Executive Summary WSB & Associates, Inc. was authorized by Odell Wind Farm, LLC Mr. Patrick Smith, to conduct a native prairie survey for the Odell Wind Farm Project. The Odell Wind Farm Project is located in all or parts of Sections 12, 13, 14, 15, 16, 17, 19, 2, 21, 22, 23, 24, 26, 27, 28, 29, 3, 31, 32, 33, 34, 35 and 36 of Township 15 North, Range 34 West in Cottonwood County, MN; Sections 22, 23, 24, 25, 26, 35 and 36 of Township 15 North, Range 35 West in Cottonwood County, MN; Sections 1, 2, 3, 4, 5, 6, 7, 8, 9, 1, 11, 12, 15, 16, 17, 18, 19, 2 and 21 of Township 14 North, Range 34 West in Jackson County, MN; Sections 1, 2 and 12 of Township 14 North, Range 35 West in Jackson County, MN; Sections 4, 5, 6, 7, 8, 9, 16 and 17 of Township 14 North, Range 33 West in Martin County, MN; and Sections 7 and 18 of Township 15 North, Range 33 West in Watonwan County, MN (Mapbook, Index Page). In the context of this survey, the "Project Area" refers to the land within the Odell Wind Farm project boundary (See Figure 1). Odell Wind Farm, LLC is proposing to construct approximately 1 wind turbines (11 turbine positions are being evaluated) on approximately 34,592 acres within Cottonwood, Jackson, Martin and Watonwan Counties, Minnesota. Odell Wind Farm will ultimately connect to a local electric energy substation located near Jackson, Minnesota. This report is intended to address any potential native prairie communities identified per land use in addition to the Minnesota Biological Survey data within the project limits and ultimately avoidance of these identified areas as part of the final design of this project. This investigation was initiated at the request of Algonquin Power Co., on behalf of Odell Wind Farm, LLC. Field investigations were conducted by Luke Lunde and Mike Rask of WSB & Associates, Inc. ("WSB") on October 13-15, 214. Native prairie boundaries were surveyed by WSB using a Trimble GeoXH 6. During the field investigation, native prairie polygons were found to exist within the Project Area as summarized in Appendix A. A brief summary of the native prairie types encountered within the project is provided in Section IV. Detailed vegetative community data sheets were compiled at each native prairie location (See Appendix B). Photographs of each native prairie are available in Appendix C. Please note that native prairie boundaries were only defined within and directly adjacent to the Project Area and may continue beyond the extent of this delineation. 2 II. Background Data Landform and Soils Till plains is the dominant landform within the project. End moraines and lake plains also occupy northern portions of the project. Ground moraine topography is level to gently rolling. Well- to moderately well-drained loamy soils formed in gray calcareous till of Des Moines lobe origin is dominant. Dry prairie soils are also present on level to gently rolling topography. They occupy convex knobs on the landscape (Native Plant Communities of Minnesota CGP 25). Presettlement vegetation and land use The presettlement vegetation was primarily tall grass prairie, with wet prairie inclusions. Forests of silver maple, elm, cottonwood, and willow grew on floodplains along the Minnesota River and other streams (Native Prairie Plant Communities of Minnesota CGP 25). Agriculture (cultivated land) is the dominant land use. The project is located within the Minnesota corn belt. Remnant stands of tall grass prairie are rare due to current land use with the exception of steep pastured slopes (Native Prairie Plant Communities of Minnesota CGP 25). III. Methodology and Findings Off-Site Determination Prior to conducting field investigations, all reasonably available remote sensing data were reviewed to ascertain those areas within the Project Area likely to exhibit native prairie characteristics per current land use. Data reviewed included the Cottonwood, Jackson, Martin and Watonwan County Historic Aerial Photos and Soil Survey data available from the Natural Resources Conservation Service (NRCS) and MNDNR geospatial data that include land cover classification and Minnesota County Biological Survey Data for the presence of native prairie sites within the project limits. The native prairie areas identified as numbers 9-13 overlap parcels that are currently enrolled in the Conservation Reserve Program ( CRP ). When land is enrolled in CRP, it is taken out of agricultural production and replanted with plant species that support environmental health and quality. The involvement of parcels 9-13 in CRP suggests that all or part of these lands were plowed or farmed at some point in their history, making them unlikely to meet the definition of native prairie as defined by Minnesota Statutes section 84.2, subdivision 5: "Native prairie" means land that has never been plowed where native prairie vegetation originating from the site currently predominates or, if disturbed, is predominantly covered with native prairie vegetation that originated from the site. Unbroken pasture land used for livestock grazing can be considered native prairie if it has predominantly native vegetation originating from the site and conservation practices have maintained biological diversity. Although some of the land identified as native prairie in this report may not meet the statutory definition, the land is being considered native prairie for the purposes of this report and for the project s siting activities. Further investigation of historical aerial photography could verify whether the native prairie designation is warranted. 3 On-Site Determination All native prairie boundaries located within the Project Area were delineated according to absence or presence of Native Prairie Communities. Representative data plots were selected within delineated native prairie polygons utilizing the protocol outlined in MNDNR Handbook for Collecting Vegetation Plot Data: The Releve Method Manual, October 27. The quadrant sampling method was employed for all sample plots unless otherwise noted. Vegetation was measured as actual areal cover and may exceed 1% of the total area delineated due to overlap. Grasses and herbaceous vegetative cover were measured within a circular plot with a 2-foot-radius. Saplings and shrubs were measured in a 3-footradius circular plot. Woody vegetation (trees/woody vines) was measured in a 3-foot-radius circular plot. Native Prairie Plant Species The native prairies delineated within the project are identified as Dry Tall Grass Prairies as defined in the Minnesota Native Plant Communities of Minnesota CGP 25. The following table lists the vegetative plant species identified on the Native Prairie Data Forms. These plant species comprise the dominant vegetative cover within the defined native prairie polygons. These plant species also meet vegetative requirements for determination of native prairie plant communities.
