Her expertise ranges from civil site coordination for BIA schools to designing and modeling water and sanitary sewer systems. Ceila s experience includes reviewing development plans for conformance to district standards, hydraulic modeling and transient analysis modeling for water distribution wastewater collection systems, and streams and rivers. She has completed multiple master plans and planning documents for potable water, non potable water, pipeline route selection, and wastewater systems impacted by development expansions. These planning documents include water conservation strategies, capital improvement programs, replacement programs, and asset condition management strategies for pipelines and facilities. Selected Project Experience St. Stephens Indian School New High School, Riverton, Wyoming Ceila was the project engineer of record and provided utility services and site planning coordination for this $9M proposed high school project. Utility services included sanitary sewer, domestic water, a separate domestic water line for fire protection, natural gas, electrical, telephone and storm sewer. Ceila also assisted with construction phase services. Loneman School Replacement, Ogalala, South Dakota The Loneman School Replacement project is a 56,619 SF K 8th grade school on the Lakota Sioux Reservation. The school is a BIA grant school, and the BIA funded the $15.2M project. Ceila was the project engineer for the utility services, which included sanitary sewer, potable water, and a separate domestic water line for fire protection. The utility plan included an abovegrade steel potable water storage tank and a booster pumping station for fire protection. Ceila also assisted with construction phase services. Pecos Street/UPRR Grade Separation, HDR Engineering, Inc., Adams County, Colorado Ceila was the project engineer for the design of water and sanitary sewer relocations. The grade separation is for North Pecos Street at a two separate railroad crossings. Project included submittals to two local water and sanitation districts, two local fire departments, and Denver Water, along with the coordination of utility crossings. Water Conservation BMP#2 Comprehensive Plan, United States Air Force Academy, Colorado* Ceila was the project engineer for a water use survey of the water system to determine leaks unaccounted for uses to meet Executive Order and Federal Energy Management s Best Management Practices (BMP). Selected Project Experience Choice Center Student Housing, Ft Collins, CO Chuck served as project manager responsible for the coordination and permitting of a new 665 bed student housing complex adjacent to the Colorado State University. The complex included two apartment style complexes and adjacent amenities in the Spring Creek floodplain. Chuck was responsible for the LOMR, LOMR F, and Floodplain Use permits and obtaining approvals from both the City and FEMA. Wyoming Technical Institute Housing, Laramie, WY* Chuck served as project manager responsible for the coordination and design of a new 900 bed student housing complex adjacent to the school. The complex included six apartment style complexes and a Student Union building. Chuck was responsible for preparing the site plan; developing grading and utility plans, and obtaining the necessary approvals and permits from City agencies. Town of Bennett On-Call Services, Bennett, CO* Chuck served as town engineer responsible for master planning all water, wastewater, drainage, transportation, surveying, mapping, and parks, and provided construction administration services. Chuck worked closely with the town staff, consultants, and sub consultants to develop, update, and construct the town s well water system, pump station improvements, wastewater treatment facility, and incorporate outside metropolitan district facilities into the town s facilities. Arapahoe County Justice Center Parking Lot, Arapahoe County, CO* Chuck was the principal in charge for the design and construction documents of the site improvements associated with the Arapahoe County Justice Center. This project addressed pedestrian trail connections through Remembrance Park to meet ADA requirements as well as public access to public transportation. With nearly 30 years of experience, Mr. Nickel has spent the past 17 years of professional practice focused on significant outdoor campus and higher education environments. An accomplished designer, artist, illustrator and team member, Spencer s work is a result of close collaboration among clients, engineers, architects, contractors and stakeholders to arrive at solutions sensitive to budget and schedule, resulting in sustainable places of great meaning and function. His efforts have been featured in the recent book Built for Learning: A Unified Architectural Vision for the University of Denver, documenting the past decade of landscape and architectural development at the University. Spencer s work has been recognized by the American Society of Landscape Architects, Colorado Chapter, as well as the Society of Illustrators of Los Angeles. Water features, a central campus plaza and native drainage landscaping accent this new campus gateway building. Project goals included the development of a campus gateway plaza, improved circulation, accessibility and a native low water planting palette. Campus Master Plan, AIMS Community College, Ft. Lupton, CO complete site planning and landscape architectural design services for the new AIMS Community College Fort Lupton, Colorado campus. Working from the goals and principles set forth in the overall AIMS system master plan (co-authored by his prior company in 2004), Mr. Nickel provided complete campus development planning services for the new Ft. Lupton campus for AIMS Community College. Project goals included the development of a campus organized by open greenswards and pedestrian connectivity; Building siting to provide enhanced long range views while simultaneously affording protection for the high winds and exposure typical of the site and planning for a variety of future programs potentially including a museum, a rodeo grounds and future educational buildings. New Classroom Building and Quadrangle, AIMS Community College, Ft. Lupton, CO complete site planning and landscape architectural design services for the new classroom building and campus quadrangle on the AIMS Community College Fort Lupton, Colorado site. Working from the framework of the campus master plan (also developed by Mr. Nickel s firm), Spencer provided detailed site design and construction phase administration for the newly expanded campus, the building and the new campus quad. Key project elements focused on the creation of a unified campus identity for the multiple campus system and the creation of exterior standards and strategies to help brand the AIMS system as a premier learning center for Northern Colorado. Spencer s firm 5Design, Inc. worked in conjunction with JBA Inc. of Windsor Colorado leading the academic programming and space needs analysis portion of the project. 6 University of Colorado As-Needed Architectural, Engineering and Consultant Services Sample Projects Fitzsimons Infrastructure Improvements, University of Colorado Health Sciences Center (UCHSC), Aurora, Colorado The original U.S. Army garrison, built in the 1930s, was comprised of a 448,000 square foot hospital and supporting facilities. It expanded to 1,946,000 square foot of new construction as the University of Colorado, Denver. WHPacific met the challenge of designing around existing utilities, some phased out of service and others that remained in service. WHPacific s work, typical of campus projects, required coordination with various other projects being constructed concurrently with those designed and administered by WHPacific. 19th Avenue Reconstruction (Phase 2) This project included the design of the roadway and incorporated stormwater and sanitary sewer design, including new construction and renovations. Water Main Improvements (Phase 3) Phase 1: Design of 1,600 LF of 15-inch to 8-inch sanitary sewer. Phase 2: Design of roadway; 2,250 LF of storm sewer; 1,350 LF of sanitary sewer; and detention basin revisions. Phase 3: Design of 3,400 LF of water line; 3500 LFof sanitary sewer; and 420 LF of storm sewer. Design and construction: ; Design fee $531,313 Sanitary Sewer Expansion (Phase 1) The first phase of WHPacific s design for the UCHSC was the sanitary sewer that served the 1930s 448,000 square foot hospital as well as 1,946,000 square foot of new construction. Because of the phasing of the facilities - both sewer phasing and building phasing - interim and ultimate sewer flows were considered that would provide a design for the worst-case scenario. The main trunk sewer needed to discharge into an existing sewer and avoid utilities such as steam tunnels, underground personnel tunnels, chilled water and condensate lines, deep (12 to 15 feet) storm sewer lines, utility vaults, existing live and abandoned waterlines and valves, utility and light poles, and electrical transformers and switchgears. WHPacific was able to design and construct a 15-inch sewer in a challenging maze of existing underground pipes, tunnels and other structures. This project was comprised of multiple water line upgrades to the existing UCHSC Fitzsimons Campus. The new water lines continue the master plan upgrades to the University s infrastructure, and entailed adding 8-inch to 24-inch water distribution lines through the most densely congested area of the Campus. The existing underground utilities included personnel and steam tunnels, steam and chilled water lines, electric and telephone duct banks, fiber optic duct banks, as well as sewer, water, and storm sewer. The project s primary challenge was determining live and abandoned utilities, maintaining active services, planning for future Campus expansions, and the phasing of current and numerous projects. 7 University of Colorado As-Needed Architectural, Engineering and Consultant Services Utility Master Plan, University of New Mexico (UNM), Albuquerque, New Mexico WHPacific is currently providing economic analysis and master planning for the distribution systems (steam, condensate, chilled water, electrical, natural gas, telephone, data, optical fiber, and copper) and for the generation systems (chilled water, steam, electrical, purchased utilities). 360 Acres Currently in design $425,298 Design fee Gallup Campus Utility Master Plan, UNM, Gallup WHPacific is currently providing a study of the UNM Gallup utility systems, coordinating past studies, and developing a comprehensive utility master plan in support of the Gallup Campus Facilities Master Plan. 80+ Acres Currently in design $84,700 Design fee Water Master Plan and Domestic Water System Improvements UNM, Albuquerque 360 Acres Project cost: $3,950,578 construction (Phase 1 $1,250,000; Phase 3 $900,000; Phase 4 $762,582; Phase 5 $ 1,037,996) Phase 1 Design (2001), Phase 2 Construction (2002), Phase 3 (2007), Phase 4 (2006), Phase 5 (2011). The UNM s Albuquerque campus uses its own water supply and distribution facilities to provide the majority of domestic water and fire protection service to a 25,000-student campus spread over 360 acres in central Albuquerque; several outlying UNM buildings are supplied water from the city s system. This campus was served mainly through 8-inch and smaller exposed steel pipes installed in a network of utility tunnels beneath the campus. The age and condition of this system, along with plans to expand the campus to accommodate 35,000 students, required the University to develop a new water system master plan as well as a phased upgrade strategy for the plan s recommended system improvements. The design was phased to coincide with funding availability and to minimize disruption of water service and vehicular and pedestrian traffic. The University has a major physical plant that includes potable water supply and delivery. Due to age of the infrastructure and the growth of the campus, UNM s water system required a master plan update; a system upgrade strategy; and close coordination with UNM and the contractor to address and resolve complicated field conditions encountered due to more than 400 previously unknown utilities. WHPacific developed a comprehensive master plan and water line design from a detailed hydraulic analysis of the existing system and future required system, and verified current use. The hydraulic analyses included detailed investigations of 60,000 total feet of 8, 10 and 12 inch water lines on the campus and adjacent roadways. The master plan identified several construction phases to implement improvement projects in conjunction with availability of funding, and developed phases construction. The design of Phase 1 included 15,000 total LF of new 8, 10, and 12-inch water lines. Phase 3: UNM s water system required the renovation of an increased capacity pump station on campus. The existing pump station was located in an underground structure adjacent to an underground reservoir. WHPacific designed the renovation to increase its capacity to 8,000 GPM. WHPacific also a construction sequence that minimized disruption of water service and vehicular and pedestrian traffic. The project was an overall success that resulted in a 47% reduction of energy usage at the pump station when comparing the energy used in August 2004 to August Phase 4: WHPacific designed over 1,000 LF of 12-inch water line, including 200 LF of tunnel piping, to complete a water line loop connecting the potable water pump station to the north side of central campus using pipes sized in accordance with hydraulic modeling work from the Water Master Plan. Fire hydrants were also added at critical locations along with a new concrete vehicular ramp to improve fire truck access to existing buildings. The design also called for nearly 800 LF of gravity sewer collection including manholes and building sewer service connections. The new water and sewer lines were installed along narrow utility corridors within central campus. Phase 5: This phase includes approximately 1,100 LF of 8-inch water line and 2,500 LF of 10-inch water line including valves, fire hydrants, and appurtenances to complete the water line loops according to hydraulic modeling work from the Water Master Plan. As a part of an IDIQ with the BIA, WHPacific provided a design that was sensitive to the unique requirements of our tribal clients. WHPacific provided the planning and design of this new 35,500 SF high school building for 100 students. The school is located on the existing school campus, behind the existing elementary school. The project includes a new kitchen, cafeteria, gym, classrooms, administrative offices, a new running track, new parking lots, and roads for circulation to the new school and existing buildings. Sustainable features of the school include ICF (Insulated Concrete Forms), load-bearing exterior wall systems, daylighting, energy efficient HVAC and lighting systems, no or low VOC emitting materials throughout the building, plumbing fixtures that reduce water consumption, and a 20 kw grid-tied fixed tilt photovoltaic array mounted on the gymnasium roof for on-site renewable energy, and the alternative-design on-site solar power system was incorporated into the design to attain LEED Silver Certification. 9 University of Colorado As-Needed Architectural, Engineering and Consultant Services Choice Center Student Housing, Fort Collins, CO WHPacific provided the coordination and permitting of a new 665 bed student housing complex in Fort Collins, CO. Choice Center is a campus-edge, mixed-use, infill development located near the southern edge of the Colorado State University campus along one of the busiest commercial thoroughfares, College Avenue. This sustainable community accommodates a large number of students within walking/ biking distance of the campus and adjacent to the new Mason Corridor Bus-Rapid-Transit system. The complex included two apartment style complexes and adjacent amenities in the Spring Creek floodplain. WHPacific coordinated with the project team and processed the FEMA LOMR, LOMR-F, and City of Fort Collins Floodplain Use permits in order to gain critical Certificate of Occupancy permits in time for opening in The FEMA permits included hydraulic modeling of the adjacent Spring Creek and complete separation of the student housing units and amenities from the 100-year floodplain. Improvements with the adjacent Mason Corridor BRT and parking garage projects was done concurrently with FEMA to minimize review and approval periods. Page 4

Key project elements focused on the creation of a unified campus identity for the multiple campus system and the creation of exterior standards and strategies to help brand the AIMS system as a premier learning center for Northern Colorado. The master plan update incorporated the new Windsor, Berthoud and Ft Lupton campuses within its study scope. WHPacific worked in conjunction with JBA Inc. of Windsor Colorado leading the academic programming portion of the project. University of Denver: Open purchase order; planning and Landscape Architecture WHPacific is currently working with the University of Denver under a blanket open purchase order for campus planning, landscape architecture and landscape committee consulting. Various smaller, on call projects involving planting recommendations, arboretum consulting, ADA exterior access and compliance issues and smaller terrace and patio projects and studies are ongoing throughout the year.
