3 2015 ANNUAL REPORT Letter from the Chief D EAR CITIZENS: I am grateful to be serving as Chief of the O Fallon Fire Protection District. I am very excited about being a part of the District s promising future. My primary responsibility is to ensure that you, the citizens of the O Fallon Fire Protection District, receive the highest level of fire and emergency response service available in a fiscally responsible manner. The O Fallon Fire Protection District has a tradition of highly trained, well-qualified professional firefighters serving the community 24 hours a day, seven days a week. This commitment to the public will never change. Numerous positive changes have occurred with an emphasis on a new attitude of accountability and increased responsibility to our citizenry. My duties include running the day-to-day operations of the District and reporting to the Board of Directors and citizens on our progress as we move forward. I work closely with the Board of Directors to constantly analyze operating costs, prepare budget proposals, and manage District expenses. We have implemented policies and standard operating procedures necessary to ensure the safety of all District personnel as well as to protect the life and property of our citizens. I am proud to lead the dedicated and professional members of the O Fallon Fire Protection District, who continually train and prepare for the next incident. They are always ready to respond to the call when the bell rings. I assure you that the O'Fallon Fire Protection District continues to be fiscally responsible. We are committed to being transparent in all of our actions to ensure proper oversight. We are mindful about limiting spending and living within our means while still providing top-rated emergency services. Under my leadership we will continue to meet our goals to ensure the O Fallon Fire Protection District remains the best department in the region. 5 2015 ANNUAL REPORT Retirements & Promotions 2015 RETIREMENTS: In January of 2015, Captain Paul Koenig retired from the District after 29 years of dedicated service. Captain Koenig joined the O Fallon Fire Protection District as a volunteer firefighter in February of He was promoted to career firefighter when the first 24-hour firefighters were hired in December of He served as Firefighter/Engineer until being promoted to Captain in December of 1999, his position at retirement. In May of 2015, Battalion Chief Mark Stenger retired from the District after 36 years of dedicated service. Battalion Chief Stenger joined the District as a volunteer firefighter in August of He began his paid career with the District as an 8-hour Captain in 1986 and switched to a 24-hour shift Captain in Mark continued to serve as a Captain until being promoted to Battalion Chief in December of 1999, his position at retirement PROMOTIONS: In June of 2015, Captain Andy Parrish was promoted to the position of Battalion Chief. Battalion Chief Parrish joined the District in March of 1991 as a volunteer firefighter. He was promoted to career firefighter in 1997, and to the position of Captain in January of Battalion Chief Parrish currently serves in this capacity for C-Shift. In June of 2015, Engineer Chad Vesely was promoted to the position of Captain. Captain Vesely joined the District in February of 1991 as a volunteer firefighter. He was promoted to career firefighter in Captain Vesely currently serves in this capacity on B-Shift, Station 5. Battalion Chief Mark Stenger and Captain Paul Koenig have served their community with pride and dignity and will truly be missed. The men and women of the District send them heartfelt thanks for their service and wish them well in their retirement. YEARS Y OF SERVICE AWARDS In June of 2015, Engineer Eric Johnston was promoted to the position of Captain. Captain Johnston joined the District in July of 1993 as a volunteer firefighter. 8 O FALLON FIRE PROTECTION DISTRICT Financial Reports 2015 FINANCIAL STATEMENT & BUDGET BREAKDOWN The O Fallon Fire Protection District places a high priority on operating within its budget each year and has finished the year under budget in four of the last five years. In 2015, the District received revenues in the amount of $7,995,404 and paid out expenses in the amount of $7,932,069, resulting in excess revenue of $63,335 added to the reserve fund. 10 O FALLON FIRE PROTECTION DISTRICT Fire Prevention Division Permits & Inspections The Fire Prevention Division continues to issue permits on new construction and remodels for commercial occupancies within the District. In 2015, the division issued 263 permits in the District. This is an increase of approximately 32 percent over 2014 statistics. Following is a trend on permits issued over the last four years. 11 2015 ANNUAL REPORT INSPECTIONS BY TYPE The Fire Prevention Division continues to perform inspections and plan reviews on commercial occupancies within the District. In 2015, the division completed 1,549 inspections in the District. This is an increase of approximately 2 percent over Following is a trend on inspections performed over the last four years: INSPECTIONS BY MONTH/YEAR 11

12 O FALLON FIRE PROTECTION DISTRICT Special Programs Fire Prevention Public Relations and Education: The Fire Prevention Division hosted multiple fire prevention and life safety events in The District had 332 children participate in "Pictures with the Easter Bunny" in April, and 695 children participated in "Pictures with Santa on the Fire Truck" in December. Each October, during Fire Safety Week, the O Fallon Fire Protection District hosts an annual fire safety day. This year s event was held on the Kohl s parking lot. The event includes fire safety demonstrations, kids games, and numerous educational programs. This event drew a crowd of approximately 1,000 children and adults. The Division continues hosting luncheons at senior apartment facilities. This gives District personnel the opportunity to discuss fire safety issues with residents and answer their questions. The District invites all residents in each facility to participate and brings in lunch for them. In 2015, 10 luncheon events were scheduled throughout the year, with approximately residents attending each event. Free Citizen CPR Training: In 2015, the men and women of the O Fallon Fire Protection District began hosting free CPR classes for our residents. District instructors are certified through the American Heart Association. Classes are held once per month in the evening, and participants are issued a Heartsaver CPR-AED card through the American Heart Association that is valid for 2 years. Class Registration is required and registration forms can be downloaded from the District's website: or can be picked up at the Administrative Offices. 12

13 2015 ANNUAL REPORT Smoke Detector Check and Battery Replacement: This program allows residents to have the batteries replaced each year by fire crews. Generally, this is accomplished over one or two days with the crews going to resident's home that have signed up for the service. In 2015, this service was provided to nearly 500 residents in 10 Villa subdivisions, with approximately 2,200 detectors checked and new batteries installed. The District requests that residents call to schedule an appointment with the crews and to furnish their own 9-volt batteries. The District also offers a smoke detector replacement program for its residents. Currently, only battery-powered detectors are supplied and installed. The District will provide one smoke detector in each sleeping area and a minimum of one additional on each floor. Child Safety Seat Check/Installations: The O Fallon Fire Protection District continues to offer its residents assistance in child safety seat installation and safety checks. The District provides this service at all of our 24-hour staffed facilities. In 2015, fire personnel assisted 145 residents with installing or checking their child safety seats. The District encourages residents to call ahead of time to schedule an appointment with the crews. 13

16 O FALLON FIRE PROTECTION DISTRICT Incident Type Report The District uses the National Fire Incident Reporting System (NFIRS) for categorizing incidents. District fire units respond to calls based on criteria used at the St. Charles County Dispatch Center for dispatching fire units. The District responds on numerous calls to assist St. Charles County Ambulance District personnel for manpower, and in many cases, the fire units are closer to the caller s address than ambulance units. EMS calls continue to account for the largest majority of responses at nearly 55 percent of all responses. 19 2015 ANNUAL REPORT Mutual Aid Report The O Fallon Fire Protection District participates in the Missouri Statewide Mutual Aid system, in which we respond to assist other agencies in the event of large-scale incidents or area coverage. We also receive reciprocal aid from other agencies when needed. 20 O FALLON FIRE PROTECTION DISTRICT Five Year Trends 5 YEAR CALL TYPE TRENDS Although the number of calls for service has varied greatly over the last 5 years, the types of calls have remained consistent. The District experienced a significant increase in calls for service between 2011 and 2012 due to changes in dispatch protocols. 20

The fire loss and property values are estimated by the reporting officer and include both property and content values. Over the last five years, fire crews successfully saved nearly 95 percent of property and contents on incidents involving fire.
