power Co. d/b/a National Grid (115kV & 345kV), Capital Region, NY. Project manager responsible for conducting a transmission routing analysis involving numerous existing electric transmission right-of-ways and other infrastructure right-of-way options. This study was conducted in parallel and supported a detailed transmission engineering system reliability and cost analysis for transmission reinforcements needed to serve growth in the region and service commitments needed to provide basic high reliability service to support both short-term and long-term load growth in the region. The routing study and report supported an optimal transmission route selection and framework for balancing transmission solutions and environmental effects, with an emphasis in the identification of the environmental scope for the preparation of an application of the NY PSC Certificate of Environmental Compatibility and Public Need (Article VII) documents, pre-filed testimony, and Environmental Management and Construction Plan (EM&CP) pursuant to Article VII of the Public Service Law. The report also identified environmental permitting requirements, permit strategy, and scheduling. Consolidated Edison Development, Newington Power Facility, Newington, New Hampshire. Project Manager for all water and natural resource investigations and associated environmental documentation for permitting for the proposed 525 megawatt Page 3 of 7
4 combined-cycle merchant generation facility and transmission interconnect. Responsible for the N.H. Energy Facility Siting Evaluation Committee (EFSEC) written and oral testimony for water and wetland resource baseline and impact analyses. Testified at the EFSEC hearing proceedings for the facility. Presented and negotiated water supply and wastewater discharge requirements for the facility, and developed mitigation proposals for all water-related permits. Provided construction monitoring for environmental compliance with wetland permit conditions and erosion and sedimentation plan. Ecological Investigations and Permitting, Energy New Bedford, New Bedford, Massachusetts. Assistant project manager and senior scientist supervising ecological investigations and permitting for the siting a large coal-fired energy plant and associated utility interconnections in Massachusetts. Interacted with state and federal agents and provided wetland expert testimony during Energy Facility Siting Board (EFSB) proceedings, and local Notice of Intent hearings. Performed the wetland delineations on this 280-acre controversial (abutter opposition) site using Massachusetts and Federal wetland delineation methodologies, and successfully defended a technical audit by the agencies. Coordinated all resource impact analyses and documentation for the MEPA DEIR and FEIR certifications and permits for project. Developed field sampling programs, analyzed field data, and developed permit strategies. Worked closely with project engineers to develop a comprehensive erosion and sedimentation and stormwater management system suitable for state and federal wetland protection standards. Conducted wetland functional analysis, alternatives analysis and completed a detailed wildlife evaluation report. Water Resource Permitting, U. S. Generating Company, Lake Road Generating Facility, Killingly, Connecticut. Senior consultant for environmental water resource permitting of the 792 MW combined cycle gas-fired facility being developed in Killingly, Connecticut. Assisted U. S. Generating Company in the technical review of project resource documentation concerning wetlands, facility stormwater design, and gas and electrical interconnection siting and permitting. Provided written testimony and was an expert witness for the project team for the Connecticut Siting Council facility siting hearings, and was the Company s expert at the Killingly Inland Wetlands and Watercourse hearing. Competitive Power Ventures, Warren and Smyth County, Virginia. Senior project manager responsible for all environmental investigations, studies, reports, permit applications, and agency contacts for siting two combined cycle electric generating facilities on two large sites in the Piedmont region of Virginia (530 MW and 800 MW). Key permit management activities for each facility involve: water and wastewater infrastructure expansion to accommodate the generation facility supply demands and wastewater discharge capability; assessment of potential facility visual and noise impacts; Phase I Cultural Resource Survey Reports; air quality impact modeling analyses in complex terrain for potential Class I impact assessments for nearby National Park land; and, rigorous local project review of all environmental impacts of the facility under a Page 4 of 7
5 County Special Use Permit procedures. Provided environmental consulting, written testimony, and permitting support required for the Application for a Certificate of Public Convenience and Necessity (CPCN) for two new power generating facilities pursuant to rules and legal proceedings administered by the Virginia State Corporate Commission. Responsible for the primary evidentiary exhibits for the CPCN applications, a comprehensive Environmental Impact Report (ER). The ERs consisted of descriptions of existing conditions, an impact analyses, and mitigation for the key environmental and cultural resources affected by the projects. NEP Tewksbury/So. Broadway Line, Andover, Massachusetts. Conducted wetland impact analysis associated with expansion of a 115kV transmission line right-of-way to accommodate the construction of a new 69 kv Transmission line. Provided technical environmental support for the Department of Telecommunications and Energy (DTE) petition. Managed and authored MEPA Draft and Final Environmental Impact Report analyses. The reports focused on wetland issues concerning: wetland ecosystem conversion; herbicide and pesticide use in sensitive areas; access road construction techniques to reduce sedimentation potential and wetland alterations; wetland functional and impact assessments; and, wetland mitigation. NEP K-137E/L-138E Line (115 kv) Ayer to Tewksbury, MA. Permit manager for the 17-mile K137E/L138E Line Reconductor Project. Managed wetland resource field delineations for this existing 350-foot transmission corridor in central Massachusetts and developed the wetland applications covering construction impacts associated the rebuild of four-legged steel towers with the conversion from steel grillages to concrete foundations, and above-ground steel arm modifications. Over 70 wetland areas were flagged in the field to identify project permitting constraints and scoping (including rare habitat, MHC review, local bylaws, etc.), access road options, and permit application requirements. Conducted field inspections during the pole and tower structure construction for the project in compliance with the project Orders of Conditions. New England Power Co. (NEP) G-18/F-19 Transmission Line Rehabilitation (115 kv), Bridgewater, West Bridgewater, and Brockton, MA. This 6-mile project involved upgrading two parallel transmission lines, including the installation of steel pole portal type structures on concrete caisson foundations. Conducted the resource permitting for this project involving steel poles with concrete caisson construction methods, erosion and sedimentation control, dewatering, and restoration planning and techniques. Conducted environmental compliance inspections throughout the construction period and submitted Certificate of Compliance. NEP M-13/N-12/L-14/ Transmission Line Replacement Project (115 kv), Fall River and Westport, MA. This 10-mile linear project is located almost entirely within a public water supply watershed, with several H-frame structures located with a few feet from the reservoir. This project required state and federal wetland permits, as well as Tribal Historic Preservation Office, State Historic Preservation Office and Threatened and Endangered Species Act reviews. Managed the permitting effort involving assessing Page 5 of 7
6 potential impacts and mitigation to satisfy concerns raised by the Fall River Water Board and Conservation Commissions. TRC performed wetland delineations, resource mapping, and prepared and submitted wetland and Water Quality Certification applications. Represented NG at a public hearing in Fall River and Westport. Directed Massachusetts Historical Commission and Tribal consultations required under the federal Historic Preservation Act Section 106 statute and state preservation regulations for the project. TRC performed the environmental compliance inspections for this project. NEP S-8 Transmission Line Upgrade (115 kv), Bridgewater, Raynham, Taunton, Berkeley, Dighton, and Swansea, MA. For this 20-mile 115 kv thermal upgrade project, managed the wetland delineation effort and submitted wetland applications for each town along the project corridor. Used TRC GIS and AutoCAD specialists support and developed new alignment drawings based on aerial surveying and field survey. Performed compliance reviews and inspections during year long construction schedule. NEP E5/F6 Reconductor Project (69 kv ) Phase I and II. Managed permit scoping and wetland permitting for the first phase (25-mile segment) reconductor project involving reinforcement of existing steel towers and conductor replacement. Substantial access road improvements were required and incorporated in wetland permit applications and construction monitoring. Conducted pre-construction field walkovers identified construction access and methodologies to avoid or protect wetland resource alterations during construction and minimize permitting constraints. TRC staff prepared wetland applications for work in five towns, conducted the public hearings, and conducted environmental inspections for this year-long construction project provided monitoring reports and certificates of compliance. During Phase II of the project (additional 25 miles) conducting associated wetland permitting and environmental inspections. NEP N14/O15 Line Relocation (115 kv), Palmer, Massachusetts. This project involved the relocation of the existing transmission line to new ROW to accommodate new substation transformers in new locations. The proposed ROW segment of the project involved crossing the Quabaog River (Chapter 91 river cross authorization), and tree cutting in the "riverfront area" regulated under the Wetlands Protection Act. Developed a tree-cutting plan with a forestry contractor to minimize cutting in regulated riverfront, and a riverbank erosion control plan as an alteration "offset and mitigation proposal for locating in the "riverfront area". Prepared permit applications and conducted public hearings for two towns involving new and strict performance standards for alternatives analysis and vegetation alternations in the "riverfront area". NEP W173 Line (115 kv), Charlton, Massachusetts. Conducted the wetland impact, alternative analysis, and wetland resource permitting for the 115 kv overhead transmission line interconnection for a proposed 500-MW generation facility and the refurbishment of the existing W173 Line to accommodate the tap. Provided technical coordination between the transmission company and generation company engineers and project managers regarding overall project permitting issues. Prepared and presented at public hearings and agency meetings the permit filings for wetland alterations, including Page 6 of 7
7 local Notice of Intent, MA Water Quality Certification, and Section 404 Programmatic General Permit review. Also coordinated the MA Natural Heritage Program review that involved the protection of the Marbled Salamander habitat mapped along the transmission corridor. Managed the Marbled Salamander (Ambystoma opacum) Breeding Habitat Survey and Construction Management Plan accepted by the NHESP (File No ).
