BACKGROUND Resolution #A94/10 at Authority Meeting #5/10, held on June 25, 2010, approved the Greenlands Acquisition Project for Negotiations have been conducted with Mr. Kenneth Yolles of Cassels Brock, Lawyers, who acts as agent on behalf of the owner(s). As part of the conveyance, an access easement will be granted to TRCA across an existing storm sewer easement for future maintenance of the subject lands. Attached is a plan showing the location of the subject lands. 445

9 RATIONALE The subject property falls within TRCA's approved master plan for acquisition for the Mimico Creek watershed as outlined in the approved Greenlands Acquisition Project for Through the review of Site Plan Application No WET 02 SA for proposed commercial development at this site, TRCA staff established the limits of the open space land (i.e. Parts 4, 5 and 6 on Draft Plan of Survey) which is situated partially within the Regional Storm Flood Plain, Regulated Area and valley corridor of the Mimico Creek at this location. TAXES AND MAINTENANCE It is proposed that the lands be turned over to the City of Toronto for management. CARRIED BACKGROUND Resolution #A94/10 at Authority Meeting #5/10, held on June 25, 2010, approved the Greenlands Acquisition Project for Negotiations have been conducted with Ms. Rosemarie Humphries, of Humphries Planning Group Inc., who acts as agent on behalf of the owner. Direct access to the subject lands will be achieved via the end of a cul-de-sac within the internal road system of the subdivision. Attached is a plan showing the location of the subject lands. 448

12 RATIONALE The subject property falls within TRCA's approved master plan for acquisition for the Humber River watershed as outlined in the approved Greenlands Acquisition Project for Through the review of residential subdivision 19T-06V10, TRCA staff established the limits of the open space land (i.e. Block 93 on Draft Plan of Subdivision) which is comprised of a tableland buffer associated with the valley corridor of a tributary of the East Humber River at this location. The buffer is also located within the regulated area of this valley corridor. The adjoining valley Block to the north is part of a separate subdivision application which has not been draft approved as yet; Planning and Development staff has confirmed that the adjoining valley Block will be conveyed to TRCA as part of the approval process for this proposed residential subdivision. TAXES AND MAINTENANCE Based on TRCA's preliminary review of the environmental criteria for lands that are eligible to receive a property tax exemption under the provincial Conservation Land Tax Incentive Program, it would appear that all of the subject property would be eligible for exemption for the 2013 taxation year. The addition of the subject parcel of land will not significantly impact TRCA's maintenance costs at this location. The addition of the subject parcel of land will not significantly impact TRCA's maintenance costs at this location. Colleen Jordan Glenn De Baeremaeker THE EXECUTIVE COMMITTEE RECOMMENDS THAT WHEREAS Toronto and Region Conservation Authority (TRCA) is in receipt of a request from the Regional Municipality of Peel (Region of Peel) to provide a permanent easement for the Hanlan feedermain, on south side of Lakeshore Road East at Dixie Road; WHEREAS it is in the best interest of TRCA in furthering its objectives as set out in Section 20 of the Conservation Authorities Act to cooperate with the Region of Peel in this instance; THEREFORE LET IT BE RESOLVED THAT a permanent easement containing a total of 0.27 hectares (0.68 acres), more or less, be granted to the Region of Peel for the Hanlan feedermain, said land being located on the south side of Lakeshore Road East at Dixie Road, City of Mississauga, Region of Peel, designated as Parts 1 and 2 on Draft Plan prepared by David B. CARRIED BACKGROUND The 2,400-millimetre (mm) diameter Hanlan Feedermain will extend approximately 15 km north from the Lakeview Water Treatment Plant to the existing Hanlan Reservoir and Pumping Station located at Britannia Road and Tomken Road. As documented in the Region s 2007 Water & Wastewater Master Plan Update, this new Hanlan Feedermain is required to meet the Region s future water supply needs to support planned growth, including intensification in the City of Mississauga. The proposed feedermain will also provide back-up service in the event of a disruption to the existing feedermain. The Region of Peel has requested a 0.27 hectares (0.68 acres) permanent easement for part of the Hanlan Feedermain and approximately 0.98 hectares (2.43 acres) temporary easement for construction and storage on the south side of Lakeshore Road East at Dixie Road. The subject TRCA-owned lands were acquired from Canada Post Corporation on October 30, 1992 under the Land Acquisition Project Waterfront Component. Plantings All lands to be disturbed by construction will be stabilized and, where deemed appropriate by TRCA staff during their review, revegetated with native woody and herbaceous plant material. A plan illustrating the permanent easement and temporary working easement location is attached. CARRIED BACKGROUND TRCA'S Clothing Guidelines and Allocations states that: Toronto and Region Conservation Authority (TRCA) staff is required to present themselves to the public and co-workers in a professional manner of dress at all times, appropriate to the work conditions. Each year, as part of the TRCA Clothing Guidelines and Allocations, TRCA places uniform orders throughout the year for approximately 800 employees. RATIONALE Request for Quotations were sent to the following six companies whom TRCA has purchased clothing from in the past five years: Canadian Linen and Uniform Service; Cintas Canada Limited; Cotton Candy; Dufferin Apparel; Grant Custom Products; Needham Promotions Inc. The quotation provided sample product numbers of items TRCA currently purchases in order to ensure that like quality items were priced. Bidders were requested to quote on these exact products when possible, or a substitute close in quality and specifications. In addition, the quotation indicated a requirement to provide an on-line TRCA catalogue of available items for ease and consistency in purchasing. 31 THE EXECUTIVE COMMITTEE RECOMMENDS THAT the Stormwater Management Criteria Document (August 2012) prepared by Toronto and Region Conservation Authority (TRCA) be approved; THAT staff be directed to disseminate the final document to municipal staff, the development industry and other agencies through technical meetings and a posting on the TRCA and Sustainable Technologies Evaluation Program websites; AND FURTHER THAT staff be directed to apply the stormwater criteria presented in the document to all new development applications. CARRIED BACKGROUND Effective management of stormwater is critical to the health of our streams, rivers, lakes, fisheries and terrestrial habitats. The practice of managing stormwater continues to evolve as the science of watershed management and understanding of our watersheds grow. TRCA has been involved in integrated watershed planning and monitoring activities for many years, and the results of this work have revealed that the health of a watershed declines with increasing urbanization. This deterioration has occurred despite widespread adoption of conventional stormwater management approaches that rely heavily on end-of-pipe practices such as detention ponds. Recent watershed studies have concluded that supplementing conventional approaches with low impact development (LID) practices is essential to protect watershed health and improve resiliency to anticipated impacts of climate change. In 2010, TRCA published the Low Impact Development Stormwater Management Planning and Design Guide (LID Guide) as a tool to help developers, consultants, municipalities and landowners understand and implement site and conveyance stormwater practices. At Authority Meeting #3/09, held on April 24, 2009, staff received approval to finalize and disseminate the LID Guide. The LID Guide presented a new paradigm of stormwater management (SWM) aimed at improving watershed health through the implementation of Low Impact Development, a strategy that seeks to maintain natural water balance and mitigate the impacts of increased runoff and stormwater pollution. LID consists of a set of site design approaches and small scale stormwater practices that promote the use of natural systems for infiltration, evapotranspiration and reuse of rainwater. These practices can effectively remove nutrients, pathogens and metals from stormwater, and they reduce the volume and intensity of stormwater flows. Examples of LID practices include permeable pavement, rainwater cisterns and greenroofs. In order to have LID better integrated into SWM plans for new development, at Authority Meeting #3/09, held on April 24, 2009, TRCA approved the development of a SWM Criteria Document, as per Resolution #A45/09, in part, as follows: THAT staff be directed to develop a stormwater management criteria document, in consultation with municipal, provincial and other interested stakeholders, that presents an integrated set of stormwater management criteria (flood protection, water quality control, erosion control, water balance) which may be used to select and size stormwater management practices presented in the Low Impact Development Stormwater Management Manual; AND FURTHER THAT staff report back to the Authority when the draft stormwater management criteria document has been developed. 468

32 Staff began work on the Criteria Document shortly after the Authority meeting in Since then, staff has continued to review and approve SWM plans for new development. In some cases the updated criteria which encourages the use of LID have already been implemented as a best management approach in many new plans and community site designs in order to prevent increases in flood risk, better manage baseflow characteristics, prevent stream erosion and preserve water quality. Based on experience to date, the updated criteria can result in modest changes to site planning approaches, many of which can save costs and enhance the green infrastructure of a new development. The document was developed in consultation with all municipalities in TRCA s jurisdiction, the Ontario Ministry of Environment (MOE), the Building, Industry and Land Development Association (BILD) and Credit Valley Conservation Authority (CVC). A final workshop was held on April 26, 2012 with these organizations where the Stormwater Criteria Document was presented in detail. After the workshop, comments were received and addressed over that past four months. In summary, TRCA's municipal partners and MOE supported the document with minor edits to ensure that the document was consistent with municipal and provincial stormwater guidelines and criteria. Comments received from BILD focused on ensuring that the criteria presented in the document were practical and achievable. TRCA met with BILD on August 22nd and 27th, 2012 to go over their comments in detail and changes were made to the document to allow for more flexibility while not compromising on the necessary criteria for SWM. It is important to note that many of the criteria and best management practices promoted in the document are already requirements of many TRCA municipalities (eg. City of Toronto, Town of Ajax) and have been imbeded in municipal official plans (eg. City of Toronto, York Region, Peel Region, City of Vaughan). The final document is available to download at A few hard copies will be available at the meeting and additional copies will be made available upon request. RATIONALE The practice of managing stormwater is continuing to evolve as the science of watershed management and understanding of our watersheds grow. Effective management of stormwater is critical to the continued health of our streams, rivers, lakes, fisheries and terrestrial habitats. In simple terms, precipitation that lands on the ground surface is distributed in several directions. Some of the water infiltrates the ground (infiltration), some of it runs off the surface (runoff), and much of the remainder either evaporates or is consumed by plants (evapotranspiration). This is referred to as the water cycle. In natural settings, the presence of vegetation and the lack of hard surfaces define this distribution such that a relatively small part of the rainfall produces runoff. In built communities, the introduction of hard surfaces and the reduction in vegetated cover alter this proportion such that significantly more runoff is generated, and less water is taken up by evapotranspiration from natural vegetation or makes its way into the ground to naturally recharge our streams, wetlands and groundwater resources. 469

33 During storm events, the increase in surface runoff usually generated by our communities can result in flooding and erosive damage to our streams and structures. In addition, human activity produces pollution, which in combination with the increased runoff can degrade the quality of our water resources. Together these by-products of urbanization also degrade our natural heritage systems, and can cause hydrological, water quality and ecological impacts to natural heritage features. The Stormwater Management Criteria Document was developed to provide guidance in the planning and design of stormwater management infrastructure for developers, consultants, municipalities and landowners, and outlines the processes and infrastructure (both LID and conventional SWM practices) needed to mitigate the impacts of urbanization on the natural water cycle to: prevent any increases in flooding; protect water quality; preserve groundwater and baseflow characteristics; prevent in-stream erosion; and, maintain an appropriate diversity of terrestrial and aquatic habitat and opportunities for human uses. The design criteria presented in the document includes sections on: water quantity (flood protection); water quality; erosion control; water balance (for both groundwater recharge and protection of natural features); and, SWM practices. The following provides a brief summary of each of the sections in the document and highlights the directions being proposed, including changes from previous guidance. Water Quantity (Flood Control) Water quantity in stormwater management, refers to the control of flood flows created by stormwater. Development is required to address water quantity in order to protect downstream properties from flood increases due to upstream development. Typically, watercourses in urban watersheds are characterized by fast or flashy responses to rainfall events due to higher amounts of impervious area that increase the volume and frequency of stormwater surface flows. Controlling flood flows for the and Regional design storm events as outlined in the Stormwater Management Criteria Document seeks to ensure that new development does not increase the risk of flooding downstream. 470

34 This criteria has been standard practice for decades and has undergone very little change in this document. The only addition is identifying the need to also analyze and potentially mitigate the impacts of urbanization on Regional flood (Hurricane Hazel) flows for large development proposals. Traditionally stormwater flows have only been managed to the 100 year level, as impacts on Regional Storm flows were considered minor due to soil saturation and watershed hydrological timing. Recent hydrological modelling completed by TRCA has found that as urbanization continues further from Lake Ontario, in the headwater areas, there is a potential that flood risks downstream can increase for the Regional storm event. TRCA is currently leading an initiative through Conservation Ontario which is examining this issue in more detail and will be developing options for mitigation with input from the Ministry of Natural Resources and other conservation authorities experiencing the same problem. Results from this initiative will be completed in mid 2013 and a summary report to the Authority will be prepared. Water Quality In addition to affecting the distribution of water quantity in the different components of the water cycle, urbanization adversely impacts the quality of the rainfall once it comes into contact with the ground surface and associated features. As storm runoff travels across roofs, parking lots and other hardened surfaces, a variety of contaminants and pollutants accumulate, which are ultimately conveyed to receiving watercourses. The loss of the original vegetation and topsoil eliminates a valuable filtering mechanism for storm runoff. The Stormwater Management Criteria Document seeks to ensure that new development does not increase pollutants entering receiving water bodies through the implementation of a combination of source and conveyance controls, commonly referred to as LID, and conventional end of pipe facilities, such as SWM ponds that promote filtration and pollutant removal. This criteria is based on an Enhanced Level of Protection (80% TSS (total suspended solids) removal) as described in the MOE Stormwater Planning and Design Manual (2003) which has been a requirement since Traditionally, the water quality criteria has been addressed through the construction of SWM ponds as the only means of achieving the criteria. TRCA's new SWM Criteria document provides a method to achieve this criteria using LID and highlights the added benefits of LID in mitigating thermal impacts of stormwater to protect sensitive fish habitat such as Redside Dace and Trout. Erosion Control The urbanization of a watershed has a direct impact on the morphology, or physical shape and character, of the local receiving watercourses. For example, in order to accommodate the increased volume and velocity of surface runoff, widening and undercutting of the receiving watercourse can occur, in turn causing banks to slump and fail during severe storms. In addition, the bed of the watercourse may change due to sediment covering the natural substrate with shifting deposits of mud, silt and sand, thereby affecting aquatic habitat. Further, downcutting of the channel bed creates instability which can lead to increases in the velocity of stream flow and erosion both upstream and downstream. Finally, loss of riparian tree canopy cover results from the constant undercutting and failure of the stream banks, exposing tree roots and other woody vegetation that would otherwise serve to stabilize the banks of the watercourse. TRCA s erosion control criterion, as outlined in the Stormwater Management Criteria Document details how erosion must be mitigated using acceptable SWM practices based on development area, size and character of the receiving watercourse. 471

35 The SWM criteria document provides a new direction in mitigating erosion potential through managing both stormwater volumes and flows using a combination of source and conveyance controls, commonly referred to as LID, and conventional end of pipe facilities such as SWM ponds that promote volume and peak flow reductions. Traditionally erosion control has been achieved using only conventional strategies such as SWM ponds by managing stormwater flows. Current research and monitoring completed by the TRCA recommends stormwater volumes be managed as well to mitigate erosion potential. Water Balance (Groundwater Recharge and Natural Features) Alteration of the water cycle due to urbanization can harm natural features that are sensitive to changes in hydrology such as watercourses, wetlands and woodlands, and reduce the amount of rainfall available to recharge groundwater and sustain aquifers where appropriate. The Stormwater Management Criteria Document outlines where in TRCA s jurisdiction infiltration is required to sustain groundwater resources and baseflow and provides guidance on designing stormwater management systems that protect hydrologically sensitive natural features. The SWM criteria has now been updated to emphasize the importance of minimizing the impacts of development and urbanization on the water cycle through a "water balancing" methodology, which will inherently mitigate impacts associated with flood risk, water quality, erosion, groundwater recharge and the related impacts to natural heritage features. SWM Practices There are numerous combinations of SWM practices that can be incorporated into a new development to achieve the above-noted criteria. The SWM Criteria Document references the Ministry of the Environment s Stormwater Management Planning and Design Manual (MOE 2003), TRCA s Low Impact Development Stormwater Management Planning and Design Guide (TRCA/CVC 2010) and various municipal SWM guidelines for design guidance. Traditionally, the impacts of urbanization on stormwater has been mitigated through the implementation of SWM ponds as the only means of treatment. The Stormwater Management Criteria Document emphasizes the importance of the treatment train approach to SWM, which consists of treating stormwater at the source, conveyance and at end-of-pipe using a combination of innovative site design strategies and SWM practices. For example, LID practices such as bioswales can be used at source and in the conveyance system to meet water quality and water balance objectives while a downstream dry detention basin can be used to meet flood control objectives. DETAILS OF WORK TO BE DONE TRCA staff will take the following steps to finalize and implement the Stormwater Management Criteria Document: disseminate the Stormwater Management Criteria Document to municipal staff, the development industry and other agencies through technical meetings and an communication to municipal engineering departments, MOE and BILD; posting of the document on the TRCA and Sustainable Technologies Evaluation Program websites; and continue applying the document through the plan input and review process to new development applications. 472

CARRIED BACKGROUND Maintenance dredging at Coatsworth Cut, Ashbridge's Bay Park was last completed in 2011 with the removal of approximately 2,500 cubic metres of material. The dredged material was tested and deemed to meet open water and parkland quality guidelines for disposal at Tommy Thompson Park (TTP) for use in the construction of habitat projects within the park. TRCA performed an updated sounding survey of the channel in May 2012 which indicated that additional material had been deposited within portions of the channel since completion of dredging operations in Maintenance dredging is expected to commence in the second week of September 2012 to provide for continued safe navigation throughout the remainder of the year and into RATIONALE Due to the redistribution of material within the channel and additional deposition, portions of the channel have become narrowed, limiting safe navigation for local boaters for the remainder of the 2012 season and into As a result, TRCA proposes to dredge approximately 2,400 cubic metres of material using a combination of water and land-based equipment for dredging and off site disposal to TTP for use in the construction of on site habitat projects as part of the master plan implementation. Tender RSD was publicly advertised on the electronic procurement website Biddingo ( on Thursday July 26, 2012 with a mandatory site information meeting held on Tuesday, July 31, Tender packages were sent to seven contractors as follows: Dean Construction; Galcon Marine Ltd.; Iron Trio Inc.; McPherson-Andrews Contracting Ltd.; Metric Contracting Services; The Ontario Construction Co. CARRIED BACKGROUND At Authority Meeting #3/12, held on April 27, 2012, amended Resolution #A47/12 was approved as follows: THAT staff be directed to proceed with the planning activities required to initiate the Lower Humber Weirs Study; THAT staff be directed to explore community access in the weir studies to provide connections across the Humber River; AND FURTHER THAT staff pursue all available funding opportunities to finance the Study. TRCA staff has initiated a study to develop a long-term, low maintenance solution that achieves non-jumping fish passage across 10 weirs in the Lower Humber River, while considering the function of these weirs, if any, with respect to maintaining channel stability, protecting existing municipal and parkland infrastructure and areas of active bank erosion (Attachment 1). In support of the Lower Humber Weirs Study, TRCA requires a consulting team to provide professional consulting and engineering services, as outlined in Request for Proposal (RFP) PMO12-09, in order to undertake a fluvial geomorphic analysis, assess structural stability of existing weirs and provide comment on geotechnical conditions within the defined study area. Based on the outcome of the study, staff will proceed to develop a comprehensive weir mitigation strategy that will achieve, whether wholly or in part, TRCA s watershed, fisheries and flood protection objectives, and address or prevent localized erosion problems occurring within the defined study area. RATIONALE RFP# PMO12-09 for the fluvial geomorphic analysis, structural stability assessment and geotechnical comment for the Lower Humber Weirs was made publically available to prospective consultants on the procurement website on July 5, A total of 24 firms downloaded the full RFP package. On August 9, 2012, TRCA received eight proposals and bids in advance of the 12:00 pm (noon) submission deadline for RFP# PMO Proposals were received by following consulting firms: AECOM; Aquafor Beech Limited; Dillon Consulting Limited; GHD; McCormick Rankin (MMM Group Limited); OEL-Hydrosys Inc.; Parish Geomorphic Ltd.; Stantec Consulting Ltd. 483

47 The RFP Bid Opening Committee opened the RFP's on August 9, 2012 and deemed that all eight proposals met the minimum requirements of the RFP. The proposal bids consisted the following results: Consulting Firms Fees (Plus HST) Aquafor Beech Limited $127, Parish Geomorphic Ltd. $139, Stantec Consulting Ltd. $144, GHD $145, OEL-Hydrosys Inc. $148, AECOM $164, Dillon Consulting Limited $176, McCormick Rankin (MMM Group Limited) $299, Members of the Proposal Selection Committee, consisting of TRCA staff, received copies of the proposals on August 10, The Proposal Selection Committee Review Meeting was held on August 21, Proposals were evaluated using a scoring method consisting of 70% of the total marks based on the technical review of the proposal and the remaining 30% based on the fee proposal. Given the complexity of the proposed work and the close scoring of the top three proposals (on the basis of service for value), three firms (Stantec, GHD and Aquafor Beech) were invited for an interview to demonstrate their understanding of the scope of work. Interviews were held on August 24, 2012 with Aquafor Beech Limited, GHD and Stantec Consulting Ltd. At the conclusion of the interviews, it was determined that the technical proposal and fee proposal (valued at $144,561.00) submitted by Stantec Consulting Ltd. offered the best service for value. The criteria used to evaluate the submissions and to select the recommended consultant included the following: applicable experience of the responding consulting firms; experience, qualifications and availability of individual team members proposed for this project; consultant understanding of the assignment; proposed approach and methodology for this assignment including an assessment of any anticipated difficulties and the proposed approach to overcome them; proposed schedule and work plan, and ability to comply with the proposed schedule; detailed cost breakdown. 484
