1 RCE # April 30, 2013 Centennial School District William Tennent HS, Region 3 ES, Region 1 ES, Region 2 ES Commissioning Progress Report The Commissioning Technician returned to visit R2ES and R1ES during the month of March. The data loggers at R2ES were collected and the trends will be included in the final commissioning record with the other testing results. There were a few updates to the s for R1ES. The final commissioning records will also contain as addendums the updated versions of the Action Lists with alternate language. The updated relevant Action Lists are attached. The updated Action List for R1ES reflects some corrective action made by the Mechanical Contractor. There are a few items that the contractor noted to be corrected, but the Commissioning Technician will need to confirm these changes at the next site visit. RCM is currently withholding payment for the Mechanical Contractor until all of the applicable items on the list are corrected. The Commissioning Technician again reached out to the product representative from Sass, Moore & Associates, Inc. regarding the ERU issues at the elementary schools, in order to get a status update. The representative has not responded. The Commissioning Technician in this situation does not have authority to enforce corrective action on contractors, but does recommend that pressure is kept on the mechanical contractor/product representative to resolve the questions still lingering from the other similar projects. 353 MARKLE DRIVE, HARRISBURG, PA PHONE: FAX: PAGE 1

The fan is energized when the setpoint is increased to be above the space temperature, instead of when the space temperature is above the setpoint. Thermostat is not powered. Disconnect is in the "On" position but the display screen is blank and not functioning. Unit runs 24/7. Fan should be interlocked to the light switch. Wheel was not running, the unit VFD was in alarm, but the BAS dis not show an alarm condition. Units are acting independently off of three independent thermostats, sometimes contradicting. One provides heating while one is in 100% economizer mode. Gas heating appears to be short-cycling. The Supply Air temperature setpoint is 71 F, and the Supply Air temperature cycles from 62 F to 84 F over the span of 2 min and then returns to 62 F over another 2 min. Using a direct-fired unit with a temperature rise of 75 F, this short-cycling condition will be a probable effect. After turning the t-stat back down below room temperature (to 55 F), the North unit began to increase again (110 F and rising) and the South unit began to decrease (165 F and falling). Correct the control wiring so that both units increase and decrease together. The SA probe is supposed to be controlling the gas valve operation to maintain a supply temperature set point. The heating is short-cycling on the unit, with staging coming on, off, and on again within the span of several minutes. UPDATE 2/12/13 - The space temperature is consistently above 80 F and the unit consistently produces 90+ F supply air during the Occupied mode. The design intent should be confirmed with the Engineer for whether the supply air temperature should be reset based on the space temperature. Units are to be interlocked and energized by a wall switch. Currently, the occupant must turn on the breaker and then the units start to run, regardless of the wall switch. UPDATE 2/20/13 - The EF is functioning as intended. The MAU heats the air properly (35 F OA to 75 F SA), but is not properly interlocked to engergize with the fan turning on and off. Fan energizes in the morning automatically. The unit should be interlocked with the dishwasher operation so that it only runs when the dishwasher is operating, plus 15 minutes after the dishwasher is de-energized. No thermostat located in room. Sequence calls for unit to be energized when space temperature exceeds thermostat set point. Also, the unit is listed as "OFF" on the BAS, but the unit was constantly running. Install supply air probe and investigate shortcycling operation. UPDATE 2/20/13 - The unit is now powered, but is energized 24/7. The unit should be wired to a pressure switch that only energizes the fan when the dryer turns on. The drawings also indicate a disconnect switch for the fan, but none is currently installed. Make the proper power and control wiring connections. 1/22/13 Ongoing 5 OAT Sensor Exterior HVAC/ATC Sensor is located on east-facing, not north-facing, wall. It is also located in close proximity to evaporative coolers. Confirm with professional that this location is acceptable. UPDATE 4/10/13 - Siemens reports to have relocated the sensor. 1/22/13 4/10/13 6 Boilers, HWS Pumps, CWS Pumps D106 ATC The sequence calls for lead/lag of the units to be automatically evaluated on a weekly (boilers) or a monthly (pumps) basis. Thus far after construction completion, the boilers and pumps have remained on their start-up lead/lag positions. Check control programming to ensure proper lead/lag. UPDATE 4/10/13 - Siemens reports to have fixed the programming, however the graphics still display Boiler 1 as the lead boiler. The CS&E panels should be checked for proper boiler control selection. 2/20/13 Ongoing 7 B-1, B-2 D106 ATC/ Elec/ HVAC There are multiple obstructions to removing the service access panels. Electrical and control wiring, conduit, and a gas line elbow interfere with proper opening of the doors. UPDATE 3/27/13 - Electrical conduit has been relocated. ATC conduit still obstructing access. Gas line piping is not an issue; District personnel operated doors to check for clearance and confirmed that the pipe is not an obstruction. Re-route wiring, conduit, and piping. The access door opens only a few inches due to the roof eaves located directly next to the unit. It appears the unit was installed at the approximate location shown on the drawings, but the compartment/ductwork configuration is different. This caused the supply fan compartment door to be located on a different side. All of the ERUs are running the enthalpy wheel VFDs at 100% during Occupied mode. Typical operation should not require 100% operation. Does the ATC programming include the supply air temperature as an input for how fast the VFD is set? During the heating season, at the morning startup, the loop temperature drops down into the sub- 60 F range. The Heat Exchanger valve is open 100%. Zones are staged on 15 minutes apart. Is this acceptable? ERUs are being energized with the Occupied start of the zone. Should there be a "Morning Warmup/Cool-down" period, with the heat pumps in recirculation and the ERUs de-energized, in order to place a light load on the system at morning start-up? Introducing outside air may increase the load on the system. Light switch timer is frozen and emitting an audible notification. Unit fan is not operating when the switch is enabled. UPDATE 3/27/13: TAB contractor informed that fan is operating backwards. Change the ductwork configuration to allow proper clearance for maintenance tasks, or provide alternate access to the supply fan. Check control parameters within the internal controls. Check the control programming for proper operation. Confirm with the professional about appropriate CWS loop temperature ranges. Zones should be staged with sufficient time in between in order to prevent such dramatic drops in loop temperature. Confirm with the professional about Occupied mode sequencing and schedule the appropriate ERU/ HP operation and staging. Investigate cause of lighting malfunction. District personnel resolved the issue. Check power/ control wiring or disconnect position. Is the unit wired to run on current sensor from fan or from the wall switch? The internal controller screen is blank but the unit disconnect is "On." Check controller for errors. Confirm operation interlocked with fan operation. 2/27/13 Ongoing 15 EC-1, -2 Outside ATC/ENGR The control dampening on the Fan VFDs is not accurate. The system was observed to have a CWS loop temperature of nearly 88 F and the fans were ramping up (at 11% when first observed). Five minutes later, the CWS loop temperature had dropped to 72 F and the fans had still be ramping up (at 66% when observed). This caused an overshoot of the loop to go below 70 F at which point the heat exchanger/boiler loop activated to bring the CWS loop back above 70 F. The two systems fought each other until the loop temperature settled out within the deadband. The fans should be staged on a delay so that the spray pumps operate for a specified period of time before the fans stage on. The fans should then stage on to a low-level VFD setting, such as 20%, and the system should evaluate the loop temperature after another specified period of time and increase as necessary. The control dampening needs to be tuned to the proper response time. UPDATE 4/10/13 - Siemens reports that all control settings are based on the Engineer's specifications. Confirm with the professional that the design is implemented properly. 2/27/13 Ongoing 16 CWS Bldg ATC/ENGR The heat pumps are designed to receive 70 F EWT in heating season and 85 F EWT in cooling season. The sequence calls for the heat exchanger valve to open when the loop is below 60 F and the evaporative coolers to energize when the loop is above 90 F. The current BAS programming calls for a 70 F to 80 F deadband. What is the "correct" deadband supposed to be? Confirm with the professional what the acceptable deadband is supposed to be. Program accordingly. UPDATE 4/10/13 - Siemens reports that all control settings are based on the Engineer's specifications.
