3 What is this initiative? A PUBLIC-PRIVATE pilot-partnership to develop a revitalization strategy for a commercial corridor TEMPORARY concentration of resources to develop and implement corridor enhancement strategies The long term success of the plan will require committed local stakeholders If the project is successful, other corridor plans may follow

4 Corridor Plan Contents Determine what uses the market can support Identify possible niche markets How to replace/reclassify commercial uses How to redevelop properties that are no longer viable for their current use Demolition Land Banking Rezoning

5 Corridor Plan Contents Determine barriers to property improvements Work with property owners to determine why improvements have/haven t been made What tools exist to overcome these barriers What tools to we need to create to overcome these barriers Financial incentives Organizational capacity Regulatory changes

6 Why start with SW 9 th Street? Key corridor into the City Gateway to downtown Des Moines 5 mile corridor stretches from HWY 5 to Downtown Annual $1.3 million in City tax revenue Significant number of blighted commercial structures Corridor reinvestment continues Significant number of P&Z and BOA cases

7 Measuring Success Increased property values Decreased number of distressed/vacant properties Demolition of nuisance properties Redevelopment/reuse of vacant properties Identify a partner that focuses on long term revitalization efforts Need to identify partner organization to lead efforts after plan is completed The corridor develops a buzz factor Businesses/customers want to locate/patronize on SW 9 th Street

8 Coalition Building Initial stakeholder meetings Property Owners/Neighborhood Associations SW 9 th Merchants Association/Southside Chamber CSSNA and other groups Review plan concept with stakeholder groups Obtain feedback on the proposal Receive stakeholder commitments Vote on whether or not to support the initiative

9 Shifting focus Corridor Planning is a shift from traditional neighborhood planning Traditional neighborhood plans focus primarily on residential uses Work with multiple neighborhoods Funding will be needed for implementation Want feedback from the Council on this proposal Questions, Concerns, Comments

10 Other Planning Initiatives

11 Northeast Corridor Plan Council requested staff look at planning efforts in the recently annexed area Polk County requested a joint effort with surrounding jurisdictions Altoona, Pleasant Hill, and Polk County Staff suspended the project when Altoona sued Pleasant Hill over a land use issue

12 Market District Plan Staff and Council member Meyer have been working with the HEV to discuss plan implementation Staff believes future relocation of Public Works facility will be a catalyst for the area Staff is also creating a plan to address infrastructure in the area

13 Keo Way Corridor Plan Staff is currently evaluating the project area to determine development possibilities Upcoming Project Timeline Summer/Fall--Meet with property owners/other stakeholders in early fall Fall--Finalize RFP for streetscape planning and design consultant selection

14 Planning Initiatives Since 2008 plans are underway or completed for: 3 Regional Plans 12 Neighborhood plans 9 District Plans (such as Market District Plan) 8 Streetscape Plans Plans have overlapping and contradicting goals and objectives Other initiatives such as green infrastructure require a comprehensive approach There is a need to connect the dots throughout the City Opportunity to maximize limited City resources Ensure all of the initiatives are working toward common goals
