1 National Fire Protection Association 1 Batterymarch Park, Quincy, MA Phone: Fax: M E M O R A N D U M To: From: NFPA Technical Committee on Water Spray Fixed Systems Elena Carroll, Administrator, Technical Projects Date: January 29, 2015 Subject: NFPA 15 First Draft TC FINAL Ballot Results (A2016 Cycle) According to the final ballot results, all ballot items received the necessary affirmative votes to pass ballot. 28 Members Eligible to Vote 3 Not Returned (Noble, Schartel, Streit) 23 Affirmative on All Revisions (Victor, with comments) 2 Negatives on one or more Revisions (Nielsen, Taylor) 0 Abstentions The attached report shows the number of affirmative, negative, and abstaining votes as well as the explanation of the vote for each first revision. There are two criteria necessary for each first revision to pass ballot: (1) simple majority and (2) affirmative 2 /3 vote. The mock examples below show how the calculations are determined. (1) Example for Simple Majority: Assuming there are 20 vote eligible committee members, 11 affirmative votes are required to pass ballot. (Sample calculation: 20 members eligible to vote 2 = = 11) (2) Example for Affirmative 2 /3: Assuming there are 20 vote eligible committee members and 1 member did not return their ballot and 2 members abstained, the number of affirmative votes required would be 12. (Sample calculation: 20 members eligble to vote 1 not returned 2 abstentions = 17 x 0.66 = = 12 ) As always please feel free to contact me if you have any questions.

7 First Revision No. 3-NFPA [ Section No ] * Fire Area. For the purpose of this standard, an area that is physically separated from other areas by space, barriers, walls, or other means in order to contain fire within that area. Submitter Information Verification Submitter Full Name: Chad Duffy Organization: [ Not Specified ] Street Address: City: State: Zip: Submittal Date: Thu Nov 20 08:50:25 EST 2014 Committee Statement Committee Statement: Fire Areas in NFPA 15 are not necessarily meant to contain a fire, but are merely the maximum constraints of a single water spray system. Section , specifically (2) and (5), shows that it is not the intent of this standard to limit a fire to a single fire area * The number of systems expected to operate simultaneously shall be determined by evaluating the following factors: (1)Possible flow of burning liquids between areas before or during operation of the water spray systems (2)Possible flow of hot gases between fire areas that could actuate adjoining systems, thereby increasing demand (3)Flammable gas detection set to automatically actuate systems (4)Manual operation of multiple systems (5)Other factors that would result in operation of systems outside of the primary fire area Response Message: Public Input No. 28-NFPA [Section No ] 6 of 49 1/29/ :33 PM

12 First Revision No. 5-NFPA [ New Section after ] Qualified. A competent and capable person or company that has met the requirements and training for a given field acceptable to the AHJ. Submitter Information Verification Submitter Full Name: Chad Duffy Organization: [ Not Specified ] Street Address: City: State: Zip: Submittal Date: Thu Nov 20 08:57:46 EST 2014 Committee Statement Committee Statement: This suggested revision adds the definition of "qualified" to the standard, and is related to Public Input #21 that adds the term "qualified person" to section 4.3. These two Public Inputs suggest revision to the standard to follow the format of other NFPA standards. This definition was extracted from NFPA 96, section This definition was chosen over the definition of "qualified person" in NFPA 80 because it is simplified, requires acceptance of the AHJ and does not utilize a laundry list more suited for an annex provision. We also suggest petitioning the NFPA Standards Council to consider using one definition for all standards using the term "qualified" or "qualified person" as an Official Definition. Zuspan, Jarrett Negative with Comment Taylor, Dennis W. My concern is that with such a vague definition, and leaving it up to the AHJ, whhich in industry may be a company or plant person who lacks any competency in fire protection engineering design, it becomes purely a subjective evaluation. we have schools, NICET, CFPS, etc. who set standards for 12 of 49 1/29/ :33 PM

14 13 of 49 1/29/ :33 PM competency. We should require some sort of formal certification, not subjective evalaution.

15 First Revision No. 6-NFPA [ Section No ] A study hazard analysis shall be made of the physical and chemical properties of the materials for which the water spray protection is being considered to determine the advisability of its use. Submitter Information Verification Submitter Full Name: Chad Duffy Organization: [ Not Specified ] Street Address: City: State: Zip: Submittal Date: Thu Nov 20 09:06:33 EST 2014 Committee Statement Committee Statement: Response Message: The word study is too vague and provides little direction. Hazard analysis is considered to be a term applicable to the analysis of the design of a water spray system. The use of code reference or other materials qualifies as a hazard analysis. 17 First Revision No. 4-NFPA [ Section No. 4.3 ] 4.3* Workmanship Qualifications. Water spray system design, layout, and installation shall be entrusted to fully experienced and responsible parties only performed by qualified persons. Submitter Information Verification Submitter Full Name: Chad Duffy Organization: [ Not Specified ] Street Address: City: State: Zip: Submittal Date: Thu Nov 20 08:54:47 EST 2014 Committee Statement Committee Statement: The existing text is not clear. This suggested revision would clarify the intent of the provision and utilize text already used in other NFPA documents. This revision eliminates unenforceable terms such as "entrusted" and "fully experienced." This Public Input is related to another Public Input that would add the definition of "qualified". 19 First Revision No. 7-NFPA [ Section No ] A.4.4.3(3) Open trenches and ditches shall should be routed so as not to expose fire fighters, critical equipment and piping, other important structures, or other property of others to a potential falling hazard. Submitter Information Verification Submitter Full Name: Chad Duffy Organization: [ Not Specified ] Street Address: City: State: Zip: Submittal Date: Thu Nov 20 09:17:23 EST 2014 Committee Statement Committee Statement: How is an AHJ to measure avoidance of exposure of fire fighters? This provision in the standard is not measurable. And the term exposure is not clearly defined. This is appropriate as guidance in the annex, rather than a requirement in the body of the standard. An alternative to this suggestion is to revise the provision to direct flow away from specific areas, which would be measureable. While I agree that this language belongs in the annex, the new wording needs to be revised during the 2nd draft revision. Only the fire fighters can be exposed to a falling hazard. The other items in this text can be exposed to a fire hazard from the runoff in a trench or ditch, but not a fall hazard. Negative with Comment Nielsen, Roz I did not think the primary issue here was a falling hazard, rather that it was concern over where burning liquids may be directed.
