2 10.15 CITY OF TORONTO 5 CITY OF TORONTO [NORTH YORK COMMUNITY COUNCIL AREA] To construct, reconstruct, erect or place a building or structure, site grade, temporarily or permanently place, dump or remove any material, originating on the site or elsewhere, and alter a watercourse, in G. Ross Lord Park, near Dufferin Street and Steeles Avenue West, in the City of Toronto (North York Community Council Area), Don River Watershed, as located on property owned by TRCA under management agreement to the City of Toronto. The purpose is to realign a segment of channel to protect existing sanitary sewers. Works will involve reconstruction of the channel and relocation of sewer infrastructure, followed by restoration of the site. The Ministry of Natural Resources and Forestry warm water fisheries timing window will apply to this proposal, unless otherwise specified in writing by MNRF. 2

Ross Lord Park, located on the east side of Dufferin Street, south of Steeles Avenue West. This channel realignment is being necessitated to protect an exposed sanitary sewer maintenance chamber from channel erosion issues. These works were previously identified in a municipal class environmental assessment, completed in Works will involve reconstruction of the banks, construction of riffles and pools, and installation of various bank treatments. Two existing mm concrete sanitary sewers will also be relocated to move the maintenance chambers out of the channel, and to provide a buffer between the subsurface infrastructure and the watercourse. The banks will be reinforced with buried armour stone walls, while armour stone ribbing will be installed upstream and downstream of the new sewer crossing below the channel, in addition to vegetated geogrids and vegetated roundstone. An existing concrete weir located downstream of the exposed maintenance chambers will be removed and replaced with a new boulder cluster. 6

7 Access to the site will be obtained via an existing multi-use trail connecting to Steeles Avenue West, east of Dufferin Street, with two staging areas to be created adjacent to the trail. Two coffer dams will be established for all construction works to occur in the dry, with watercourse flows to be bypass pumped around the work area. Silt fence will enclose the work areas from the natural system, while dewatering discharge will be disposed through a filter bag set back from the watercourse banks. There are approximately 20 tree removals associated with this project, mostly consisting of non-native, invasive species. Site restoration will include the planting of 61 new native trees and 640 shrub plants. The locations disturbed by the staging areas will be restored with terraseeding, while 620 willow and dogwood live stakes will be incorporated into the vegetated bank treatment, creating a net positive. Works are expected to occur in Control of Flooding: The proposed works are not anticipated to impact flooding, flood storage or conveyance of flood waters. All grades will be maintained or matched. Pollution: Erosion and sediment control measures (silt fence and coffer dam) will be installed prior to construction and maintained for its duration. These measures are being implemented to prevent the release of construction generated sediment into the West Don River. Erosion and sediment control measures have been provided in accordance with the Greater Golden Horseshoe Area Conservation Authorities Erosion and Sediment Control Guideline for Urban Construction (2006). Dynamic Beaches: The proposal will not have any implications to dynamic beaches. Erosion: There are no impacts identified to slope stability or erosion as a result of these works. Conservation of Land: The Ministry of Natural Resources and Forestry warm water fisheries timing window will apply to this proposal, unless otherwise specified in writing by MNRF. Plantings There are approximately 20 tree removals associated with this project, mostly consisting of non-native, invasive species. Site restoration will include the planting of 61 new native trees and 640 shrub plants. The locations disturbed by the staging areas will be restored with terraseeding, while willow and dogwood live stakes will be incorporated into the vegetated bank treatment, creating a net positive. The restoration plan will ensure all disturbed areas are restored to pre-construction conditions, or better, upon completion of work. 7
