All entries must be grown by the exhibitors, except plant material used in gardens and in the Design Section. 3. ALL ENTRIES IN CLASSES FOR FLORISTS & LANDSCAPERS MUST BE IN PLACE NO LATER THAN 10 A.M. MONDAY, AUGUST 20TH AND REMAIN IN PLACE UNTIL 10:00 P.M. SUNDAY, AUGUST 26TH. 4. Failure to comply with the General Rules will cause forfeiture of prize money. 5. ENTER THE FAIRGROUNDS THROUGH THE MAIN GATE. WE SUGGEST ARRIVING BY 7:00 A.M. 6. Judges may withhold awards from exhibitors or exhibits at their discretion in cases of three or less in a class. 7. PEPPERS AND POTTED ARRANGEMENTS MUST BE IN THE POSSESSION OF THE EXHIBITOR for at least 8 weeks prior to the show and exhibited in the container in which they are grown. 8. JUDGES / CONSULTANTS All categories will be judged by a panel of judges qualified in each field. The building will be open to the general public immediately after judging. LANDSCAPE SCHOLARSHIP AND COMPETITION EXHIBIT This scholarship and competition is an opportunity for young talent within the green industry to show off their knowledge and skills. This program for students is a huge opportunity for them to develop their working portfolio. This experience will also connect students with local landscapers throughout the Hudson Valley. Local landscaping businesses will be donating materials, provide a mentorship, and judge the competition. Encouraged to follow the 2018 theme of Dutchess County Landmarks. Participants must be 15 years or older and pursuing an interest in horticulture or landscape. Please contact the Entry Office at or entries@dutchessfair.com for more information! PROTECTED PLANTS Wild-collected plants which are listed as protected in the State of New York will not be permitted in entry. These plants include, but are not limited to, all native Gentiana, all native Fern (except Bracken, Pteridium aquillinum, Hay-scented, Dennstaedtia punctilobula, and Sensitive fern, Onoclea sensibilis), all native Orchids and all native Rhododendron. 6 3582 DCAg Hort_r3_3582 DCAg HortBk_r3 5/8/18 10:06 AM Page 6 PROFESSIONAL EXHIBITS 2018 THEME Dutchess County Landmarks Class Number 223: Commercial Nurseries, Landscapers, Florists, Garden Centers and Related Businesses Participants will create a landscape or garden setting, based on the theme, within the boundaries of the floor plan to be determined by the Commercial Horticulture Committee. Trees, shrubs, flowers, potted plants, stone, wood, masonry, and water may be used. Containers may be incorporated. All plant material must be labeled with common name, genus and species. 2/3 of the Exhibit space must contain ornamental plant materials (ornamentals/perennial/annual). In addition, a separate key with a landscape design plan in the foreground is required. Deductions may be taken if this formula has not been kept. Individual labels or keys must be produced in waterproof printing medium or cov ered by plastic to provide protection during watering. A brief statement of the designer s interpretation of the theme must also be displayed to help viewers understand the intended message. Landscape exhibits must be in place by Monday, August 20, 2018, 10:00 A.M. and must remain in place until 10:00 P.M., Sunday, August 26, Trucks will be allowed in the building for prompt loading and unloading. Displays must be removed within two days of the Fair closing on August 26, Awards: $ per large $ per medium PEOPLE S CHOICE AWARD GIVEN DAILY Blue ribbons will be awarded for Best Landscape Construction (hardscape materials), Best Plant Quality, Best Theme Interpretation, Most Original, Best Design Principles Employed. A display may receive more than one blue ribbon. Awards of Merit may be awarded at the discretion of the superintendents. A Best of Show Rib bon will be awarded to the best overall exhibit (large or small) based on the following point system: Landscape Construction (stonework, fencing, structures, labels, key, etc.) 20 Points Originality and Creativity 20 Points Theme Interpretation 20 Points Plant Condition and Quality 20 Points Design Principles and Proportion 20 Points *** SIGNS MAY BE PLACED AFTER JUDGING IS COMPLETE. These will be judged. A floor-length table cover will need to be provided by the designer of the display. These are on a first come, sign-up basis. You will be reimbursed $ for your efforts. Class Number 224A: Florists - Columnar Pedestal Display The 5 ft. wooden pedestals on the lower level. Keep displays within a 6 ft. space around base of the pedestal. Class Number 224B: Florists - Pedestal Groupings These will be freestanding displays grouped out on the floor, not near a wall on the lower level of the Horticulture building. Wooden boxes (3 of different heights) will be provided. Class Number 224C: Florists - Pedestal Wall Groupings These will be displayed on the lower level against the wall. Wooden boxes (3 of different heights) will be provided. Width of space will be 8 ft. A combined display of floral arrangements presented by your area florists. Mailed entries can be sent to: DCAS Entry Superintendent, PO Box 389, Rhinebeck, NY Entries close two days prior to the Horticulture Show Tuesday Horticulture Show Entry Forms are due Sunday, August 19th. Thursday Horticulture Show Entry Forms are due Tuesday, August 21st. Saturday Horticulture Show Entry Forms are due Thursday, August 23rd. Day of entries will NOT be accepted. You will not be able to add classes. However, you may switch an entry from one class to another class not entered. Payment for your classes will be accepted when you confirm your entries the morning of the show. You will not be charged for entries that are not confirmed. Enter all classes you may have flowers for. This year you will not need an exhibitor number. Your entries will be confirmed, and entry tags printed when you check in the morning of each show. You will not have to write out tags! Your Entry Forms must be filled out completely or it will be returned to you. Labeling varieties of a class increases their value in the judging process. Please use work tables for set-up. Exhibits will be accepted at the Horticulture Building Tuesday from 7:00 A.M. to 8:15 A.M. All exhibits must be in place by 8:15 A.M. Tuesday. Judging will be Tuesday at 8:30 A.M.. Plants may be removed Wednesday night between 9-10 pm. These classes will be judged by Horticulturists. Containers supplied by fair except for Class 21, 68 & 69. Best of Show for floral display and/or arrangements classes 21 & 69. Any Class is subject to subdivision within the class prior to judging. 36 3582 DCAg Hort_r3_3582 DCAg HortBk_r3 5/8/18 10:06 AM Page 36 DEC PROTECTED NATIVE PLANT LIST New York State Department of Environmental Conservation Division of Lands and Forest (518) New York State, for the first time, has given official recognition to truly rare plants. Four lists of plants are included in the new regulation. These lists are endangered, threatened, exploitably vulnerable and rare. The exploitably vulnerable list contains plants that are commercially exploited. The regulation gives landowners additional rights to prosecute collections that take plants without permission. Violators of the regulation are subject to fines of $25 per plant illegally taken. Each list of plants has its own criteria for listing. If a plant occurring in New York is recognized as endangered or threatened by the U.S. Fish and Wildlife Service, it is automatically given protection under the State regulation. Plant names follow those in the book entitled A Checklist of New York State Plants, by Richard S. Mitchell. Scientific names will be used to determine any violation of the regulation. It is expected that the lists will be useful for environmental planning, determining the classification of wetlands and in educating the public on the relative rareness of plants. The lists were developed through the cooperative efforts of the New York State Science Service, the New York Natural Heritage Program and the New York State Department of Environmental Conservation. Many individuals and organizations contributed ideas and suggestions for improving the regulation. It is anticipated that the regulation will be changed every two or three years to reflect new information on the status of plants. EXPRESS TERMS 6 NYCRR Par is repealed. A new Par is adopted to read as follows: Protected native plants. (a) All plants enumerated on the lists of endangered species in subdivision (b) of this section, threatened species in subdivision (c) of this section, exploitably vulnerable species in subdivision (d) of this section, or rare species in sub division (e) of this section are protected native plants pursuant to section of the Environmental Conservation Law. The common names contained on these lists are in cluded for information purposes only; the scientific name shall be used for the purpose of determining any violation. Site means a colony or colonies of plants separated from other colonies by at least one-half mile. (o) The following are endangered native plants in danger of extinction throughout all or a significant portion of their ranges within the state and requiring remedial action to prevent such extinction. Listed plants are those with 5 or fewer existent sites, or fewer than 1,000 individuals, or restricted to fewer than 4 U.S.G.S. 7 1/2 minutes series maps, or species listed as endangered by the United States Department of Interior in the Code of Federal Regulations. 26
