4 4 \\ General Standards 1.0 General Standards 1.1 INTRODUCTION The purpose of these development standards is to promote consistency and quality throughout all aspects of the Thorncreek Pavilions commercial center design. In addition to these standards, all projects must comply with the following: City of Thornton Development Code: Business District and other applicable sections Commercial Design Standards for Projects 5 Acres and Larger North Washington Subarea Overlay (NOW) District NATURALIZED SHRUB PLANTING ADJACENT 3-RAIL FENCE 1.2 LANDSCAPE CHARACTER The landscape character of Thorncreek Pavilions references the linear and geometric elements of the development s logo and monumentation for a bold, modern look. The common space landscape design is organized by straight intersecting lines formed by ornamental grasses and rough cut rectangular shaped boulders. The voids created by the intersection of these lines area filled with mono-cultures of shrub plantings or approved rock mulch or cobble. CLUSTERED TREE SCREENING DETENTION POND ADJACENT WALK NATIVE SEED Open Space/Detention Areas Landscape adjacent to the golf course, regional trial or other open areas provide a transition between uses. These areas shall follow a more naturalized design. A mix of native and adapted plant materials shall be organized in natural clusters rather than a formal, linear pattern. Native seed and wood mulch shall be the ground cover. Evergreen and clump ornamental trees shall be strategically placed to help create a visual screen. Plant material that attracts birds is encouraged. In detention pond area, plant material that thrives in wetter conditions is appropriate.
5 General Standards \\ 5 TREE LAWN LANDSCAPE BY LOT OWNER PER APPROVED DEVELOPMENT PERMIT PLANS ROUGH CUT RECTANGULAR BOULDER LINEAR BED CANOPY TREE SHRUB PLANTING BELOW 30 Streetscape Landscape facing the street and adjacent to sidewalks shall incorporate linear design elements and mono-culture plantings. Planting beds shall be linear in nature organized around ornamental grasses organized in linear patterns. Curvilinear beds creating a snake-like shape should be avoided. Planting beds in an arched shape are acceptable as long as the plant material within the beds are organized in rows or mono-culture plantings. Perennials may be used around monuments, building entries and other areas of visual importance. The use of decorative boulders is encouraged. These boulders can vary in size but should be a rough cut, rectangular shaped Siloam or sandstone boulder. Parking Lots Landscape within parking lots shall be designed to enhance the wayfinding experience and should incorporate a mix of canopy and ornamental trees. All mid-level planting material within parking lot islands shall be chosen with visibility and safety in mind. Shrubs and ornamental grasses that exceed 30 in height are discouraged in areas where pedestrian/vehicle sight lines are crucial. Planting beds shall be utilized to screen head-in parking from adjacent uses. The use of berms and plant material a minimum of 3 tall (within 3 years) are encouraged.

8 8 \\ General Standards 1.3 MONUMENTATION All tenant signage shall match the Thorncreek Pavilions specified signage. Refer to the approved Thorncreek Pavilions Commercial Signage Plan. Approved font for main context: Telegrafico ABCDEFGHIJKLMNOPQRSTUVWXYZ 1.4 FENCING / RETAINING WALLS / SCREENS Fence Fencing adjacent to the golf course shall be wood, 3-rail fence. 3-rail fence shall match the City of Thornton s approved detail. All other fencing with Thorncreek Pavilions shall be black metal. Wood elements may be incorporated into the fencing as long as metal is the primary material. Fencing shall have a maximum of 75% opacity. Chain-link is prohibited.
9 General Standards \\ 9 Screen Walls Can be stone to match architecture or black metal. Screen wall shall have a minimum of 75% opacity. Retaining Walls Retaining walls shall be block or natural stone. Natural stone to be Siloam stone. Block walls to be a tan or brown color. Varied block sizes and a mix of tan/brown colors is encouraged. 1.5 LIGHTING Parking Lot Lights Fixture: Lithonia Lighting, D-Series Area Size 0 [DSX0 LED (40C)] color black Pole: Lithonia Lighting, Anchor Base Pole RSS, Height tall color black Lighted Bollards Lighted and Pathway Bollard: Forms+Surfaces, Rincon color black (Options perforated shield to be approved by Thorncreek Pavilions Declarant) Contact Thorncreek Pavilions Declarant for fixture and pole specifications. All other pole mounted light fixtures must be approved by the Thorncreek Pavilions Declarant.
10 10 \\ General Standards 1.5 SITE FURNISHINGS Site furnishings shall be metal and/or wood and should feature modern, clean lines. All metal shall be color black.

12 12 \\ Design Review Procedures 2.0 design review procedures 2.1 OVERVIEW All owners in Thorncreek Pavilions should have a copy of the Declaration of Covenants, Conditions and Restrictions (CCR) of Thorncreek Pavilions Association, Inc. (the Thorncreek Pavilions Declaration ), which contains broad, general objectives regarding the landscape architectural control in Thorncreek Pavilions. These Design Standards apply to all development within Thorncreek Pavilions. The Thorncreek Pavilions Declaration provides that the Declarant review and approve improvements. The Declarant is not liable for damage to any person submitting requests for approvals or to any owner within the Thorncreek Pavilions by reason of any loss, damage, or injury arising out of or in any way connected with the performance of the duties of the Declarant unless due to the willful misconduct of the party to be held liable. In reviewing any matter, the Declarant shall not be responsible for reviewing, nor shall its approval of an Improvement be deemed approval of the Improvement from the standpoint of safety, whether structural or otherwise, or conformance with building codes or other governmental laws or regulations. Capitalized terms shall have the same meaning specified in the Thorncreek Pavilions Declaration unless otherwise defined herein. 2.2 STANDARDS FOR IMPROVEMENTS THAT REQUIRE DECLARANT APPROVAL An Improvement is defined in the Thorncreek Pavilions Declaration (Section xxx) as all exterior improvements, structures, and any appurtenances thereto or components thereof of every type and kind, and all landscaping features, including, but not limited to, buildings, outbuildings, awnings, solar collectors, painting or other finish materials on any visible structure, additions, walkways, sprinkler systems, driveways, fences, screening walls, retaining walls, stairs, decks, landscaping, hedges, gardens, windbreaks, plantings, trees, shrubs, flowers, vegetables, sod, gravel, bark, exterior light fixtures, poles, whether fixed or movable, signs, exterior tanks, utilities facilities, and exterior air conditioning, cooling, heating and water softening equipment, if any. Other examples include, but are not limited to, antenna and satellite receivers, outdoor sculptures or artwork, storm doors, security doors, windows, storm windows and siding. 2.3 DECLARANT REVIEW PROCEDURE Any decision of the Declarant will be made within thirty (30) days after receipt of all materials required by the Declarant, unless such time period is extended by mutual agreement. In the event the Declarant fails to take action within thirty (30) days after a request has been submitted and all information has been received by the Declarant, the Owner should assume the review is denied and will not initiate any improvements, unless otherwise notified by the Declarant in writing. The submission must be deemed complete by the Declarant before the 30 day response time frame commences. The Declarant has adopted the following procedure to comply with the responsibility to review applications for approval: 1. Submit a complete copy of the Design Review Application (a copy is attached in Appendix A) and appropriate forms including copies of relevant drawings and descriptions explaining Owner s proposal. A planned completion date must be specified. 2. The documentation will be accepted as complete or returned with
13 Design Review Procedures \\ 13 a description of missing information. Incomplete submittals do not qualify for the 30-day review period. A revised, complete submittal will initiate a new 30 day review period. All requests must be submitted with a plot plan and be drawn to scale. Plot plans should depict the property lines of the lot and the outside boundary lines of the building as located on the lot. Drainage patterns should also be indicated with directional arrows. A plan, as well as a profile view, if appropriate, is helpful. Please include dimensions, colors, and descriptions of materials to be used in detail to aid the Declarant in reviewing your request. 3. The Declarant will evaluate the proposal s compliance with the Design Standards for the proposed Improvement as well as overall conformance with community schemes. The Owner will be notified of the Declarant s decision (approval, approval with conditions or disapproval) on or before the expiration of the thirty (30) day review period. 2.4 REVIEW CRITERIA As stated in the Thorncreek Pavilions Declaration, the Declarant shall approve any proposed Improvement only if it deems, in its reasonable judgment that all Improvements conform to and harmonize with the existing surroundings, residences, landscaping and structures. The Declarant evaluates all submissions on the merits of the application. Besides evaluation of the particular design proposal, this includes consideration of the characteristics of the use type and the individual site. Design decisions made by the Declarant in reviewing applications are not based on personal opinion or tastes. Judgments of acceptable design are based on the following criteria, which are presented in more specific terms in the Project Standards section of this manual. 1. Compliance with Covenants: All applications are reviewed to confirm that the proposed Improvement is in conformance with the Thorncreek Pavilions Declaration and any applicable Supplemental Declaration(s). 2. Relation to the Natural Environment: Fencing, in particular, can have damaging effects on the feeling of open space. Other factors, such as disruption of the natural topography and changes in the rate or direction of storm water run-off can also affect the natural environment. 3. Validity of Concept: The basic idea must be sound and appropriate to its surroundings. 4. Scale: The size, in three dimensions, of the proposed Improvement should relate well to adjacent structures and its surroundings. 5. Color: Color may be used to soften or intensify visual impact. 6. Materials: Continuity is established by use of the same or compatible materials as were used in the common areas. 7. Workmanship: Workmanship is another standard which is applied to all exterior alterations. The quality of work should be equal to or better than that of the surrounding area. Poor practices, besides causing the owner problems, can also cause safety hazards. The Declarant and the Association assume no responsibility for the safety of new construction by virtue of its review and decision on a proposed Improvement.
