3 INTRODUCTION Vinson Centre for Liberal Economics, Innovation and Entrepreneurship The Vinson Centre is a core part of the 150m ten-year Campaign for Free Thinking. The campaign has been conceived by the Vice-Chancellor, Sir Anthony Seldon. The ten-year campaign aims to secure the University of Buckingham s position as one of the world s best, small, innovative, independent, not-for-profit universities. The University of Buckingham is recognised internationally as a pioneer in the teaching of entrepreneurship. The University attracts new entrepreneurs to build a business at the same time as studying theory and achieving an honours degree. We are building on ten years of experience of running a successful programme. Since the programme started in in 2006 it has attracted 56% of its students from 30 countries and 44% from the UK. 74% male students and 26% female students have started the programme. Academic standards are high, with 64.1% achieving First Class or 2.1 honours degrees. We welcome guest teaching and input from visiting entrepreneurs and local businesses; using the Business Model Canvas in addition to the traditional Business Plan; and presenting Selling Yourself and Your Products Workshops combining the best type of sales training with an academic approach. The grant from LGF3 via Bucks and Thames Valley LEP will enable the colocation of two complementary activities: the study of free market economics and the study of entrepreneurship. This report to the Board of BTVLEP covers the following: The planning and development status of the project Funding, costs and proposed stage payment Project programme and proposed key milestones Project governance arrangements Publicity and marketing profile of the LEP during the construction phase Planning & Development The planning application for the new building has been delegated by Aylesbury Vale District Council and will be approved subject to legal agreement and completion of the S106 requirements which is being finalised. The development is at Design Stage 4 (detailed design) and is expected to go out to tender by the end of February Enabling and construction work is currently scheduled to commence in the second quarter of this year. Funding and costs The BTVLEP funding will support additional funding from the University. Current project cost is estimated to be 7.7m and an indicative cash flow table is shown below. Stage payments of the BTVLEP funding is expected to be in line with the project cash flow and achievement of key milestones. 4 Programme and Key Milestone Below is the draft programme for the project with a practical completion date of July It is proposed to set key milestone in line with this programme. The first and possibly the second milestones are proposed to be in line with pre construction dates, (e.g. enabling works contract let (March) and appointment of main contractor (June)), and others then tied into the detailed build programme once known. Again we will be guided by BTVLEP in this matter. Project Governance The project will be overseen by the University s Campus Development Group which is responsible for the strategic planning of the estate in line with the University s 10 year plan. The University s Estates Department will manage the project and have employed Architects Panter Hudspith as the lead on the design and development of the building. The design team is in place with Design ID employed as structural consultants, Engineering Services Consultancy Ltd (ESC) as mechanical and electrical consultants and Gardiner Theobald as quantity surveyors and cost consultants. Further specialist consultants (e.g. CDM, Building Control, Environmental etc.), have also been recruited. Publicity & Marketing. We will of course ensure that all opportunities for the publicity of BTVLEP s involvement in this project are taken and are more than happy to support the LEP with any publicity or marketing initiatives they may undertake. 6 BACKGROUND The University of Buckingham was founded in 1973 and opened in 1976 as University College Buckingham with 65 students. INOV8 SITE The University was established as an independent institution and is the only private university in the United Kingdom operating under a Royal Charter. It receives no direct government support and is the only University of its type in the UK. The University has expanded quickly since the early 1980s and today accommodates some 2,000 students with 1,200 full time on site. The University has proved popular with students and in 2016 was named as University of the Year for Teaching by the Times Good University Guide. The University is currently short on modern teaching space and construction of new improved educational facilities is required to enable it to continue to compete with larger institutions. 7 University Masterplan Vision In 2010 the University purchased the vacant Inov8 factory off Tingewick Road and engaged Panter Hudspith Architects to develop a masterplan for the whole University to enable the new site to be successfully integrated into the existing Campus. At the heart of the proposal was to construct a series of new teaching buildings set around quadrangles and green spaces. Progress to date has seen Prebend House renovated and converted into a post-graduate centre, The Radcliffe Centre converted into a state-of-the-art multifunction space and a new medical school opened in the Chandos Road buildings. The Former Inov8 factory site has received planning permission for a campus expansion and student accommodation, and is awaiting funding for its redevelopment. The next key site to be progressed is the Vinson Centre (C8), a new teaching building for the study of Liberal Economics, Innovation & Entrepreneurship. 8 BUILDING INFORMATION Site Location The site of the new building is located in the heart of the University Campus within the Buckingham Conservation Area. It is located close to a number of listed buildings most notably Yeomanry House. Historically the area was sparsely occupied by buildings and changed little from the 1800s until the arrival of the University in the 1970s. The site is bounded by the Great Ouse River and the former site of St Peter St Paul Church. Beyond the river is the now defunct Banbury Verney Junction branch line, which closed in There were also two mills nearby, the Town Mill, which is now the University Student Union and the Station Mill, which later became a dairy and is now home to the University Medical School Map of Buckingham - Building footprint shown in Red 8 THE VINSON CENTRE - UNIVERSITY OF BUCKINGHAM

9 R Site Location PREBEND HOUSE The site is currently occupied by two small structures; the Santander Bank and University Marketing Department, together with the associated parking areas, these buildings, are of low quality and detract from the conservation area and the setting of the adjacent listed buildings. Under the proposals these will be demolished to make way for the new Vinson Centre Building. The Vinson Centre has been designed in such a way that the bank can continue to operate during construction until it can be permanently relocated into the building that currently contains the University bookshop. SANTANDER BANK Four trees will need to be removed to accommodate the new building, the remaining adjacent trees will be retained and protected during construction works. New trees will be planted as part of the landscape proposals. 11 PROSED DESIGN Use and Amount The building will be primarily used for teaching and student study space with admin offices on the top floor. The teaching facilities will be shared with the whole University, providing much needed space for lectures and seminars. There will be a small cafe on the ground floor, which will be part of a social learning space and not open to the general public. The social learning spaces provide a variety of different areas for group and solo study both with IT facilities and without. Space is also provided on the ground floor for the University bookshop. 12 PROSED DESIGN Scale and Massing The proposed Vinson Centre is in a sensitive location off Hunter Street within the Buckingham Conservation Area. The position and massing of the building has been carefully considered. The building occupies the same footprint as the proposed building C8 in the University masterplan. To limit the impact on the street the height of the parapet has been matched to nearby Yeomanry House. The section of the building that directly adjoins the road has also been reduced to two storeys and stepped away from the cottages at the bottom of Hunter Street. The building has also been kinked to create a buffer zone to these buildings. The Vinson Centre has been orientated to take advantage of the sloping site so the additional height of the lecture theatre is lost below ground. Axonometric View Looking South West The top floor has also been reduced in height and existing trees are retained to screen the taller sections of the building. To the front of the new building a new landscaped square or quadrangle is created, this frames the facade of Yeomanry House greatly improving the setting of the listed building. To the rear the facade has been divided into three sections to articulate the longer rear elevation. 13 PROSED DESIGN Layout - Ground Floor The building will be the new home of the Liberal Economics Faculty. On the ground floor there is a 160 seat lecture theatre as well as a new double height study centre with mezzanine and a social learning space with a cafe and a new home for the University Bookshop. Externally a public path will run to the side of the building to link the Beloff lawn with the new quadrangle in front of the building. This will provide views from Yeomanry House to the Tanlaw Mill. To the front of the building a new public square is created which opens up to Hunter Street, this creates a focal point for the main entrance to the building and greatly improves the setting of Yeomanry House. SANTANDER BANK When the building is complete the bank will move into the space vacated by the University Bookshop the parking and access arrangements for the Bank will stay the same. 13

14 PROSALS Layout 1st & 2nd Floors The first floor contains 7 Seminar rooms ranging in capacity from students. The mezzanine of the study centre is also located on this level. The main circulation looks out onto the Beloff Lawn and doubles as an informal meeting and study space. The second floor contains 2 smaller seminar rooms, faculty offices and admin facilities. The circulation is top lit via a roof light that runs the length of the main corridor. 15 PROSED DESIGN Appearance Precedents Due to its location at the heart of the Buckingham Conservation Area and the proximity of the nearby listed Yeomanry, Prebend and Norton Houses the building has been designed using Georgian principles and proportions. The majority of the surrounding buildings are constructed of red brick or rough cut stone. Prebend and Yeomanry Houses both have stucco facades with brick or irregular stone return walls. 16 PROSED DESIGN Appearance Materials It is proposed to construct the walls using mixed local facing brick with reconstituted stone detailing. The brickwork will be articulated where possible to provide variation to the the large elevations. Deep window reveals will also be used to provide shading and interest in the facades. The windows will be double glazed sashes, most likely in timber looking at replicating the more efficient late Georgian style Stucco has been rejected as it is high maintenance and commonly has issues with damp. The roof will be slate and include Photo Voltaic Panels integrated into the tiles, please see the sustainability section for details. 17 PROSED DESIGN Landscaping The proposals involve the removal of 4 trees, and a small section of grass to the North of the site. As part of the development we will re-landscape the external spaces around the building. including the planting of 5 new trees (numbered 1-5 on the adjacent plan) and numerous other plant species in the walled quadrangle to the front of the building. All plant species chosen will be suitable for the locality. The elevation along the Beloff Lawn has a series of planted pergolas providing cover to pedestrian routes and a terrace. BELOFF LAWN SRTS COURT A key part of the landscape proposals are to create a series of framed views to link the various sections of the campus the most prominant a sightline from the front of Yeomanry house to the Tanlaw Mill. 18 PROSED DESIGN Access The building will have level access from street level and lift access to all floors. DDA compliant accessible WCs are provided on every level with ambulant disabled cubicles located in each of the main toilets.
