The original school was built in with an area of 361m2. In, a 315m2 addition of a multi-purpose room was added above the 1st floor music room. A corridor along the east elevation on the main floor was also added in. Two-portables were added at the south-east corner of the school. The two science rooms were renovated in The music room were renovated during the addition. The two storey school includes several classrooms, a gymnasium, a fitness area (in the portables), a library, computer rooms, a multi-purpose room, a home economics room, two science labs, a shop area, a music room and an exterior classroom. There are 37 children enrolled in the 28 calendar year. Structural Summary: The foundations consist of cast-in-place concrete grade beams and spread footings. The original building has cast-in-place concrete slabs-on-grade with conventional steel reinforcement. The roof comprises of a metal roof deck with steel structure supported by exterior & interior structural framed walls. The structural walls and columns are concrete block walls or poured in place concrete. Overall the structural elements are in acceptable condition Envelope Summary: The original exterior cladding consists predominantly of painted ribbed & concrete block walls. In along with the east wall addition, several of the exterior walls were recladded with a EFIS wall assembly (Stucco). Prefinished metal panels are located at each entrances. The exterior soffits have a painted textured finish. The original exterior window units are aluminum frame with fixed and operable awning type units. The main entrance doors on the south and east elevation are aluminum framed with full glazed panels. The majority of the exterior doors are painted steel doors with hollow metal frames & glazed panels. The roofs have a modified bituminous membrane assembly (SBS). The roof was replaced in. Overall, the envelope of the building is in good condition. Interior Summary: VCT and/or VAT is located throughout the corridors, shop area, science rooms and classroom areas. The music room, library, office areas and staff room have a carpet floor finish. The gymnasium has a stained hardwood floor finish. The majority of the utility areas, change rooms and mechanical rooms have a paint finish on the concrete slab. The washrooms & stairwells have an epoxy floor finish. The majority of the interior walls are painted concrete block walls and gypsum board walls. The administration area and shop areas have interior windows. The majority of the school has a suspended 2'x4' acoustical tile ceiling. The structure is painted and exposed in the gymnasium. Lockers are located throughout the hallways and in the change rooms. Repairs are recommended to several interior doors & hardware. The school requires a barrier free upgrade. Overall, the interior finishes are in acceptable condition. There are two original air handling units in the building which are mixed air systems; the main system (supply fan F1) serves the classroom and administration areas and the gymnasium system (supply fan F3) serves the gymnasium. Both of the mixed air ventilation systems have associated return air fans (F2 and F4). With the exception of the gymnasium, the building is air conditioned via a direct expansion type cooling system which includes an evaporator coil in the main air handling unit and a rooftop condenser/compressor unit. A packaged rooftop make-up air unit (MUA1) provides heating, cooling and ventilation for the multi-purpose room and the music room. This unit provides indirect fired gas heat and direct expansion cooling via an evaporator coil which has an associated rooftop condenser/compressor unit (CU1). The fresh air supplied to the building by the two air handling units is balanced by the exhaust air flow from the air handling units and from eight sanitary, local, and general exhaust fans. Building HVAC controls are pneumatic and the control air supply system includes an air compressor mounted on a receiver tank and a refrigerated air dryer. There is a Building Management and Control System (BMCS) providing HVAC system control and monitoring functions (Andover model AC256M). There are two sets of boy's and girl's washrooms in the building, including one set on the main floor and one set on the second floor. There are eight individual washrooms including male and female staff washrooms near the staff room, washrooms in the boy's and girl's locker rooms, a washroom in the shower room off the gymnasium, a washroom in the janitor's office, and male and female staff washrooms on the second floor. Plumbing fixtures include floor mounted vitreous china flush valve type toilets (13), floor mounted vitreous china tank type toilets (8), wall mounted vitreous china lavatories (6), counter mounted enameled steel lavatories (18), wall mounted vitreous china flush valve type urinals (6), and wall mounted vitreous china tank type urinals (3). Other plumbing fixtures in the building include drinking fountains (2), mop sinks (2), laundry tubs (2), showers (2), and general purpose sinks (37). Fire protection for the building includes a standpipe system feeding standard fire hose cabinets, and wall mounted fire extinguishers. The fire hose cabinets also contain pump type fire extinguishers. Current mechanical system requirements include the need for a backflow prevention device on the building domestic water supply (code upgrade), replacement of the counter mounted enameled steel lavatories, replacement of the direct expansion cooling system for the main air handling unit, and replacement of the obsolete Andover building management and control system (difficulties have been reported in obtaining replacement parts). Overall, the building mechanical equipment and systems are in acceptable condition. Electrical Summary: The incoming hydro service to Cardinal Leger school is a 12/28V, 3-phase, 4-wire service. The main switchboard is rated 12A, 12/28V with a 12A main breaker. Individual motor starters provide power for the mechanical equipment. The wiring in the building is typically standard wiring in conduit. The interior fluorescent lighting fixtures were upgraded to T8 fixtures in 21. The exit lighting in the building consists of metal units with LED lamps (21). The emergency lighting is fed from the emergency panel. The exterior lighting consists primarily of surface mounted HPS fixtures, there are recessed incandescent fixtures in the entrance canopies. The building is equipped with a Simplex 42 fire alarm system. Detection and end devices include, smoke and heat detectors, bells and pull stations. The various communications and security systems within the school include; a security system that monitors motion detectors and the exterior doors, a Nitsuko Telephone system and a Bogen MCP-35A P.A. System. A data network system has been installed within the school and there is a video surveillance system with interior and exterior cameras. It is recommended, as routine maintenance, that a program for annual examination of major electrical components be instituted. Maintenance should include thermographic scans for hot spots and power shut down to allow examination of interior components for accumulated debris and signs of corrosion. Architectural elements within the portables were found to be in acceptable condition. Mechanical The dividing wall between the two portables (portables 229 and 23) has been removed to provide a single open area which is used as a fitness room. The room is heated by the two original portable natural gas fired forced air furnaces (Palm Aire) which provide a mixture of fresh air and return air to the conditioned space via supply air duct systems which each run down one side of the open room. Temperature control is independent and is provided by two digital electric thermostats (one for each furnace). The portables do not have any plumbing. Exterior storm drainage for the portables consists of gutters and downspouts which discharge to grade. The entrance to the portables from the school is protected by a fire damper. The mechanical elements within the portables were found to be in acceptable condition. Electrical Each portable classroom is provided with a 12/24V, single phase panel (connected to the school electrical distribution system) that provides power for the individual classroom. The lighting fixture used within each portable classroom is typically a surface mounted, T8, fluorescent, wrap-around fixture. Recessed round P.A. speakers, a call switch, a telephone and a PIR motion detector are typically provided in each portable classroom. The portables are connected to the school fire alarm system and have pullstations at the exits and heat detectors in the storage and furnace rooms.
