To construct, reconstruct, erect or place a building or structure, site grade and temporarily or permanently place, dump or remove any material, originating on the site or elsewhere on Kennedy Road from Old School Road to Waterville Way, in the Town of Caledon, Etobicoke Creek Watershed, as located within the road right-of-way under Enbridge Gas Distribution Inc. Franchise Agreement. The purpose is to install a gas pipeline on Kennedy Road from Old School Road to Waterville Way. The warmwater fisheries timing window will apply to this project where trenchless tunnelling is proposed under a tributary of the Etobicoke Creek. Enbridge Gas Distribution Inc. will be using the Fisheries and Oceans Canada (DFO) Operational Statement for High Pressure Directional Drilling. 196

2 TOWN OF MARKHAM EX EX EX MONARCH CORPORATION To construct, reconstruct, erect or place a building or structure, site grade and temporarily or permanently place, dump or remove any material, originating on the site or elsewhere on Part Lot 23, Concession 3, (Woodbine By-pass and Elgin Mills Road), in the Town of Markham, Rouge River Watershed as located on the property owned by Monarch Corporation. The purpose is to facilitate the construction of Prince Regent Street, in the Cathedral Community, including the placement of granular material, curbs and asphalt, over top of an existing culvert. 198 REGIONAL MUNICIPALITY OF YORK To construct, reconstruct, erect or place a building or structure, site grade, temporarily or permanently place, dump or remove any material, originating on the site or elsewhere and alter a watercourse on Beaver Creek, 110m east of Frontenac), in the Town of Markham, Rouge River Watershed as located on the property owned by Regional Municipality of York. The purpose is to permit an approximately 18m extension of the existing 8.5m x 2m box culvert located 110m east of Frontenac Drive under Highway 7, construction of two new storm drain outlets (450mm and 375mm diameter), replacement of an existing 600mm pipe outlet and headwall including the installation of an oil grit separator, improvements to the roadside drainage ditches along the north and south sides of Highway 7, and raising the existing retaining wall on the south side of Highway 7 to match the proposed sidewalk. The works are being completed as part of the Highway 7 widening for the VIVA H3 expansion project. A Letter of Advice will be written by TRCA staff on behalf of Fisheries and Oceans Canada (DFO) and the Ministry of Natural Resources (MNR) warm water fisheries timing window will be applied to the works. 200 REGIONAL MUNICIPALITY OF YORK To construct, reconstruct, erect or place a building or structure, site grade and temporarily or permanently place, dump or remove any material, originating on the site or elsewhere at Bob Hunter Memorial Park (7218 Reesor Road), in the Town of Markham, Rouge River Watershed as located on the property owned by the Toronto and Region Conservation Authority. The purpose is to permit the replacement of the existing Tanglewood Pedestrian Bridge located in Bob Hunter Memorial Park. A Letter of Advice will be written by TRCA staff on behalf of Fisheries and Oceans Canada (DFO). The Ministry of Natural Resources (MNR) warm water fisheries timing window will apply to the works. 202

3 TOWN OF RICHMOND HILL EX REGIONAL MUNICIPALITY OF YORK To construct, reconstruct, erect or place a building or structure on 103 Pugsley Avenue, in the Town of Richmond Hill, Don River Watershed as located on the property owned by Regional Municipality of York. The purpose is to permit the construction of a new diesel generator station, fuel storage tank, driveway landscaping, and site restoration with native tree and plant species. 204

5 TO: FROM: Chair and Members of the Executive Committee Meeting #9/11, October 14, 2011 Adele Freeman, Director, Watershed Management Item EX8.3 RE: NAMING OF TORONTO AND REGION CONSERVATION AUTHORITY ASSET Pedestrian Bridge in Boyd Conservation Area KEY ISSUE Approval to name a pedestrian bridge in honour of the Huron-Wendat First Nations in Boyd Conservation Area. RECOMMENDATION THAT one existing pedestrian bridge located on Toronto and Region Conservation Authority (TRCA) land known as Boyd North in Woodbridge, City of Vaughan be given the First Nations name of "Sarenhes Bridge" in honour of the Huron-Wendat Nation's ancestral ties to the area; AND FURTHER THAT Friends of Boyd Park, Humber Watershed Alliance and the City of Vaughan be so advised. BACKGROUND TRCA and the City of Vaughan have constructed a multi-use trail that follows the Humber valley from Kleinburg to Boyd Conservation Area. Several pedestrian bridges have also been installed as part of the trail system. Humber Watershed Alliance members, Friends of Boyd Park and other residents have long advocated that the history of the area and points of interest be promoted along the trail using interpretive signs and the naming of the pedestrian bridges. First Nations Peoples lived in the Humber River valley following the retreat of the Laurentide Ice Sheet. PaleoIndian People (12,000-10,000 years B.P.) would have been the first inhabitants, followed by "People of the Archaic Period" (10,000 to 2,800 B.P.) and those of the "Woodland Period" (circa B.C A.D.1650). A large village community of the Huron-Wendat People once lived on the property now known as Boyd North in Woodbridge. Evidence of longhouses have been discovered from the Late Woodland Period (circa A.D ). The villagers would have used the fertile flood plain beside the river for growing crops of corn, squash and beans. The river also provided them clean drinking water and fish. In honour of the significant ancestral tie to this area, TRCA staff proposes that one pedestrian bridge in the vicinity of a well known archaeological site be dedicated to the First Nations Peoples who were the first human inhabitants of this valley. Decedants of the Huron-Wendat who now live in Quebec were asked to suggest a name for one pedestrian bridge. The name "Sarenhes" was suggested. It is the Huron-Wendat word meaning "The tall tree". TRCA archaeological staff, Vaughan staff, Friends of Boyd Park and members of the Humber Watershed Alliance agree with the suggested First Nations name. 189

6 Naming of TRCA assets requires Authority approval, but staff is requesting the approval of the Executive Committee rather than the Authority due to time sensitivity as a public nature hike including an informal sign unveiling ceremony has been proposed by community members for October 16, DETAILS OF WORK TO BE DONE Upon approval, the sign will be created and installed adjacent to the pedestrian bridge in Boyd North just north of Rutherford Road, in close proximity to the regionally significant Seed-Barker archaeological site. It has also been suggested that this well known archaeological site be renamed to reflect its Huron-Wendat heritage. This matter will be further investigated by TRCA staff before bringing a report to the Authority. A small informal unveiling ceremony will be hosted on October 16, 2011 in partnership with representatives of the Huron-Wendat Nation, City of Vaughan, TRCA and members of the community. The permit will be issued for the period of October 14, 2011 to October 13, 2013 in accordance with the following documents and plans which form part of this permit: Letter of Undertaking to provide revisions to engineering and landscape drawings to the satisfaction of TRCA staff; dated October 5, 2011; received October 5, RATIONALE The application was reviewed by staff on the basis of the following information: Proposal: Enbridge Gas Distribution Inc. has proposed the installation of a gas pipeline on Kennedy Road with one crossing under a tributary of the Etobicoke Creek, between Old School Road and Waterville Way, in the Town of Caledon. The two regulated features along Kennedy Road are a watercourse and a valleyland feature. The watercourse crossing is located on Kennedy Road, approximately 1341 m south of Old School Road and the gas pipeline will be installed using the method of High Pressure Directional Drilling (HPDD) under the crossing. The proposed gas pipeline at the intersection of Old School Road and Kennedy Road will be installed by open cut method. All works will be contained within the road right-of-way. 196

13 Control of Flooding: No impacts are anticipated to the storage or conveyance of floodwaters as a result of this project. Pollution: Standard erosion and sediment control measures (Heavy Duty Silt Fence) will be implemented prior to construction and maintained for the duration of construction, and until the site is stabilized and restored, in order to prevent construction generated sediments from entering the watercourses. Erosion and sediment measures have been provided in accordance with the TRCA Erosion and Sediment Control Guideline for Urban Construction. Dynamic Beaches: Not applicable Erosion: There are no geotechnical/slope stability issues that were identified with the proposal. Conservation of Land: With erosion and sedimentation plans in effect, the potential for a Harmful, Alteration, Disruption or Destruction (HADD) of fish habitat will be mitigated. The warmwater fisheries timing window (July 1 - March 31) will apply to this project. Enbridge Gas Distribution Inc. will be using the Fisheries and Oceans Canada (DFO) Operational Statement for High Pressure Directional Drilling. Plantings Work will take place within the road right-of-way. 15 Proposal: The subject property is located between Highway 404 and Woodbine Avenue, north of Major Mackenzie Drive in the West Cathedral Community, Town of Markham. In accordance with the West Cathedral Secondary Plan and Master and Environmental Servicing Plan, the portion of East Carleton Creek that traverses the plan area was realigned and restored - a TRCA permit for which was issued June 2008 (and expired in June 2010). The original permit included the restoration of East Carlton Creek which involved the widening of the valley corridor, the realignment of the entire watercourse within the West Cathedral community based upon natural channel design principles, and the installation of a culvert to provide an overpass for a future road connection. These restoration and infrastructure works are now complete, however the final grading of the future road located adjacent to East Carleton Creek, as well as the completion of the road across the top of the culvert, remains outstanding. This permit is to complete the construction of Prince Regent Street, which crosses the enhanced East Carleton Creek corridor. The works include the installation of erosion and sediment controls along East Carlton Creek, the placement of granular material, curbs and base and top coat of asphalt, within the area in which the road is to be constructed. The drawings provided are consistent with the engineering drawings approved by the Town of Markham. Control of Flooding: The proposed realignment of the corridor has been completed to contain Regional Storm flows, as such, there are no storage or conveyance of flood waters associated with this permit. Pollution: Appropriate Sediment and Erosion control measures will be put in place and maintained during all construction phases. Dynamic Beaches: Not applicable Erosion: Sediment and erosion control measures will remain in place throughout the construction phases. There are no geotechnical concerns associated with this proposal. Conservation of Land: Landscape and enhancement plans, which met TRCA s requirements, were implemented a part of the previous permit. Plantings No plantings are required as part of the application. Policy Guidelines: The proposed works are consistent with Section Infrastructure and Servicing - of TRCA's Valley and Stream Corridor Management Program. 199

17 RATIONALE The application was reviewed by staff on the basis of the following information: Proposal: The proposal involves construction of an approximately 18m extension of the existing 8.5m x 2m box culvert located 110m east of Frontenac Drive under Highway 7, construction of two new storm drain outlets (450mm and 375mm diameter), replacement of an existing 600mm pipe outlet and headwall including the installation of an oil grit separator, improvements to the roadside drainage ditches along the north and south sides of Highway 7, and raising the existing retaining wall on the south side of Highway 7 to match the proposed sidewalk, in a Regulated Area of the Rouge River Watershed, in the Town of Markham, Regional Municipality of York. The work is being undertaken to support the widening of Highway 7 to accommodate new rapid transit lanes as part of VIVA's H3 expansion project. In addition to the widening, water quality enhancements have been proposed in order to provide additional treatment of road drainage and improve the existing storm water system. Control of Flooding: The project is located within the Regional Storm Flood Plain. The proposed work will have minimal impacts to the existing grades and configuration of the current stormwater conveyance scheme, and is therefore not anticipated to negatively affect the conveyance or storage of flood waters. Pollution: Standard erosion and sediment control measures (sediment control fence and coffer dams) will be implemented prior to construction, maintained for the duration, and removed only after the site is stabilized and restored. Erosion and sediment control measures have been provided in accordance with the TRCA Erosion and Sediment Control Guidelines for Urban Construction. Dynamic Beaches: Not applicable Erosion: No geotechnical/slope stability issues have been identified for the proposal. Conservation of Land: The work and access areas will be isolated from the creek with sediment and erosion control fencing and all in-water/channel works will be isolated with coffer dams and a bypass pumping system. 19 Proposal: The proposal involves the replacement of the existing Tanglewood Pedestrian Bridge located in Bob Hunter Memorial Park, north of Steeles Avenue East, west of Reesor Road, within a Regulated Area of the Rouge River Watershed, in the Town of Markham. The Tanglewood Bridge replacement is being done as part of the Southeast Collector Enhancements and in accordance with the Bob Hunter Memorial Park Enhancement Plan. This project is being undertaken by York Region as part of their Bob Hunter Memorial Park Enhancement Plan, and relates to Condition 13 of the Ministry of Environment's conditions of approval for the Southeast Collector Trunk Sewer Project. The work will include: removal of the east abutment and installation of an armourstone/boulder wall on the south side of the west abutment to buttress the existing gravel/stone wall. The bridge foundation will be installed using a drilled caisson method, and new abutments will be installed further from the creek using cast in place pile caps. The bridge will be assembled and placed on the abutments to minimize the amount of construction taking place above the watercourse. Control of Flooding: The project is located within the Regional Storm Flood Plain. The proposed construction will increase the height of the bridge over the watercourse and provide additional clearance for flood waters, and grading works will cut the existing slope to achieve a more gradual, stable grade. The works are not anticipated to negatively affect the conveyance or storage of flood waters. Pollution: Standard erosion and sediment control measures (sediment control fence and metre bags) will be implemented prior to construction, maintained for the duration, and removed only after the site is stabilized and restored. Erosion and sediment control measures have been provided in accordance with the TRCA Erosion and Sediment Control Guidelines for Urban Construction. Dynamic Beaches: Not applicable Erosion: The eastern bridge abutment will be removed and the slope will be altered to achieve a 3:1 slope gradient in order to mitigate erosion concerns. The proposed design represents an improvement to the existing conditions as it relates to slope stability and erosion protection. Conservation of Land: The work and access areas will be isolated from the creek with sediment and erosion control fencing and grading and abutment locations will be isolated with coffer dams. The project also includes the replacement of four pumps, HVAC, and associated electrical and instrumentation work within the existing building. Control of Flooding: The proposed work is partially located within the estimated Regional Storm Flood Plain. The work will require minor changes to the existing grades and construction of a portion of the new generator station within the estimated flood plain. However, due to the minor nature of the changes, no negative impacts to the conveyance or storage of flood waters is anticipated. Pollution: Standard erosion and sediment control measures (sediment control fencing) will be implemented prior to construction, maintained for the duration, and removed only after the site is stabilized and restored, in order to isolate the work area from the watercourse. Erosion and sediment control measures have been provided in accordance with the TRCA Erosion and Sediment Control Guidelines for Urban Construction. Dynamic Beaches: Not applicable. Erosion: No impacts to slope stability have been identified for the proposal. Conservation of Land: There will be no in water-works associated with the project.
