It was built in with upgrades and additions in. The original building has a flat roof and has brick veneer and cedar wood panel cladding. The original structure consists of wood frame walls and steel frame structure over a grade beam and pile foundation. The additions in consist of similar structure and is clad with metal siding over metal stud framing with metal clad pitched roof. A number of minor problems with architectural, mechanical and electrical systems are consistent with a building of this age. Structural Summary: Original () structure comprises of slab on grade construction on grade beam on piles with wood framed walls and engineered wood joists. addition comprises of steel frame construction with OWSJ.The structure is in good condition for a building of its type and age. Envelope Summary: The building envelope in the original building () comprises of wood frame walls with brick veneer and metal cladding with fibreglass insulation and 6mil poly vapour barrier. The additions in comprises of similar construction with the difference in metal cladding. The building envelope has some minor issues but overall in acceptable condition with minor repairs required. Interior Summary: Interior walls comprises of painted gypsum with ceiling consisting of a combination of gypsum and acoustical ceiling tiles. Resilient sheet and tile flooring are located throughout the hallways and individual patient rooms with ceramic wall tile finish predominantly in washroom and bath areas. A number of relatively minor problems have been noted with the interior but otherwise building interior is in acceptable condition. Mechanical Summary: The plumbing systems of the building consists of domestic water distribution, natural gas, storm and sanitary piping, and plumbing fixtures are mostly original. Domestic hot water is supplied by two domestic hot water heaters. The washrooms fixtures have wall hung and counter mounted lavatories, and floor mounted flush valve type water closets. The shower rooms are equipped with wall mounted shower heads with hand valve operation. Custodial mop sinks are present in custodial rooms throughout the building. Stainless steel sinks are located in several rooms. Heating of the building is provided by two low pressure steam boilers which are connected to two heat exchangers (steam to hot water and steam to glycol). Heating water is circulated through perimeter finned radiation, convectors and unit heaters in the facility. Heating glycol is circulated through the air handling unit coils. There are two main air handling units, one packaged roof top unit and two furnaces that provide ventilation to the facility. Air cooled condensing units provide cooling to the air handling units. There is no ventilation system serving the doctors office. A combination of pneumatic and electric controls are used to control the mechanical equipment. Fire extinguishers are located throughout the building. Items requiring attention within the next 5 years are: - Install a ventilation system to serve the doctors office. 3 Breton - Breton Health Centre (B999A) Electrical Summary: The main electrical service to the building is fed underground from a pad mounted utility transformer. The 12/28 volt, 3 phase, 4 wire main service is made-up of a 8 amp main breaker and breaker distribution section which feeds electrical panelboards throughout the building. The building interior is illuminated by fluorescent fixtures which are a combination of T8 with energy efficient ballasts and T12 with magnetic ballasts. Exterior building perimeter lighting is provided by high pressure sodium wall and pole mounted fixtures controlled by photocells. Exit fixtures throughout the building have been upgraded to LED lamps. Emergency lighting is provided base building fixtures fed from an emergency panel with back-up power provided by an emergency diesel generator. The building is provided with a Honeywell addresable fire alarm control panel which controls devices throughout the building. The building is equipped with a DSC security system and video cameras. The buildings main telephone system is integrated with the Public Address System for building communication. The building has internet service which is distributed by Cat 5 data network cabling throughout the building. The following upgrades and repairs should be considered over the next 5 years: - Replace panelboards. Overall, the electrical systems are in Acceptable condition. Recommendation: Replace built-up roofing to avoid further leaking into the building. Recommendation: Replace eavestrough on metal roofs. The addition has concrete block and metal stud partitions. Some of the partitions have been equipped with sound attenuating fibreglass insulation. No visual evidence or reports of problems with balance of partitions. Balance of hardware standard butts, closers, locksets, latchsets and stops. Hardware has been revised over the years with result that keying system no longer master keyed properly. Retrofitted locksets should be changed to conform to master keying system. Rekey Building and Tracking System Concern: The facility is not fully secured as a master tracking system was not initiated and keys were copied. Recommendation: The Health Centre facility requires a complete master rekeying and a tracking system initiated. The old locks are over the estimated life span.
